about the running of a major The system to handle payments | :01:08. | :01:12.

behind schedule. It's being investigated | :01:20. | :01:22.
by the public spending watchdog Now former workers have told this | :01:23. | :01:28.
programme that UK contractors were laid off from the project, | :01:29. | :01:30.
while the number Our business correspondent | :01:31. | :01:33.
David Henderson has this exclusive Every year, thousands of Scottish | :01:34. | :01:45.
farmers receive state subsidies for their work. Until now but has met | :01:46. | :01:48.
form filling and paperwork but that is changing. At this government | :01:49. | :01:54.
office in Edinburgh, the computerised system has been set up. | :01:55. | :01:59.
So farmers can apply online. It has been plagued with problems and there | :02:00. | :02:02.
is concern at the way it has been managed. We were developing the | :02:03. | :02:06.
system and it was going well, we were doing good work but on that | :02:07. | :02:12.
particular Friday, suddenly, out of nowhere, 25 people were all the | :02:13. | :02:16.
project. John worked on the new system and he told us that UK Coal | :02:17. | :02:21.
tractors were replaced, within days, I staff from overseas. | :02:22. | :02:23.
The Indian contractors were coming in at less than half the rate of the | :02:24. | :02:31.
UK workers. I had been asked if I could work the weekend | :02:32. | :02:32.
point and I spoke to one of my colleagues, and they asked if he was | :02:33. | :02:37.
point and I spoke to one of my working and he said, no, I have been | :02:38. | :02:39.
point and I spoke to one of my told to. We have obtained figures | :02:40. | :02:43.
using Freedom of Information laws that shed light on what happened in | :02:44. | :02:47.
the early stages of this budget. Over six months the number of | :02:48. | :02:50.
contractors fell by 40, the number of UK contractors was reduced by 77 | :02:51. | :02:55.
but the number of Indian contractors actually rose by 44. It is possible | :02:56. | :03:02.
for people from outside the European Union to come and work in this | :03:03. | :03:04.
country. But only if there is a shortage of workers from the UK | :03:05. | :03:11.
and EU in that field and of the jobs have been advertised widely to | :03:12. | :03:12.
European workers. But it is a controversial area. And | :03:13. | :03:18.
the UK government has tried to change the law to restrict | :03:19. | :03:25.
immigration. This is Dominic, he was a delivery director for this | :03:26. | :03:28.
computer system. But we have learned he is also director of | :03:29. | :03:31.
a company called spectral max and it supplied staff for the | :03:32. | :03:37.
project, which meant it stood to gain from them working there. | :03:38. | :03:41.
And company accounts filed last month show that business has boomed. | :03:42. | :03:45.
In just one year its assets have soared from | :03:46. | :03:49.
around ?81,000 to ?3.5 million. This contract on the project, who has | :03:50. | :03:56.
since left, says this concerns. The whole | :03:57. | :04:01.
situation seems to be completely engineered. | :04:02. | :04:04.
The Scottish government are paying just short of ?1000 every | :04:05. | :04:06.
day for some of the workers. And the way it is offered to contractors is | :04:07. | :04:13.
significantly less than that. I could imagine it is ?100 or more | :04:14. | :04:17.
every day per workers, that is ?10,000 every day | :04:18. | :04:18.
going straight to Dominic from public money. It is | :04:19. | :04:27.
unclear how many workers were supplied to the project. But the | :04:28. | :04:29.
unclear how many workers were Scottish government told us, | :04:30. | :04:32.

EU and non-EU, permanent and contract staff, as it has been from | :04:57. | :05:05.
the start of the programme in March 20 13. Across | :05:06. | :05:11.
Scotland, farmers are struggling to make ends meet as the cost of this | :05:12. | :05:16.
computer project has risen. Its problems have delayed EU | :05:17. | :05:17.
subsidies this year. The Scottish government said it is working | :05:18. | :05:21.
tirelessly with its partners to deliver much-needed change. But | :05:22. | :05:27.
other authorities are not involved. Police got and said they are | :05:28. | :05:28.
carrying out an enquiry and the spending | :05:29. | :05:33.
watchdog is looking into the soaring costs of the IT programme. | :05:34. | :05:35.
