As Motherwell's owner steps down, he tells us its time | :00:42. | :00:44.
for the fans to step up. And stunning 3D graphics that map | :00:45. | :00:47.
down to the millimetre the work needed to repair Glasgow School | :00:48. | :00:50.
of Art, after a devastating fire. The Chancellor has announced major | :00:51. | :01:06.
tax cuts for the struggling oil and gas industry, which has been | :01:07. | :01:10.
badly hit by plunging oil prices. Delivering his Budget | :01:11. | :01:13.
at Westminster, George Osborne said it demonstrated that Scotland | :01:14. | :01:17.
was better as part of the UK. But Scotland's Finance | :01:18. | :01:19.
Secretary John Swinney said he wasn't persuaded of Mr Osborne's | :01:20. | :01:23.
plans to reduce income Holyrood takes control of setting | :01:24. | :01:26.
tax rates and bands from next April. Here's our Westminster | :01:27. | :01:35.
correspondent, David Porter. Aberdeen harbour this morning and | :01:36. | :01:45.
business as usual. They are still servicing the brakes but everyone | :01:46. | :01:48.
here has noticed the downturn in oil. This industry and those | :01:49. | :01:50.
here has noticed the downturn in work in it are hurting. At | :01:51. | :01:56.
Westminster, the message today was clear. We hear what you're saying, | :01:57. | :02:01.
and we want to help. I call the Right Honourable George Osborne, | :02:02. | :02:07.
Chancellor of the Exchequer. The oil price continues to fall, so we need | :02:08. | :02:11.
to act now for the long-term. I am today cutting in half the | :02:12. | :02:17.
supplementary charge on oil and gas from 20% down to 10% and effectively | :02:18. | :02:21.
abolishing petroleum revenue tax as well. Backing this key Scottish | :02:22. | :02:31.
industry and supporting jobs... Official figures show just how bad | :02:32. | :02:35.
the downturn has been. Two years ago oil was around $100 a barrel. It is | :02:36. | :02:40.
now a third of that and shows little sign of rising in the years to come. | :02:41. | :02:47.
From the Chancellor, a renewed commitment to freeze fuel duty and | :02:48. | :02:56.
with one eye on Scotland, no extra for the whiskey industry. What we | :02:57. | :03:02.
have got is predictability, stability, that should boost the UK | :03:03. | :03:06.
market, should boost the UK public finances as well. In the aftermath | :03:07. | :03:11.
of a universal welcome for the new sugar tax but criticism from | :03:12. | :03:15.
political opponents at the UK Government's priorities. Again | :03:16. | :03:19.
balancing his budget on the backs of the poor, Mates rates for | :03:20. | :03:25.
corporation tax but cutting money for disabled people. He is more | :03:26. | :03:28.
intent on getting into number ten than delivering a budget for the | :03:29. | :03:33.
country. People in Scotland will suffer cuts to their disability | :03:34. | :03:36.
payments but they will get tax cuts. He is introducing the sugar tax. The | :03:37. | :03:40.
only good news is cuts and reforms. Announcements aside, this was an | :03:41. | :03:45.
historic day. George Osborne is the last Chancellor to set income | :03:46. | :03:54.
tax for the whole of the UK. Next year ministers in Holyrood will be | :03:55. | :03:58.
making such decisions for Scotland and an indication of different | :03:59. | :04:03.
priorities. We are not persuaded this is the moment to | :04:04. | :04:04.
reduce taxes for people on higher incomes. That is the position we | :04:05. | :04:11.
will reflect on when we consider the changes made by the Chancellor. | :04:12. | :04:16.
Tonight the initial headlines have been written but much more will be | :04:17. | :04:19.
said about the Chancellor's handiwork. | :04:20. | :04:27.
The plans for more help for the oil and gas sector has been welcomed | :04:28. | :04:31.
For more reaction let's cross to Aberdeen and our | :04:32. | :04:34.
As we have heard, big changes to the tax regime for North Sea oil | :04:35. | :04:42.
announced today. The petroleum revenue tax scrapped completely. | :04:43. | :04:48.
