Welcome back. I am Ross Atkins with outside source. These brothers have | :00:19. | :00:25.
been identified as carrying out the Brussels bombing at Zaventem | :00:26. | :00:30.
airport. People in Brussels have been remembering the lives of the 31 | :00:31. | :00:35.
people who died in the attack. Politicians have been joining in, in | :00:36. | :00:43.
those commemorations. In sport, we have a couple of stories, we will | :00:44. | :00:49.
talk about how the Brussels attacks have affected one game between | :00:50. | :00:52.
Portugal. Keep your comments coming. We now know more about the people | :00:53. | :01:18.
behind the Brussels attacks. Information being put into the | :01:19. | :01:22.
public domain has changed. Let's bring you up today. These are two | :01:23. | :01:32.
brothers called Khalid el-Bakraoui key and Brahimi L buckaroo E. | :01:33. | :01:41.
Christian Fraser has been following the story for some time. He tells us | :01:42. | :01:47.
these brothers are not strangers to the authorities, and they are not | :01:48. | :01:50.
strangers to journalists either. I was looking at press cuttings from | :01:51. | :01:59.
last week and we were talking about the brothers. The reason we were | :02:00. | :02:09.
talking about them is they had gone to the apartment in Brussels, | :02:10. | :02:17.
looking for an assumed name. The same name being used by Khalid | :02:18. | :02:21.
el-Bakraoui, the brother who blew himself up at the Metro station. He | :02:22. | :02:28.
used the name to rent an apartment in Schumann. From the computer you | :02:29. | :02:34.
have just been talking about, he felt he was under pressure and they | :02:35. | :02:41.
were starting to raid apartments to which he had been connected. He said | :02:42. | :02:49.
he was in a rush, I don't know where to hide and I don't want to end up | :02:50. | :02:58.
in a cell like him. We assumed he was talking about Salah Abdeslam. | :02:59. | :03:02.
Let's talk about the man, and it is neatest thing he was behind these | :03:03. | :03:06.
two attacks. Peter Taylor has come up with extraordinary details about | :03:07. | :03:12.
a unit built within so-called Islamic State. They had around 1000 | :03:13. | :03:20.
fighters. They want to send as many of them as he could to Europe. Each | :03:21. | :03:26.
of them had access to ?40,000, 50,000 euros. There is a close link | :03:27. | :03:37.
between the criminal fraternity and they have access to all manner of | :03:38. | :03:44.
things you would only be able to get if you were in that fraternity. This | :03:45. | :03:54.
man was known to MI6 in Britain and also to French intelligence services | :03:55. | :03:59.
as well. They were supposed to come up with a plan to catch him because | :04:00. | :04:07.
he kept evading them throughout 2015. It was a race against time. | :04:08. | :04:12.
The title tonight's documentary is A Race To Death. The fact that he was | :04:13. | :04:17.
able to plan these attacks, which have been carried out, will be | :04:18. | :04:21.
concern. He was talking about the | :04:22. | :04:24.
documentary. Panorama is on BBC One at nine o'clock. A couple of | :04:25. | :04:30.
important other details that have come in in the last few hours. The | :04:31. | :04:35.
Turkish President, this is a copy from AP, but it is widely quoted. He | :04:36. | :04:43.
said one of the Brussels attackers was caught in Turkey in June, and | :04:44. | :04:49.
deported to Belgium. Daniel Bircher is in Turkey and has more on this | :04:50. | :04:52.
story. The Turkish president made these | :04:53. | :05:01.
claims. He said Brett M L but Karoly had been held in June last year. He | :05:02. | :05:08.
had been deported to the Netherlands and was briefly held in Belgium | :05:09. | :05:20.
before being freed. He said both the Dutch and the Belgian authorities | :05:21. | :05:28.
had been warned by Turkey, but he said Belgium had ignored that | :05:29. | :05:31.
warning... Belgium could not establish any links with terrorism. | :05:32. | :05:34.
Belgian prosecutors have confirmed the two brothers did have a criminal | :05:35. | :05:43.
record for armed robbery, but they said there was nothing related to | :05:44. | :05:49.
terrorism. Belgium authorities have not confirmed or denied, they have | :05:50. | :05:52.
not commented on these claims. Turkey, of course, it is a country | :05:53. | :06:00.
on high state of alert after four suicide bombings in its two main | :06:01. | :06:05.
cities this year alone. In recent five days ago in Istanbul in which | :06:06. | :06:11.
four people were killed. Turkish authorities have said they have | :06:12. | :06:14.
detained three people on suspicion of planning a further attack in | :06:15. | :06:20.
Istanbul. Those arrests, based on information from both Turkish and | :06:21. | :06:23.
German intelligence. In a few minutes, we will have this | :06:24. | :06:40.
sport and will be looking at the biggest video gaming tournament in | :06:41. | :06:46.
the world. 2 million people try to qualify for this. Only 32 made it to | :06:47. | :06:50.
