and on BBC One we now join the BBC's news teams where you are.

:00:00.:00:12.

More than 2,000 Edinburgh pupils are still in limbo

:00:13.:00:15.

following the closure of 17 schools over building safety fears.

:00:16.:00:18.

We'll be trying to get to the bottom of the deal that led to the schools

:00:19.:00:21.

Also on the programme, The trial of the couple accused

:00:22.:00:25.

of murdering two-year-old Liam Fee hears that they tried to blame

:00:26.:00:28.

The Greens launch their manifesto with a pledge to make the next

:00:29.:00:32.

Former Rangers manager Walter Smith says a sense of injustice

:00:33.:00:37.

will motivate the team to succeed in the Premiership.

:00:38.:00:50.

And here, Olympic places are up for grabs for Scotland's top swimming

:00:51.:00:53.

stars. Edinburgh city council says that

:00:54.:01:37.

more than a thousand pupils who've been affected by the closure

:01:38.:01:41.

of their schools over safety fears will be able to return

:01:42.:01:43.

to classes tomorrow. They're all older children

:01:44.:01:45.

who are preparing to sit exams. But there's still uncertainty

:01:46.:01:48.

about when thousands of other younger pupils

:01:49.:01:49.

can get back to school. We'll have more details

:01:50.:01:51.

on that in a moment. But first our reporter Steven Godden

:01:52.:01:54.

has been trying to get to the bottom of the deal that led to the schools

:01:55.:01:57.

being built using private finance. VOICEOVER: In the pouring rain,

:01:58.:02:03.

goes on to fix the problems which has left more than 7000 pupils

:02:04.:02:05.

kicking their heels, effects have been discovered, four, that total

:02:06.:02:07.

still stands. What we have asked them to do is to extend it, to make

:02:08.:02:10.

sure that for all of the schools, falls are identified before we can

:02:11.:02:13.

make sure we can put children back into the school safely and in the

:02:14.:02:15.

right manner. At this Edinburgh builders merchant, the basic problem

:02:16.:02:18.

is explained using a 40 El beatbox. All of them do the same job, the

:02:19.:02:22.

only difference is the size and strength of them, in principle, all

:02:23.:02:27.

of them will do the same job, and if they not there, there is a chance

:02:28.:02:30.

that the building could fall down. A fuller picture is now emerging of

:02:31.:02:37.

the deal struck by this school council with school council. -- City

:03:20.:03:22.

surround all 17 Edinburgh PPP schools, contracts questioned by

:03:23.:03:28.

this city architect. There is no architect or engineer inspecting the

:03:29.:03:32.

side that might pick up these things, it is left to the builder.

:03:33.:03:37.

Self-regulation, as with banking, to look after things themselves. That

:03:38.:03:43.

will take away an essential means of checking to make sure things have

:03:44.:03:46.

done and it means things are more likely to have happened. Is it the

:03:47.:03:50.

case that at this stage, you do not know whether the council signed off

:03:51.:03:55.

on these buildings? We do not, that is because each building will be

:03:56.:03:58.

different in its make up and how it was managed and when it was managed,

:03:59.:03:59.

and until we have that picture, was managed and when it was managed,

:04:00.:04:03.

there is no point in speculating. was managed and when it was managed,

:04:04.:04:06.

Based at this office, the Edinburgh schools partnership has issued

:04:07.:04:10.

statements, apologising and assuming responsibility. It is the BBC, I was

:04:11.:04:16.

hoping to speak with someone from the Edinburgh schools partnership,

:04:17.:04:20.

please? Asking anything else, we are told, would require an appointment.

:04:21.:04:24.

The company is due a payment from the council at the end of the month,

:04:25.:04:26.

negotiations continue. STUDIO: Perhaps more pressing

:04:27.:04:34.

for parents is how quickly Fair to say, a lot of uncertainty.

:04:35.:04:48.

Indeed, five secondary schools are affected in Edinburgh, the big

:04:49.:04:52.

unanswered question tonight concerns the first, second and third year

:04:53.:04:56.

students at those secondary schools, the council has told us the night

:04:57.:04:59.

that it is confident places will be found for them by next Tuesday, at

:05:00.:05:03.

the latest, though nothing has been announced officially. The council

:05:04.:05:06.

has been prioritising older students, about

:05:07.:05:07.

to sit exams, and primary school children.

