and get back in the swing of things. It's even been too busy | :02:12. | :02:16. | |

as clear as possible. But any talk of compensation will be ongoing. For | :03:59. | :04:03. | |

family have been farming in West Fife for generations. But for the | :04:24. | :04:27. | |
last three weeks their butchery business has faced an entirely new | :04:28. | :04:32. | |
problem - the closure of the Forth Road Bridge. This morning at last | :04:33. | :04:37. | |
they could avoid the long way round. It feels quite a big relief. It is | :04:38. | :04:41. | |
lovely not to have to drive all the way around and Zhou and find | :04:42. | :04:48. | |
alternate routes. It has added a lot of time onto the journey to | :04:49. | :04:52. | |
Edinburgh. So this is lovely, very exciting actually. Shortly before | :04:53. | :04:55. | |
seven o'clock, on to the bridge, passing under the north tower and | :04:56. | :05:00. | |
the repaired steel truss a few metres below. It is a bit blowy but | :05:01. | :05:08. | |
hopefully we are safe. Which after all was why the bridge was closed in | :05:09. | :05:12. | |
the first place. Now it is reopened, there is a bit more time to consider | :05:13. | :05:17. | |
pre-Christmas consequences. It is such a busy time of year. We really | :05:18. | :05:22. | |
need to be back at the farm doing the production rather than spending | :05:23. | :05:30. | |
hours out-driving and delivering. Arriving in Edinburgh, she sets up a | :05:31. | :05:33. | |
stall for one final day of trading before the festive shutdown. With | :05:34. | :05:38. | |
the capital a bridge too far for many until today, there have been | :05:39. | :05:42. | |
upsides. A captive market has meant local Fife trade has been booming. | :05:43. | :05:47. | |
When you have a challenge, at the beginning you think it is | :05:48. | :05:50. | |

this business will take stock of the bridge closure and hope the worst is | :06:05. | :06:14. | |

Scotland has a troubled relationship with alcohol. ?3.6 billion is the | :07:05. | :07:11. | |
estimated annual cost to the NHS. The devilment has proposed a 50p | :07:12. | :07:16. | |
minimum unit price for alcohol to help tackle alcohol misuse. | :07:17. | :07:22. | |
Following a complaint by the Scotch Whisky Association, the European | :07:23. | :07:25. | |
Court of Justice was asked whether this policy contravened European | :07:26. | :07:29. | |
trade laws. Their ruling today is far from definitive. Judges have | :07:30. | :07:35. | |
passed the matter back to the court of session in Edinburgh to determine | :07:36. | :07:39. | |
whether an alternative such as increasing alcohol duty would help | :07:40. | :07:43. | |
cut the problems caused by drink. The Scotch Whisky Association, which | :07:44. | :07:46. | |
brought the case, welcome to the ruling, which it says confirmed | :07:47. | :07:49. | |
minimum unit pricing contravenes free trade laws. It confirms 30 | :07:50. | :07:57. | |
years of European case law. It says minimum pricing is a restriction on | :07:58. | :08:01. | |
trade in the EU and therefore it is illegal to choose minimum pricing | :08:02. | :08:05. | |
when there are other less restrictive means available. The | :08:06. | :08:08. | |
Scottish Government also welcome the ruling. Drink taxes are reserved to | :08:09. | :08:12. | |
Westminster. But ministers here say they will seek to persuade Scottish | :08:13. | :08:16. | |
judges that minimum unit pricing targets problem drinkers. Taxation | :08:17. | :08:20. | |
affects Pepsi drinkers and Pepsi drinks in the same way, whereas | :08:21. | :08:24. | |
minimum unit pricing targets of those cheap, strong products which | :08:25. | :08:30. | |
do the most harm. So actually we will argue strongly that it is | :08:31. | :08:35. | |
actually a less restrictive measure. It is more targeted and therefore | :08:36. | :08:40. | |
more effective, we will argue. Health campaigners say alcohol is | :08:41. | :08:45. | |
60% cheaper than it was in 1980 and it is vital that problem drinking | :08:46. | :08:48. | |
and the anti-social behaviour it causes are tackled. We are really | :08:49. | :08:53. | |
disappointed that this court case continues. We have 20 people a week | :08:54. | :08:57. | |
in Scotland dying of alcohol-related causes come and that is avoidable. | :08:58. | :09:00. | |
The best way to reduce those deaths is by getting this cheap, dangerous | :09:01. | :09:07. | |
product off the market. And minimum pricing is a way of doing that. | :09:08. | :09:13. | |
Minimum unit pricing is still a long way off. Once the court of session | :09:14. | :09:16. | |
has delivered its own ruling next year, it is likely the case will be | :09:17. | :09:18. | |
appealed to the UK Supreme Court. The great Christmas holiday | :09:19. | :09:26. | |
getaway is well underway. Today is expected to be the busiest | :09:27. | :09:28. | |
day for festive travellers, though strong winds and heavy | :09:29. | :09:31. | |
