Hello and welcome to Outside Source live from the BBC Newsroom Live.

:00:14.:00:19.

Just over a 24-hour since the brutal attack on a Christmas market in

:00:20.:00:22.

Berlin, police have released the suspect they have been questioning,

:00:23.:00:25.

indicating the attacker is still at large.

:00:26.:00:29.

Candlelit vigils are being held in Germany for the 12 people who died.

:00:30.:00:35.

Russian investigators have arrived in Turkey after the murder of the

:00:36.:00:41.

Russian ambassador on Monday. Turkish police have arrested several

:00:42.:00:44.

members of the attacker's family. If you want to get in touch with us

:00:45.:00:46.

about any story, you can. The person responsible for the

:00:47.:01:08.

Berlin truck attack is likely to still be at large. A man who had

:01:09.:01:12.

been detained by German police on Monday night has been released due

:01:13.:01:17.

to lack of evidence. 12 people died and 48 others were wounded when the

:01:18.:01:20.

Lawrie was driven into the market. Let's bring you this, and unnamed

:01:21.:01:27.

police chief has said that they have the wrong man:.

:01:28.:01:34.

Damian McGuinness will explain how this happened.

:01:35.:01:41.

What seems to have happened is that the eyewitness who had given chase

:01:42.:01:48.

very bravely to the man suspected of carrying out this dreadful atrocity,

:01:49.:01:52.

he lost sight of him a couple of times. Then police detained him. It

:01:53.:01:58.

might well be that in fact there was some confusion over the identity of

:01:59.:02:03.

the man who had given chase. The suspect had always denied that he

:02:04.:02:07.

had any involvement with this atrocity, with this crime, and he

:02:08.:02:13.

also, according to police, there seemed to be no evidence adjusting

:02:14.:02:17.

that he could have been in that Laurie, particularly given that

:02:18.:02:22.

there was quite horrific, a murder seems to have been carried out in

:02:23.:02:27.

the cabin, by the original driver. Some speculation that it would have

:02:28.:02:32.

been difficult for someone to have carried out that murder, to have

:02:33.:02:37.

killed the original driver, to have been in that cabin, and then to have

:02:38.:02:42.

escaped and had no forensic DNA evidence which would link him to the

:02:43.:02:48.

Laurie. -- Lawrie. Police say there is not a strong enough case to

:02:49.:02:52.

officially arrest him. Police can only officially hold him until

:02:53.:02:57.

midnight tonight. They released him earlier than they needed to, with no

:02:58.:03:02.

proof. Having said that, they said they would keep an eye on the

:03:03.:03:06.

suspect. There is no guarantee that he is not involved in some way

:03:07.:03:09.

either. In the last hour, we have had this

:03:10.:03:15.

as well, coming from Islamic State news agency, if you like, that the

:03:16.:03:20.

Berlin truck attacker IS soldier targeting citizens of the Crusader

:03:21.:03:24.

Coalition. So-called Islamic State have in the past claimed responsibly

:03:25.:03:27.

for many similar attacks but without providing any evidence.

:03:28.:03:32.

Let's recap on what we do know. This is the vehicle used in the attack.

:03:33.:03:38.

It is registered in Poland. A Polish man was found dead in the passenger

:03:39.:03:42.

seat. He had been shot. He is confirmed as the truck's 's will

:03:43.:03:47.

driver. The truck was full of steel beams, due to be unloaded.

:03:48.:03:57.

TRANSLATION: I found him yesterday at noon and told him that after an

:03:58.:04:02.

loading in Berlin, he should go directly to load the good and go on

:04:03.:04:05.

tour for the last time before Christmas. He was asking whether he

:04:06.:04:09.

would be able to return before Thursday evening, because he had to

:04:10.:04:12.

buy his wife a Christmas gift. That never happened. The next thing

:04:13.:04:18.

we know is that at age: 15 local time, the truck ploughed into the

:04:19.:04:26.

Christmas market. It had travelled to in 50 to 80 metres through the

:04:27.:04:31.

market on this route. Witnesses say they thought it was travelling at 60

:04:32.:04:38.

kph before coming to a halt. Here is some of what some witnesses saw.

:04:39.:04:46.