And how it came about. It expects to report some time in May. | :05:36. | :05:43.
Major disruption is expected for rail passengers travelling | :05:44. | :05:45.
from Glasgow's Queen Street Station from next week. | :05:46. | :05:47.
The high level station is closing for five months to allow engineering | :05:48. | :05:50.
Our reporter Catriona Renton is at Queen Street Station tonight. | :05:51. | :05:55.
Street station until the 8th of August and you can see things | :05:56. | :06:10.
already starting to wind down, ahead of the closure. Some shops are | :06:11. | :06:12.
already shut down. The reason is the tunnel is being refurbished | :06:13. | :06:19.
and that is to pave the way for a electric trains. They will be | :06:20. | :06:23.
longer, greener and faster. But for this to happen, it means the | :06:24. | :06:28.
high-level part of the station will be | :06:29. | :06:28.
is a long time and that is something that passengers are going to have to | :06:29. | :06:39.
get used to. It is one of the busiest railway stations in | :06:40. | :06:41.
Scotland, around 60,000 people use Queen Street Station every weekday. | :06:42. | :06:43.
But from Sunday, no trains will run from the | :06:44. | :06:45.
high level until the 8th of works are absolutely necessary, it | :06:46. | :06:48.
is the tunnel the trains go into, it needs repairs and | :06:49. | :06:57.
to be upgraded and once that is done, it | :06:58. | :07:03.
will last for a generation. Inverness and Aberdeen trains | :07:04. | :07:04.
will go from Glasgow Central, the rest will use the lower level and | :07:05. | :07:10.
some journeys will take 25 minutes longer. We're turning nine platforms | :07:11. | :07:16.
into two and that is why we're asking to stay in the areas and be | :07:17. | :07:22.
directed onto the platform. You will put one train on at a time and | :07:23. | :07:26.
people will keep living. You can see how busy the station usually is not | :07:27. | :07:30.
from Sunday it will be very different and that is because there | :07:31. | :07:33.
will be no high-level trains leaving from the main concourse. That'll be | :07:34. | :07:38.
effectively shutdown. The ticket office will still be open but if I | :07:39. | :07:42.
wanted to go to Edinburgh, I would not come into the station at all. I | :07:43. | :07:46.
would wait under this canopy for the staff to take me to the appropriate | :07:47. | :07:50.
train on the lower level. If I am going to sterling, I will do the | :07:51. | :07:56.
same, not the station but wait on this marquee on the other side of | :07:57. | :07:58.
the building. I am not looking forward to it but if the end result | :07:59. | :08:04.
is good, it will be worth it. Lots of queues and disruption. People | :08:05. | :08:10.
will be fed up. It'll be a good thing, for Glasgow. | :08:11. | :08:14.
And for commuters, the advice is to arrive early in the new system is | :08:15. | :08:17.
put to the test. Staff say if you are travelling | :08:18. | :08:23.
from Queen Street try and get here 10 minutes early so you can get | :08:24. | :08:28.
to the right queue and to get ScotRail has set up a special | :08:29. | :08:31.
website been set up which will tell you the timetable changes | :08:32. | :08:37.
and the information you need to know so you can get on with your journey | :08:38. | :08:40.
and hopefully keep disruption You're watching Reporting | :08:41. | :08:43.
Scotland from the BBC. Still to come on | :08:44. | :08:51.
tonight's programme... The light and sound show that's | :08:52. | :08:54.
breathing new life into one of Scotland's most | :08:55. | :08:56.
significant buildings. In sport, we're in Dublin | :08:57. | :08:59.
as Scotland's rugby players plot And could this young man be Scottish | :09:00. | :09:02.
motorsport's next big thing. Police say a woman stabbed | :09:03. | :09:08.
on her way to work in Glasgow yesterday morning | :09:09. | :09:18.
is lucky to be alive. 55-year-old Margaret Campbell | :09:19. | :09:20.
was on her way to her cleaning job when she was attacked in what police | :09:21. | :09:24.
believe was a random attack. This is the industrial estate in | :09:25. | :09:38.
Glasgow where Margaret Campbell was walking to work yesterday morning at | :09:39. | :09:42.
around six o'clock. She was on her way to clean these offices but | :09:43. | :09:45.
police say just before she got there she saw a man walking towards her. | :09:46. | :09:49.
