top rate of 45p. From 2016, Holyrood will be responsible for 10p-worth of | :01:58. | :02:00. | |
income tax. MSPs can raise tax uniformly across all three rates. | :02:01. | :02:03. | |
They can cut it or leave it alone. Labour says, make that 15p in | :02:04. | :02:07. | |
Holyrood's hands, but Labour also plans an added power, to increase | :02:08. | :02:10. | |
only the upper rates, to raise more cash. How do you create fiscal | :02:11. | :02:23. | |
accountability? The Labour leader in Scotland said the broad shoulders | :02:24. | :02:32. | |
must take the biggest burden. They want to increase levies on income | :02:33. | :02:45. | |
tax, with a return to a top rate of 50p per pound. At the moment, the | :02:46. | :02:53. | |
Scottish command does not need to do anything because they have an alibi. | :02:54. | :02:57. | |
They want to be responsible for what happens in Scotland. At Holyrood, | :02:58. | :03:05. | |
she has challenged the first Minister to match that offer. Less | :03:06. | :03:12. | |
power for Scotland, more of a public struggle in labour. Last year, we | :03:13. | :03:19. | |
were going to have all these powers coming to Scotland, Ltd is just a | :03:20. | :03:29. | |
bit of it. We have 20% now getting involved in Scotland with the other | :03:30. | :03:33. | |
four firsts remaining in London. And there is more. Labour would | :03:34. | :03:36. | |
devolve housing benefit, enabling MSPs to scrap the so-called bedroom | :03:37. | :03:39. | |
tax. Attendance allowance would shift to Holyrood. That helps fund | :03:40. | :03:44. | |
care of the elderly. And they would devolve the Work Programme, which is | :03:45. | :03:47. | |
to help to find jobs. So what stays with the UK? Pensions | :03:48. | :03:53. | |
and other welfare payments. And other taxes like VAT, corporation | :03:54. | :03:55. | |
tax, air passenger duty and North Sea revenue would also remain in UK | :03:56. | :04:01. | |
control. Labour says that is about sharing costs and benefits. | :04:02. | :04:05. | |
Nationalists say it is timid and the benefit plans might get tangled up | :04:06. | :04:09. | |
in the UK's Universal credit. Labour also plans a new role for local | :04:10. | :04:13. | |
government in growing the economy and will look at special powers for | :04:14. | :04:18. | |
the three islands authorities. So where now? The Liberal Democrats | :04:19. | :04:23. | |
already plan big new tax powers for Scotland. The Tories are heading | :04:24. | :04:26. | |
that way, although we do not yet have the details. So will the three | :04:27. | :04:29. | |
pro-Union parties agree a common line? Well, maybe. Johann Lamont | :04:30. | :04:34. | |
stresses she is open to co-operation, but she said today was | :04:35. | :04:39. | |
about Labour's offer. So, with six months to go until | :04:40. | :04:42. | |
polling day and many undecided voters, the rival referendum | :04:43. | :04:45. | |
campaigns still have a great deal to play for. Here is our political | :04:46. | :04:52. | |

developments every day and a lot can change in sex months. One school, | :05:01. | :05:08. | |
one industry and another on the way. But what sort of country will the | :05:09. | :05:16. | |
next generation grew up in? Those campaigning for independence never | :05:17. | :05:20. | |
tire of arguing that independence can make Scotland Federer. The | :05:21. | :05:27. | |
toughest budget cuts are still on others, but with a yes for, we can | :05:28. | :05:34. | |
build a better country, a fairer and more just Scotland. Those making the | :05:35. | :05:41. | |
case for Scotland continuing in the United Kingdom say that a no vote | :05:42. | :05:43. | |
will allow us to keep shaving risk and the source. We get the best of | :05:44. | :05:49. | |
both worlds. We do not need to make this choice. We have a distinctive | :05:50. | :05:57. | |
proud Scottish Voice within the United Kingdom, wouldn't need to | :05:58. | :06:02. | |
lose that back-up and security. The rival campaigns have been running | :06:03. | :06:05. | |
for almost two years. They have argued over everything from | :06:06. | :06:10. | |
childcare to whether or not an independent Scotland could or should | :06:11. | :06:18. | |
continue to use the pound. But what impact has any of this had on public | :06:19. | :06:25. | |
opinion? In a recent survey, last spring, 62% were voting no to | :06:26. | :06:30. | |
independence. Not a lot changed over the summer or the autumn. But in the | :06:31. | :06:38. | |
first few months, the elite has narrowed slightly from 58% against | :06:39. | :06:45. | |
42%. This has excluded those who do not offer a preference. I think the | :06:46. | :06:53. | |
yes side have taken some heart that they are getting slightly closer to | :06:54. | :06:56. | |
the winning post and the well a few months ago. Both sides of six months | :06:57. | :07:03. | |
to go to choose what is best for our children and grandchildren. They | :07:04. | :07:07. | |
will be working hard to reach the disabled voters. -- undecided. | :07:08. | :07:15. | |
Brian is still with me. Glenn mentioned the pursuit of that | :07:16. | :07:19. | |
crucial group, the undecided voters, who may swing this vote one way or | :07:20. | :07:23. | |
another. How will each side seek to woo those voters? They will be | :07:24. | :07:31. | |

that. The main message from the yes campaign will be that Scotland can | :07:40. | :07:42. | |

this must be independent. The argument will be that the | :07:51. | :07:52. | |
alternatives in the United Kingdom will not be in Scotland's | :07:53. | :07:58. | |
interests, that it will not be a government Scotland elects. From the | :07:59. | :08:04. | |
other side, they will put a positive campaign in favour of the union, but | :08:05. | :08:10. | |
will stress the downside of the other. Economic benefits of the | :08:11. | :08:14. | |
United Kingdom will be stressed. I think they will play on emotion, | :08:15. | :08:19. | |
saying, your identity is Scottish and we understand that. But you also | :08:20. | :08:28. | |