We heard this massive noise, to the extent, it was so loud, and it

:04:47.:04:51.

sounded like a massive explosion, like gunshots. Our instant reaction,

:04:52.:04:57.

the same as everyone else around us, was to get up and look, and try to

:04:58.:05:01.

help. A lot of people were very shocked.

:05:02.:05:06.

Some people were staring at the scene in front of us. A few people

:05:07.:05:10.

were putting people into recovery positions. Mothers and their

:05:11.:05:17.

children were trying to be taken away from the scene.

:05:18.:05:21.

It was absolutely horrific. I don't think we can really put it into

:05:22.:05:26.

detail with enough words how devastating the scene was.

:05:27.:05:32.

It was a situation where we did not realise at the specific time that it

:05:33.:05:37.

was a truck that went through. It hit about five Christmas stalls. The

:05:38.:05:43.

stall that we saw, there were people mining on the floor. We weren't sure

:05:44.:05:48.

if it was red wine or if it was blood, but we did see, I remember

:05:49.:05:55.

people picking up the stalls, trying to lift it up, and we realised that

:05:56.:06:02.

unfortunate the people underneath were already passed.

:06:03.:06:05.

German police say that six of those who died were German nationals. We

:06:06.:06:10.

are told the suspect had fled on foot, and was arrested near victory

:06:11.:06:17.

column. But now he has been released and the police are back to square

:06:18.:06:20.

one. Meanwhile, the city of Berlin is in

:06:21.:06:23.

mourning. Angela Merkel has paid tribute this morning. She has given

:06:24.:06:27.

a statement. This is a little of what she had to say.

:06:28.:06:31.

TRANSLATION: Millions of people including me asking this morning,

:06:32.:06:36.

how can we live with the fact that at a Christmas market, a place where

:06:37.:06:39.

we celebrate life, a murderer can bring death to so many. Even I don't

:06:40.:06:43.

have any easy answers to that. I only know that we cannot and we will

:06:44.:06:48.

not give up Christmas markets, enjoying time with our family and

:06:49.:06:53.

friends, outside in our squares. We do not want to live with the fear of

:06:54.:06:57.

evil paralysing us, even when that is hard. We will find the strength

:06:58.:07:00.

to live as we in Germany want to live, free together and open.

:07:01.:07:06.

Robert Hall has been among the crowds in Berlin, paying tribute to

:07:07.:07:08.

the victims of the attack. In the week leading up to Christmas,

:07:09.:07:12.

this part of Berlin would normally Tonight, the streets

:07:13.:07:15.

around the Kaiser Wilhelm Tonight, the streets around the

:07:16.:07:21.

Kaiser Wilhelm People throughout the day

:07:22.:07:23.

and into this evening have been coming together to offer a tribute

:07:24.:07:28.

to show solidarity with those who have lost their lives,

:07:29.:07:31.

with families who are still grieving, and families

:07:32.:07:33.

who are still desperately worried about the victims that are seriously

:07:34.:07:37.

injured and in hospital. Earlier this evening,

:07:38.:07:39.

there was a candlelit vigil There is a determination here that

:07:40.:07:43.

Berlin's life will not be disrupted by acts of terror

:07:44.:07:52.

by attacks of this kind. Away from here,

:07:53.:07:56.

the police investigation continues. But the mood in Berlin tonight

:07:57.:08:00.

is one of remembrance. Robert Hall in Berlin. Let's update

:08:01.:08:11.

you on another big story from Monday. The assassination of the

:08:12.:08:16.

Russian ambassador to Turkey. We reported it yesterday. You will have

:08:17.:08:20.

pictures of the attacker and shouting in the moments after the

:08:21.:08:24.

shooting. Let's show you pictures that have emerged, showing the

:08:25.:08:28.

moments before the attack. You can see the gunman standing at

:08:29.:08:31.

the back of the room, pacing a little bit, and finally he reaches

:08:32.:08:37.

for his gun and shoots dead the ambassador Andrey Karlov on the

:08:38.:08:43.

right of the picture. We stopped just before that moment, of course.

:08:44.:08:48.

The ambassador's be has been flown home, Russian investigators have

:08:49.:08:52.

concluded their investigation, and backing Turkey, six members of the

:08:53.:08:54.

gunman's family have been arrested. The gunman was protesting against

:08:55.:09:00.

