income tax. MSPs can raise tax uniformly across all three rates.

They can cut it or leave it alone. Labour says, make that 15p in

Holyrood's hands, but Labour also plans an added power, to increase

only the upper rates, to raise more cash. How do you create fiscal

accountability? The Labour leader in Scotland said the broad shoulders

must take the biggest burden. They want to increase levies on income