New York. Junior doctors in England will | :06:51. | :06:54.
refuse to cover emergency care during their next right in April. It | :06:55. | :06:59.
is a dramatic escalation in this row between the British Medical | :07:00. | :07:03.
Association and the government. Ministers described the move as | :07:04. | :07:06.
desperate and irresponsible. The BMA staff say other staff including | :07:07. | :07:11.
consultants will be expected to cover A departments. | :07:12. | :07:17.
This bitter dispute over working hours and pay has intensified again. | :07:18. | :07:25.
For the first time in the history of the NHS, a group of doctors | :07:26. | :07:27.
will refuse to provide emergency cover as well as routine care. | :07:28. | :07:31.
Up to now, the strikes have affected nonurgent procedures. | :07:32. | :07:33.
Their union, the BMA, says they have no alternative. | :07:34. | :07:36.
It is the only way we can see of getting Mr Cameron and Mr Hunt | :07:37. | :07:39.
We wish to talk, we wish them to return to negotiations | :07:40. | :07:47.
and to come to some sort of adult and safe resolution. | :07:48. | :07:50.
Junior doctors in England have already been on strike three times. | :07:51. | :07:54.
The next planned action, starting on the 6th of April, | :07:55. | :07:56.
will last 48 hours and again affect routine care. | :07:57. | :07:58.
But a similar 48-hour strike planned from the 26th of April will now be | :07:59. | :08:00.
between 8am and 5pm each day and affect all care, | :08:01. | :08:03.
Ministers say they had to impose a contract after talks broke down, | :08:04. | :08:08.
They claimed the only sticking point is the union's insistence on higher | :08:09. | :08:15.
The fact is that if the BMA had agreed to negotiate about Saturday | :08:16. | :08:29.
premium rates, as they said they would, it wouldn't have been | :08:30. | :08:32.
The BMA had planned a full walk-out by junior doctors affecting | :08:33. | :08:42.
all forms of care at an earlier stage of this dispute, but, | :08:43. | :08:44.
much to the relief of NHS management, that was called off | :08:45. | :08:46.
as a new round of talks got under way. | :08:47. | :08:50.
Right now, though, there is no sign of further negotiations taking | :08:51. | :08:53.
and an all-out strike by junior doctors is back on the agenda. | :08:54. | :08:58.
There have been thousands of cancelled routine operations, | :08:59. | :09:02.
but there has been majority public support so far for | :09:03. | :09:04.
What remains to be seen is whether that continues | :09:05. | :09:08.
and whether patient care is compromised when the action | :09:09. | :09:10.
We live in the BBC newsroom. The lead story is the Brussels attacks. | :09:11. | :09:38.
These brothers have been identified as two suicide bombers. They lost | :09:39. | :09:43.
their lives in the airport and the Metro respectively. This is what is | :09:44. | :09:51.
coming up on BBC News. Police in China have detained 37 people in | :09:52. | :09:57.
connection with $90 million worth of vaccines being sold illegally. | :09:58. | :10:00.
And the international criminal tribunal for the former Yugoslavia | :10:01. | :10:07.
is expected to return its verdict tomorrow. He is accused of crimes | :10:08. | :10:14.
against humanity is from the 1990s. When you have an event as awful as | :10:15. | :10:28.
the Brussels attacks there are different consequences and it is | :10:29. | :10:33.
having an impact on the sporting world. This is Rob Harris telling us | :10:34. | :10:41.
Belgium is moving its friendly against Portugal because of the | :10:42. | :10:49.
attacks. The game was supposed to be taking place in Brussels in a | :10:50. | :10:55.
stadium close to the airport, very close to the metro where the two | :10:56. | :11:03.
bombs went off. That is not going to happen any more, but the kick-off | :11:04. | :11:16.
time has stayed the same and the game is going to be played in | :11:17. | :11:27.
Portugal. We asked Richard Conway to talk about the news, but also the | :11:28. | :11:31.
wider consequences for football and the safety of its fans. The | :11:32. | :11:38.
Belgian FA said it would be cancelled. But there has been talks | :11:39. | :11:46.
today, it has now been switched to Portugal. It will go ahead now and | :11:47. | :11:53.
that is a solution pleasing for all sides. Belgium had their last game | :11:54. | :12:01.
cancelled in November in light of the attacks in Paris, which | :12:02. | :12:06.
disrupted the France, Germany game there. They were keen to play. It | :12:07. | :12:12.
hasn't been possible in Brussels, but a solution has been found. When | :12:13. | :12:17.
you start talking about the euros, opinions divide more? Yes, there is | :12:18. | :12:24.
a growing concern about the euros. We are talking about 51 games over a | :12:25. | :12:31.
month. Fans congregating in two small cities across France. I have | :12:32. | :12:39.
spoken to Uefa and they have reiterated this can be a safe and | :12:40. | :12:45.
secure tournament. They say no games at the moment in principle will be | :12:46. | :12:54.
