Now, on BBC One, it's time for the news where you are. | :00:00. | :00:13.
The organisers of Edinburgh's Hogmanay celebrations say | :00:14. | :00:16.
the build-up to this year's event has been challenging, | :00:17. | :00:18.
but they insist the tens on thousands of partygoers will be | :00:19. | :00:21.
The recent terror attacks in Paris highlighted security concerns, | :00:22. | :00:24.
but the man in charge of policing the event say people should be | :00:25. | :00:28.
Fireworks to welcome the new year, the centrepiece of Edinburgh's | :00:29. | :00:46.
hogmanay celebrations. This afternoon, high up on the castle, | :00:47. | :00:51.
two-and-a-half town tonnes of explosives are being prepared for | :00:52. | :00:55.
this year's five minute display. The satisfaction for us comes at the end | :00:56. | :00:59.
of it. When the final fireworks have blown away you have this massive | :01:00. | :01:03.
roar from the street. It literally comes up and hits you. It's the most | :01:04. | :01:07.
amazing feeling. All those people down there are just having a | :01:08. | :01:10.
brilliant timed and they've loved what you've done. Down at street | :01:11. | :01:14.
level, many hands are needed to put together an event that in the space | :01:15. | :01:19.
of two decades has gone global. Watched in 80 countries, Scotland's | :01:20. | :01:26.
biggest Hogmanay event is a three-day festival. It's a big | :01:27. | :01:30.
project. Not just the street party with 70,000 people. There are | :01:31. | :01:33.
150,000 to 200,000 people in the city for the things we are putting | :01:34. | :01:37.
on. The build-up to this year's event has been set against a | :01:38. | :01:42.
challenging backdrop. The Forth Road Bridge was closed at a time when | :01:43. | :01:47.
many were making their plans for Hogmanay there is the ongoing | :01:48. | :01:51.
concern about security. In the wake of the Paris attacks, officers here | :01:52. | :01:55.
are offering firm reassurance. Obviously, in the context of what's | :01:56. | :01:59.
happened internationally over recent months my message to the public is a | :02:00. | :02:03.
clear one - be aware and vigilant, but don't be alarmed. I'm very | :02:04. | :02:08.
confident, in terms of Edinburgh's Hogmanay we have put in plans and | :02:09. | :02:13.
the contingency plans to ensure people can come here, have a | :02:14. | :02:17.
fantastic time and enjoy themselves safety. With forecasters predicting | :02:18. | :02:21.
relatively good conditions it seems they can can do so without worrying | :02:22. | :02:23.
too much about the weather. Amber "be prepared" weather warnings | :02:24. | :02:29.
have been issued by the Met Office It says Storm Frank will bring heavy | :02:30. | :02:32.
rain and high winds, which could have a serious | :02:33. | :02:36.
impact in some areas. We are being looking at rainfall of | :02:37. | :02:45.
over 100 mm in some parts of Dumfries and Galloway and parts of | :02:46. | :02:49.
western Tayside it could be quite bad. Everything is saturated. We had | :02:50. | :02:55.
a lot of rain in recent weeks. The rivers have full, down south it | :02:56. | :02:58.
doesn't take an awful lot of rain to cause problems. When we have as much | :02:59. | :03:03.
rain as we are expecting over the next 36-hours we could see | :03:04. | :03:06.
significant problems in parts of Scotland. | :03:07. | :03:10.
We'll have a full weather forecast at the end of this bulletin. | :03:11. | :03:13.
Police have started a murder investigation into the death of one | :03:14. | :03:16.
The body of 53-year-old Martin Hamilton, who was nicknamed | :03:17. | :03:19.
the Blackhill Butcher, was found in woodland | :03:20. | :03:22.
near West Calder on the 17th December. | :03:23. | :03:24.
A post-mortem examination has shown he suffered serious injuries, | :03:25. | :03:26.
which are believed to have led to his death. | :03:27. | :03:28.
Hamilton had a string of convictions for drug dealing and violence. | :03:29. | :03:34.
The mother of a premature baby, whose life was saved by a blood | :03:35. | :03:37.
transfusion, is encouraging people to make giving | :03:38. | :03:38.
Shawn Waugh's son Conan weighed under 2lbs when he was born, | :03:39. | :03:44.
When you are just 18 months old, even a reclining chair can make a | :03:45. | :03:59.
good slide. This toddler makes the most of every chance to play. Born | :04:00. | :04:07.
15 weeks premature and weighing just a pound and three quarters it wasn't | :04:08. | :04:11.
given he would survive to be the toddler he is now. At two-days old | :04:12. | :04:15.
he had the first of two blood transfusions. He had a massive | :04:16. | :04:22.
haemorrhage and he lost a lot of blood. They told us that we | :04:23. | :04:25.
haemorrhage and he lost a lot of have the blood transfusion to save | :04:26. | :04:29.
his life. It was touch and gchl had the blood transfusion it was like a | :04:30. | :04:30.
tonic. It was a different baby. the blood transfusion it was like a | :04:31. | :04:34.