Will it make a difference to an industry that is in crisis? To | :04:49. | :04:53.
answer that question I am joy and by the oil businessman Sir Ian Wood. We | :04:54. | :04:57.
have seen thousands of jobs lost in this industry. Will these tax | :04:58. | :05:03.
changes turn it around? There is nothing the Chancellor would have | :05:04. | :05:06.
announced that would have had an immediate impact. There is a clear | :05:07. | :05:09.
confidence message here. The Chancellor said a few years ago he | :05:10. | :05:13.
would follow a fiscal road map that would reduce taxation. We now have a | :05:14. | :05:19.
serious price downturn. He is sticking to his words so that is a | :05:20. | :05:24.
message of confidence, for the operators on the banks. I think it | :05:25. | :05:28.
will slow down the job loss, so much depends on the oil price in the next | :05:29. | :05:33.
12 months. If it begins to show signs of recovery later this year or | :05:34. | :05:37.
next year, I think we will see a stop of job losses and a slow | :05:38. | :05:44.
build-up. What about exploration of new fields? Already there is a lot | :05:45. | :05:49.
of work being done. The government announced up to ?40,000 spend on | :05:50. | :05:58.
seismic. Hopefully the tax increases will also encourage oil exploration | :05:59. | :06:05.
towards producing new fields. Thank you very much. The industry body oil | :06:06. | :06:10.
and gas has welcomed these changes, but I suspect what they would really | :06:11. | :06:14.
like is something the government probably can't deliver, and that is | :06:15. | :06:18.
a rise in the price of oil. Thank you. | :06:19. | :06:20.
The Chancellor's decision to impose a tax on sugary drinks has been | :06:21. | :06:22.
described as "extremely disappointing" by AG Barr, | :06:23. | :06:24.
despite being the only part of the food and drink sector that | :06:25. | :06:34.
had made any progress in reducing sugar intake in recent years. | :06:35. | :06:43.
How much of an impact will this tax have on Scotland? We are big | :06:44. | :06:50.
consumers of sugary soft drinks in Scotland. Manufacturers point out | :06:51. | :06:54.
sales have been falling. They also say soft drinks only make up around | :06:55. | :06:58.
9% of the sugar in our diet. But it depends how you class that sugar. If | :06:59. | :07:04.
you exclude sugar that is in bread and pasta and milk, it is a | :07:05. | :07:08.
different story. Then soft drinks make up the single biggest source of | :07:09. | :07:13.
avoidable sugar in our diet at around 17%. | :07:14. | :07:17.
That's more than sweets - 12%, and biscuits, cakes | :07:18. | :07:19.
Dangers of too much sugar becoming better understood, | :07:20. | :07:22.
particularly its links to cancer as well as obesity and diabetes. | :07:23. | :07:25.
We need to cut our consumption of sugary soft drinks by at least | :07:26. | :07:28.
half to be healthy, making them more expensive | :07:29. | :07:30.
It's also in line with what Scotland's food watchdog wants. | :07:31. | :07:37.
Food Standards Scotland wants a tax on all sugary products, | :07:38. | :07:40.
if the food industry doesn't do more to help consumers cut down. | :07:41. | :07:42.
It is in line with the food standard Scotland, want a tax on all sugary | :07:43. | :07:51.
soft drinks, all sugary foods in fact. They say they will recommend | :07:52. | :07:54.
that is imposed unless the industry does more to help us cut down. Thank | :07:55. | :07:57.
you. And there'll be more Budget reaction | :07:58. | :07:59.
and analysis tonight in Scotland The number of people out | :08:00. | :08:01.
of work in Scotland is up. Official figures show unemployment | :08:02. | :08:07.
rose by 16,000 between last November The unemployment rate | :08:08. | :08:10.
in Scotland stands at 6.1% - that's 1% higher than across the UK | :08:11. | :08:16.

correspondent, Glenn Campbell. As they say in Edinburgh, you'll | :09:14. | :09:28.
have had your tea. And in Alex Salmond's case, he's had his time at | :09:29. | :09:32.
Holyrood as well. At this election he is one of 24 MSPs standing down, | :09:33. | :09:41.
including the former Justice Secretary and Labour's Duncan | :09:42. | :09:42.