:05:08.:05:11.

When it comes to primaries. Not all children should be back in education

:05:12.:05:17.

by next Tuesday, some of them will not be in normal school buildings.

:05:18.:05:23.

At least there is clarity for the parents of children over how much

:05:24.:05:28.

childcare should be range, though for some this will be an

:05:29.:05:31.

inconvenient or expensive process. Most older students will be back

:05:32.:05:36.

tomorrow, what are the details? Older students at four of the five

:05:37.:05:41.

secondary schools, the fourth, fifth and sixth years, about to sit exams,

:05:42.:05:44.

will be back in education from tomorrow. The children who go to

:05:45.:05:50.

this school, they will be going to a different school in the city, and

:05:51.:05:53.

the students at Craig Noone school, they will be going back on Thursday,

:05:54.:05:57.

but again, they will go to a different school building. You will

:05:58.:06:01.

find the details online, if you need to check them out. -- Craigmount

:06:02.:06:04.

School. The council is stressing to check them out. -- Craigmount

:06:05.:06:08.

that children going to different school buildings will be taught by

:06:09.:06:11.

regular teachers, to ensure continuity. Concerning Miller

:06:12.:06:16.

Construction, at the centre of this story of course, a development, they

:06:17.:06:20.

did work at a primaries goal in Glasgow, which had to be temporarily

:06:21.:06:25.

closed four years ago because of similar structural concerns. At the

:06:26.:06:29.

time, they admitted to poor workmanship, and they said that

:06:30.:06:31.

header ties were missing. A memorial service has been held

:06:32.:06:35.

at Westminster Abbey to remember the victims of last year's terror

:06:36.:06:38.

attacks in Tunisia. Thirty British people died

:06:39.:06:40.

when a gunman opened fire from Cumbernauld

:06:41.:06:42.

in North Lanarkshire. Prince Harry laid a wreath

:06:43.:06:56.

at the Innocent Victims Memorial A trial has heard that a woman

:06:57.:07:11.

accused of killing a two-year-old boy in Fife with her civil partner,

:07:12.:07:13.

claimed in a 999 call the child was strangled by another young boy.

:07:14.:07:16.

Nyomi and Rachel Fee deny murdering Liam Fee at a house near Glenrothes

:07:17.:07:17.

in March 2014. From the High Court in Livingston,

:07:18.:07:22.

Lisa Summers reports. VOICEOVER: The court was played a six minutes 999

:07:23.:07:29.

call, on the evening of March two, 2014, as Nyomi Fee sounds distressed

:07:30.:07:36.

that her boy is not breathing, and that another boy is responsible. The

:07:37.:07:40.

operator explains CPR and mouth-to-mouth resuscitation, as the

:07:41.:07:43.

emergency call was played, both Rachel and Nyomi Fee wept. The

:07:44.:07:46.

ambulance crew arrived around 8pm, that

:07:47.:07:52.

evening. Crew members, James Graham and Alexander Higgins, where the

:07:53.:07:56.

evening. Crew members, James Graham first to arrive. James Graham said

:07:57.:07:57.

that when he arrived, the boy was lifeless, but he continued with CPR.

:07:58.:08:04.

He described how the stepmother of Liam Hatcher did add another boy

:08:05.:08:05.

saying, tell these men what you have done. -- stepmother of Liam had

:08:06.:08:15.

shouted at another boy. The mother said that she was shocked when she

:08:16.:08:17.

was told that the boy was dead. Rachel Faye's mother also gave

:08:18.:08:22.

evidence, she said you was close to her daughter until she had left

:08:23.:08:24.

Liam's father to be with Nyomi Fee. She told of

:08:25.:08:29.

how Rachel had left. Rachel and Nyomi Fee are accused of murder, and

:08:30.:08:34.

blaming the death on another child, they are also

:08:35.:08:35.

accused of harming two other children, including

:08:36.:08:38.

locking one boy in a makeshift cage, and tying a third to a chair in a

:08:39.:08:44.

room with rats and snakes. The women deny the charges. The trial

:08:45.:08:48.

continues at the High Court in Livingston.

