Hundreds of millions of pounds of funding for Scotland's biggest city. | :00:00. | :00:10.
The UK and Scottish Government both commit to a huge boost in funds | :00:11. | :00:13.
for infrastructure projects and job creation in the Glasgow area | :00:14. | :00:16.
It could put the city's cancelled airport | :00:17. | :00:21.

We are out in the North Sea. That is a search and rescue helicopter. | :00:29. | :00:43.
On-board is the Queen's Baton. The Queen's baton is winched | :00:44. | :00:45.
from the skies over the north-east - to the safe | :00:46. | :00:48.

of Wimbledon, we look at what he has to do to get | :00:52. | :00:54.
back to the top of his game. The UK government has announced it's | :00:55. | :01:11.
to provide ?500 million for infrastructure projects | :01:12. | :01:15.
and job creation in the Glasgow The Scottish Government says it's | :01:16. | :01:18.
matching that figure, and a contribution from the | :01:19. | :01:26.
City Council takes the total fund to Today's announcement came as the | :01:27. | :01:28.
Prime Minister travelled to Perth to make another appeal to the people of | :01:29. | :01:37.
to vote no in September's referendum. Here's our political | :01:38. | :01:39.
Scotland Editor Brian Taylor. It would break my heart to see our | :01:40. | :01:52.
United Kingdom break apart. A touch of emotion from the Prime Minister | :01:53. | :01:56.
in Perth this evening. He said the union benefits from Scotland from | :01:57. | :02:01.
security to economy. He urged voters to reject independence. Say no to | :02:02. | :02:08.
the noisy nationalists. Say no, you have not made your case, now you | :02:09. | :02:13.
have not answered my questions, now you have not told me what currency | :02:14. | :02:18.
we would have any separate currency, now you have not really convinced | :02:19. | :02:23.
anybody that there are benefits to going it alone, no to a separate | :02:24. | :02:28.
Scotland, yes to our United Kingdom. But in doing indeed today, it was | :02:29. | :02:32.
argued that independence would give Scotland the leaders it the country | :02:33. | :02:37.
needs to grow the economy. It is only with independence, that we can | :02:38. | :02:41.
give real hope and prospects to individuals within Scotland and | :02:42. | :02:45.
ensure that we have strong public finances, so independence opens up | :02:46. | :02:48.
for Scotland the opportunities to flourish and develop as an economy, | :02:49. | :02:53.
and that is the proposition we are bidding to people on the 18th of | :02:54. | :02:59.
September. Self evidently the economy is central to the economy | :03:00. | :03:03.
and to the choice facing the people of Scotland. | :03:04. | :03:05.
One project which will be revisited as a result of the one billion | :03:06. | :03:08.
pounds of new funding is the rail link to Glasgow airport, which was | :03:09. | :03:11.
cancelled four years ago as part of the public spending cuts. | :03:12. | :03:14.
Our local government correspondent, Jamie McIvor, has been assessing | :03:15. | :03:16.
It has been on, then off, and now it could be on again. A real link to | :03:17. | :03:26.
Glasgow airport is now firmly on the cards. It is a concept many people | :03:27. | :03:31.
in the local business community are keen on. If you think of any | :03:32. | :03:36.
European city, a traveller arriving would expect to catch a train into | :03:37. | :03:41.
the principal city which is Glasgow. We also see it as | :03:42. | :03:43.
beneficial to Renfrewshire, particularly to two risen -- | :03:44. | :03:51.
tourism, and bringing more industry and housing to the area. The cash | :03:52. | :03:57.
for the link is from a big funding deal, which was created jointly by | :03:58. | :04:02.
the UK Government and seven councils in the West of Scotland led by | :04:03. | :04:05.
Glasgow. We have been running city deals in other parts of the United | :04:06. | :04:07.
Kingdom. Glasgow City Council approach the UK Government in the | :04:08. | :04:11.
first half of last year to say they would like to see if we could work | :04:12. | :04:15.
with them on a city deal. We left at the chance, because Glasgow is such | :04:16. | :04:18.
an important city in the United Kingdom. It is one of the major | :04:19. | :04:22.
cities that can drive our economy forward. The deal has been welcomed | :04:23. | :04:25.
by the councils involved, coming just weeks before the independence | :04:26. | :04:29.
referendum some critics are bound to see this as something of a bribe | :04:30. | :04:33.
from the UK Government. The Scottish Government was quick to say that | :04:34. | :04:39.
they would match Westminster's contribution, bringing the value up | :04:40. | :04:44.
to ?1.1 billion. The guarantee that it will continue its Scotland | :04:45. | :04:50.
becomes independent. This funding is the work by the current investment | :04:51. | :04:55.
made by the Scottish Government. If you look at the Commonwealth Games, | :04:56. | :04:59.
the improvements to the subway alone, and these projects are meant | :05:00. | :05:04.