the parliament? When you have served continuously for 17 years, saying | :09:51. | :09:52.
goodbye can be emotional. I will watch you from afar and wish | :09:53. | :09:59.
you well, for your future and the future of the Scottish people. Thank | :10:00. | :10:04.
you very much. APPLAUSE You'd served this parliament well | :10:05. | :10:08.
and it has been a privilege to have been on the journey with you. We | :10:09. | :10:10.

For now, so there is a possible deal may be planning, in his role as the | :10:43. | :10:46.

on the near horizon. -- in politics and I hope for. Election 2016 really | :11:07. | :11:11.
is the end of their era. Police have sealed off | :11:12. | :11:20.

after the possible discovery A member of the public made the find | :11:23. | :11:23.
near the waterworks in Mugdock Country Park, | :11:24. | :11:31.
in Milngavie, yesterday afternoon. Officers are likely to remain | :11:32. | :11:33.
at the scene for several days while It is being claimed that | :11:34. | :11:36.
privately-run nurseries in Scotland are not getting enough cash to meet | :11:37. | :11:39.
the cost of free places The National Day Nurseries | :11:40. | :11:46.
Association says many of its members will not be able to help provide | :11:47. | :11:49.
the additional nursery care The council organisation Cosla says | :11:50. | :11:52.
it is not the role of councils to offer public money to achieve | :11:53. | :11:56.
a profit for private nurseries. The future of Scotland's left | :11:57. | :12:01.
services is in question. Protesters against the planned | :12:02. | :12:09.

lip and palate and has had several operations. Plans to close one of | :12:31. | :12:35.
Scotland's two surgical centres have been met with fierce resistance. I | :12:36. | :12:39.
feel very angry and frustrated I don't think they are really | :12:40. | :12:43.
listening to our concerns. Our concerns are not just about travel, | :12:44. | :12:46.
we have concerns about getting the best outcome for our kids. They used | :12:47. | :12:51.
to be three centres for cleft surgery in Scotland, the one in | :12:52. | :12:56.
Aberdeen closed three years ago. And now the plan is to shut the unit in | :12:57. | :13:00.
Edinburgh, despite its world leading reputation, and move all of | :13:01. | :13:03.
Scotland's cleft surgery to the new hospital in Glasgow. This retired | :13:04. | :13:08.
specialist thinks it is a big mistake, arguing Glasgow has 44% | :13:09. | :13:12.
normal speech for five-year-olds while Edinburgh achieved 70%. This | :13:13. | :13:17.
is not about Edinburgh Glasgow but what is best to make sure we can try | :13:18. | :13:22.
and get 70% of all children in Scotland having speech that is | :13:23. | :13:28.
normal at five years of age. The NHS insists this is not a cost cutting | :13:29. | :13:34.
exercise, but it is needed because it is not sustainable. It denies | :13:35. | :13:40.
lager's results are worse. The evidence demonstrates the service in | :13:41. | :13:43.
Scotland is safe and in line with the service in England. There are | :13:44. | :13:47.
differences, when you look at the different measures. In some of the | :13:48. | :13:51.
outcome measures, the Edinburgh service is better, and in others the | :13:52. | :13:57.
Glasgow service has better outcomes. Nearly 100 babies are born every | :13:58. | :14:01.
year in Scotland with a cleft lip or palate. Surgery can transform their | :14:02. | :14:06.
lives. The decision on whether to shut the Edinburgh specialist centre | :14:07. | :14:08.
will be taken by the Health Secretary this summer. | :14:09. | :14:15.
Just two weeks ago, para-cyclist David Smith had life saving surgery | :14:16. | :14:17.
to remove a tumour from his spine - but he's already talking | :14:18. | :14:20.
about getting back on a bike and how he dreams of one day again wearing | :14:21. | :14:24.
The operation ended his hopes of competing at the Paralympics | :14:25. | :14:27.
The 37-year-old from Aviemore has allowed our cameras | :14:28. | :14:31.
in to the hospital where he is starting his recovery, | :14:32. | :14:33.
The scar from his life-saving surgery is starting to heal, but | :14:34. | :14:44.
David Smith knows he is facing a long road to recovery. It is so | :14:45. | :14:53.
weird, because I can just... It is kind of there. | :14:54. | :14:55.
