in the early hours of this morning. High drama this morning at the car | :01:31. | :01:47. | |
park of this McDonald's restaurant in Arbroath. Police officers, | :01:48. | :01:52. | |
specialist firearms officers, swooped to detain five men they | :01:53. | :01:55. | |
believed to be involved in the theft of a cash machine from Carnoustie, a | :01:56. | :02:03. | |
shop seven miles south from here. Firearms were discharged during this | :02:04. | :02:07. | |
incident, not against any person but to blow out the tyres of the cars. | :02:08. | :02:14. | |
It has been a day of a lot of police activity in various parts of Angus. | :02:15. | :02:20. | |
It was around 10:30am when shocked diners at the McDonald's restaurant | :02:21. | :02:24. | |
in Arbroath saw the police operation swing into action. Specialist | :02:25. | :02:29. | |
officers swooped on five men in the car park. There were reports of two | :02:30. | :02:35. | |
or three gunshots. Police Scotland later confirmed that tyre | :02:36. | :02:38. | |
deflationary ounce had been fired, believed to be a shot gun type | :02:39. | :02:44. | |
device to stop vehicles in their tracks. No one was injured. A | :02:45. | :02:48. | |
cartridge could later be seen under one of the cars. The five men were | :02:49. | :02:54. | |
detained in connection with the theft of a cash machine from inside | :02:55. | :02:58. | |
this supermarket seven miles away in Carnoustie, which was reported at | :02:59. | :03:03. | |
around 4:30am. This afternoon, a heavy police presence at this this | :03:04. | :03:09. | |
used property on the outskirts of Carnoustie. This is looking very | :03:10. | :03:13. | |
much like an intelligence led operation. Police Scotland's | :03:14. | :03:18. | |
organised crime unit and the North West England regional crime unit | :03:19. | :03:25. | |
were involved. At any point, were members of the public at risk? No. | :03:26. | :03:31. | |
Very important when we are mounting operations of this kind, | :03:32. | :03:34. | |
particularly involving firearms officers, that we continue the risks | :03:35. | :03:40. | |
and do everything to minimise. The incident has been referred to the | :03:41. | :03:45. | |
police investigations and review commission, a routine decision when | :03:46. | :03:52. | |
firearms used. The restaurant is back to normal tonight. The cars | :03:53. | :03:56. | |
involved in the incident have been removed. I said in the report that | :03:57. | :04:01. | |
no one was injured. We have now found out that a police officer was | :04:02. | :04:05. | |
slightly injured in the incident in the car park. The one bit of the | :04:06. | :04:10. | |
jigsaw we are not sure of is the reason for that high level of police | :04:11. | :04:13. | |
activity at the disused property on the outskirts of Carnoustie. The | :04:14. | :04:20. | |
police investigation, it has routinely been referred. Two | :04:21. | :04:28. | |
vehicles had their tyres damaged in the firearms incident. The use of | :04:29. | :04:32. | |
firearms by police in Scotland is still a very rare event. | :04:33. | :04:35. | |
Farmers hit by delays to EU payments will be offered loans | :04:36. | :04:37. | |

The Rural Affairs Secretary, Richard Lochhead, apologised | :04:40. | :04:42. | |
to farmers for not being able to process payments on time | :04:43. | :04:45. | |

need to get ready for next season. You have demand from your supply | :05:27. | :05:29. | |
trade and you just have to meet it. If you want the staff when you need | :05:30. | :05:33. | |
it, you have to pay for it. It is all about cash flow. It has been a | :05:34. | :05:39. | |
difficult year for farming. Pretty awful weather, the markets have been | :05:40. | :05:42. | |
challenging and in addition there has been a significant change in the | :05:43. | :05:46. | |
way European subsidies are delivered to farmers in Scotland. It is down | :05:47. | :05:52. | |
to the Scottish Government to administer the payments, but | :05:53. | :05:55. | |
problems with their new computer system means 60% of farmers are yet | :05:56. | :06:04. | |
to receive the money they are due. I am sorry. At the annual conference, | :06:05. | :06:08. | |
they did not hold back on letting the Cabinet Secretary know how they | :06:09. | :06:13. | |
felt. We need to know what we are getting now. He could not put a | :06:14. | :06:17. | |
timescale on when payments would be made but said the hardship fund | :06:18. | :06:22. | |
would help the worst off. Payments are far slower than we expected. We | :06:23. | :06:26. | |
have extra staff to try and speed up the process of applications, to fix | :06:27. | :06:31. | |
the problems with the IT system. We have this ?20 million fund to help | :06:32. | :06:36. | |
those businesses who are concerned that unpaid bills are sitting on the | :06:37. | :06:41. | |
kitchen table. The NFU says it is having an impact. When I am due to | :06:42. | :06:46. | |
pay tax to the government, they do not wait a year, they add interest. | :06:47. | :06:52. | |
Why is the reverse not happening? That small bit might mean enough to | :06:53. | :06:56. | |
