A murder investigation is underway as the body found in Clydebank

is identified as missing 15-year-old Paige Doherty.

A murder inquiry is underway after a body found in Clydebank

:01:07.:01:11.

near Glasgow was confirmed as missing local

:01:12.:01:14.

The 15-year-old, whose family home is in the Dunbartonshire town,

:01:15.:01:19.

Her body was discovered in a wooded area yesterday.

:01:20.:01:25.

Catriona Renton is there for us tonight.

:01:26.:01:34.

Well, you can see that the investigation is carrying on here

:01:35.:01:39.

this evening to find out what happened to Paige. Local people have

:01:40.:01:42.

been bringing flowers as tributes to the teenager - their school friend.

:01:43.:01:51.

Since Saturday, people had been looking for Paige. Tonight, people

:01:52.:01:53.

want to know who killed her. The news that her family and friends

:01:54.:02:02.

had been dreading. Paige Doherty was reported netting on Saturday.

:02:03.:02:06.

Tonight, police say they are treating her death as murder. She

:02:07.:02:10.

has been described by family, friends, teachers and past

:02:11.:02:16.

associates as a friendly, very focused girl who actually arranged

:02:17.:02:20.

her own placement in a hairdresser's, the girl with a

:02:21.:02:23.

bright future who knew where she was going and had a future ahead of her.

:02:24.:02:25.

15-year-old Paige had been assaulted. Nobody was found here

:02:26.:02:32.

yesterday afternoon. Paige Doherty lived in Clydebank. She had been

:02:33.:02:35.

staying at her friends house there on Friday night and left at about

:02:36.:02:37.

quarter past eight about 8.20, she went to this shop.

:02:38.:02:45.

She said she was on her way to her Saturday job at a hairdresser's. She

:02:46.:02:49.

would have been going to get the bus there. But police say this was the

:02:50.:02:55.

last known sighting of Paige. Nobody was found about either way, here by

:02:56.:03:01.

the main road into Glasgow, at 12.45 yesterday afternoon. Police say they

:03:02.:03:06.

want to know what happened to Paige between those times - where she was,

:03:07.:03:08.

who she was with. It is the main thoroughfare into

:03:09.:03:10.

Glasgow. Reply moving about. need to ask is, if you were here and

:03:11.:03:20.

stopped in this location, or if you saw anything suspicious, any car,

:03:21.:03:24.

anything out of the ordinary, please come forward. Paige's mother

:03:25.:03:27.

reported her missing on Saturday night posters were put

:03:28.:03:29.

up around Clydebank. message on Facebook to say she was

:03:30.:03:44.

devastated. A postmortem is being carried out to find out the cause of

:03:45.:03:50.

Paige's death. The local authority area representing where Paige went

:03:51.:03:54.

to school put out a statement which said

:03:55.:03:54.

she was popular and bright, with a good sense of humour, and they are

:03:55.:04:00.

supporting the young people who were at school with Paige. You can see

:04:01.:04:04.

that tonight, the investigation here in Clydebank continues.

:04:05.:04:06.

The issue of tax is dominating Scottish politics, and the election

:04:07.:04:09.

campaign for Holyrood isn't even officially underway yet.

:04:10.:04:18.

The SNP have laid out their income tax plans, whilst Scottish Labour

:04:19.:04:21.

wants to scrap the council tax and introduce a new system.

:04:22.:04:23.

Our political editor Brian Taylor explains.

:04:24.:04:32.

Political ping-pong? No, the real thing, at this hospital in Glasgow.

:04:33.:04:39.

The First Minister promises to fund vital services, like this hospital.

:04:40.:04:43.

She says tax is not a game, it is real money from real households. She

:04:44.:04:50.

says caution is needed. The SNP would freeze income tax rates at UK

:04:51.:04:55.

levels. There would be a tax -- they would block the UK tax cut for

:04:56.:04:57.

higher earners. We will not increase taxes for

:04:58.:05:02.

people at a time when many are struggling to make ends meet.

:05:03.:05:06.

Equally, we do not think it is right at this time to give a hefty tax cut

:05:07.:05:10.

to those on the highest incomes. Nicola Sturgeon says she look hard

:05:11.:05:16.

at a new 50p top rate, but concluded top earners could avoid it, cutting

:05:17.:05:22.

Scotland's actual revenue. She says her scheme will raise ?1 billion

:05:23.:05:23.

over five years. That means higher earners paying more in Scotland than

:05:24.:05:26.

elsewhere. Conservatives say that is wrong.

