And that is all from us. There is more throughout the evening on the

:00:00.:00:12.

police. Critics say there's growing evidence that policies from the old

:00:13.:00:21.

Strathclyde force are being implemented across the country.

:00:22.:00:23.

They're off! Scotland's biggest music festival gets underway. Join

:00:24.:00:30.

me live at T in the Park as they celebrate the last year here at

:00:31.:00:36.

tying macro. -- at Balado. We have a special report from the

:00:37.:00:39.

Borders on the impact of the referendum debate there.

:00:40.:00:42.

As holiday-makers bask in the Loch Lomond sunshine, the public is given

:00:43.:00:45.

more time to suggest how the national park should be developed.

:00:46.:00:49.

And we'll be live at Hampden Park as some of the world's best athletes

:00:50.:00:50.

compete in the Diamond League. Good evening. A huge increase in

:00:51.:01:11.

people being stopped and searched at random, routinely armed police on

:01:12.:01:13.

the streets in the Highlands and attempts to impose new restrictions

:01:14.:01:19.

on festival-goers in the South West. All evidence, according to critics,

:01:20.:01:22.

of a growing level of centralised control since forces across the

:01:23.:01:25.

country merged to form Police Scotland. But police deny they've

:01:26.:01:29.

adopted a one-size-fits-all approach. Craig Anderson reports.

:01:30.:01:39.

It is a site few people in the Highlands expected to see, armed

:01:40.:01:44.

police on everyday patrol, part of a strategy introduced by Police

:01:45.:01:47.

Scotland across the country, and while only a handful have guns,

:01:48.:01:52.

opponents say it is changing the nature of policing. It runs contrary

:01:53.:01:57.

to improvements in society, reductions in violence, white at the

:01:58.:02:02.

point when that is less violent crime than ever before in the

:02:03.:02:05.

Highlands should we have armed police on streets? It does not make

:02:06.:02:11.

sense. Critics claim it is one example of how the amalgamation of

:02:12.:02:15.

eight forces into one last year has led to a one size fits all approach.

:02:16.:02:22.

Please deny that is the case. I make most of the local decisions, but

:02:23.:02:27.

their standards across Scotland that senior managers will make, things

:02:28.:02:31.

are different across Scotland, and using firearms as an example, the

:02:32.:02:34.

amount of officers deployed using firearms here is different than in

:02:35.:02:41.

other parts of Scotland. But concerns have also been raised in

:02:42.:02:45.

Aberdeen and Dumfries and Galloway, we're the number of B. That random

:02:46.:02:53.

went up from 16 to over 3000. -- we're the number of people but were

:02:54.:02:58.

stopped at random. And also improve -- also putting tougher licensing

:02:59.:03:03.

restrictions on the Wicker man festival. It was thought we would

:03:04.:03:09.

get central belt policies, and it would appear those fears have come

:03:10.:03:13.

true. And we are seeing Strathclyde policing policies in rule areas,

:03:14.:03:19.

which we did not want to see. Senior officers said decisions can be

:03:20.:03:23.

reconsidered to take into account regional concerns. But those who

:03:24.:03:31.

campaigned against one Scottish forces say that their concerns are

:03:32.:03:37.

now being justified. Tens of thousands of people are

:03:38.:03:40.

heading to T in the Park, Scotland's biggest music festival. It's the

:03:41.:03:44.

final time the event is being staged at Balado in Kinross-shire. And

:03:45.:03:47.

Catriona Shearer is there for us tonight. It looks like the weather

:03:48.:03:55.

is working out well at least? Absolutely perfect festival weather.

:03:56.:04:00.

We have been soaking up the sun and atmosphere all day here at Balado. T

:04:01.:04:08.

in the Park celebrating its 21st birthday and with no shortage of

:04:09.:04:14.

people wanting to join the party. It was a mad dash for that coveted

:04:15.:04:20.

spot at the front of the main stage. Thousands got here early, the

:04:21.:04:25.

campsite opened yesterday and 55,000 people spent last night here. Some

:04:26.:04:31.

have travelled further than others. We are from the Wirral near

:04:32.:04:35.

Liverpool, coming for a weekend, he heard a lot about it, something to

:04:36.:04:43.

take off the bucket list. The whole thing, music, atmosphere, amazing.

