A review is ordered into the care at one of our busiest hospitals | :00:00. | :00:08.
There has been a rise in greenhouse gas emissions, but the | :00:09. | :00:14.
Scottish Government insists it is on track for long-terms reductions. | :00:15. | :00:17.
Fewer young people are going on to reoffend | :00:18. | :00:20.
And Hibs sack manager Terry Butcher following their relegation | :00:21. | :00:27.
It became clear we needed freshness. That was a decision that was | :00:28. | :00:40.
unanimously taken. A review of the quality of care | :00:41. | :00:53.
at Aberdeen Royal Infirmary has been ordered after clinical staff | :00:54. | :00:57.
raised concerns directly with It comes just days after accident | :00:58. | :01:00.
and emergency consultants raised fears over the safety of patients | :01:01. | :01:05.
because of staff shortages. Aberdeen Royal Infirmary, the | :01:06. | :01:20.
biggest hospital in the North of Scotland. A team of inspectors will | :01:21. | :01:24.
look into concerns about the care some patients are receiving. The | :01:25. | :01:30.
team from Healthcare Improvement Scotland will focus on specialist | :01:31. | :01:34.
surgery, emergency medicine and the care of the elderly. The concerns | :01:35. | :01:39.
raised by what is described as a small group of clinical staff | :01:40. | :01:42.
directly with the Scottish Government. They have raised | :01:43. | :01:48.
concerns about quality in some areas, about care of the elderly. | :01:49. | :01:52.
Healthcare Improvement Scotland will be looking at them in particular to | :01:53. | :01:58.
make sure and reassure the public, particularly in Aberdeen, but across | :01:59. | :02:02.
the whole of Scotland, that everything is safe and of a high | :02:03. | :02:06.
quality. Only last week, two consultants on patient safety was at | :02:07. | :02:15.
risk because of staff shortages. The maternity hospital has also come | :02:16. | :02:19.
into criticism because of hygiene and cleanliness. A Chief Executive | :02:20. | :02:25.
insists he would be resigning. Absolutely not. I believe I'm the | :02:26. | :02:29.
right person to leave the organisation and the things being | :02:30. | :02:32.
highlighted need to be investigated, health improvement Scotland will | :02:33. | :02:40.
investigate. What would you say to a patient who is in or due to go to | :02:41. | :02:44.
the hospital for care? I would happily place any member of my | :02:45. | :02:49.
family in the care of the colleagues there. The inspection team should | :02:50. | :02:59.
publish a report by November. Obviously, there appears to be a | :03:00. | :03:03.
serious problem here, what is the background? | :03:04. | :03:11.
It is high-level stuff. Thousands of people are treated here every year, | :03:12. | :03:15.
the vast majority will be grateful, thankful and satisfied. But there is | :03:16. | :03:21.
clearly a serious problem between on the one hand the senior management | :03:22. | :03:25.
of NHS Grampian and the consultants and senior doctors on the wards and | :03:26. | :03:30.
operating theatres. I am told it was a senior consultant who went to the | :03:31. | :03:34.
Health Secretary to raise concerns. I am also told that although NHS | :03:35. | :03:43.
Grampian were invited -- invited inspectors in. One person raise | :03:44. | :03:49.
concerns about senior positions which are still to be filmed here | :03:50. | :03:54.
and this may be a difficult task with so much criticism and | :03:55. | :03:55.
controversy swirling around. More polluting gases are being | :03:56. | :03:58.
released into the atmosphere, despite efforts to turn Scotland | :03:59. | :04:01.
into a world leader New Scottish Government figures | :04:02. | :04:03.
show that more of the gases believed to contribute to climate | :04:04. | :04:07.
change are being emitted here. Here's our correspondent, | :04:08. | :04:10.
Jamie McIvor. Most scientists agree that the | :04:11. | :04:21.
climate is changing, and blame gases like carbon dioxide. Many | :04:22. | :04:26.
governmentss worldwide are striving to cut emissions. Scotland's targets | :04:27. | :04:31.
are very ambitious, but the latest figures show the amount of | :04:32. | :04:35.
greenhouse gas being committed is actually going up. The equivalent of | :04:36. | :04:41.
52.9 million tonnes of carbon dioxide was emitted into the | :04:42. | :04:45.
atmosphere from Scotland in 2012, up from 52.5 million. In simple terms, | :04:46. | :04:54.
it was a cold winter and we had a high amount of energy being used. | :04:55. | :04:57.