Two weeks on from his nine-hour operation he can't yet move the left | :14:56. | :15:02.
side of his body. But in his hospital room in Oxford, some gentle | :15:03. | :15:05.
reminders of the past for motivation. I would love to be able | :15:06. | :15:12.
to move the left side of my body, that is my goal. I can move my hand, | :15:13. | :15:16.
just a little bit, and get my fingers going. My goal is to get the | :15:17. | :15:23.
left side moving, get out into rehab and get back onto a bite and just | :15:24. | :15:28.
get back into full fitness, full health. The 37-year-old was first | :15:29. | :15:34.
diagnosed with the tumour in 2010 and throughout one man has been by | :15:35. | :15:40.
his side. When you stand, you are still wobbling around. Is consultant | :15:41. | :15:45.
performed David's first surgery and the other three that followed and | :15:46. | :15:49.
even delayed his own retirement so he could carry out this month's | :15:50. | :15:55.
operation. He just takes this in his stride. He comes back with more | :15:56. | :16:00.
determination, a new plan. He has fantastic support by the physio and | :16:01. | :16:05.
coaching teams around him. He responds to that and delivers. That | :16:06. | :16:11.
is what is quite amazing about him. Smith's fighting spirit has been | :16:12. | :16:15.
well-documented. Azharullah he won gold at the London Paralympics, but | :16:16. | :16:21.
two years later medical issues switched to cycling, where he pushed | :16:22. | :16:25.
himself to the limit. But last year David's tumour returned adverse by | :16:26. | :16:30.
initial plans to delay surgery until after Rio, the tumour grew and | :16:31. | :16:34.
surgery was essential. There are sometimes through the day where I | :16:35. | :16:39.
have a little fog and I think, nothing is really moving, what if it | :16:40. | :16:44.
doesn't? But as soon as that thought comes in, I don't get angry | :16:45. | :16:50.
because... I just though, it's OK, acknowledge it. If you have | :16:51. | :16:53.
something you can hold onto, it gives you that strength that you can | :16:54. | :16:57.
channel all your energy into. If I didn't have that, I would be lying | :16:58. | :17:01.
here 24 hours a day just watching the clock. Is Doctor talks of a big | :17:02. | :17:06.
journey ahead and is one this Afellay is starting to take albeit | :17:07. | :17:07.
slowly. A Rangers birthday cake, | :17:08. | :17:15.
which reveals Celtic's green and white colours when sliced, | :17:16. | :17:21.
has become an online hit Lilian Johnstone was commissioned | :17:22. | :17:24.
to make the cake as a prank After posting a picture | :17:25. | :17:27.
of her creation on her Facebook page, she has now been | :17:28. | :17:32.
inundated with orders. Let's have some sports | :17:33. | :17:36.
news now, from David. Motherwell's outgoing majority | :17:37. | :17:40.
shareholder is telling supporters now is the time for them to make | :17:41. | :17:43.
sure the club has a future. Les Hutchison agreed | :17:44. | :17:47.
yesterday to sell his 76% stake to fans' group | :17:48. | :17:54.
The Well Society for ?1. Les Hutchison bought his controlling | :17:55. | :18:07.
interest from John boil 14 months ago. His investment helped to secure | :18:08. | :18:10.
the club's remission status last season. Now, the indications are | :18:11. | :18:16.
that his tenure is coming to an end. The Motherwell directors have spelt | :18:17. | :18:21.
spent all day locked in a meeting trying to tie up the finer details | :18:22. | :18:25.
of the deal which will see Les Hutchison's majority shareholding | :18:26. | :18:28.
passing to The Well Society full stop if the deal is concluded, the | :18:29. | :18:33.
majority shareholder has told the BBC from his Barbados base that his | :18:34. | :18:37.
handover comes with no guarantees, and it is then up to the fans. | :18:38. | :18:41.
Obviously, I cannot speak for the future of any business. Like all | :18:42. | :18:45.
businesses, if they have enough customers, and if they follow the | :18:46. | :18:50.
strategy which has been implemented... Ebor had got into a | :18:51. | :18:57.
bit of comfort zone that maybe they don't have to do anything, it is OK, | :18:58. | :19:01.