The man has carried out an unprovoked attack. He stabbed her? | :09:50. | :09:55.
Yes, a number of times to her body. She must be lucky to be alive? Yes, | :09:56. | :10:00.
the grace of God she has got to her place of work. And the ambulances | :10:01. | :10:07.
crew have got your very quickly. And got to hospital. Despite a punctured | :10:08. | :10:10.
lung, Mrs Campbell made it the company warehouse where she knew | :10:11. | :10:15.
there would be staff to help her. When a man approached, was in any | :10:16. | :10:18.
conversation, eg have any idea of what would happen? No conversation, | :10:19. | :10:24.
it was unprovoked, a random attack. At this stage have you got any | :10:25. | :10:27.
motive? Did he try to rob her? At this stage have you got any | :10:28. | :10:33.
Detectives hope that extensive CCTV footage will prove useful in trying | :10:34. | :10:37.
to track down the attacker, who was wearing a red jacket. So far they | :10:38. | :10:40.
have not linked him to any other knife incidents in the city. Please | :10:41. | :10:44.
believe the only reason Mrs Campbell was attacked yesterday morning was | :10:45. | :10:48.
quite simply because she was the only person the man came across in | :10:49. | :10:54.
this area at that time. It could have been anybody going to work. | :10:55. | :10:58.
They are very keen to hear from any member of the public who believes | :10:59. | :11:01.
they might have seen that man either before or after the attack. | :11:02. | :11:04.
A 27-year-old man is expected to appear in court in Glasgow | :11:05. | :11:07.
in connection with an incident outside a school in the city centre. | :11:08. | :11:11.
He's been detained in connection with an alleged breach of the peace | :11:12. | :11:15.
and allegedly being in possession of offensive weapons. | :11:16. | :11:22.
Eyewitnesses spoke of seeing a man wearing a balaclava | :11:23. | :11:24.
The Home Affairs Select Committee at Westminster is to launch | :11:25. | :11:28.
an inquiry into accommodation for asylum seekers in Glasgow. | :11:29. | :11:32.
It follows a BBC investigation which reported allegations that | :11:33. | :11:35.
refused asylum seekers had been locked out of their homes | :11:36. | :11:40.
by the private housing provider Orchard and Shipman. | :11:41. | :11:42.
The company has denied any wrongdoing. | :11:43. | :11:45.
Delegates will gather in Glasgow tomorrow for the Scottish Labour | :11:46. | :11:49.
conference - the latest in the political season. | :11:50. | :11:52.
But Jeremy Corbyn won't be among them. | :11:53. | :11:55.
The party's Scottish leader, Kezia Dugdale, says she's in charge | :11:56. | :11:57.
I'm joined now by our political editor, Brian Taylor. | :11:58. | :12:02.
You've attended one or two of these in your time. | :12:03. | :12:07.
Isn't it unusual for the UK leader not to attend? | :12:08. | :12:12.
It is nearly 40 years! Slightly depressing! I don't member any | :12:13. | :12:19.
occasion but Labour say that in 1981, the UK leader was not there, | :12:20. | :12:24.
Kezia Dugdale told me this was because things have changed, they | :12:25. | :12:29.
are an autonomous party, this is a conference about Scottish policy for | :12:30. | :12:32.
the Scottish elections and she is the Scottish leader so I said, | :12:33. | :12:36.
decision regarding Jeremy Corbyn, was that her call? Absolutely, but | :12:37. | :12:43.
there was no question or diet in a mind of Jeremy Corbyn in supporting | :12:44. | :12:47.
that, we are a team, this is how it is going to be. He will wash 's | :12:48. | :12:53.
beard or something? It is possible he will be on his allotment but I am | :12:54. | :12:59.
much! The signal you are sending is you are in charge? Yes, it is not | :13:00. | :13:05.
unusual. I have said this for six months, I am in charge. She is in | :13:06. | :13:10.
charge and she also wants to be first Minister, you will recall in a | :13:11. | :13:13.
previous BBC interview with the Daily Politics she said her party | :13:14. | :13:17.
would come second in what she says, all that she meant was they would | :13:18. | :13:20.
would come second in what she says, keep the Tories at bay. She was | :13:21. | :13:22.
adamant talking to me that she wants the top job. I expect the Labour | :13:23. | :13:29.