to more investment by the Scottish Government in Glasgow now. As well | :05:05. | :05:08.
as the real link, several other projects may benefit. Like the area | :05:09. | :05:12.
around Inverkip power station, which was demolished last year. But if the | :05:13. | :05:17.
airport rail link does happen, there will be critics. It was | :05:18. | :05:21.
controversial scheme. The precise proposals for any new link have yet | :05:22. | :05:34.
to be published. The campaigning has just been about money, has it? No. | :05:35. | :05:40.
You are talking about a decision on whether Scotland remains a nation, | :05:41. | :05:44.
or whether it becomes a fully fledged state. That is always about | :05:45. | :05:49.
more than statistics, sums, what has been called the dismal science of | :05:50. | :05:53.
economics. When you look at today's debate, over the local city deal, | :05:54. | :05:59.
that is about persuasion from David Cameron you hear that this is about | :06:00. | :06:02.
economic clout, from Nicola Sturgeon you hear that this is about | :06:03. | :06:06.
calculation and cunning and manipulation, but all of this | :06:07. | :06:10.
argument is about more than that. We heard tonight from David Cameron | :06:11. | :06:14.
about his passion for the union, we heard Ruth Davidson introducing him, | :06:15. | :06:17.
saying that this was early about the heart as well as the head, | :06:18. | :06:21.
sentiments that we would expect to hear from Conservative and Unionist | :06:22. | :06:26.
party members here in Perth, but equally from the SNP usually the | :06:27. | :06:30.
argument that the people who are best placed to decide the future of | :06:31. | :06:33.
Scotland are the people who live and work your. This is going to be in | :06:34. | :06:38.
these last 77 days of this referendum, about the motion as well | :06:39. | :06:40.
as intellect. Thank you, Brian. And we'll have more of that | :06:41. | :06:43.
on Scotland 2014. Who does the Prime Minister mean | :06:44. | :06:52.
when he talks about the silent majority? Are there really people | :06:53. | :06:55.
who think that they can't speak up question mark we're been trying to | :06:56. | :07:00.
find them. Also. As the UK Government announces more funding | :07:01. | :07:03.
for Glasgow, but only if we vote to stay part of the union, we will be | :07:04. | :07:08.
asking if this is not just a bribe to vote no. And why should we keep | :07:09. | :07:12.
the Queen in an independent Scotland? Especially when many yes | :07:13. | :07:15.
supporters are also Republicans. We will find out BBC Two at 10:30pm | :07:16. | :07:18.
tonight. The budget airline, Ryanair, | :07:19. | :07:21.
has confirmed it's to begin It plans to move several | :07:22. | :07:24.
of its flights from state-owned Prestwick, but the Irish carrier | :07:25. | :07:32.
insists it remains committed to Here's our transport correspondent, | :07:33. | :07:34.
David Miller. Ryanair is crucial to Prestwick. It | :07:35. | :07:44.
is the only scheduled airline which still uses the airport. Falling | :07:45. | :07:49.
passenger numbers and heavy losses led to the Scottish Government to | :07:50. | :07:53.
buy Prestwick last year in a last ditch bid to avert closure. Now | :07:54. | :07:58.
Ryanair is switching services to Glasgow. Resnick's big rival. It's | :07:59. | :08:04.
popular Dublin service is among them. There will also be new | :08:05. | :08:09.
Stansted services for Glasgow and Edinburgh. Still Scotland's busiest | :08:10. | :08:14.
airport. That will leave seven Brits at Prestwick this winter, all | :08:15. | :08:18.
serving sunshine destinations in mainland Spain and the Canary | :08:19. | :08:23.
Islands. We are delighted by this announcement. It is a big investment | :08:24. | :08:30.
from Ryanair, it is more than 1 million in ticket sales, and that | :08:31. | :08:34.
should translate into 800,000 passengers. Today's news means that | :08:35. | :08:41.
Prestwick will now handle 300,000 fewer passengers than Glasgow. But | :08:42. | :08:45.
the airline, which also has maintenance facilities at Prestwick, | :08:46. | :08:49.
says it will not turn its back on Ayrshire. We are very committed to | :08:50. | :08:53.
Escher. We will continue to talk to the airport and the Scottish | :08:54. | :08:56.
Government about future growth at Prestwick, and we are very committed | :08:57. | :09:02.
to passenger traffic overall in Scotland. Despite assurances, | :09:03. | :09:06.
today's announcement has already led to renewed scrutiny of the Scottish | :09:07. | :09:10.
Government's plans to turn around the feet of Prestwick. But they are | :09:11. | :09:16.
adamant that passenger services at Prestwick must and will survive. We | :09:17. | :09:22.
must make sure that this is a successful and vibrant operation in | :09:23. | :09:25.
the long term, for the local economy, and for jobs. The Scottish | :09:26. | :09:30.
Government says it will now work with Ryanair and other airlines to | :09:31. | :09:34.
win new routes for Prestwick, but competition is fierce. | :09:35. | :09:39.
The Director of Services for communities at | :09:40. | :09:40.