That meant residential emissions went up. Also because Cole has | :04:58. | :05:03.
become relatively cheap, that has meant power producers have been | :05:04. | :05:04.
using coal. -- hole. The Government insists Scotland | :05:05. | :05:14.
remains on track to reach a long-term targets. By 2020, they | :05:15. | :05:19.
want the amount emitted from Scotland to be 42% down from 1990. | :05:20. | :05:24.
There is still a long way to go. By 2012, they were just two thirds of | :05:25. | :05:32.
the way there. Unless things change, we risk bringing the whole concept | :05:33. | :05:36.
of the Scottish climate change targets into disrepute. One way to | :05:37. | :05:41.
cut emissions is to generate more powers from -- power from renewable | :05:42. | :05:48.
sources. In Inverness, demonstrators were fighting plans for a large wind | :05:49. | :05:54.
farm. We are in favour of them, provided they are in the right | :05:55. | :05:59.
place. They have a role to play in combating climate change, which we | :06:00. | :06:03.
know has already had a significant impact. There are many, many | :06:04. | :06:08.
different sites which are more suitable. Scotland's targets to cut | :06:09. | :06:13.
greenhouse gas emissions is more ambitious than the rest of | :06:14. | :06:16.
Britain's. The Scottish Government said the targets will be met, but | :06:17. | :06:20.
getting there is proving easier said than done. | :06:21. | :06:25.
The former MSP Tommy Sheridan has begun a fresh bid to overturn | :06:26. | :06:29.
He was jailed for three years in 2011 for lying during | :06:30. | :06:33.
his successful defamation action against the News of the World. | :06:34. | :06:35.
The now defunct paper had made allegations about Mr Sheridan's | :06:36. | :06:38.
He has always maintained his innocence and today lodged | :06:39. | :06:41.
an application with the Scottish Criminal Cases Review Commission. | :06:42. | :06:44.
He said he was confident his conviction would be quashed. | :06:45. | :06:46.
The First Minister has described comments by the Swedish Foreign | :06:47. | :06:50.
Minister, Carl Bildt, on Scottish independence as very foolish. | :06:51. | :06:54.
In a newspaper interview, Mr Bildt suggested independence | :06:55. | :06:57.
would lead to ?the Balkanisation of the British Isles?. | :06:58. | :07:02.
Our political correspondent, Glenn Campbell, has this exclusive report. | :07:03. | :07:10.
Sweden and the way of life here is often hailed by the SNP as a model | :07:11. | :07:20.
for an independent Scotland to follow. But Carl Bildt have not | :07:21. | :07:25.
repay those compliments. On Scottish independence, he told the financial | :07:26. | :07:26.
Times... -- Financial Times. The First Minister has taken | :07:27. | :07:42.
exception to these remarks. I think the term was foolish. And insulting | :07:43. | :07:49.
to this democratic process, but insulting to the new European member | :07:50. | :07:53.
states from the Balkans who are now part of the democracy of the EU. | :07:54. | :07:59.
Hosting David Cameron and other centre-right leaders in Sweden, the | :08:00. | :08:03.
country's Prime Minister chose not to echo his Foreign Minister's | :08:04. | :08:10.
remarks. I think we can say that we have a lot of experiences in | :08:11. | :08:17.
referendums and we have learned to respect the results. Sweden's man in | :08:18. | :08:24.
Scotland chose not to comment, but a spokesman for Carl Bildt said the | :08:25. | :08:26.
Foreign Minister stands by his comments. Comments the Liberal | :08:27. | :08:30.
Democrats say reflect a wider concerns. It is not a term that I | :08:31. | :08:37.
would use, but is quite clear that leaders across the world are | :08:38. | :08:41.
expressing concerns about the break-up of the United Kingdom. | :08:42. | :08:46.
United Kingdom is a force for good. It may be that other world leaders | :08:47. | :08:52.
will choose to stick an all into the referendum debate, but so far most | :08:53. | :08:56.
have navigated away from controversy. -- oar. | :08:57. | :09:10.
Terry Butcher has been sacked from Hibernian with immediate effect. We | :09:11. | :09:17.
will have the latest. And Olympic champion says good news for all | :09:18. | :09:20.