Russia's involvement in Syria, especially in Aleppo. That

:09:01.:09:03.

involvement has been discussed today by the Foreign Minister 's of

:09:04.:09:07.

Russia, Iran and Turkey. Sergey Lavrov has said the three countries

:09:08.:09:10.

are ready to achieve a deal between the Syrian government and

:09:11.:09:12.

opposition, and widened the Aleppo ceasefire. The latest on the

:09:13.:09:20.

investigation. What we know now is that Russian

:09:21.:09:24.

investigators are in Turkey. They are working with

:09:25.:09:26.

Turkish counterparts. The plane that brought

:09:27.:09:34.

them to Turkey took away to Russia the body back to rush

:09:35.:09:42.

of the ambassador. It will probably be

:09:43.:09:44.

given to the biggest and It has never happened before,

:09:45.:09:46.

the leader of the Russian Orthodox Church will lead the memorial

:09:47.:09:50.

service for the ambassador. There are so many questions,

:09:51.:09:54.

the main question is, was it a lone wolf attack

:09:55.:10:00.

or a sinister reason behind it? There is a secret cell, a military

:10:01.:10:04.

cell or something more than that? That is the main thing to find out

:10:05.:10:08.

for the investigators. Given the way Russian

:10:09.:10:10.

relations have been with Turkey for the last year or so,

:10:11.:10:12.

one might have expected them to be soured by what happened yesterday.

:10:13.:10:15.

But we have seen anything but. In 2015, when the Russian jet

:10:16.:10:21.

was shot down over Turkey, just when the Syrian operation

:10:22.:10:32.

started, the main angry response response from Russia,

:10:33.:10:44.

from Putin personally, is why the president didn't call him

:10:45.:10:47.

in Moscow to tell him This time, nothing

:10:48.:10:49.

like that was seen. They both immediately went

:10:50.:10:54.

to talk to each other, to make sure that the relationship

:10:55.:11:04.

between the two We will see it later

:11:05.:11:06.

with the meeting of the ministers of foreign affairs,

:11:07.:11:11.

when Lavrov, the Russian minister and his counterparts

:11:12.:11:13.

from Turkey and Iran, standing with journalists shoulder

:11:14.:11:15.

to shoulder, saying it is the best framework to find

:11:16.:11:17.

a solution for the Syrian war. It it interesting

:11:18.:11:20.

that there is no Syrian We will wait to see how the talk

:11:21.:11:22.

between the three ministers will reflect on the situation

:11:23.:11:26.

on the ground. Remember that Russia and Turkey are

:11:27.:11:28.

on opposite sides. Again, it was said this was the best

:11:29.:11:31.

framework for a solution. The United States were

:11:32.:11:35.

welcomed to join them. Remember, Turkey after

:11:36.:11:39.

all is a Nato member, a close ally

:11:40.:11:43.

to the United States. In Aleppo, the evacuations from the

:11:44.:11:52.

east of the city are continuing, but there is a warning from the Syrian

:11:53.:11:56.

army, saying two civilians and rebel fighters, get out as soon as

:11:57.:12:00.

possible before they go in. We are not sure about the numbers in

:12:01.:12:05.

Aleppo, but the Red Cross is saying that 25,000 people have been

:12:06.:12:10.

evacuated from the city since last Thursday. However, the United

:12:11.:12:11.

Nations says:. No details on how the evacuation is

:12:12.:12:30.

going. We haven't heard much today about

:12:31.:12:33.

how it has been progressing. Yesterday, a large amount, but today

:12:34.:12:40.

there has not been information. Two villages, part of the deal which are

:12:41.:12:46.

in areas controlled by the rebels, with more people coming out of

:12:47.:12:49.

there, but the other thing that makes, gave the process and make it

:12:50.:12:53.

last longer, the Russian Foreign Minister said that it will be over

:12:54.:12:59.

in the next couple of days. It may go on for longer. Another part of

:13:00.:13:03.

the deal, two other towns, controlled by the rebels, but

:13:04.:13:06.

surrounded by the government, the rebels want that to be part of the

:13:07.:13:10.

deal as well. There has been no movement on that. We have heard from

:13:11.:13:14.

rebels in eastern Aleppo and they say they won't go until that begins

:13:15.:13:15.

to happen. In terms of the politics going on,

:13:16.:13:20.

we know Russia, Iran and Turkey are meeting, but noticeably absent as a

:13:21.:13:25.

power broker at all, the United States simply not there.