contributed to any wrongdoing, he was ultimately accountable. | :09:47. | :09:49.

Scottish-based scientists have developed a technique that can | :10:36. | :10:37.

The team at Heriot-Watt university fires ultrafast lasers to create | :10:42. | :10:43.
It could be used to spot chemical and biological weapons on the | :10:44. | :10:49.
Our science correspondent Kenneth Macdonald has this report. | :10:50. | :11:00.
Is that chemicals safe or deadly? The ultrafast optics group at Heriot | :11:01. | :11:08.
Watt University can tell in an instant. We are creating very short | :11:09. | :11:14.
pulses of laser light, which are measured in 1000 's of 1,000,000th | :11:15. | :11:19.
of a second, and we are using those pulses of light to detect the | :11:20. | :11:22.
presence of different chemicals, possibly hazardous miracles or | :11:23. | :11:27.
biological agents, or maybe benign chemicals. These lasers can tell | :11:28. | :11:32.
what is toxic and what is not, without getting too close. We can | :11:33. | :11:37.
shine at over eight great distance to a piece of service or clothing or | :11:38. | :11:41.
a piece of metal, and then by looking at the light scattered from | :11:42. | :11:45.
that service which could be contaminated by a liquid chemical, | :11:46. | :11:49.
we can measure the signature of that chemical and decide what it is. The | :11:50. | :11:54.
technique could be used on the battlefield to spot chemical and | :11:55. | :11:58.
biological weapons. First it will have to fit into something the size | :11:59. | :12:03.
of the suitcase. We want to shrink it down into a portable form, | :12:04. | :12:07.
initially so we can try out the range. Is the range increases, the | :12:08. | :12:14.
further you can stay away from the potential hazard. The project could | :12:15. | :12:19.

to be able to use this in the identification of various plastics, | :12:26. | :12:29.
in recycling, where plastics which you can't determine one from the | :12:30. | :12:33.
other by eye, we can use this technique to separate list Irene | :12:34. | :12:39.

technique can be deployed on the field. There has been a significant | :12:49. | :13:04.

winning three Commonwealth gold medals. I don't feel under pressure. | :15:54. | :15:58.
It is just my grandpa Tom really. We do talk about it, but there are also | :15:59. | :16:06.
a lot of other things to talk about. What sort of advice do you give him? | :16:07. | :16:12.
I tell them if it is good, or otherwise. Peter won five medals in | :16:13. | :16:18.
all in three Commonwealth games during the 1950s. He was also | :16:19. | :16:25.
heavily involved in the movement leading to his appointment as | :16:26. | :16:27.
chairman of the Commonwealth Games Federation. Do you look at those | :16:28. | :16:31.
medals, do you get them out from time to time? Yes, definitely. | :16:32. | :16:42.
Everyone wants one. They are issued inspiration, but as the sport has | :16:43. | :16:47.
changed, it is probably not going to be the first thing on my mind to get | :16:48. | :16:52.
a medal this time around. What do you think when you are watching him? | :16:53. | :17:00.
I just enjoy it. Does it bring back some memories? Yes, it does. In | :17:01. | :17:08.
terms of the Commonwealth games, will you be the? I will be there, | :17:09. | :17:13.
and it will be a very proud moment. A proud moment and a famous name in | :17:14. | :17:15.

Mats Wilander says Andy Murray has to "find the hunger" again if he's | :17:26. | :17:37.