:05:27.:05:34.

They say tax in Scotland should be no higher than the rest of the UK.

:05:35.:05:38.

Scotland is going to be the highest taxed part of the UK if she gets

:05:39.:05:42.

back into office. I think fundamentally, we

:05:43.:05:43.

should not be taxed more in Scotland than we are in the rest of the UK.

:05:44.:05:46.

Liberal Democrats back a 1% increase across all rates, with

:05:47.:05:54.

eventually a zero rate tax band to protect low earners. They say the

:05:55.:06:00.

SNP have bottled it. The SNP's proposals are pathetically timid.

:06:01.:06:05.

They are not known raise a single pound extra for investment in public

:06:06.:06:09.

services. Labour's Kezia Dugdale also wants to

:06:10.:06:11.

with, she says, protection for the low-paid. They also backed a 50 p

:06:12.:06:20.

rate. But today the party focused on replacing the council

:06:21.:06:21.

tax with a new property tax. They would we value all Scotland's

:06:22.:06:25.

houses. There would be a base charge of

:06:26.:06:31.

?450. For properties worth up to... And above that...

:06:32.:06:36.

the first year would be ?3000. After that, annual increases would be

:06:37.:06:43.

capped at 3%. There would be rebates for low

:06:44.:06:46.

earners. We are introducing a new property tax based on the value of

:06:47.:06:54.

your property today. The consequence is that 80% of people in Scotland

:06:55.:06:58.

will pay less than they do today. Labour would also allow councils to

:06:59.:07:00.

levy a tourist tax and a charge on vacant land. It is about

:07:01.:07:06.

what you pay. It is about Scottish income tax. It is about council tax,

:07:07.:07:08.

and it is your choice. MSPs will be in the Parliamentary

:07:09.:07:19.

chamber for the last day tomorrow? It is the last day indeed. There

:07:20.:07:23.

will be tears and there will be sympathy, mostly genuine. There will

:07:24.:07:30.

be concerned and anxiety and emotion among

:07:31.:07:31.

those who are departing voluntarily. There will be considerable

:07:32.:07:36.

apprehension among those who suspect they will be kicked out by the

:07:37.:07:38.

voters involuntarily. But even as one parliament closes, the

:07:39.:07:43.

campaign to elect the next one begins right away. And that will be

:07:44.:07:46.

about the economy. It will be about public spending, it

:07:47.:07:51.

will be about the Health Service. It will be about education. But above

:07:52.:07:55.

all, as today proves, it will be about tax.

:07:56.:08:01.

All flights between Edinburgh Airport and Brussels were cancelled

:08:02.:08:03.

following today's attacks in the Belgian city.

:08:04.:08:05.

Scottish airports are continuing to operate at a heightened level

:08:06.:08:07.

of security in line with guidance from the Civil Aviation Authority.

:08:08.:08:10.

Police Scotland asked the public to be "vigilant and alert,

:08:11.:08:12.

but not alarmed" in crowded places and transport hubs.

:08:13.:08:14.

You're watching Reporting Scotland - still to come on tonight's

:08:15.:08:17.

software designers of the future learn to code.

:08:18.:08:50.

New laws to support victims of domestic abuse have

:08:51.:08:52.

The Abusive Behaviour and Sexual Harm Bill

:08:53.:08:55.

is being described as a "landmark piece of legislation",

:08:56.:08:58.

strengthening police powers to tackle the issue.

:08:59.:08:59.

But it falls short of creating a specific offence

:09:00.:09:02.

Barbara, as we have called her, survived an abusive marriage.

:09:03.:09:17.

Caught in a vicious circle of emotional, physical and

:09:18.:09:23.

psychological harm. The feeling of isolation, of being trapped, of not

:09:24.:09:25.

being in control of my own life. She says the legislation is a

:09:26.:09:28.

welcome step to helping others break it identifies that the

:09:29.:09:39.

behaviours other than physical violence are unacceptable in law.

:09:40.:09:43.

Therefore they are unacceptable to society. The new bill will expand

:09:44.:09:47.

the law. It sets It will help courts and sentencing.

:09:48.:09:58.

It will make non-consensual sharing of private and intimate images,

:09:59.:10:03.

If a person is found guilty of an offence.

:10:04.:10:07.