:08:49.:08:52.

Still to come on tonight's programme.

:08:53.:08:55.

There's been a big focus on the future of the NHS

:08:56.:08:58.

as the Holyrood election campaign continues.

:08:59.:08:59.

And in sport we hear from two former Old Firm legends,

:09:00.:09:02.

plus the Dundee United manager, as he loses a key man in unusual

:09:03.:09:05.

circumstances ahead of this weekend's Scottish Cup semifinals.

:09:06.:09:11.

And Ross Murdoch returns to the pool where he won Commonwealth Gold,

:09:12.:09:14.

as he and his Scottish team mates hope to secure their places

:09:15.:09:17.

We'll be at Tollcross, so stay tuned.

:09:18.:09:25.

The Scottish Green Party has launched its Holyrood manifesto,

:09:26.:09:27.

with a pledge to make the next Scottish Parliament bolder.

:09:28.:09:30.

Proposals include creating 200,000 new jobs, 4,000 extra teachers

:09:31.:09:31.

Our political editor Brian Taylor has been looking at the manifesto.

:09:32.:09:45.

greens unloading their manifesto, hoping it will infuse the public as

:09:46.:09:51.

well. They are now a much bigger party, 9000 members, MS campaign for

:09:52.:09:56.

the first time being run. The policy package is also broad, from extra

:09:57.:10:01.

cash for carers, to the decriminalisation of cannabis for

:10:02.:10:06.

personal use. Plus, familiar green concerns like cycling and public

:10:07.:10:10.

transport. -- for the first time a mass campaign being run. Advocaat

:10:11.:10:14.

besets out the approach, higher public spending, with higher income

:10:15.:10:19.

tax for high earners. Including a 60% top rate. -- Patrick Harvie. Low

:10:20.:10:22.

earners would pay less but overall, they would raise an extra ?679

:10:23.:10:29.

million in tax, in the first year, with more to come. -- Patrick Harvie

:10:30.:10:36.

sets out the approach. They would ban fracking, switch to renewable

:10:37.:10:40.

energy, and leave reserves in the ground, there would be 200,000 new

:10:41.:10:44.

sustainable jobs. They want wider land reform, including more

:10:45.:10:50.

community control, and an end to ownership by offshore tax savings,

:10:51.:10:54.

and they would welcome refugees with open arms. With a sizeable group at

:10:55.:10:58.

Holyrood, they say that they can press these policies, especially

:10:59.:11:03.

tax, up on the next Scottish Government, and they expect that to

:11:04.:11:08.

be led by the SNP. Who is putting them under pressure, asking tough

:11:09.:11:11.

questions? Do we want them dragged to the right by the Conservative

:11:12.:11:15.

Party? Cried by the Labour Party which just waves a finger and says

:11:16.:11:20.

that everything they do is terrible? Do you want constructive pressure

:11:21.:11:22.

brought to bear by the greens? That is what has got results. Among the

:11:23.:11:27.

manifesto policies, a promise to build 12,000 new homes for rent each

:11:28.:11:33.

year, with rent-controlled, to hire 4000 more teachers, and to introduce

:11:34.:11:37.

a levy on big retailers to promote unhealthy foods. The Green Party for

:11:38.:11:46.

Scotland? Indeed. To this great, greens are only contesting three

:11:47.:11:50.

constituencies, and have high hopes on the top of lists. Larger bodies

:11:51.:11:55.

including the SNP want people to stay with them to stay with both

:11:56.:12:00.

about. This time the greens say that they are ready for the fight. --

:12:01.:12:05.

larger parties including the SNB want people to stay with them for

:12:06.:12:07.

both votes. -- SNP. Elsewhere in the Holyrood election

:12:08.:12:15.

campaign, there's been a big focus on the future of the NHS,

:12:16.:12:17.

as the political parties prepare Here's our political correspondent,

:12:18.:12:20.

Glenn Campbell. VOICEOVER: The NHS is arguably the

:12:21.:12:25.

most highly prized public service on the Hollywood control. Certainly in

:12:26.:12:29.