:04:44.:04:49.

It is massive compared to the very first one, and it is something

:04:50.:04:54.

special, the first one was basic, two tense, this is just amazing.

:04:55.:05:02.

With 85,000 people here per day, it is becoming the fifth largest town

:05:03.:05:05.

in Scotland, and people know how to dress. Not just the sun people are

:05:06.:05:11.

warned about. The overriding thing is we want people to be safe and

:05:12.:05:15.

have fun and in terms of that, in terms of alcohol, drink sensibly,

:05:16.:05:21.

look after your friends, remember where your tent is. If one of your

:05:22.:05:25.

friends has too much to drink, do not leave them alone. For 17 years,

:05:26.:05:32.

T in the Park has been on this site, but this is its last year. It will

:05:33.:05:39.

be a motion will -- it will be emotional for the man who organises

:05:40.:05:45.

it. The start of a new chapter, the chance to reinvigorate the event.

:05:46.:05:52.

But it will be sad. End of an era in deed. But for some,

:05:53.:05:58.

it is just the start of things to come. Glasgow band Chvrches played

:05:59.:06:04.

last year, and since then they have been tipped for big things, so they

:06:05.:06:08.

are back again this year on a bigger stage to an even bigger audience and

:06:09.:06:14.

I caught up with them earlier. The Sunniside, nothing to complain

:06:15.:06:21.

about. -- sun is out. We have had good weather. Feeling good. I

:06:22.:06:27.

exciting is it to play T in the Park again? It will be good. And playing

:06:28.:06:38.

a slightly bigger stage. And we have footage from last year, when you

:06:39.:06:42.

made your debut at T in the Park on a smaller state, how did that go? It

:06:43.:06:51.

was great, really good show. We were in the middle of a lot of work, we

:06:52.:06:56.

could not just take it in and enjoy the experience as much as we would

:06:57.:07:00.

have, over the door to someone else, this year is moral stand good. -- it

:07:01.:07:09.

is more relaxed and good. We have done a lot of festival since this

:07:10.:07:12.

time last year. T in the Park was the start of festival season for us,

:07:13.:07:17.

and we have definitely learned the ropes a bit more. Lastly, it is a

:07:18.:07:26.

home crowd, home -- homecoming gig, how do you feel? Just another gig,

:07:27.:07:35.

we are not worried. Kind of special it is the last time at Balado, good

:07:36.:07:42.

to be part of that. Chvrches will be on this page within the hour. Calvin

:07:43.:07:49.

Harris is playing tomorrow. Arctic Monkeys headline on Sunday. For

:07:50.:07:54.

those of you who fancy the look of it, but cannot make it, catch all

:07:55.:07:59.

the action on BBC Radio, television and online. That includes you,

:08:00.:08:04.

Sally. Thank you. And if you're heading to

:08:05.:08:11.

T in the Park, you'll be able to find out how the weather is looking

:08:12.:08:15.

later in the programme. Have a good weekend, Catriona.

:08:16.:08:18.

People are being urged to get over their objections to the tartan

:08:19.:08:21.

uniform chosen for the Commonwealth Games and to back Team Scotland. The

:08:22.:08:24.

call comes from the Scottish Government's Minister for the games,

:08:25.:08:28.

who says that the uniform is bright and colourful. Thousands of people

:08:29.:08:30.

have signed an online petition objecting to the design, which

:08:31.:08:33.

features a fuscia, turquoise and caramel coloured tartan paired with

:08:34.:08:36.

blue shirts. The time is to back the team, it is their parade uniform, it

:08:37.:08:43.

is what it is, bright, colourful, it will stand out on television and it

:08:44.:08:47.

is not something we are expecting people to we're on a night out, it

:08:48.:08:52.

is a parade uniform, what have your attitude, the time is right to get

:08:53.:08:56.

behind the team and give them a huge cheer when they come out in Celtic

:08:57.:09:01.

Park at the opening ceremony. Shona Robison.

:09:02.:09:04.

You're watching Reporting Scotland from the BBC. Still to come on

:09:05.:09:07.

tonight's programme... How would you re-develop Loch Lomond

:09:08.:09:10.

and the Trossachs? The deadline to hear your ideas has been extended

:09:11.:09:14.

until Monday. In sport, join me at Hampden where

:09:15.:09:18.

we will be well and truly up and running at the Diamond League.