Kheredine Idessane reports. It is Wimbledon, but not as we have | :17:41. | :17:53.
known it recently. Is Wimbledon, but not as we have known it recently. A | :17:54. | :17:55.
certain someone is conspicuous by his absence, the first time in six | :17:56. | :17:58.
years that he has not made the semifinals. Did something happen | :17:59. | :18:03.
before the match? Andy Murray is reported to have complained about | :18:04. | :18:06.
something I've minutes before he came on court. His camp are | :18:07. | :18:10.
dismissing those stories, but others have a different TV. If he wanted a | :18:11. | :18:17.
win as badly as he did last year, he has to ask that of himself. He had | :18:18. | :18:21.
to find the will and the intensity to go for it. He didn't have it this | :18:22. | :18:28.
year. The rankings reflect a rough 12 months for Andy Murray. This time | :18:29. | :18:32.
last year, he was the world number two. In January, he had dropped down | :18:33. | :18:37.
to six. By the end of March, he had slipped to eight. Yesterday, he fell | :18:38. | :18:43.
to ten in the world, his lowest ranking since 2008. He has not had | :18:44. | :18:49.
the easiest six months with the back surgery, but the way he has played | :18:50. | :18:54.
in Paris and what I have seen here, there is no reason he could not have | :18:55. | :18:59.
a really good end to the year. For that to happen, Andy Murray says big | :19:00. | :19:03.
improvements are needed in his game. He has not lifted a trophy | :19:04. | :19:07.
since last year here. The hard work starts now to get him back to his | :19:08. | :19:09.
winning streak. Ryan Gauld says he hopes to one day | :19:10. | :19:11.