BBC Scotland's election poll, of a thousand adults in March, --

:12:30.:12:37.

increasing the NHS budget to keep pace with spending in England was

:12:38.:12:41.

given the highest priority of all of the pledges tested, it is no

:12:42.:12:45.

surprise there is something of a spending pact between our

:12:46.:12:48.

politicians. -- Holyrood. The four largest parties all promise to spend

:12:49.:12:52.

more money on the health service in the next Parliament, increasing the

:12:53.:12:56.

budget, I at least the same proportion as in England. They all

:12:57.:13:04.

want a bigger share to be spent on primary care, GPs like those working

:13:05.:13:08.

here in Midlothian. What are the key differences? In Paisley, Labour say

:13:09.:13:12.

that they protect local hospital services and introduce an opt out

:13:13.:13:20.

system for organ donations to increase the number of transplants.

:13:21.:13:24.

It is really disappointing that we had a chance to change the rules on

:13:25.:13:28.

transplant legislation in the last Parliament and the SNP voted it

:13:29.:13:31.

down, the faster we change the law, more lives we can change, that must

:13:32.:13:35.

be a priority for the next Parliament.

:13:36.:13:35.

older people here, the SNP's aim is to build new regional

:13:36.:13:41.

treatment centres, to help to meet the demands

:13:42.:13:44.

of an ageing population. Said that the NHS can cater for the growing

:13:45.:13:51.

and cataract aspirations that come. and cataract aspirations that come.

:13:52.:13:58.

-- it and knees replacements and cataract operations.

:13:59.:14:04.

-- hip. The Lidl Democrats are looking for a big reduction

:14:05.:14:07.

in NHS target. Put the power back in the hands of the doctors and nurses

:14:08.:14:12.

so that they can drive the direction of the NHS. -- Liberal Democrats.

:14:13.:14:19.

More people needed to be treated better and more quickly and in a

:14:20.:14:20.

better way. The Conservatives say better and more quickly and in a

:14:21.:14:24.

that it is time to ease the pressure on family doctors by giving

:14:25.:14:25.

a greater role to other health professional.

:14:26.:14:29.

Setting up community pharmacies, we know that one in ten GPs appointment

:14:30.:14:32.

could be seen at a pharmacist level. Minor ailments, units which are

:14:33.:14:39.

involved there. The Battle of the NHS ideas

:14:40.:14:41.

An inquiry has been launched into the death of a man

:14:42.:14:54.

in Aberdeenshire, which police are treating as suspicious.

:14:55.:14:56.

Emergency services were called to a report of a man having

:14:57.:14:59.

collapsed, following a disturbance at a commercial premises

:15:00.:15:01.

Fresh searches have been taking place for the missing skipper

:15:02.:15:09.

of the fishing boat Louisa, which sank off Mingulay

:15:10.:15:12.

They've been named locally as Chris Morrison, from Harris,

:15:13.:15:18.

A fourth man - Lachlan Armstrong - was rescued after swimming to shore.

:15:19.:15:24.

Friends of murdered Irish student nurse Karen Buckley gathered

:15:25.:15:28.

at Glasgow Caledonian University for a private memorial

:15:29.:15:32.

service on the first anniversary of her death.

:15:33.:15:34.

Ms Buckley, from Cork, was killed by Alexander Pacteau

:15:35.:15:37.

The event was organised by the School of Health

:15:38.:15:42.

and Life Sciences, where the 24-year-old was studying

:15:43.:15:44.

Pacteau was jailed for a minimum of 23 years.

:15:45.:15:52.

We'll get tonight's sports news now from Eilidh.

:15:53.:15:56.

The former Rangers manager Walter Smith believes a sense

:15:57.:15:58.

of bitterness will be a motivation to succeed in the Premiership.

:15:59.:16:01.

Smith says a sense of injustice at being forced into the bottom tier

:16:02.:16:04.

of Scottish football will persist at Ibrox.

:16:05.:16:06.

He also reckons Rangers can approach the Scottish Cup semifinal

:16:07.:16:08.

against Celtic with optimism - but a former Celtic favourite isn't

:16:09.:16:11.

