Good evening. It's the most wide-ranging bill affecting children | :01:11. | :01:14. | |
ever to be introduced in the Scottish Parliament. Members have | :01:15. | :01:18. | |
been debating it all day, and tonight, will vote it into law. So | :01:19. | :01:23. | |
what's in it? Well, all three and four year olds will be entitled to | :01:24. | :01:27. | |
600 hours a year of free nursery care, instead of 475. Young people | :01:28. | :01:34. | |
will be able to remain in foster care until they're 21. And from next | :01:35. | :01:38. | |
year, free school meals will be available to every child in Primary | :01:39. | :01:43. | |
One, Primary Two and Primary Three. But the most controversial aspect of | :01:44. | :01:47. | |
the new law is that the State will assign a named person to monitor | :01:48. | :01:50. | |
every single child in Scotland, from birth to adulthood. Critics say it | :01:51. | :01:54. | |
undermines the role of the family and could face legal challenges. | :01:55. | :01:57. | |

An adult in authority keeping an eye out for every toddler, every child | :02:08. | :02:13. | |
and even teenagers is old enough to vote in the independence referendum. | :02:14. | :02:18. | |
Named individuals or state guardians as some have dubbed them, mean added | :02:19. | :02:26. | |
protection for vulnerable children. A lot of interference, but some | :02:27. | :02:30. | |
people do need that, but a lot of people don't. Children at risk would | :02:31. | :02:39. | |
benefit from that. My child since birth has that the midwife and they | :02:40. | :02:42. | |
have moved on to the health visitor and the GP. What is being proposed? | :02:43. | :02:50. | |
The idea is someone in authority would be assigned to every child or | :02:51. | :02:53. | |
young person. The thinking is they could help in several ways. Spotting | :02:54. | :02:58. | |
a health problem or emotional difficulty. Offering practical | :02:59. | :03:03. | |
advice to families who want it, as well as acting as a guard against | :03:04. | :03:08. | |
neglect or abuse. One big children's charity is a big supporter. Any | :03:09. | :03:13. | |
child or young person can become vulnerable for a particular reason | :03:14. | :03:17. | |
at any time in their life, just the same as any parent can need support | :03:18. | :03:23. | |
at any time in their life. But the idea has been criticised by some | :03:24. | :03:26. | |
churches, lawyers and opposition politicians. I don't exist that sums | :03:27. | :03:34. | |
-- I don't accept that some children between zero and 18 need help. The | :03:35. | :03:42. | |
government believes criticism like this is misplaced. In the Highlands | :03:43. | :03:48. | |
it has been proven to work, it has reduced bureaucracy, it has meant | :03:49. | :03:52. | |
services are provided in a slicker way, it has meant other | :03:53. | :03:55. | |
professionals can target more vulnerable families because there | :03:56. | :03:59. | |
are times freed up. It is also being developed in response to what | :04:00. | :04:04. | |
parents have told us. The bill is expected to be passed by MSP is this | :04:05. | :04:09. | |
evening. Critics warned there could still be legal challenges. | :04:10. | :04:11. | |
Our political editor Brian Taylor is at the Parliament. Brian, the bill | :04:12. | :04:14. | |
is yet to be actually voted into law. How much of a formality will | :04:15. | :04:20. | |
that be? They are still discussing that very issue of the context of | :04:21. | :04:27. | |
the bill -- contents of the bill. Amendments of the Conservatives' | :04:28. | :04:33. | |
opposing named persons. There have been complaints from a number of MSP | :04:34. | :04:36. | |
's, not just in the opposition but across the parties. But the bill is | :04:37. | :04:41. | |
not accompanied by sufficient financial details about the costs, | :04:42. | :04:46. | |
the capital costs, investment costs, of meeting those new promises on | :04:47. | :04:50. | |
childcare. Ministers said they would look at that and come back to | :04:51. | :04:53. | |
Parliament. Despite all of that I think the bill will go through | :04:54. | :04:56. | |
tonight. The vote is expected at 8pm or perhaps later. They really are | :04:57. | :05:00. | |
taking their time to go through this bill. | :05:01. | :05:02. | |
And away from the Children's bill, Brian, we've had competing claims | :05:03. | :05:06. | |
today on the impact of independence. Bring us up to speed. We have. | :05:07. | :05:13. | |
Ministers from the UK and Scottish Government, Danny Alexander was | :05:14. | :05:19. | |
looking at a situation, he said, we're independence that happened but | :05:20. | :05:23. | |
the Scottish Government was not accepting its share of the UK debt. | :05:24. | :05:28. | |
He said those circumstances, the global financial markets would get | :05:29. | :05:33. | |
spooked, they would look at this Scotland -- as Scotland's | :05:34. | :05:35. | |
defaulting. This could push up borrowing costs and good mean an | :05:36. | :05:41. | |
average mortgage could be ?5,200 a year more expensive. John Swinney | :05:42. | :05:45. | |
said it was nonsense, there was no evidence of higher borrowing costs. | :05:46. | :05:50. | |
Smaller country -- smaller countries often had lower borrowing costs. The | :05:51. | :05:54. | |
Scottish Government would be willing to pay a share of that debt, but | :05:55. | :05:58. | |
only if there was a wider deal on issues of the Bank of England and | :05:59. | :06:02. | |
other currencies. If the UK insist upon being the continuing state and | :06:03. | :06:06. | |
having all the assets, it gets the liabilities as well. He said that | :06:07. | :06:10. | |
would mean the rest of the UK would pay far more to cover that debt. | :06:11. | :06:15. | |

of unemployed people fell to 7.1% in Scotland. That's still slightly | :09:30. | :09:33. | |
lower than the figure of 7.2% for the UK as a whole. And the focus for | :09:34. | :09:38. | |
getting people back to work is on the group that's been hardest hit - | :09:39. | :09:49. | |
young people. The number of people in work in Scotland is rising. | :09:50. | :09:53. | |
Today's employment figures leave a sweet taste in the mouth. These | :09:54. | :10:00. | |
teenagers are being taught how to perfect their bar skills, they are | :10:01. | :10:07. | |
among those back at work. Gaining confidence is also a crucial part of | :10:08. | :10:17. | |
this Learning For Life programme. I was looking for jobs and struggling | :10:18. | :10:20. | |
a bit, but I got onto this course and I am happy with that. It is a | :10:21. | :10:26. | |
massive achievement to go through all of this. It is a massive | :10:27. | :10:32. | |
opportunity. Over the last year, job figures have been getting better and | :10:33. | :10:35. | |
better with Scotland outperforming the UK average. With a big year | :10:36. | :10:39. | |
ahead, those running hotels and bars are planning to take on more staff. | :10:40. | :10:47. | |
2014 for Scotland, is this not -- if this is not an opportunity for | :10:48. | :10:53. | |
growth and opportunity, the Commonwealth Games, a fantastic | :10:54. | :10:58. | |