If a person is found guilty of an offence and the court is satisfied

:10:08.:10:10.

that there has been psychological, physical harm

:10:11.:10:11.

to a former or existing partner, then it must be stated in court and

:10:12.:10:19.

the court must take that into account in sentencing. This bill

:10:20.:10:24.

falls short of creating a specific offence of domestic abuse, as there

:10:25.:10:25.

is for example for dangerous driving. But

:10:26.:10:27.

it will make the court process more transparent. Further

:10:28.:10:33.

legislation is being considered. Charities like Women's Aid say the

:10:34.:10:38.

legislation is an important step, but they say the law must

:10:39.:10:42.

acknowledge that this abuse is more than simply physical violence. Women

:10:43.:10:46.

have been telling us for 40 years that the worst violence is the

:10:47.:10:50.

emotional violence and psychological, which happens to

:10:51.:10:52.

their heart and This new bill will change the

:10:53.:11:00.

framework for police, prosecutors and others to tackle domestic abuse.

:11:01.:11:06.

100-year-old laws governing burials and cremations have been modernised

:11:07.:11:08.

this afternoon after MSPs backed a new bill.

:11:09.:11:15.

of services, as well as creating a legal definition of ashes.

:11:16.:11:17.

It takes forward recommendations from Lord Bonomy's inquiry

:11:18.:11:19.

into the secret disposal of baby ashes without the parents'

:11:20.:11:22.

knowledge at Mortonhall crematorium in Edinburgh.

:11:23.:11:24.

There were further cases in Aberdeen, Fife and Glasgow.

:11:25.:11:28.

Flood-hit residents in the Aberdeenshire village

:11:29.:11:31.

of Ballater have been told they WILL receive payouts,

:11:32.:11:34.

after Reporting Scotland revealed that one insurance company

:11:35.:11:35.

Several policy-holders with Integra Solutions were told

:11:36.:11:41.

they wouldn't receive money because of a dispute over how

:11:42.:11:44.

far their properties were from the River Dee.

:11:45.:11:47.

The company has now told us they are "acutely aware

:11:48.:11:50.

of the trauma and hardship" caused by the floods and are contacting

:11:51.:11:59.

It is not yet clear just how much money they will receive.

:12:00.:12:02.

Police have confirmed that a 45-year-old woman was killed

:12:03.:12:04.

when a bus and a 4x4 vehicle crashed in North Ayrshire yesterday.

:12:05.:12:07.

Four other passengers and the drivers of both vehicles

:12:08.:12:11.

are being treated in hospital for their injuries.

:12:12.:12:13.

The accident happened on the A78 north of Ardrossan.

:12:14.:12:15.

A city-region deal has been agreed for the Inverness area,

:12:16.:12:22.

which will see ?315 million worth of public money being invested

:12:23.:12:25.

in a range of projects over the next ten years.

:12:26.:12:28.

The cash will help pay for improvements to roads,

:12:29.:12:31.

telecommunications coverage and tourism schemes in the hope

:12:32.:12:34.

It has taken two years of negotiations, but today it finally

:12:35.:12:53.

became reality, with ministers from the UK and Scottish governance,

:12:54.:12:56.

together with Highland Council, signing an agreement which will see

:12:57.:13:00.

more than ?300 million pumped into the economy of Inverness and the

:13:01.:13:03.

wider Highlands of one high-profile scheme is to transform Inverness

:13:04.:13:05.

Castle, currently the home of the city's Sheriff court, into a

:13:06.:13:08.

central tourist attraction. It will mean you

:13:09.:13:15.

will have a premier tourist attraction, accessible to tourists.

:13:16.:13:19.

We know that at the moment, people do not stay for long in Inverness.

:13:20.:13:24.

If you can create more attractions, like this Castle, then you will

:13:25.:13:27.

increase the amount being spent by tourists in this area. It is why it

:13:28.:13:31.

is so important to invest in facilities like this. It is hoped

:13:32.:13:35.

the public cash will help lever in hundreds of millions of pounds in

:13:36.:13:40.

private investment, too. New roads should open up more land for house

:13:41.:13:44.

construction and business development, all creating thousands

:13:45.:13:45.

of jobs. The challenge is that we development, all creating thousands

:13:46.:13:50.

want to really encourage young people who are born in this region

:13:51.:13:54.

to stay here, but then attract new, young people to come and make their

:13:55.:13:58.

life here. That is going to transform the economy of Inverness

:13:59.:14:01.

and the Highland region. And that can only be good. There will also be

:14:02.:14:06.

investment in a new research and innovation Hub, and sweeping

:14:07.:14:10.

upgrades of broadband and mobile phone coverage. It was Highland

:14:11.:14:14.