just happy that it is all sorted now. I think they have paid a big | :19:38. | :19:44.
prize, but hopefully I can put in good performances for them and | :19:45. | :19:48.
establish myself, and do well for them. The teenager's new club have | :19:49. | :19:56.
an illustrious history, and a regular champions league qualifiers. | :19:57. | :20:04.
I knew it was a great club. I have got a lot of my game to improve, so | :20:05. | :20:09.
hopefully I can get there and work art and see what they do. Sporting | :20:10. | :20:16.
developed the talents of Cristiano Ronaldo, the world player of the | :20:17. | :20:24.
year. Before that, another world hero. Could he be the world's next | :20:25. | :20:33.
sporting hero? I think everybody has reservations, he has to do better | :20:34. | :20:37.
than he did at the tail end of last year, but he is certainly a talent. | :20:38. | :20:43.
Maybe it is time we in the media stopped referring to him as baby | :20:44. | :20:48.
Lionel messy, and started calling him his own name. | :20:49. | :20:52.
No World Cup football tonight, but there is a big match in Aberdeen. | :20:53. | :20:55.
The Latvians are at Pittodrie for the first leg of a Europa | :20:56. | :20:59.
The Dons' manager says his players have been well-briefed | :21:00. | :21:02.
I think it is important to say that it will be our performance that will | :21:03. | :21:11.
determine whether we get through. We have to concentrate and bring a | :21:12. | :21:14.
performance that we are capable of. I think if we do that, we will cause | :21:15. | :21:16.
this team problems. You can listen to Aberdeen versus | :21:17. | :21:18.
Daugava on BBC Radio Scotland 810 Now, a look at what else is | :21:19. | :21:21.
happening across Scottish sport: After over two years out of | :21:22. | :21:26.
the game because of injury Scotland He's signed a two-year contract | :21:27. | :21:29.
with Premiership champions Celtic. For me to be here at all is an | :21:30. | :21:46.
achievement. It is a fantastic club to be joining after the injury | :21:47. | :21:48.
nightmare that I have had. Hamilton have re-signed striker | :21:49. | :21:49.
Jason Scotland for Defender defender Jesus Garcia Tena | :21:50. | :21:51.
has also signed a new contract. Steven Gallacher's had a rip-roaring | :21:52. | :21:55.
start to the French Open, a five under par opening round keeping him | :21:56. | :21:58.
near the top of the leader board and I think Stephen has a fantastic | :21:59. | :22:14.
chance of making it. He will be at all the big events, and he is off to | :22:15. | :22:16.
a great start this morning. Oban's Susie Wolff will become the | :22:17. | :22:19.
first women for over twenty years to She'll drive in practice | :22:20. | :22:22.
for the Williams team at the Read about Craig Gordon's remarkable | :22:23. | :22:26.
return and more on the The Commonwealth Games baton made | :22:27. | :22:29.
a spectacular early morning appearance off the Moray coast today | :22:30. | :22:42.
as it continued its journey We are out in the North Sea. That is | :22:43. | :22:59.
a search and rescue helicopter. On board, is the Queen's Baton. Any | :23:00. | :23:02.
minute now, they will be dropping it down onto this lifeboat. What you're | :23:03. | :23:13.
seeing now is the carrier of the Queen's Baton. This is the kind of | :23:14. | :23:18.
drill that they practice on a regular basis. This is far when | :23:19. | :23:25.
fishermen need to be helped out of the water. It is different today, | :23:26. | :23:32.
with this precious cargo. He is now going into the back of the boat. The | :23:33. | :23:36.
Queen's Baton is now on board the boat. All the crew impressed with | :23:37. | :23:42.
it? I think so. Are you all impressed? Yes, they are all | :23:43. | :23:50.
impressed. Sometime later, the Queen's Baton headed back to | :23:51. | :23:57.
Lossiemouth. We are really thankful of the look good relationship that | :23:58. | :24:03.
we have with the local community, and that strengthens it further, I | :24:04. | :24:06.
think. Really pleased and really proud. If you milestone the road, | :24:07. | :24:14.
and a stop at the Army headquarters. A chance for the military and the | :24:15. | :24:18.
local community to join together and celebrate the Queen's Baton. It is a | :24:19. | :24:24.
nice turnout. Everyone has, and it brings everyone together. It is good | :24:25. | :24:28.
that it is a soldier doing it. It is lovely. Finally, a show of respect | :24:29. | :24:37.
for Les Pearson. A recognition of his charity work for disabled | :24:38. | :24:38.
veterans. The North Sea looking fairly | :24:39. | :24:43.
calm there this morning. Gillian is here now - | :24:44. | :24:45.
how's the weather looking We have been between weather | :24:46. | :24:56.
systems, so it has been quiet and there has been a good deal of | :24:57. | :25:01.
brightness by Central Scotland. We also have this cloudy zone, which | :25:02. | :25:05.
has been producing patchy rain. Through this evening, it will pick | :25:06. | :25:11.
up and become quite persistent overnight. Eastern Scotland will | :25:12. | :25:14.
hold onto a lot of dry weather, and it will be a warm night, with | :25:15. | :25:19.
temperatures of well inside double figures. The wind will also | :25:20. | :25:24.
strengthen and perhaps touch gale force in some places. Tomorrow, a | :25:25. | :25:29.
wet and windy morning for western Scotland. Especially for the western | :25:30. | :25:35.
isles, and Argyll. Heavy pulses for Glasgow and Dom trees and Galloway. | :25:36. | :25:39.
Strengthening winds, too. Eastern Scotland, the rain will be lighter | :25:40. | :25:45.
and that you are here. Strong winds will transfer eastwards as the day | :25:46. | :25:49.
goes on. Come 3pm, it is a wet picture for Dumfries and Galloway, | :25:50. | :25:55.
and up into the Glasgow area as well as pressure. The Moray coast, and | :25:56. | :26:00.
Northern Aberdeenshire will hang on to the best of the dry weather, | :26:01. | :26:06.
perhaps with even some brightness, lifting temperatures to 19 Celsius | :26:07. | :26:10.
or so. For the Queen's Baton, you will have some dry weather. Head | :26:11. | :26:14.
south, you will head into some rain will stop a wet look to things by | :26:15. | :26:19.
the afternoon and evening in Perth. Across western Scotland to morrow, a | :26:20. | :26:24.
fine end to the day, as the sun comes out. A slow clearance from the | :26:25. | :26:29.
east, though, so it will clear overnight. By Saturday, some rain | :26:30. | :26:34.
hanging on in the East first thing. But the rest of the day, eight | :26:35. | :26:39.
showery story. Those showers will focus on the west. Some of them will | :26:40. | :26:44.
be heavy. By Sunday, a similar story. Widespread showers, low | :26:45. | :26:49.
pressure. Some heavy showers and the risk of hail and thunder. That is | :26:50. | :26:51.
your forecast. Now, | :26:52. | :26:54.
a reminder of today's main news: The UK government has announced it's | :26:55. | :26:56.
to provide ?500 million for infrastructure projects | :26:57. | :26:58.
and job creation in the Glasgow The Scottish Government says it's | :26:59. | :27:00.
matching that figure, and a contribution from local | :27:01. | :27:03.
authorities takes the total fund to Security at Britain's airports has | :27:04. | :27:06.
been tightened after US officials warned of a "credible terrorist | :27:07. | :27:12.
threat" involving Al Qaeda American officials believe | :27:13. | :27:16.
terrorists are developing bombs which could evade | :27:17. | :27:22.
routine security checks. I'll be back with the headlines | :27:23. | :27:27.
at the slightly later time of 8.30pm this evening, | :27:28. | :27:31.
and then with the late bulletin, Until then, from everyone | :27:32. | :27:34.