:13:26.:13:31.

Yes, the United States has been left on the sidelines, partly maybe

:13:32.:13:33.

because the transition is going on. Resident Obama hung his colours on

:13:34.:13:42.

the idea that President Assad was non-negotiable, he has to go. That

:13:43.:13:46.

seems to be changing. The statement that came out from the Russians,

:13:47.:13:51.

Turks and Iranians was that the priority was not regime change. Once

:13:52.:13:55.

upon a time, that was the tune that Turkey was singing. They have

:13:56.:13:58.

changed a bit as their relations with Russia have warmed again,

:13:59.:14:04.

saying that the priority for Sergey Lavrov is fighting the terrorists

:14:05.:14:08.

there. As far as the Russians are concerned, that is anyone that is

:14:09.:14:12.

against Russia. Is the aim to get the ceasefire

:14:13.:14:16.

spreading further? That is what they were saying today,

:14:17.:14:21.

what Sergey Lavrov was saying, what the Foreign Minister is worth

:14:22.:14:24.

saying. That is obviously a wish. Whether it can be fulfilled in any

:14:25.:14:29.

way is difficult to say, because the rebels still have strong holdouts

:14:30.:14:32.

where many of the people have been going from eastern Aleppo in the

:14:33.:14:37.

south of the country. There is still a battlefield there. And we have the

:14:38.:14:45.

Isis problem in the north-east. Talk of ceasefire, talk of negotiations,

:14:46.:14:48.

all of that at the moment is a vacuum, because the opposition and

:14:49.:14:52.

the rebels are to be included. The UN has said they are planning a new

:14:53.:14:58.

attempt to get a general talk under way again in Geneva, as we have seen

:14:59.:15:01.

a couple of times already a couple of months into the New Year. The

:15:02.:15:08.

Russian agenda seems to be on a separate track to that, but

:15:09.:15:11.

presumably, they are meant to intermingle. The Russians now are

:15:12.:15:15.

calling the shots to some extent, but can't govern what the rebels do

:15:16.:15:19.

or say. The rebels, we don't know if they will feel we have reached the

:15:20.:15:24.

end of the road, we are not going to win any more. It is time for us to

:15:25.:15:28.

sit down. At the moment, there is no sign of that.

:15:29.:15:31.

A quick update on a story that was overshadowed last night by what was

:15:32.:15:35.

going on in Berlin, a man that shot and wounded three people at an

:15:36.:15:38.

Islamic centre in Zurich in Switzerland on Monday night has been

:15:39.:15:42.

found dead. The 24-year-old walked into the centre near Zurich Central

:15:43.:15:47.

Station and opened fire before running away. His body and a gun

:15:48.:15:51.

were found later under a bridge a short distance away. All three

:15:52.:15:57.

victims are in a stable condition. The man's DNA matched that found at

:15:58.:16:01.

another crime scene, and that was a stabbing at a playground to the

:16:02.:16:06.

north-east of Zurich on Sunday. Police say they don't know why the

:16:07.:16:10.

man carried out the attacks. This is what the Zurich police chief has

:16:11.:16:15.

said. TRANSLATION: 'S what can say is that

:16:16.:16:19.

there is no indication of any kind of terrorist connection. Either to

:16:20.:16:23.

the Islamic State group or any Islamic radicalisation of the

:16:24.:16:26.

suspect. This is what we know so far.

:16:27.:16:31.

Still to come on Outside Source, we are on the streets of Beijing

:16:32.:16:35.

testing the air quality. Authorities are taking drastic measures to try

:16:36.:16:36.

to tackle the pollution crisis. Here in the UK, a court has ruled

:16:37.:16:49.

that doctors should stop providing life-support treatment to a

:16:50.:16:52.

policeman left in a minimally conscious state after a road

:16:53.:16:56.

accident. Paul Briggs suffered a brain injury in a motorcycle crash

:16:57.:16:59.

last year while serving with Merseyside Police.