Party to do well in this election, I want to be first Minister, I want | :13:30. | :13:33.
Nicola Sturgeon's desk and chair and the power that she has at her | :13:34. | :13:35.
fingertips. What Paul Benson -- the power that she has at her | :13:36. | :13:40.
will we see emerging as the main theme? It will be the theme of the | :13:41. | :13:44.
election, tax and the product of tax. Labour wants 1p on income tax | :13:45. | :13:50.
and Jeremy wants to rein back on those cuts in tax for the upper | :13:51. | :13:54.
earners but Kezia Dugdale will talk about what that brings, she will | :13:55. | :13:58.
talk about investment in the long term for education using money | :13:59. | :14:02.
coming from consequential is from the UK, for investment in the Health | :14:03. | :14:05.
Service. Contrasting that with what she says is the position of the SNP, | :14:06. | :14:10.
which the SNP naturally disputes. Thank you very much. Brian Taylor. | :14:11. | :14:13.
People infected with contaminated blood products in the 1970s, | :14:14. | :14:16.
'80s and '90s are to get increased financial support. | :14:17. | :14:18.
The Scottish Government will give those with advanced Hepatitis C | :14:19. | :14:20.
Those also infected with HIV will get ?10,000 a year more - | :14:21. | :14:26.
more than victims in the rest of the UK have been offered. | :14:27. | :14:30.
Westminster is still consulting on its final proposals. | :14:31. | :14:35.
Campaign groups representing victims have welcomed the settlement. | :14:36. | :14:41.
We are particularly pleased for most widows because they have not been | :14:42. | :14:50.
properly recognised and they should receive about ?47,000 every year and | :14:51. | :14:56.
that has been one of the most, really horrible parts of all of | :14:57. | :14:59.
this. They have been left without their loved ones, sometimes in | :15:00. | :15:01.
abject poverty. As we reported last night, | :15:02. | :15:10.
one of Scotland's best-known buildings is being brought back | :15:11. | :15:12.
to life as part of a spectacular St Peter's College closed | :15:13. | :15:15.
in the 1980s, and is now derelict, but a Scottish arts organisation | :15:16. | :15:19.
hope their sell-out shows will give Our arts correspondent | :15:20. | :15:21.
Pauline McLean reports. To some it is a modernist | :15:22. | :15:34.
masterpiece. Even in its real estate. To others, a brutalist blot | :15:35. | :15:39.
on the landscape. However you view St Peter's College, last night it | :15:40. | :15:43.
looked spectacular. As it took centre stage in the first of ten | :15:44. | :15:49.
shows created for the space. Places like this are worth keeping if you | :15:50. | :15:52.
can find something good to do with them and it has been an amazing | :15:53. | :15:55.
playground over the past 20 years, there has been great graffiti | :15:56. | :16:00.
artists. Even when places seem devalued, are still things going on | :16:01. | :16:04.
behind the scenes. The piece of the Lord be with you always... The | :16:05. | :16:11.
building won a string of awards and first opened in the 1960s as a | :16:12. | :16:15.
training college for priests. The modern shape and open plan design | :16:16. | :16:19.
admired worldwide. Those who lived there have mixed memories. Between | :16:20. | :16:26.
heaven and hell, to be honest. On a sunny day it was heaven, beautiful, | :16:27. | :16:31.
the light and the way everything just worked perfectly. In the middle | :16:32. | :16:35.
of winter, with concrete walls and the concrete roof and a single pane | :16:36. | :16:39.
of glass, it was hell. Except it was a very cold hell. Siberian hell! The | :16:40. | :16:45.
first of 7500 people with tickets for the event, they were impressed. | :16:46. | :16:52.
Its amazing, so creepy and mysterious. All the lights, the | :16:53. | :16:59.
graffiti, it's incredible. It different to what it | :17:00. | :17:00.
looks like in pictures, great to come in and see it. It is kind of | :17:01. | :17:06.
sad it has such a short life and stop but now it has got a new life. | :17:07. | :17:12.