:09:19.:09:23.

The cream of the crop of world athletics are here taking part. Join

:09:24.:09:28.

me for that and the latest from the Scottish Open golf in the sport very

:09:29.:09:33.

soon. It's a tradition 900 years in the

:09:34.:09:39.

making. The Common Ridings in the Borders. Hundreds of horses and

:09:40.:09:43.

riders make their way through towns and villages, harking back to a time

:09:44.:09:46.

when they were fighting raiders, the English, or at times both. Our

:09:47.:09:49.

referendum correspondent Laura Bicker went to see what relevance

:09:50.:09:52.

this ceremony has now, as they contemplate which way to vote in the

:09:53.:09:57.

independence referendum. CHEERING.

:09:58.:10:06.

This is the cry to stand firm and sure against readers, thieves who

:10:07.:10:12.

would steal goods and capital. Riders would then ride out to check

:10:13.:10:17.

the town boundaries to ensure they are safe. Two miles outside Jed Boro

:10:18.:10:24.

lies this dazzle. Occupying English forces were removed by the clan

:10:25.:10:33.

Kerr. This shared and turbulent history with the North of England is

:10:34.:10:36.

remembered in song, and through generations. We are close to English

:10:37.:10:43.

neighbours that it is going to be a big decision for us than it may be

:10:44.:10:48.

is for those farther north, where it is very much a Scottish land,

:10:49.:10:53.

really. Polls suggest this area is more likely to vote no in the

:10:54.:10:58.

independence referendum. I will stay the way we are. Why? I cannot see a

:10:59.:11:08.

reason to change, the countries get on and it is an unknown quantity as

:11:09.:11:14.

to what might happen. I think the Borders has been independent all its

:11:15.:11:18.

life, they have never been dependent on Scottish king of the English

:11:19.:11:24.

king. Further east, one firm is making their voting intentions very

:11:25.:11:29.

clear. Dr Colin Son employs over 100 people to transport Scottish

:11:30.:11:33.

seafood across Europe. The sea borders are no barrier to trade. --

:11:34.:11:40.

they have said. Demolition has helped. And rather than Westminster,

:11:41.:11:46.

we can get some dialogue with Edinburgh. -- devolution as help. We

:11:47.:11:54.

do not see it as an issue and look forward to the future. This ceremony

:11:55.:12:00.

is an excuse to come together and celebrate a sense of team unity. For

:12:01.:12:04.

many here, that includes the North of England. Some worry about the

:12:05.:12:12.

future, others wonder about new opportunities. A new future, new

:12:13.:12:19.

borders, and whatever happens, the roots here will continue for

:12:20.:12:24.

generations to come. Loch Lomond and the Trossachs

:12:25.:12:27.

National Park has extended till Monday its deadline to hear what

:12:28.:12:30.

kind of developments you think should be built in the area in the

:12:31.:12:34.

future. Aileen Clarke packed her picnic hamper for one of Scotland's

:12:35.:12:37.

most glorious beauty spots. Pottering about on the water, or

:12:38.:12:43.

popping to the shops, this national park is trying to satisfy these and

:12:44.:12:46.

many demands, from visitors and locals. We are asking people whether

:12:47.:12:53.

they would like to see a village square in Arrochar. Whether people

:12:54.:12:58.

would like to see holiday accommodation in Aberfoyle. And in

:12:59.:13:04.

places like Luss, maybe affordable housing. Consultation has been

:13:05.:13:13.

running for a number of months. We cannot just have a nice national

:13:14.:13:18.

park, but a place where people want to live and work. And kids do not

:13:19.:13:25.

migrate to cities. There is no shortage of ideas, one boat owner

:13:26.:13:28.

says more launch sites could be developed. It would be easier

:13:29.:13:35.

launching a boat, that would help, I find it harder to push out. Visitors

:13:36.:13:43.

and tourists that the local economy depends on, so they are views are

:13:44.:13:49.

also being asked for. Without spoiling the area, they could make

:13:50.:13:53.

more of the resources, better access to the hills. We have been coming

:13:54.:13:59.

for years and years and it has never changed, the scenery hasn't changed.