This remains an iconic Old Firm moment. Chris woods, Terry Butcher

:16:12.:16:29.

encapsulating the madness this match can inspire. No such an hoesty as

:16:30.:16:35.

mechanic haven'ty and the assistant manager got close as the former

:16:36.:16:39.

clubs prepare to meet again, are they worthy of their billing as

:16:40.:16:44.

favourites? I don't think they are been playing well at all recently.

:16:45.:16:48.

They have been getting result, I think they will be too strong for

:16:49.:16:52.

Rangers, two years ago they met and that they were streets apart. They

:16:53.:16:57.

are not now, but I still believe Celtic are the stronger team.

:16:58.:17:02.

Rangers are much further down the road to recovery but will the

:17:03.:17:05.

journey from lower league football to the brink of the top flight have

:17:06.:17:10.

soothed the ill will they came with their demise There is no necessity

:17:11.:17:16.

for Rangers to be put down into the Third Division. And I think that is

:17:17.:17:27.

the thing that, I think there will be a bitterness in the Rangers's

:17:28.:17:33.

ranks. Motivation alone will not be enough to change the power balance

:17:34.:17:39.

in Glasgow, Sunday will show whether it has shifted at all.

:17:40.:17:42.

The Dundee United manager says he can't say why defender

:17:43.:17:45.

Mixu Paatelainen insists, though, it's nothing to do with an incident

:17:46.:17:49.

on Saturday when the player picked up the ball and walked off.

:17:50.:17:52.

United have a Scottish Cup semifinal against Hibs on Saturday,

:17:53.:17:54.

and a battle to avoid relegation, which includes a tie

:17:55.:17:57.

What happens when a player picks up the ball during a game for no

:17:58.:18:11.

apparent reason, and then walks off. A booking, red card? Well, Gavin

:18:12.:18:15.

Gunning insisted he was injured against Inverness at the weekend, a

:18:16.:18:21.

few days later, player and club part company. That had nothing to do with

:18:22.:18:26.

it. I won't go into details. There hasn't been any fall outs, here any

:18:27.:18:30.

way, but unfortunately he won't play for us this season. Gunning's

:18:31.:18:36.

mysterious exit came hours after it emerged this could be the scene of

:18:37.:18:40.

the relegation. Dundee will host their rivals on 2nd May It is

:18:41.:18:43.

probably a strong possibility the way we have been playing lately. It

:18:44.:18:47.

would be a night mare. My grandsons would love it but I would hate it.

:18:48.:18:52.

My grandsons are blue noses. The weekend disappointment comes ahead

:18:53.:18:57.

of the Scottish Cup semifinal against Hibs on Saturday, that and

:18:58.:19:00.

of the Scottish Cup semifinal the departure not ideal preparation.

:19:01.:19:04.

It is not a nice thing to say but the show goes on, it is, you know,

:19:05.:19:09.

it's regardless of whether somebody gets injured, somebody leave,

:19:10.:19:13.

somebody gets a red card the week before, whatever happens you just

:19:14.:19:17.

have to get on with it. It's a few days that have summed up United's

:19:18.:19:22.

season, wounded and protesting but ultimately heading down.

:19:23.:19:25.

You can get all the post-split fixtures on the BBC

:19:26.:19:27.

Tonight, Hearts complete the pre-split fixtures

:19:28.:19:30.

Full coverage of that, and third versus second

:19:31.:19:33.

in the Championship as Hibs host Falkrik, on BBC Radio Scotland.

:19:34.:19:39.

You might remember this image from the Commonwealth Games.

:19:40.:19:42.

Ross Murdoch taking gold in the 200m breaststroke.

:19:43.:19:43.

Well, he and some of the other stars from Glasgow 2014 are back

:19:44.:19:46.

This time, Olympic places are up for grabs.

:19:47.:19:50.

Our reporter Kheredine Idessane has been poolside and can

:19:51.:19:52.

bring us up to date with what's in store tonight.

:19:53.:20:02.

Two years ago the Commonwealth Games new sports stars were born in this

:20:03.:20:09.

very pool, one of them Ross Murdoch, swims again tonight, and Olympic

:20:10.:20:13.

places are up for grabs so the stakes could scarcely be high here

:20:14.:20:18.

Adam peaty, big night for Hannah Miley, she goes in the last event

be guaranteed a place on the plane trials, places up for grabs at the

:20:54.:21:00.