Les Hutchison is here, don't worry about it. But I think what they need | :19:02. | :19:06.
to do is to decide whether or not they want to try and make it work | :19:07. | :19:10.
and whether they want to step up. The Well Society at, with there are | :19:11. | :19:15.
still a lot of work to be done to achieve their aim of sustaining a | :19:16. | :19:18.
community club. -- at, with. The Inverness manager John Hughes | :19:19. | :19:20.
says tonight's Scottish Cup quarterfinal replay with Hibs has | :19:21. | :19:24.
been made more difficult for his team by the capital club's | :19:25. | :19:27.
League Cup final defeat. Hughes says football | :19:28. | :19:29.
in the Highlands got a boost from Ross County's win over Hibs | :19:30. | :19:32.
but thinks the Easter Road side will be looking to bounce | :19:33. | :19:34.
back this evening. I think that will give them the fuel | :19:35. | :19:45.
to go and try and put that right. That will be there. We have to make | :19:46. | :19:50.
sure that we stand up to that and that we are competitive. It is two | :19:51. | :19:54.
good teams and hopefully, may the best team win. Whenever you have had | :19:55. | :19:59.
a disappointment like we have had on Sunday, all it should do is just | :20:00. | :20:03.
make you even more determined to either achieve what your main | :20:04. | :20:09.
priority is or to try and get back there again as quickly as possible. | :20:10. | :20:13.
And we have an opportunity to do that. | :20:14. | :20:15.
And you can find out who reaches the Scottish Cup semi-final | :20:16. | :20:17.
We've live coverage of Inverness against Hibs. | :20:18. | :20:22.
Updates, too, on the league match between St Johnstone | :20:23. | :20:24.
Sportsound is already on air on 810 medium wave. | :20:25. | :20:30.
Scotland's world darts champion Gary Anderson is back in the country | :20:31. | :20:33.
for the latest leg of the prestigious Premier League | :20:34. | :20:35.
He is among the players at the Hyrdro in Glasgow. | :20:36. | :20:38.
He is currently mid-table in the league and plays | :20:39. | :20:40.
Today, though, he warmed up with a challenge match | :20:41. | :20:44.
On the key, it is the double world champion Gary the Flying Scotsman | :20:45. | :20:59.
Anderson. As double world champion, you must be a marked Manor in this | :21:00. | :21:04.
sport? Tell me about it, I have got a big target on my back. And on the | :21:05. | :21:09.
standard of dark players nowadays is unbelievable. And the standard of | :21:10. | :21:13.
his next opponent is unbelievable - and not in a good way. Never won | :21:14. | :21:17.
anything, he does not even have a nickname. It is me. Never mind, | :21:18. | :21:51.
let's play darts! 100! 44. 100! 61. Tops left. Game, shot, and the | :21:52. | :22:00.
match! Well played, sir. Best-of-three? We will stick with | :22:01. | :22:08.
the one. I have got to win! What would my nickname be, after that | :22:09. | :22:10.
display? Not Too Shabby. I will get my coat, shall I? I think | :22:11. | :22:26.
he was very kind to your! As the tender process gets | :22:27. | :22:32.
underway for the restoration of Glasgow School of Art, | :22:33. | :22:35.
its own digital design department has been busy on its contribution | :22:36. | :22:39.
to the work about to start. Stunning 3D images have been | :22:40. | :22:42.
produced which have been mapped to the millimetre to help all those | :22:43. | :22:44.
planning the huge task of repairing the fire damage to this much-loved | :22:45. | :22:47.
Rennie Macintosh building. Aileen Clarke has been shown | :22:48. | :22:49.
the latest graphics. We are at the main entrance to the | :22:50. | :23:01.
library at the moment. The model you see in front of you is generated | :23:02. | :23:04.
directly from the high-resolution laser scan data. We have then | :23:05. | :23:06.
applied high-resolution photography to the model, and that gives us a | :23:07. | :23:12.
pull incredibly accurate 3D representation of the library in its | :23:13. | :23:15.
current condition. We have taken that model and imported it into a | :23:16. | :23:20.
computer game engine. That allows us to explore the environment in | :23:21. | :23:24.
real-time, using a standard games controller. Pitched-up Alastair and | :23:25. | :23:31.
a colleague just a month to laser scan the whole building, setting | :23:32. | :23:34.
reference points, I could these ones in the library, so they can match up | :23:35. | :23:40.