Council which first began agitating for a city region deal like those

:14:15.:14:18.

already agreed for Glasgow and Aberdeen. I am not a patient woman.

:14:19.:14:20.

already agreed for Glasgow and I want us to get on with it and I

:14:21.:14:25.

want us to think about, OK, what about the next thing? How can we

:14:26.:14:29.

attract more to do more? The first thing I want to see is a timeline -

:14:30.:14:34.

when are we getting on with it? The ultimate hope is that all of this

:14:35.:14:37.

economic investment will persuade young people here in the Highlands

:14:38.:14:39.

that there are opportunities and a reason to stage of

:14:40.:14:49.

A look at other stories from across the country...

:14:50.:14:53.

Today, one million 12-year-olds will get a free computer.

:14:54.:15:07.

a fire at a car wash in Irvine led to the evacuation of several houses.

:15:08.:15:19.

Local residents were advised to keep their doors and windows closed.

:15:20.:15:23.

Nobody was injured. Dates have been announced for this year's West End

:15:24.:15:26.

festival in Glasgow. But there will be

:15:27.:15:29.

Gras-style parade. Organisers said the 21st year of the festival will

:15:30.:15:34.

take place from the first to the 26th of June. The plan is eventually

:15:35.:15:39.

to bring back the street parade. A pair of young sea eagles appear to

:15:40.:15:45.

be making a second attempt to nest at the nature reserve in Orkney. The

:15:46.:15:48.

pair have been regular visitors to the island for the past three years.

:15:49.:15:53.

They failed to raise any young in 2015. That was the first breeding

:15:54.:15:59.

attempts seen on the island since 1873. Two polar bears have started

:16:00.:16:03.

mating in the Highlands as part of a breeding programme. They appeared to

:16:04.:16:05.

have hit it off instantly after breeding programme. They appeared to

:16:06.:16:08.

meeting for the first time that their Highland wildlife park at the

:16:09.:16:13.

weekend. If successful, the UK's only female polar bear would be

:16:14.:16:17.

expected to fall pregnant at the end of summer.

:16:18.:16:22.

Today 1 million 12-year-olds will get a free computer.

:16:23.:16:24.

The BBC microbit is a pocket-sized device that allows young people

:16:25.:16:28.

to get creative with technology and aims to develop a new generation

:16:29.:16:31.

You go on to input and then on button A, that's there. This is a

:16:32.:16:49.

12-year-old explaining to a puzzled reporter what a microbit can do. The

:16:50.:16:54.

possibilities seem endless. It can control a smartphone, water a plant

:16:55.:16:59.

or play music. But first you have to learn what coding is. It's giving

:17:00.:17:02.

or play music. But first you have to instructions to a computer to do

:17:03.:17:05.

something. That's what pupils here were doing today and they are

:17:06.:17:11.

relishing it. Works in IT and he talks about computing a lot, so I

:17:12.:17:20.

get it from him as well. I kind of enjoy coding as well. If any of us

:17:21.:17:24.

can do it, so can anybody else. People of your age are much more

:17:25.:17:29.

switched on to these things than us fusty old adults. Probably with

:17:30.:17:33.

mobile phones and things like that people are more used to technology,

:17:34.:17:37.

so it probably won't be too much of a jump to do all this. Pupils were

:17:38.:17:45.

using their mini computers to play snakes and ladders, getting the

:17:46.:17:49.

microbit to act as a dice. Over the next few weeks they'll be given out

:17:50.:17:55.

to all 12-year-olds in the UK to plug what is called the digital

:17:56.:18:00.

skills gap. The microbit is hoping to inspire that next generation so

:18:01.:18:04.

that we'll have a group who are not just consumers of technology but

:18:05.:18:07.

feel comfortable making things with it as well. And this is the

:18:08.:18:12.

microbit. It is small but it's mighty. It can become a music

:18:13.:18:14.

player, a fitness tracker, even a mighty. It can become a music

:18:15.:18:19.

smart watch. And the point of giving it out today to 12-year-olds is the

:18:20.:18:24.

BBC is trying to inspire the next generation of coders. What's wrong

:18:25.:18:31.

with this generation? Let's get the sport now. Good evening to you.

:18:32.:18:39.

Celtic's Kieran Tierney says his Scotland call-up

:18:40.:18:41.

The 18-year-old defender is in Gordon Strachan's squad

:18:42.:18:44.

for next week's friendly against Denmark.

:18:45.:18:46.