:17:00.:17:04.

The judge ruled that this life-sustaining treatment should be

:17:05.:17:06.

withdrawn and it could be legally withheld, and he said at the end

:17:07.:17:10.

of this judgment that it means the court is doing on behalf

:17:11.:17:13.

of Mr Briggs what he would have wanted and done for himself

:17:14.:17:16.

in what he thought was his own best interests.

:17:17.:17:20.

But this may not be the end of the case, because there

:17:21.:17:23.

could still potentially be an appeal.

:17:24.:17:27.

A statement was read out on behalf of Lindsey Briggs by her solicitor

:17:28.:17:32.

Matthew Culverhouse at the end of today's judgment.

:17:33.:17:34.

We are therefore dismayed to learn that this decision may be appealed.

:17:35.:17:39.

We feel overwhelming despair and sorrow.

:17:40.:17:54.

This is Outside Source live from the BBC Newsroom Live. Our top story,

:17:55.:18:02.

police in Germany have released a Pakistani asylum seeker detained

:18:03.:18:08.

after the truck attack. There is insufficient evidence to continue

:18:09.:18:09.

holding him. Other stories being reported around

:18:10.:18:14.

the BBC: police have fired tear gas to disperse protesters in the

:18:15.:18:19.

Democratic Republic of Congo. The main rival says the main reason

:18:20.:18:28.

to step down. BBC China says that China have

:18:29.:18:32.

returned an American underwater drone that it seized in the South

:18:33.:18:35.

China Sea last week. The Chinese Defence Ministry said the handover

:18:36.:18:41.

was completed smoothly after what it called friendly concentrations.

-- consultations. On Outside Source, we often talk about the sharing

:18:49.:18:53.

economy, businesses that connect users based on needs and budgets.

:18:54.:18:57.

Now there is a new challenger in the space taking on the model of self

:18:58.:18:58.

storage. For most of us, our homes are the

:18:59.:19:09.

biggest drain on our finances, no wonder so called Schering Connolly

:19:10.:19:12.

sites have attracted millions of users. They have allowed users to

:19:13.:19:18.

claw back money by renting out their bedrooms. But what about unused

:19:19.:19:22.

storage space like attics, could that be turned into cash?

:19:23.:19:28.

That the idea behind a start up. Later I will meet the co-founder,

:19:29.:19:34.

but first I want to try it out. As it turns out, I'm doing a loft

:19:35.:19:39.

conversion, which gives me a perfect opportunity. I need to find

:19:40.:19:42.

temporary storage for the stuff stored in my attic, cats not

:19:43.:19:46.

included. The website connects me with someone local that has attics

:19:47.:19:50.

based that I need to borrow. With the stuff loaded in the car, it

:19:51.:19:54.

is time to meet the stranger who I have been paired with. That strange

:19:55.:19:58.

is Rowena, who lives a short drive away from my house.

:19:59.:20:02.

After a quick chat, she kindly lends me a hand. I like her already.

:20:03.:20:10.

She's got loads of space. I must admit to a bit of attic envy.

:20:11.:20:16.

Thanks for looking after my stuff. That's OK. Why did you sign up? I

:20:17.:20:22.

believe in the sharing economy. I have a decent sized attic and plenty

:20:23.:20:26.

of space. It's great that resources people

:20:27.:20:29.

have got that aren't being used full-time are being used more

:20:30.:20:31.

widely. Is it weird to look after a

:20:32.:20:36.

stranger's in your own home? I am not particularly worried about

:20:37.:20:39.

it. But if somebody turned up on my doorstep and I didn't like the look

:20:40.:20:45.

of them, I wouldn't go ahead with it. You still have the ability to

:20:46.:20:49.

pull out at the last minute. I have passed the test?

:20:50.:20:53.

You have passed the test! I wouldn't let you in. I am confident I can

:20:54.:20:57.

trust Rowena with my stuff, including my precious golf clubs.

:20:58.:21:02.

Next stop, I want to check out the more traditional way to store your

:21:03.:21:07.

stuff. I am at Access Self Storage Centres Mike In South London. Does

:21:08.:21:19.

