Yes, Jackie. For months now, the economy's been sluggish but at | :01:32. | :01:36. | |
least the number of people out of work has been falling. That changed | :01:36. | :01:39. | |
today. The latest figures show the jobless total in Scotland is up by | :01:39. | :01:46. | |
4,000 this month. So now, 223,000 Scots are without a job. That's | :01:46. | :01:52. | |
8.2% of the workforce and a little higher than the UK as a whole. But | :01:52. | :01:55. | |
that's just part of the problem. Many Scots are also working part- | :01:55. | :01:59. | |
time and looking for more hours. For them the problem is not so much | :01:59. | :02:09. | |
:02:09. | :02:10. | ||
unemployment it's under-employment. Stirling city centre. A place to | :02:10. | :02:16. | |
meet, shop and look for a job. But finding work isn't easy during the | :02:16. | :02:21. | |
economic downturn. The company isn't employing anyone full-time. | :02:21. | :02:27. | |
Most people are part time. I look for jobs every day. It is just | :02:28. | :02:34. | |
agency work. There are no permanent employers. It is a particular | :02:34. | :02:37. | |
challenge for anyone looking for a full-time job. According to the | :02:37. | :02:44. | |
trade union body, Scotland has seen 13,000 new part-time jobs created | :02:44. | :02:48. | |
over the year. At the same time, they claim the number of full-time | :02:48. | :02:55. | |
jobs actually fell by 23,000. Today in Edinburgh, the First Minister | :02:55. | :03:00. | |
was hosting and unemployment summit aimed at helping more women into | :03:00. | :03:04. | |
work but the current job market presents a challenge. This expert | :03:04. | :03:08. | |
said working patterns are changing fast. We have seen a subtle change | :03:08. | :03:12. | |
in the labour market where by more people are moving into self | :03:12. | :03:16. | |
employment, more people are moving into part-time employment and | :03:16. | :03:21. | |
people are working fewer hours. that is noticeable in the | :03:21. | :03:26. | |
construction industry. It is still feeling the impact of the downturn. | :03:26. | :03:31. | |
Staff at this recruitment firm match up applicants with jobs. Many | :03:31. | :03:38. | |
are short term. That is set to continue. When confidence increases, | :03:38. | :03:43. | |
we will recruit more staff. But I think we might have a bag of | :03:43. | :03:51. | |
temporary staff that allows flexibility. -- a bank. For now, | :03:51. | :03:53. | |
employers are playing it safe and hoping for growth in the economy | :03:54. | :03:58. | |
but that has been short supply for more than a year. So today's rise | :03:58. | :04:01. | |
in the jobless figures may not be the last of its kind. | :04:01. | :04:04. | |
Well, the job insecurity which many are feeling may also be having a | :04:04. | :04:07. | |
knock-on impact on the high street. Overall, sales in Scotland's shops | :04:07. | :04:10. | |
fell slightly in August. Now, retailers blame the Olympics for | :04:10. | :04:13. | |
distracting shoppers and say the warm spell put many people off from | :04:13. | :04:17. | |
buying winter clothing. But it's a sign that people may now prefer to | :04:17. | :04:24. | |
save than spend. Jackie. Well, as the latest jobless figures | :04:24. | :04:28. | |
indicate, the construction industry in Scotland is still suffering. | :04:28. | :04:31. | |
Today, the Scottish government launched a new scheme aimed at | :04:31. | :04:34. | |
giving a �1 billion boost to the new-build housing market which aims | :04:34. | :04:43. | |
to help buyers struggling with a deposit. Cameron Buttle reports. | :04:43. | :04:47. | |

their new home near Motherwell. It has been a struggle to get the | :04:51. | :04:55. | |

any chance of getting anything, really. Homes for Scotland say the | :05:05. | :05:09. | |
average property's price in Scotland is around �160,000. In | :05:09. | :05:12. | |
this current economic climate, lenders are looking for a deposit | :05:12. | :05:20. | |
of up to 30 to �40,000. Not many people have that kind of money. | :05:20. | :05:25. | |
This scheme will help people get up to 95% mortgages. The risk the | :05:25. | :05:30. | |
lender takes by accepting a smaller deposit is covered by her | :05:30. | :05:32. | |
housebuilders Potter's abating in this scheme and the Scottish | :05:32. | :05:38. | |
government. For every home that is sold, a small percentage is played | :05:38. | :05:42. | |
into the guarantee scheme, thus enabling the banks to lend giving | :05:42. | :05:46. | |
and security and safety. Well no taxpayers' money will be put into | :05:46. | :05:52. | |
the scheme, the Scottish government will be liable for up to �60 | :05:52. | :05:56. | |
million. But ministers say it could generate sales of up to �1 billion | :05:56. | :06:00. | |