Scottish athletes. Fewer young people are committing | :09:21. | :09:27.
offences after being released from prison or | :09:28. | :09:30.
after another type of sentence. It comes | :09:31. | :09:32.
as independent research suggests significant falls in the frequency | :09:33. | :09:34.
and severity of offending among young people after taking part in a | :09:35. | :09:37.
youth violence project in Glasgow. Our Home Affairs Correspondent | :09:38. | :09:41.
is here with the details. How to keep it that way has been | :09:42. | :09:45.
the challenge. Almost 43,000 were released | :09:46. | :09:51.
from jail in the year 2011-12, Within the next twelve months, | :09:52. | :09:55.
just under 30% were convicted again, down 1%, and continuing | :09:56. | :10:00.
the trend of the past ten years. Most likely to reoffend, at 34.5%, | :10:01. | :10:06.
young people under 21. Targeting persistent offending | :10:07. | :10:10.
among young people is a key aim. Working with a young offender, | :10:11. | :10:30.
sessions like this help ensure young people never been in trouble with | :10:31. | :10:33.
the law are less likely to offend again. 15 new old James is a typical | :10:34. | :10:46.
offender on the pilot scheme in Glasgow. Excluded from school and | :10:47. | :10:50.
infrequent trouble. Trouble in school and with the police. Fighting | :10:51. | :10:57.
and stuff. Did you want to come here or were you send here? Send here, | :10:58. | :11:03.
but I thought I wanted to come, too, so I could get out of trouble. It | :11:04. | :11:11.
helps you. Have you stayed out of trouble since you came here? A | :11:12. | :11:17.
little bit, yeah. The alternative is sending offenders to prison, but | :11:18. | :11:21.
almost 60% release from short sentences went on to commit further | :11:22. | :11:27.
crimes. One charity says the approach is working. The work we do | :11:28. | :11:32.
keeps them out of prison, reduces harm to their communities which is | :11:33. | :11:36.
the most important thing, especially the harm caused by violence and | :11:37. | :11:40.
indeed reduces the harm that they cause to themselves quite often. | :11:41. | :11:42.
The Government's spending almost ?8 million to support | :11:43. | :11:44.
Independent researchers say it's successful - 38% fewer convictions | :11:45. | :11:50.
for assault and weapon possession, 62% in trouble less frequently than | :11:51. | :11:53.
And, at ?240 a week, it's considerably cheaper than the | :11:54. | :11:57.
?1,000 it costs to keep an offender in a young offenders' institution. | :11:58. | :12:05.
The Government says it hopes this will mean reoffending | :12:06. | :12:08.

The operators of Newcastle Airport are warning an independent Scotland | :12:30. | :12:32.
would cost them thousands of passengers a year and lead to major | :12:33. | :12:35.
The SNP has pledged to cut airport passenger duty | :12:36. | :12:40.
in an independent Scotland to make flying from here cheaper. | :12:41. | :12:47.
Newcastle Airport operators are worried. They fear their business | :12:48. | :12:59.
will be badly hit Scotland decides to become independent. The SNP as | :13:00. | :13:05.
pledged to cut passenger duty in independent Scotland. Newcastle fear | :13:06. | :13:11.
that will be a drop in numbers. Customers will shop around for the | :13:12. | :13:13.
cheapest flight and will travel quite a long distances to get those | :13:14. | :13:18.
flags. We are obviously concerned that customers from the north East | :13:19. | :13:22.
of England will travel to Scottish airports. -- get those flights. A | :13:23. | :13:28.
family of four could save money compared with similar flight from | :13:29. | :13:33.
England. The SNP said tax would be cut under independence and scrap it | :13:34. | :13:36.
entirely when finances are allowed. Some parties have called for tax to | :13:37. | :13:42.
be devolved to Scotland if Scotland votes no under a different | :13:43. | :13:46.
settlements. It is the highest taxed in you and we are in a competitive | :13:47. | :13:51.
market. Effectively, every time we have a debate with an airline, we | :13:52. | :13:56.
start behind in terms of money on every passenger. Could Scotland gain | :13:57. | :14:08.
at the expense of England? Edinburgh airport has seen an increase in | :14:09. | :14:11.
international passenger numbers thanks to several new routes being | :14:12. | :14:16.
introduced. Scotland's business -- busiest airport has called for duty | :14:17. | :14:20.
to be scrapped right across the UK as the main competition comes from | :14:21. | :14:24.
other European cities. But there is no doubt that if the tax was only | :14:25. | :14:29.
low in Scotland, it could be a big boost for it and other Scottish | :14:30. | :14:30.
airports. A major redevelopment of one | :14:31. | :14:33.
of Glasgow's best-loved theatres has moved a step closer with the | :14:34. | :14:35.
announcement of ?5 million pounds from the Heritage Lottery Fund. | :14:36. | :14:38.
The Citizens, in the Gorbals, helped launch the careers of the likes | :14:39. | :14:41.