played behind closed doors, but if the security situation warranted it, | :12:55. | :12:59.
that will be the case. But the moment security measures they have, | :13:00. | :13:04.
they think they can put on a safe tournament. I cannot think of a | :13:05. | :13:10.
whole tournament being held behind closed doors, has it ever happened | :13:11. | :13:15.
before? Nope, never before. It is supposed to be a real celebration of | :13:16. | :13:22.
the game, the party atmosphere that takes over those cities. Uefa | :13:23. | :13:28.
determined to press ahead and determined for it to go ahead. Uefa | :13:29. | :13:34.
saying there will be two perimeters around stadiums. The first one will | :13:35. | :13:40.
be body checks, the second will be ticket checks and then additional | :13:41. | :13:48.
body checks may take place after that. Don't turn up five minutes | :13:49. | :13:54.
before the game, there will be extra time to get in the stadiums. Also | :13:55. | :14:02.
where the fan zones are, lots of fans watch on TV. Fans will have | :14:03. | :14:10.
some inconvenience but that is the price they will have to pay to go | :14:11. | :14:17.
and enjoy the tournament this summer. Not sure if we have covered | :14:18. | :14:23.
gaming. The Fifa interactive tournament has been taking place in | :14:24. | :14:29.
New York. 2 million people took place in qualifying and it boiled | :14:30. | :14:38.
down to 32 of them making it to the finals. 32 of the world's best | :14:39. | :14:47.
players have descended on the city in a bid to become world champion. | :14:48. | :14:56.
My real passion is the ball. I am from Australia and I will pull of | :14:57. | :15:05.
the biggest story you have ever seen in Fifa. We have jokes before the | :15:06. | :15:12.
game, but when we start playing, it is serious. The quarterfinal, who is | :15:13. | :15:23.
it going to be? There we go! What a start. Sean Allen finds himself in | :15:24. | :15:28.
the lead. Gives the ball straight back to Sean Allen. He doesn't have | :15:29. | :15:38.
any energy. Trying to brute force his way through. 5-2, ladies and | :15:39. | :15:42.
gentlemen. Sean Allen, the Englishman looks like he might have | :15:43. | :15:48.
booked his place in the semifinal. I am feeling great. Added pressure but | :15:49. | :15:55.
I will still play my game. I never expected myself to be here. Welcome | :15:56. | :16:03.
to the grand final in New York City. Time for our finalists to join us on | :16:04. | :16:14.
stage. 31 -- 3-1 up. Just one goal away now from winning on away goals. | :16:15. | :16:19.
Sean Allen, head in hands. Devastated how it all pans out. I | :16:20. | :16:27.
was a late replacement and I got to the final. It is a great | :16:28. | :16:35.
achievement. No way I did this. I thought this game was over. But I | :16:36. | :16:48.
tried and I did it at the last second. Let's see what the future | :16:49. | :16:56.
brings. I will work hard and carry on. Not much difference than | :16:57. | :17:00.
watching the real thing. We are going to go back to Brussels. We | :17:01. | :17:10.
have been updating you on the hour of the many elements of what | :17:11. | :17:19.
happened in Brussels yesterday and the investigation since. Some of the | :17:20. | :17:27.
main images we have been using to report the story in the hours that | :17:28. | :17:36.
followed the blast were posted on social media. Kate is a journalist | :17:37. | :17:44.
in Brussels. She found herself meters away from the airport | :17:45. | :17:51.
bombing. The images she took been seen by millions of people around | :17:52. | :17:57.
the world. We have been speaking to her. I didn't realise what happened. | :17:58. | :18:04.
Didn't realise what happened. I looked and there was a very big | :18:05. | :18:10.
flame and then a big sound. Terrific. Smoke and dust and doors | :18:11. | :18:17.
and windows, everything flying around. Where you thrown to the | :18:18. | :18:22.
floor rushed to market I was standing, I didn't know what to do. | :18:23. | :18:31.
In three or four seconds, the second blast. It was much closer. I | :18:32. | :18:36.
realised it. Much stronger. My friends told me today, you are | :18:37. | :18:46.
lucky. Yes, I am really lucky because I was the only person there | :18:47. | :18:52.
with my legs. First, what I did, I wanted to feel my legs, you know? | :18:53. | :19:01.
All around you were people who were injured? Yes, all around. On the | :19:02. | :19:07.
floor with injuries. First what I did, I took my phone and began to | :19:08. | :19:15.
take photos. I had a chance to show the world the face of terrorism. I | :19:16. | :19:22.
think this is the face of terrorism. I am very sorry I took such | :19:23. | :19:30.
pictures. There will be some people who say you have produced these very | :19:31. | :19:42.
strong images. As a journalist, we understand why you did that, but why | :19:43. | :19:51.
didn't you help people around you who were clearly in need of help? I | :19:52. | :20:00.
am not a doctor, I am a journalist. I couldn't help. The first thing | :20:01. | :20:06.
that came to mind is | :20:07. | :20:07. |