Conan, his name picked because he was such a fighter, was the star | :04:35. | :04:39.
attraction at today's appeal for more blood donors. Donations usually | :04:40. | :04:41.
dip over the festive period but the more blood donors. Donations usually | :04:42. | :04:46.
number of donors year round is decreasing. An active donor is | :04:47. | :04:53.
anyone who donated in 12 months dropping from 5% to less than 4%. | :04:54. | :04:57.
anyone who donated in 12 months It's important to encourage new | :04:58. | :05:01.
donors, and younger donors to come forward, to replace the ageing donor | :05:02. | :05:04.
donors, and younger donors to come base. The message is, if you can | :05:05. | :05:06.
make time for a walk base. The message is, if you can | :05:07. | :05:08.
shops at this time of base. The message is, if you can | :05:09. | :05:12.
to make time to give blood as well. My wife had to give a lot of blood | :05:13. | :05:17.
when she had cancer. I have been a regular blood donor, it's a | :05:18. | :05:20.
religion. I come in four times a year. I thought I'm going into | :05:21. | :05:25.
Glasgow, might as well pop in, give blood, a cup of tea, back down the | :05:26. | :05:27.
road. The charity, Citizens Advice | :05:28. | :05:32.
Scotland, says it's been asked for help by increasing numbers | :05:33. | :05:34.
of people who've left the armed forces, but are finding it difficult | :05:35. | :05:36.
to cope in civilian life. Martin came out of the RAF three | :05:37. | :05:46.
years ago having served for 20 years. After having back and hip | :05:47. | :05:50.
problems, then a medical discharge, Martin had no idea what to do or | :05:51. | :05:55.
where his family would live. Obviously, a big part of the job is | :05:56. | :06:00.
that we get a married quarter to live in. Nice, safe haven for the | :06:01. | :06:07.
family I would have to give that up at some stage. It was very, very | :06:08. | :06:11.
worrying. Like I say, I've got my family to think of. You know, if I | :06:12. | :06:16.
had to sleep down the street in a tent on the corner of the road I | :06:17. | :06:19.
would do it. I don't expect my family to do that. While he waited | :06:20. | :06:23.
for pension arrangements to be sorted out he turned to the armed | :06:24. | :06:29.
services support service. He said the support was invaluable. They | :06:30. | :06:33.
make things that little bit easier. When you are feeling a bit, sort of, | :06:34. | :06:38.
you are walking in as a happy face. Sit down, we will try and sort this | :06:39. | :06:42.
out. That's as good as anything sometimes. This project has now been | :06:43. | :06:47.
running for five years it has helped with over 32,000 issues and | :06:48. | :06:53.
supported over 7,000 people. They could have problems with debt, they | :06:54. | :06:57.
could have problems with employment. We can help people claim the | :06:58. | :07:01.
benefits they are entitled to. Basically, people have a chaotic | :07:02. | :07:04.
lifestyle. They've built up many problems over the years. This can | :07:05. | :07:11.
lead to homelessness. It's a happy festive season for Martin and his | :07:12. | :07:15.
family this year. Kneel settled and most of all secure in a lovely home. | :07:16. | :07:20.
Let's get the latest weather forecast now with Gillian. | :07:21. | :07:23.
Thank you. It's about Storm Frank. Good evening to you. This deep area | :07:24. | :07:29.
of low pressure. It's track will take it north to Iceland tonight, | :07:30. | :07:33.
these trailing weather fronts and the strong winds associated with it | :07:34. | :07:36.
that will bring the stormy conditions for us tonight. The | :07:37. | :07:41.
winds, severe gale force gusts of 70mph around the coasts. Possibly | :07:42. | :07:44.
higher than that for the western isles. Rough seas, big waves, | :07:45. | :07:50.
coastal overtopping. On top of that heavy rainfall. We have a yellow be | :07:51. | :07:56.
aware warning covering most of the country. The rain will sweep | :07:57. | :08:00.
eastwards across the country. Most at risk south-west Scotland, western | :08:01. | :08:06.
borders, Argyll, Sterling and southern Aberdeenshire. The amber | :08:07. | :08:09.
warning areas, be prepared for some significant flooding. Anywhere | :08:10. | :08:13.
across the country you will see nasty conditions tonight | :08:14. | :08:16.
particularly when you factor in the winds. Tomorrow a windy start, wet | :08:17. | :08:20.
start, that system is on the move. The rain will pull away eastwards | :08:21. | :08:23.
during the morning. Most parts will see a dryer spell for the afternoon. | :08:24. | :08:28.
Heavy showers moving to the west later on. It starts out mild, | :08:29. | :08:33.
temperatures will fall away somewhat and will introduce a wintry flavour | :08:34. | :08:37.
to the showers by the end of the day. Gale force winds will ease to | :08:38. | :08:42.
the west through the afternoon. For Hogmanay lighter winds, brighter day | :08:43. | :08:45.
for eastern Scotland, spells of sunshine. Look at the temperatures, | :08:46. | :08:50.
a colder feel. A band of wintry showers pushing across the country | :08:51. | :08:53.
during the late afternoon and evening, most places drying up again | :08:54. | :08:54.
for the bells. That is the forecast. Graham Stewart will be | :08:55. | :09:00.
here with the late bulletin, | :09:01. | :09:04. |