This could be a milestone in that new life. The arts organisation hope | :17:13. | :17:16.
in the coming weeks to persuade funding organisations to make this a | :17:17. | :17:17.
permanent public space. Scotland's rugby players will be out | :17:18. | :17:27.
for revenge in Ireland tomorrow The Irish recorded their biggest win | :17:28. | :17:33.
over the Scots when the sides met But Scotland also have the incentive | :17:34. | :17:38.
of going for their third consecutive win in the competition | :17:39. | :17:42.
for the first time in 20 years. Phil Goodad has more | :17:43. | :17:44.
from Irish capital. St Patrick's Day may be over but | :17:45. | :17:58.
some here in Dublin aren't keen on letting go, on getting back to | :17:59. | :18:03.
normality, whatever that may be. Scotland fans have had very little | :18:04. | :18:07.
to cheer about on recent trips to Dublin, only once since the six | :18:08. | :18:11.
Nations came into being in 2000 have they managed to record a victory | :18:12. | :18:15.
here, there is motivation to change that tomorrow for the island crushed | :18:16. | :18:20.
Scotland 12 months ago, a record hammering at Murrayfield that won | :18:21. | :18:26.
them the championship. You would be silly if you didn't look at it a | :18:27. | :18:33.
bit, it was a poor performance from us, but we are a far better team | :18:34. | :18:38.
than we were last year this time. We have to do ourselves justice and put | :18:39. | :18:42.
in a good performance. This is a very different Ireland team from | :18:43. | :18:47.
last year, one that is struggling to match past glories and a side that | :18:48. | :18:50.
appears wary of tomorrow's opponents. We know they are a really | :18:51. | :18:56.
strong side and a side that is improving at a rate of knots but we | :18:57. | :19:01.
need to make sure that we also have to get one more massive game out of | :19:02. | :19:06.
everyone, if we are to finish this campaign with a win. Scotland | :19:07. | :19:11.
prepare to end another six Nations campaign here in Dublin, a third | :19:12. | :19:13.
successive win would be music to their ears. That would be a welcome | :19:14. | :19:21.
change in this city following St Patrick's Day. | :19:22. | :19:24.
Motherwell's Premiership match against title-chasing Aberdeen goes | :19:25. | :19:25.
ahead tomorrow despite the flu bug affecting the Fir Park club. | :19:26. | :19:28.
Manager Mark McGhee suggested yesterday he may ask for the game | :19:29. | :19:30.
to be postponed - but the club now say they have enough fit players | :19:31. | :19:36.

While there won't be any Scots lining up on the grid for the first | :20:19. | :20:23.
Formula One race of the season this weekend, that might change | :20:24. | :20:26.
if 16 year old Ross Martin fulfills his early promise. | :20:27. | :20:29.
As Ross prepares for a new stage in his career - | :20:30. | :20:32.
he's being tipped for great things by an illustrious driver | :20:33. | :20:34.
A trip to transport Museum with mum and dad. But not much of what is on | :20:35. | :20:55.
display here is fast enough for Ross Martin. Because hurtling around a | :20:56. | :21:01.
track is what he does best and it has been noticed by the Scottish | :21:02. | :21:06.
motor sporting great. He won seven out of ten of the karting | :21:07. | :21:15.
championships, 70% race victories and a name Victor who came through | :21:16. | :21:18.
that not long ago was Lewis Hamilton can save the menus to continue that | :21:19. | :21:24.
momentum, I think that Scottish story will be night and successful | :21:25. | :21:28.
in the future. Having someone say that about you gives you a great | :21:29. | :21:35.
buzz. I have the story about, the width of the car, the safety as | :21:36. | :21:40.
well, it's a faster car, but for me it is a huge step in my career. | :21:41. | :21:46.
Another few huge steps on one day he might be winning Grand Prixs like | :21:47. | :21:51.
Sir Jackie Stewart who grew up just 12 months ago from Ross's home. | :21:52. | :21:57.
Every time I travel down south, I would pass his old house, it gave me | :21:58. | :22:01.
a buzz, I would look there and say, look where he has got, from here, I | :22:02. | :22:06.
want to do the same. He will take the next steps towards that won the | :22:07. | :22:10.
formula four season starts at brands Hatch in April. | :22:11. | :22:14.