promises better access in a new foyer and improvements | :14:45. | :14:47.
to the Victorian auditorium. A look at other stories from the | :14:48. | :14:53.
across the country... A woman whose mother was killed at a | :14:54. | :14:56.
car rally in the Highlands more than a year ago has called for fatal | :14:57. | :15:00.
accident inquiries following the recent rally crash in the Borders | :15:01. | :15:03.
which left three people dead. Kerry Johnston says she believes inquiries | :15:04. | :15:07.
held in open court are needed. An organisation set up seven years | :15:08. | :15:10.
ago to safeguard train services between Stranraer and Glasgow has | :15:11. | :15:13.
been formally designated Scotland's first Community Rail Partnership. | :15:14. | :15:15.
The organisation's aim is to use the railway to boost tourism and | :15:16. | :15:18.
economic development. A pilot project in Aberdeenshire to | :15:19. | :15:20.

Games ever. 4,500 athletes will compete in Glasgow this summer and | :16:26. | :16:28.
around a quarter of them will be tested. In the first of two reports | :16:29. | :16:31.
on doping in sport our Commonwealth Games reporter Jane Lewis looks at | :16:32. | :16:35.
the steps being taken to beat the One of the fastest men in the wild | :16:36. | :16:53.
has been banned for taking drugs. Two world-class athletes who will | :16:54. | :16:59.
not be in Glasgow. They are serving bans for doping. The battle against | :17:00. | :17:04.
drugs in sport continues and the Scotsman is at the centre. He is | :17:05. | :17:08.
hoping for a clean Commonwealth Games and is confident. Certainly, | :17:09. | :17:14.
the mechanics have been put in place. The games Federation take it | :17:15. | :17:22.
very clearly and seriously. There is no reason why these games in Glasgow | :17:23. | :17:28.
should not set a standard four games in the future. UK anti-doping have | :17:29. | :17:34.
been contracted to carry out all the testing. About 1000 tests will be | :17:35. | :17:39.
conducted during the Commonwealth Games across all the 17 sports. A | :17:40. | :17:46.
similar amount that taken in India four years ago, resulting in for | :17:47. | :17:48.
positive results. The athletes will be chaperoned at | :17:49. | :17:57.
all times until they are ready to go to the room to provide a sample. | :17:58. | :18:03.
They will be supervised by an officer. It is a full observation. | :18:04. | :18:12.
They have two remove their clothes between testing areas. The samples | :18:13. | :18:18.
will be split into two bottles, which is done by the athlete. These | :18:19. | :18:26.
bottles are then sealed. From there, the sample was put into a bag which | :18:27. | :18:33.
is sealed and then into a box, which is also sealed. Out of competition | :18:34. | :18:37.
testing has become significant in the battle against doping. We will | :18:38. | :18:42.
have more understood moral as well as the role that education plays in | :18:43. | :18:46.
anti-doping. Let us stay with sport and Rhona has | :18:47. | :18:48.
got the developments of the day. Yes, developments in the east of the | :18:49. | :18:52.
country, with the sacking of the Hibs manager Terry Butcher. The | :18:53. | :18:56.
former England captain took over from Pat Fenlon just seven months | :18:57. | :18:58.
ago and, despite a good start, the team?s form slumped and they were | :18:59. | :19:02.
relegated from the top flight. Our reporter Brian Mclaughlin is at | :19:03. | :19:05.
Easter Road. Is Butchers sacking a It is just over two weeks ago that | :19:06. | :19:22.
the club lost out any dramatic radio at relegation play-off match against | :19:23. | :19:27.
Hamilton. Despite holding a 2-goal advantage from the away leg, they | :19:28. | :19:32.
lost that advantage and then lost a penalty shoot out and mirror | :19:33. | :19:37.
relegated to the championship next year. There were demonstrations | :19:38. | :19:41.
after the game and again at the weekend. Most of these are against | :19:42. | :19:45.
the chairman of the club. The new chief executive took over just a few | :19:46. | :19:51.
days ago, but is short time ago, she told me why there had been the | :19:52. | :19:56.
change and Terry Butcher was no longer manager. It became clear that | :19:57. | :20:02.
we needed a bit of freshness and the change of direction. That is the | :20:03. | :20:07.
direction we have taken. I am genuinely saddened by it. I really | :20:08. | :20:11.
did not want to inherit a situation like this. We have got to plan for | :20:12. | :20:22.
the future. Who will be club tonne to know? The new manager will be the | :20:23. | :20:30.
eighth in the past ten years at this club. The chief executive said it is | :20:31. | :20:34.
not about the timing by getting the right person for the job. It is a | :20:35. | :20:43.
big club, so whoever comes on board has to realise that we are in the | :20:44. | :20:54.
the championship next year. Former captain Ian Murray is one of the | :20:55. | :20:58.
front runners and also Stuart McCall, someone who worked with Mrs | :20:59. | :21:08.