Rio Olympics, should be a fantastic week's swimming.

:21:01.:21:01.

In his first match on clay this year, Andy Murray

:21:02.:21:05.

is through to the third round of the Monte Carlo Masters.

:21:06.:21:07.

It was a bit of a struggle at times for the world number two,

:21:08.:21:10.

against Frenchman Pierre-Hugues Herbert.

:21:11.:21:12.

But Murray got the job done 6-3 in the deciding third set,

:21:13.:21:14.

and will now face either Joao Sousa of Portugal, or another Frenchman,

:21:15.:21:17.

Now the weather. Rain for a few of us but this was the scene sent in.

:21:18.:21:37.

But, opposite end of the country, this was Dumfries and Galloway, this

:21:38.:21:42.

would have been the scene out of many windows in central and southern

:21:43.:21:43.

would have been the scene out of Scotland. More rain to come tonight.

:21:44.:21:47.

You can see the swirl of cloud and rain on the satellite and radar

:21:48.:21:51.

images from earlier, the reason we have low pressure in charge, we have

:21:52.:21:55.

weather fronts in play, and tonight, rain continues across central and

:21:56.:21:59.

southern parts and it will spread north into Angus, much of

:22:00.:22:02.

Aberdeenshire, and parts of the central and eastern Highlands. The

:22:03.:22:06.

driest and clearest conditions, the northern and western isle, parts of

:22:07.:22:11.

the west coast, brisk north-easterly winds affecting the isles, it

:22:12.:22:16.

becomes misty and murky as we head into tomorrow, so it is a grey

:22:17.:22:20.

start, cloudy start with outbreaks of rain, the rain extensive during

:22:21.:22:23.

the morning because as we head into the afternoon it will become

:22:24.:22:27.

confined eastern part, something a wee bit drier developing in the

:22:28.:22:32.

west, but the rain most persistent and heavy over the Lothians and

:22:33.:22:37.

borders, and coupled with that brisk north-easterly wind, a chilly feel

:22:38.:22:41.

to things here, further west it turns drier but brightness will be

:22:42.:22:45.

limited, though western isle, the north-west coast, the Northern Isles

:22:46.:22:48.

seeing the best of it, in these parts the north-easterly winds will

:22:49.:22:52.

be strong at times so again, seven or eight C will feel chilly, into

:22:53.:22:57.

tomorrow evening and the rain becomes confined to the south-east,

:22:58.:23:02.

elsewhere, it turns much drier, as we head into Thursday, Thursday

:23:03.:23:06.

looks like a better day for most of us, mainly dry, bright, there will

:23:07.:23:10.

be some sunshine, still a scattering of showers, and still on the cool

:23:11.:23:15.

side, temperatures 10 C at best. In Shetland later in the day, we see

:23:16.:23:19.

increasing cloud and a band of rain, for Friday that will work southwards

:23:20.:23:24.

across the country. It introduces colder air, so turning wintry for a

:23:25.:23:27.

time in the north and a chilly feel for all of us, that is the forecast.

:23:28.:23:31.

Now, a reminder of tonight's main news.

:23:32.:23:33.

Edinburgh City Council says that more than 1,000 pupils who've been

:23:34.:23:35.

affected by the closure of their schools over safety fears

:23:36.:23:38.

will be able to return to classes tomorrow.

:23:39.:23:42.

They're all older children who are preparing to sit exams.

:23:43.:23:44.

But there's still uncertainty about when thousands of other

:23:45.:23:47.

younger pupils can get back to school.

:23:48.:23:49.

The International Monetary Fund is warning that there could be

:23:50.:23:52.

severe damage to the global economy and uncertainty here if the UK

:23:53.:23:55.

George Osborne described the IMF report as a stark warning.

:23:56.:23:58.

But those campaigning for Britain to leave the EU say

:23:59.:24:00.

the organisation's forecasts have been wrong before -

:24:01.:24:02.

Our next main bulletin is just after the 10 o'clock news.

:24:03.:24:16.

Until then, from everyone on the team - right

:24:17.:24:18.

across the country - have a very good evening.

:24:19.:24:29.