He's a product of Celtic's academy, which is already trying to uncover,

:18:47.:18:48.

Here's our senior football reporter, Chris McLaughlin.

:18:49.:18:56.

7.30am in north Glasgow and a school with a difference. A school helping

:18:57.:19:03.

a football club develop and education young players. Tierney...

:19:04.:19:14.

He quietly got on with things. He was just one of these people, when I

:19:15.:19:20.

talk to teachers about Kieran now, everybody liked Kieran. They liked

:19:21.:19:23.

him because he was almost like the perfect pupil in their class. He's

:19:24.:19:28.

made the perfect start to his club career, a school and a Celtic

:19:29.:19:32.

success story. It's tough when you're 13. I joined the school,

:19:33.:19:38.

getting up at 6 o'clock every morning, getting picked up and

:19:39.:19:43.

training at half seven before going to school, doing your school work

:19:44.:19:50.

and having to train again. Around 80 kids are involved. Training and then

:19:51.:19:57.

breakfast and then regular class. A small number of pupils make it.

Kieran was here, he was doing higher small number of pupils make it.

:20:00.:20:08.

PE and this year he is playing Europe pa league in front of 60,000.

:20:09.:20:13.

At what point during that process did you think, there's a chance

:20:14.:20:16.

here, a decent chance I might make this? Well, I think everybody's got

:20:17.:20:22.

the same chance at that age. It is when you get older and you go into

:20:23.:20:27.

full-time football. Some people fade away from football. I like to make

:20:28.:20:31.

my family proud. That's one thing when I go out there. It's great for

:20:32.:20:37.

me and for my family. They are all Celtic fans and are proud of me.

:20:38.:20:42.

That makes me happy. From the pitch to the classroom and back. The

:20:43.:20:45.

search for stardom goes on. Kieron Kieran Tierney may come face to face

:20:46.:20:52.

with Lionel Messi in a friendly match this summer, with Barcelona

:20:53.:20:55.

confirmed as one of Celtic's opponents in the

English Premier League leaders Leicester City are coming

:21:08.:21:12.

has stepped up a gear, with two players extending

:21:13.:21:15.

their deals, and two agreeing to move from Inverness

to the day for many of us. But some of us did see the sun today. Lots of

:23:16.:23:25.

bright blue skies in Angus. Where we did see the breaks in the cloud,

:23:26.:23:30.

mainly in eastern parts of Scotland, much more cloud. Spits and spots of

:23:31.:23:34.

drizzle for the far north and north-west. High pressure has been

:23:35.:23:40.

dominating our weather, bringing the fine, dry, settled conditions. For

:23:41.:23:45.

this evening, largely dry. The cloud may be thick enough for spits and

:23:46.:23:49.

spots of rain, for the far north-west, the Northern Isles.

:23:50.:23:53.

Elsewhere largely dry. We'll see clearer spells across the borders

and the East Coast. Temperatures here dipping to 2-3 Celsius.

:24:01.:24:04.

Elsewhere 4-5 degrees. The unlikely to see a frost tonight. Tomorrow,

:24:05.:24:08.

one or two brighter spells perhaps for the south-east corner. We see a

:24:09.:24:11.

weak weather front approaching from the far north-west. This will bring

:24:12.:24:16.

outbreaks of rain for a time. Mainly for western areas. Drier towards the

:24:17.:24:20.

east. If we look at 3 o'clock, that rain is with us introduce the west.

:24:21.:24:25.

Not too much in the way of rainfall. It will be largely patchy in nature.

:24:26.:24:30.

Light rain. Towards the east, drier conditions. The far north, Caithness

:24:31.:24:35.

and Moray, outbreaks of showery rain. Temperatures only reaching 7

:24:36.:24:40.

to 10 Celsius. This rainband will eventually clear eastwards as we

:24:41.:24:44.

head through tomorrow night. Behind it some clearer spells. You can see

:24:45.:24:48.

behind me further towards the north-west in the next spell of wet

:24:49.:24:52.

weather to come. Wards the north-west in the next spell of wet

:24:53.:24:55.

weather to come. Thursday - we are looking at this weather front

:24:56.:24:56.

approaching. It will bring persistent rain fall for a time.

:24:57.:25:00.

Thursday looks to be rather wet and windy. Did winds increasing in

:25:01.:25:04.

strength. Perhaps even touching gale-force for the far north-west,

:25:05.:25:10.

the Northern Isles as well. Elsewhere, cloudy and rather damp.

:25:11.:25:13.