:14:00.:14:05.

And that is the way you would like it to stay? Yes. I think it has been

:14:06.:14:18.

underdeveloped. It is warm enough for a nice sunny days like this. We

:14:19.:14:28.

would like small hotels. Big hotels in nature is not good. And if you

:14:29.:14:32.

have an opinion, you have until five o'clock on Monday.

:14:33.:14:43.

Isn't it just gorgeous? A look at other stories from the

:14:44.:14:47.

across the country. Two new consultants have been

:14:48.:14:49.

appointed to Aberdeen Royal Infirmary's Emergency Department. It

:14:50.:14:52.

follows a warning that patient safety was at risk. Senior medics

:14:53.:14:58.

claimed staff shortages might have meant they'd be unable to

:14:59.:15:01.

resuscitate the most seriously ill or injured patients.

:15:02.:15:04.

Plans for a ?1.2 billion underground and sub-sea electricity cable,

:15:05.:15:07.

connecting two sides of the Moray Firth, have been approved by the

:15:08.:15:12.

industry regulator, Ofgem. The 100 mile line, between Caithness and

:15:13.:15:15.

Moray, could add one point two gigawatts of renewable energy

:15:16.:15:22.

capacity to the grid. A spectacular blaze which sent a

:15:23.:15:26.

giant plume of smoke drifting across Glasgow was started deliberately,

:15:27.:15:28.

according to police. More than 70 firefighters spent the night

:15:29.:15:31.

tackling the blaze in a tyre recycling yard in Renfrew.

:15:32.:15:36.

Hundreds of martial arts enthusiasts from around the world will be in

:15:37.:15:42.

Edinburgh in November. The city is to stage the Commonwealth Taekwondo

:15:43.:15:47.

Championships. The sport is the world's most popular martial art and

:15:48.:15:50.

supporters hope it will become a Commonwealth Games event by 2022.

:15:51.:15:55.

For Scotland, it would mean we could compete as a Scottish team, not just

:15:56.:16:01.

part of the UK team. The only thing we compete visually in is the

:16:02.:16:05.

Commonwealth Championships. But with the Commonwealth Games, there would

:16:06.:16:09.

be an official Scottish team and loads of chances for lots of

:16:10.:16:13.

Scottish athletes. Tickets to see comedian Billy

:16:14.:16:16.

Connolly's High Horse tour in Aberdeen sold out within 50 minutes

:16:17.:16:20.

of going on sale. And the demand for the concert in Edinburgh was so

:16:21.:16:24.

great that the website for the Usher Hall was forced to close. Other

:16:25.:16:27.

venues include Perth, Dundee and Glasgow.

:16:28.:16:35.

Hannah Miley may only be 24. But she's a veteran of Scotland's

:16:36.:16:37.

swimming team for the Commonwealth Games in Glasgow. Our games reporter

:16:38.:16:42.

Jane Lewis has been to meet her. Hannah Miley ready for her next

:16:43.:16:47.

challenge, Glasgow 2014 and first up the defence of her Commonwealth

:16:48.:16:58.

title. Gold to Scotland! It was amazing and to come away with a

:16:59.:17:01.

medal was spectacular. It was interesting, Robert Lynott going

:17:02.:17:05.

according to plan for a lot of people, -- probably not going. It

:17:06.:17:13.

gave as an eye-opener to making sure that you have to make do with what

:17:14.:17:18.

you have and deal with it. You cannot change anything. To come away

:17:19.:17:24.

with the medal was a huge bonus. These will be her third. In 2006, as

:17:25.:17:31.

a 15-year-old, she was a rookie in Melbourne. It is awesome, the

:17:32.:17:38.

progression made, from being the rookie in 2006 to being the senior

:17:39.:17:44.

veteran in 2014, I have come a long way and the journey has been

:17:45.:17:47.

incredible and the experience has been spectacular. An ovation for

:17:48.:17:58.

Hannah Miley. The journey to 2014 has had its ups and downs, the

:17:59.:18:05.

Olympics were disappointing. I've enjoyed the crowd in London, the

:18:06.:18:11.

whole package, I have been able to work out what I need to take from

:18:12.:18:15.

that and hopefully use it to my advantage at the Commonwealth Games.

:18:16.:18:19.