:21:32.:21:35.

there is a guarantee that they will be home. The security side is quite

:21:36.:21:39.

important to us. The fact that you might have personal memorabilia,

:21:40.:21:44.

that is always a risk with a stranger. Here, again, the room is

:21:45.:21:49.

not shared with anybody else. You keep your own padlock. We don't keep

:21:50.:21:53.

copies of the key or anything like that, only you have access to your

:21:54.:21:59.

goods. My final destination is Google

:22:00.:22:04.

campus in central London. I have arranged to meet the co-founder,

:22:05.:22:09.

David Mantle. My first question is something that has been weighing on

:22:10.:22:13.

my mind. Rowena said to me, if she hadn't liked me on meeting me, she

:22:14.:22:17.

could have pulled out. Was she right?

:22:18.:22:21.

Absolutely. We will not put people down the path of storing stuff if

:22:22.:22:26.

they are not comfortable. We have not experienced this.

:22:27.:22:29.

He also pointed out that as well as the usual feedback, they go through

:22:30.:22:32.

basic background checks, and are interviewed on signing up.

:22:33.:22:35.

What if there was a fire or accident like that, what would happen to my

:22:36.:22:40.

stuff? 99.99% of the transactions on other

:22:41.:22:47.

sites are fine. We expect the same. In that small chance, we have

:22:48.:22:52.

storage agreements where we cover your stuff up to ?100 per box.

:22:53.:22:57.

Since we spoke, they have introduced an opt in insurance policy. How

:22:58.:23:02.

about the all-important question of price?

:23:03.:23:04.

If I stored my stuff at the warehouse, it would have cost me

:23:05.:23:07.

about ?75. Doing it be sharing economy weigh

:23:08.:23:12.

costs me ?56, so a good bit cheaper. Then again, maybe I was lucky to

:23:13.:23:16.

have been matched with a good host like Rowena. Two months later, we

:23:17.:23:21.

may up again and she has taken good care of my stuff. Luckily, she

:23:22.:23:25.

hadn't gone on holiday. Though, she told me that the income she owned

:23:26.:23:28.

for my belongings might pay for her next one.

Europe English and has accused Facebook of providing misleading

:23:33.:23:36.

information when it sought approval for its buyout of the messaging

:23:37.:23:47.

service WhatsApp.. Facebook say they have nothing to hide and it acted in

:23:48.:23:56.

good faith. Let's try to explain this further. What is happening?

:23:57.:24:01.

In 2014, Facebook had acquired WhatsApp. One of the big conditions

:24:02.:24:06.

for this was that the EU wanted to make sure that what sat -- Outside

:24:07.:24:12.

Source and Facebook could not merge and share information. Now we see

:24:13.:24:21.

that Facebook and Outside Source are sharing their information about some

:24:22.:24:25.

of their customers. Facebook, however, says that it is not true

:24:26.:24:30.

what the EU is saying, and they did not mislead the EU. In 2014, they

:24:31.:24:34.

said they did not know they have the technology to be able to share that

:24:35.:24:39.

kind of information. Furthermore, from Facebook's Spectre, they say,

:24:40.:24:44.

look, what the EU back in 2014 was worried about was cross-platform

:24:45.:24:51.

usage. Imagine using WhatsApp and that connects directly to Facebook,

:24:52.:24:57.

and you can chat using either system simultaneously, really. Well, that

:24:58.:25:01.

is still not possible. That is the real risk. That was the risk that

:25:02.:25:07.

the EU was asking about back then. Briefly, the European Commission has

:25:08.:25:10.

been active in its pursuit of tech companies recently, hasn't it?

:25:11.:25:14.

It has. Facebook is facing some other issues with regards to other

:25:15.:25:24.

bits of its operations. Also, we are talking about Apple earlier this

:25:25.:25:27.

week and how it is contesting the big tax Bill levelled at them by the

:25:28.:25:31.

EU. Google is also facing difficulties with the EU commission.

:25:32.:25:36.

This is part of a wider scene that we are seeing with regards to these

:25:37.:25:38.

big Internet companies. Thank you very much. Samir Hussein

:25:43.:25:51.

the weather, the latest on what is going on in Berlin. Police have

:25:55.:25:57.