Dempster at Motherwell very closely. They begin their campaign | :21:09. | :21:14.
at the end of July. They will also have a lot of new players by then, | :21:15. | :21:19.
so a big task for whoever takes over from Terry Butcher. | :21:20. | :21:21.
Now, a look at what else is happening across Scottish sport. | :21:22. | :21:24.
It is a tough draw for Glasgow Warriors in the Champions Cup. They | :21:25. | :21:28.
play French side Montpellier, six-time English champions Bath and | :21:29. | :21:30.
four-time Heineken Cup Champions Toulouse. Edinburgh Rugby will play | :21:31. | :21:33.
Bordeaux, London Welsh and Lyon in Pool 4 of the Challenge Cup. | :21:34. | :21:36.
The SFA is considering leaving Hampden Park when its lease expires | :21:37. | :21:39.
in six year's time. That could mean Scotland matches played at different | :21:40. | :21:42.

first Briton home at the London marathon. She has been unable to | :22:15. | :22:17.

bronze medallist Beth Tweddle has been in Glasgow to promote the World | :22:22. | :22:24.

winning medals at the Glasgow The Scottish squad is very good, | :22:28. | :22:42.
particularly on the boys side. And being on home soil, I am sure they | :22:43. | :22:46.
will be very keen to bring home medals. | :22:47. | :22:48.
I would not mind of the irritated that because we have excellent | :22:49. | :22:52.
And there are more sports stories, plus all the latest news, 24 hours a | :22:53. | :22:56.
day, on BBC Sport Scotland's website. | :22:57. | :22:58.
World-class athletes like Mo Farah will be in Glasgow not once, but | :22:59. | :23:02.
twice, this summer. The Diamond League Match at Hampden will be a | :23:03. | :23:05.
star-studded first taste of the track for those hoping to excel at | :23:06. | :23:08.
Glasgow 2014. To look ahead to it all I caught up with the former | :23:09. | :23:12.
Olympic and Commonwealth Champion Marlon Devonish. He says the Hampden | :23:13. | :23:15.
Roar could boost Scots performances by at least 5%. | :23:16. | :23:22.
Marlon Devonish As a three-time Commonwealth Games gold medallist. | :23:23. | :23:35.
He is an expert to talk about the track. The changeover is good. I | :23:36. | :23:47.
remember back in 2002 in Manchester. Being in front of the home crowd | :23:48. | :23:51.
lifted my performance by at least 5%. I think it will have the same | :23:52. | :24:00.
effect here. The weather is not particularly pretty today. I hope | :24:01. | :24:05.
that it is not the Commonwealth Games. But even if it is, it is the | :24:06. | :24:17.
same for everybody on the track. You will still get great performances. | :24:18. | :24:24.
Letters up the intensity a little. You need to get in the evil right | :24:25. | :24:35.
mindset. I want you to look down the line and imagine you winning the 100 | :24:36. | :24:37.
metres. On your marks, set, go! There was no way I was going to run | :24:38. | :24:59.
100 metres. A look at the Port Scotland 2014 has won tonight. There | :25:00. | :25:04.
will be a special report on organised crime gangs from Russia | :25:05. | :25:12.
targeting people here with cyber attacks. | :25:13. | :25:16.
In southern Scotland at the moment, some lovely sunshine, but still some | :25:17. | :25:31.
hit fairly heavy showers across the northern part of the country. | :25:32. | :25:39.
Overnight, much of the country dry, with clear spells. Very e-mailed | :25:40. | :25:48.

see the odd passing shower. The emphasis for most others on dry and | :25:59. | :26:06.
sunny weather. Some showers across the south, but most of us enjoying | :26:07. | :26:14.
some nice sunny weather, with high temperatures of 20 Celsius in the | :26:15. | :26:20.
East Coast. Temperatures feeling well across much of the north of the | :26:21. | :26:30.
country as well. Dry overnight tomorrow night, with the cloud | :26:31. | :26:38.
thickening up on Thursday morning. The high-pressure responsible for | :26:39. | :26:42.
the dry weather tomorrow, starts to get pushed away to the south and we | :26:43. | :26:46.
can see this low-pressure weather front pushing in. That will bring | :26:47. | :26:50.
some rain into the north-west Highlands on wet Thursday. Cloud | :26:51. | :26:59.
thickening up with rain pushing through the Northern Isles. The | :27:00. | :27:01.
south and East should escape the worst of this. We hold onto the good | :27:02. | :27:10.
temperatures. The weather front pushes southwards during the course | :27:11. | :27:14.
of Friday, bringing rain to central areas. | :27:15. | :27:19.