all the measurements. We now have a complete 3D snapshot of the | :23:41. | :23:44.
building. We are able to dissect it and take sections through different | :23:45. | :23:47.
elevations. We are able to go into incredible detail, accurate by the | :23:48. | :23:52.
millimetre, to show every surface detail of the building in its | :23:53. | :23:57.
current condition. So it is a pull incredibly valuable dataset and a | :23:58. | :24:00.
rich tool for the architects to work with. The digital design studio has | :24:01. | :24:06.
undertaken this kind of work on a number of famous monuments. But this | :24:07. | :24:10.
time it is personal. We never thought we would be in a position | :24:11. | :24:11.
time it is personal. We never where we had to use it within the | :24:12. | :24:17.
Rennie Macintosh building under these circumstances. But what it | :24:18. | :24:19.
Rennie Macintosh building under allows us to do is to make very | :24:20. | :24:22.
informed decisions about the restoration, based on highly | :24:23. | :24:26.
accurate data. At the moment, this is the only way you can be in the | :24:27. | :24:30.
Macintosh Library without wearing a hard hat. But it is hoped that in | :24:31. | :24:35.
three years' time it will be fully restored and once more full of art | :24:36. | :24:36.
school students. Just before the weather, | :24:37. | :24:38.

for her, send them to There really seems to be a bit | :24:48. | :24:52.
of spring in the air - here's Christopher | :24:53. | :24:59.
to tell me I'm wrong. For some, you are quite right. Yes, | :25:00. | :25:15.
mixed fortunes once again for the weather today. Beautiful sunshine in | :25:16. | :25:18.
the west but stubborn cloud up the keys to coast, and cool where we | :25:19. | :25:22.
have that cloud because of the breeze. On that east coast, perhaps | :25:23. | :25:28.
7 degrees at best. Further west, lest cloud, more sunshine, higher | :25:29. | :25:32.
temperatures and beautiful blue skies. This was taken earlier this | :25:33. | :25:43.
afternoon. This evening and overnight it will stay cloudy, | :25:44. | :25:49.
mostly dry. Some clearing conditions in the north-west, maybe even | :25:50. | :25:51.
another chance of seeing the northern lights tonight. Tomorrow, | :25:52. | :25:56.
it will be a cloudy start once again, because high pressure firmly | :25:57. | :26:02.
in charge, but slowly moving westwards. We will lose that | :26:03. | :26:07.
easterly drift. In the west, where we have seen a lot of sunshine, a | :26:08. | :26:15.
bit more dull tomorrow. Where we get the sunshine, clearing the Central | :26:16. | :26:19.
Belt by mid-afternoon, temperatures will get into double figures. | :26:20. | :26:25.
Inland, we could be in to the low teens in one or two places just | :26:26. | :26:28.
further north, yes, the cloud should be burning back to the coast, but it | :26:29. | :26:32.
will be feeling chilly at times on the coast. Into the evening, the | :26:33. | :26:39.
cloud preforming and moving inland. At the start of Friday, a pretty | :26:40. | :26:45.
murky start. But it will improve for many, particularly in the west. A | :26:46. | :26:56.
few showers in some areas. That high pressure continues to move westwards | :26:57. | :27:01.
as we head towards the weekend. The north-westerly, more pronounced. | :27:02. | :27:04.
That means cloudy in the north with a little bit of rain. The driest, | :27:05. | :27:06.
brightest weather, in the south. Now, a reminder of | :27:07. | :27:10.
tonight's main news. The Chancellor has announced major | :27:11. | :27:12.
tax cuts for the struggling oil and gas industry, which has been | :27:13. | :27:15.
badly hit by plunging oil prices. The Chancellor's decision to impose | :27:16. | :27:18.
a tax on sugary drinks has been AG Barr's chief executive said soft | :27:19. | :27:21.
drinks had been singled out despite being the only part | :27:22. | :27:25.
of the food and drink sector to make any progress | :27:26. | :27:28.
in reducing sugar intake. I'll be back with the headlines | :27:29. | :27:30.
at eight and the late bulletin just Until then, from everyone | :27:31. | :27:34.
on the team - right across the country - | :27:35. | :27:37.
have a very good evening. | :27:38. | :27:41. |
