Scottish politicians and environmental organisations have

:00:07.:00:09.

been reacting to the international deal to tackle climate change agreed

:00:10.:00:13.

The First Minister Nicola Sturgeon welcomed the "big step forward,"

:00:14.:00:20.

but some campaigners argue that it lacks action.

:00:21.:00:22.

The historic agreement struck in Paris followed nearly two weeks of

:00:23.:00:38.

negotiations, and is the first to commit all countries to cut

:00:39.:00:41.

emissions. The agreement sets the ambition and it's now up to

:00:42.:00:45.

countries across the world to make sure we take the action that will

:00:46.:00:49.

deliver on that mission, which is the challenge for all of us. The

:00:50.:00:53.

global measures include keeping the global temperature increase below

:00:54.:00:57.

two Celsius, as well as pursuing efforts to limit further and to

:00:58.:01:03.

review progress every five years and to commit $100 billion a year in

:01:04.:01:07.

climate finance to developing countries by 2020. We'd encourage

:01:08.:01:14.

the government to make inroads to save the planet. They're not going

:01:15.:01:20.

to do anything. I think a lot of what they're doing isn't enough but

:01:21.:01:25.

it is more than individuals can do. The countries have to work it out

:01:26.:01:30.

themselves. Some argue that while the agreement is ambitious, it lacks

:01:31.:01:34.

action. It was almost inevitable the deal would be better than we've seen

:01:35.:01:39.

before but not as good as we need to see. And in many ways the single

:01:40.:01:45.

most pressing issue that has failed to be addressed by this agreement is

:01:46.:01:50.

leaving fossil fuels in the ground. The UK Government has cut subsidies

:01:51.:01:54.

in renewables to provide better value for money but it is being

:01:55.:01:59.

urged to change its approach in light of the pack. The Conservatives

:02:00.:02:05.

have cut some of the subsidies to renewables, losing lots of jobs in

:02:06.:02:08.

the solar industry, and we have to turn that around. We have to play

:02:09.:02:13.

our part in Scotland and the rest of the UK. Environment groups say the

:02:14.:02:16.

talks might be over but national governments must now start to

:02:17.:02:20.

deliver on the first truly global deal to protect the climate.

:02:21.:02:23.

Scotland's transport authority was told of the urgent need

:02:24.:02:25.

to repair the Forth Road Bridge ten months ago.

:02:26.:02:28.

A leaked email has revealed that the chief engineer

:02:29.:02:30.

Barry Colford imposed a restriction on "abnormal" loads and said

:02:31.:02:34.

the curb should remain until all the truss end links

:02:35.:02:37.

One of the links has since cracked, leading to the closure

:02:38.:02:43.

Transport Scotland said there was nothing to suggest

:02:44.:02:46.

the restriction had anything to do with the current problems.

:02:47.:02:53.

We do need the Scottish government but everything in the public domain,

:02:54.:02:59.

to be transparent, and not to engage in the ever-increasing amounts of

:03:00.:03:04.

spin to hide the truth from people about cut budgets and cancelled

:03:05.:03:06.

maintenance contracts. The First Minister made it crystal clear that

:03:07.:03:12.

this problem which was found a few weeks ago hadn't been picked up on

:03:13.:03:17.

previously because it is a new floor in the bridge.

:03:18.:03:19.

Funding for Scotland's schools, hospitals and the police service

:03:20.:03:22.

will be protected in this week's draft budget.

:03:23.:03:23.

The Finance Secretary John Swinney made the commitment while warning

:03:24.:03:26.

Ahead of announcing his spending plans for the next financial year,

:03:27.:03:30.

Mr Swinney cautioned that there is unprecedented pressure

:03:31.:03:32.

on public expenditure, as a result of the recent spending

:03:33.:03:35.

The UK Government has argued that Scottish ministers will have almost

:03:36.:03:41.

?400 million more available to them next year.

:03:42.:03:49.

We will face very difficult choices because of the scale of the budget

:03:50.:03:55.

reductions we are facing from the UK Government. We're going to have,

:03:56.:04:00.

essentially, a decade of austerity with a 12.5% reduction in the

:04:01.:04:04.

Scottish budget, so we have to live within our means, but we have to act

:04:05.:04:09.

to preserve the essential public services that people are relying on

:04:10.:04:10.

in Scotland. Celtic extended their lead

:04:11.:04:11.

at the top of the Premiership to four points with a 3-0 win

:04:12.:04:14.

against St Johnstone in Perth. Nadir Ciftci and Dedryck Boyota

:04:15.:04:17.

scored from close-range either side And although Saints came close

:04:18.:04:19.

to pulling one back, the match was clinched just

:04:20.:04:23.

after the hour mark, Let's get the weather prospects

:04:24.:04:25.

for this evening Judith is at the map.

:04:26.:04:31.

Winter's definitely here. It has been really cold. Very good

:04:32.:04:43.

evening to you. Some places struggle to get above freezing today and we

:04:44.:04:49.

some snow in the forecast. We have a tricky 12 hours coming up with this

:04:50.:04:53.

warm front pulling up from the South introducing rain and milder air. As

:04:54.:05:00.

the milder air hits the whole stubborn air across Scotland, it

:05:01.:05:03.

will turn to snow, even perhaps to lower levels. So the Met Office have

:05:04.:05:08.

issued a yellow warning for snow. They are not concerned about the

:05:09.:05:14.

central belt but the Southern highlands and the Grampian area. The

:05:15.:05:18.

rain pushes northwards in overnight. Initially we could see some snow to

:05:19.:05:22.

lower levels but then the focus will be higher ground and the hills, and

:05:23.:05:26.

then we have something drier by morning. There will be an ice risk

:05:27.:05:31.

tonight on untreated surfaces. It is cold but it is staying dry across

:05:32.:05:36.

the far north. That's snow gradually dies away tomorrow. Something

:05:37.:05:44.

brighter developing in the south, and some sunshine in the north. It

:05:45.:05:48.

is also colder in the north, milder in the South.

:05:49.:05:49.

Our next update's just after the ten o'clock news.

:05:50.:05:53.

Until then, from all of us on the team here in Glasgow,

:05:54.:05:56.

have a very good evening. Bye for now.

:05:57.:06:01.