Sally appears to have fled the studio. | :22:15. | :22:17.
I hope I haven't been boring her even more than usual. | :22:18. | :22:20.
Nothing personal, I've come down a flaw here to meet my colleague who | :22:21. | :22:35.
has been peddling manfully for 24 hours, you look shattered. I am | :22:36. | :22:41.
absolutely shattered, half past seven last night I sat here and | :22:42. | :22:44.
there was no one else in the building, and it has been a tricky, | :22:45. | :22:50.
tricky 24 hours, some dark moments during the night and some joy during | :22:51. | :22:56.
the day, it has been hard. You have been to see a scheme in Glasgow that | :22:57. | :22:59.
will benefit from this. This is all about raising money for Sport | :23:00. | :23:05.
Relief, last year Scotland raised 1.9 million pounds and it benefited | :23:06. | :23:10.
200 charities and I went to visit one last week. | :23:11. | :23:15.
I made a cup this time! I am here because it is an exciting day today. | :23:16. | :23:24.
It doesn't take too much to keep young kids happy. A project in the | :23:25. | :23:29.
east end of Glasgow is intent on keeping these smiles as wide as | :23:30. | :23:37.
possible. It is called Peak. We encourage kids to get out of their | :23:38. | :23:43.
houses, into their own communities, to reclaim those communities, the | :23:44. | :23:46.
parks, the streets and just play with each other and have much fun as | :23:47. | :23:53.
possible. Teenage volunteers, known as active play champions, are | :23:54. | :23:59.
trained to support these sessions. These champions are funded by Sport | :24:00. | :24:04.
Relief. My childhood, it was just me outside all the time, that's what I | :24:05. | :24:07.
want to bring to these kids, get them out and reclaim all this space, | :24:08. | :24:12.
it's there on your doorstep, every way to go is totally different, it | :24:13. | :24:17.
getting these kids to be creative. This playground used to be empty and | :24:18. | :24:23.
silent, now thanks to the support of Sport Relief, it is being enjoyed by | :24:24. | :24:31.
kids of all ages. Oh no, I'm going to fall over! My goodness! | :24:32. | :24:40.
You have really been putting yourself through it! I forgot about | :24:41. | :24:50.
that last bit. What should people do if they want to contribute? You can | :24:51. | :24:57.
text Bike 27073 and texts will cost ?3. Get involved this weekend, just | :24:58. | :25:05.
do it. Let's go straight back to the studio and get the weather. | :25:06. | :25:10.
A grey day for most but some sunshine around for the lucky few. | :25:11. | :25:19.
But for most, it was seen sport akin to this, barely grey skies. The dry, | :25:20. | :25:29.
cloudy theme continues the night, as touch of frost in Aberdeen shire, | :25:30. | :25:34.
but for most, cloud keeping things at around four or five Celsius. Some | :25:35. | :25:38.
light rain or drizzle for the Northern Isles and the north-east | :25:39. | :25:42.
coast. To start the day tomorrow, drive the most, cloudy feminist as | :25:43. | :25:52.
well. -- cloudier for most as well. Just turning a bit more cheerful but | :25:53. | :25:58.
not exactly wall-to-wall sunshine, by mid afternoon if you have | :25:59. | :26:02.
brighter weather, temperatures around 11 Celsius. Further north, | :26:03. | :26:11.
into the far north, a few spots of light rain and drizzle pushing their | :26:12. | :26:15.
way in here, Bailey drizzly across Orkney and Shetland. If you're | :26:16. | :26:22.
talking, the cloud will be fairly thick, some nightspots of drizzle, | :26:23. | :26:29.
maybe sleep at times. -- if you are walking. You will probably have to | :26:30. | :26:32.
be on the summits Towards next week, that blocking | :26:33. | :27:29.
high, meaning we are more likely to see wet weather across the far north | :27:30. | :27:31.
high, meaning we are more likely to of the country and the Northern | :27:32. | :27:35.
Isles, the further south, it should stay dry and hopefully a bit of | :27:36. | :27:38.
brightness at times, that's the forecast for now. | :27:39. | :27:43.
Hang on in there, just half an hour to go! I am back just after the Ten | :27:44. | :27:51.