I do not like to state what I want and what will happen, because

:18:20.:18:24.

anything can happen, all I can do is go in and swim the fastest I can. If

:18:25.:18:32.

that can win a medal, great. And we have plenty of live sport.

:18:33.:18:36.

Rhona McLeod is at Hampden Park for the athletics. And Phil Goodlad in

:18:37.:18:39.

Aberdeenshire for the golf. First, let's cross to Rhona at Hampden.

:18:40.:18:46.

Welcome to the Diamond League, and absolutely glorious night here. That

:18:47.:18:52.

has made for perfect conditions. We have had a world record already.

:18:53.:19:00.

Stef Reid, ScottishPower athlete, has a new world record. --

:19:01.:19:18.

para-athlete. This is such a big deal and I am delighted to be joined

:19:19.:19:22.

by Lee McConnell. How much does this mean to the people of Glasgow? You

:19:23.:19:30.

can tell it means a lot based on the atmosphere to see world-class

:19:31.:19:33.

athletes on home soil. A fantastic opportunity. And here is what a

:19:34.:19:38.

couple of the athletes taking place tonight have to say about this

:19:39.:19:43.

event. To have a world-class event on your

:19:44.:19:47.

doorstep is nice, not to have to get on a plane and travel all be as

:19:48.:19:52.

nice, and for it to be a dry run for the Commonwealth is an added bonus.

:19:53.:19:58.

It will be a nice warm up for the Commonwealth games, I hope it will

:19:59.:20:02.

be a full stadium and we can experience it. I think the

:20:03.:20:05.

Commonwealth Games will be that step above that.

:20:06.:20:10.

The Commonwealth games begin in 12 days. You have two Commonwealth

:20:11.:20:16.

Games bronze medals. What will it be like for all the Scots competing

:20:17.:20:19.

here at Hampden at Glasgow 2014? To the ones competing here, it will be

:20:20.:20:25.

the pinnacle of their career. The opportunity to compete in front of a

:20:26.:20:30.

home crowd in a stadium that has been transformed. You would never

:20:31.:20:34.

know this is a football stadium, looking well with a track. But these

:20:35.:20:41.

athletes will be excited. Thank you for joining us. And there is

:20:42.:20:46.

coverage of the Diamond League all across the BBC tonight and tomorrow.

:20:47.:20:51.

Do not turn over to BBC Two yet. They will be on from that have been

:20:52.:20:59.

on since 6:30pm. And on BBC One tomorrow. Plus check Radio Scotland

:21:00.:21:06.

and the website for even more from the big weekend of athletics here at

:21:07.:21:09.

Hampden. Now time to zoom to the north east.

:21:10.:21:13.

And at Royal Aberdeen we will find Phil Goodlad. So what have been the

:21:14.:21:17.

highlights of round two at the Scottish Open?

:21:18.:21:23.

Good evening. Quite a day we have had. When I came to the course just

:21:24.:21:28.

before seven o'clock this morning, the flags were hanging, fast forward

:21:29.:21:35.

a few hours later and the wind went up providing some test for some of

:21:36.:21:45.

the best. On days like this, you head for the

:21:46.:21:49.

seaside? Don't be silly! The golf is on. After Rory McIlroy's brilliance,

:21:50.:21:57.

the challenge was on to emulate him. Early promise from Justin Rose. Lee

:21:58.:22:03.

Westwood's struggles continued. Justin Rose showing how it is done.

:22:04.:22:11.

Moving to five under. I was a couple of yesterday, everyone seemed to be

:22:12.:22:14.

going lower, I was finding it difficult. So after 36 holes, I am

:22:15.:22:22.

delighted. After shooting a course record yesterday, all eyes were on

:22:23.:22:26.

Rory McIlroy. What could he do today? Drop a shot at the first.

:22:27.:22:33.

Back to six under par. Then Russell knocks from Scotland was on the

:22:34.:22:37.

move, a brilliant birdie after two Eagles. -- Russell Knox. But he

:22:38.:22:52.

dropped five shots to those in the gallery. This dog is blind and a big

:22:53.:23:02.

part of the team. The boys love him. But falling out of love with the

:23:03.:23:08.

surroundings is Rory McIlroy, slipping farther back because of a

:23:09.:23:11.

double bogey. On a picture perfect day, some are finding Royal Aberdeen

:23:12.:23:18.

a little too hot to handle. And Rory McIlroy did, finishing

:23:19.:23:23.

level par, coming here at seven under, dropping seven shots. The cut

Westwood. Ricardo Gonzalez is leading. The Swede is at six under

:23:37.:23:46.

far, as is Marc Warren. It will be an interesting weekend. -- at six

A rare draft of one of Robert Burns' best loved songs has been saved for

:23:59.:24:04.

the nation. The hand-written draft of Ye Banks and Braes was in private

:24:05.:24:08.

ownership and auctioned recently. Mystery surrounded the buyer. But

:24:09.:24:10.

BBC Scotland can now reveal it'll be available for the public to see for

:24:11.:24:13.

the first time. Our local government correspondent Jamie McIvor reports.

:24:14.:24:22.

Ye banks and braes o' bonnie Doon. How ye can bloom so fresh and fair?

:24:23.:24:33.

A song love for generations. And the words written down by Robert Burns

:24:34.:24:37.

himself. Now for the first time in public ownership in Scotland. This

:24:38.:24:42.

is a delicate and precious piece of paper, but in such remarkable

:24:43.:24:48.

condition you would have a think it is over 200 years old. For more than

:24:49.:24:54.

100 years, this had been in a family collection. It was not made

:24:55.:24:59.

available to members of the public or academics for that time, so we

:25:00.:25:03.

are now able to share it with the public. You can see from the top,

:25:04.:25:17.

there is the Crown at the top and the initials. That indicates this

:25:18.:25:24.

strong very strong paper has been taken from an excise ledger. Robert

:25:25.:25:30.

Burns was working as a next Mac -- as annexes men -- as an excise man.

:25:31.:25:42.

Now for the weather. A beautiful day across most of the

:25:43.:25:50.

country. We hold onto the warm sunshine for most of us as we head

:25:51.:25:55.

into the evening. We will see clouds reckon to western coastal areas, had

:25:56.:26:00.

she reign, mystery and marquee as well. -- patchy rain, and misty and

:26:01.:26:08.

marquee. It will be a mild night, if a little humid. Pressure towards the

:26:09.:26:16.

West Coast. Change starting to take place, weather influenced by the

:26:17.:26:21.

near continent, now taking weather fronts and rain from the Atlantic.

:26:22.:26:26.

That rain will be into western Scotland first thing tomorrow, but

:26:27.:26:31.

dry and bright in the East first thing, then the rain gathering force

:26:32.:26:34.

in the West and becoming more persistent. By the time we reach the

:26:35.:26:39.

afternoon, it will be a rather dull and wet look for the south-west

:26:40.:26:44.

corner into Glasgow, eastern borders holding onto dry and bright

:26:45.:26:48.

conditions. Through the central lowlands, brother wet as well. Up to

:26:49.:26:54.

20 Celsius in the sunshine across eastern areas. The rain reaching for

:26:55.:27:00.

me during the afternoon, but not Shetland until Sunday. As far as

:27:01.:27:10.

outdoor conditions are concerned, starting off break, then cloud will

:27:11.:27:14.

fill in during the day. Dull wet weather spreading to most Western

:27:15.:27:18.

boundaries. Visibility will not be good, extensive hill fog. The rest

:27:19.:27:28.

of Saturday, rain pushing across many parts, becoming confined to the

:27:29.:27:32.

east and far north, drier conditions into the West. The rain lingering in

:27:33.:27:39.

north eastern parts of Aberdeenshire and Orkney, not into Shetland until

:27:40.:27:47.

later on Sunday. Pleasant temperatures especially for the

:27:48.:27:52.

rest. If you are heading to T in the Park, it stars of dry and bright

:27:53.:27:56.

tomorrow, rain in the afternoon, staying tomorrow night. Sunday looks

:27:57.:28:00.

damp to start but improves during the day. And for the golf in

:28:01.:28:05.

Aberdeen, tomorrow predominantly dry, outbreaks of rain on Sunday.

:28:06.:28:09.

Light winds on Sunday. That is the forecast.

:28:10.:28:16.

That is Reporting Scotland. I will be back at

:28:17.:28:18.
