The first of 7,000 pupils affected by school closures in Edinburgh | :00:08. | :00:11.
are to return to classrooms tomorrow morning. | :00:12. | :00:14.
But there's further uncertainty for some who've not been given | :00:15. | :00:18.
details on where they can resume their education. | :00:19. | :00:21.
17 schools and two other buildings have been closed | :00:22. | :00:24.
since the Easter break amid fears over structural safety. | :00:25. | :00:29.
We'll have more details on that in a moment. | :00:30. | :00:31.
But first our reporter Steven Godden has been trying to get to the bottom | :00:32. | :00:34.
of the deal that led to the schools being built using private finance. | :00:35. | :00:45.
The pouring rain, what goes on to fix the problems that have left more | :00:46. | :00:52.
than 7000 pupils kicking their heels. This morning list of schools | :00:53. | :00:57.
where fresh destruction defects have been discovered numbered four. | :00:58. | :01:01.
Tonight that total still stands. We have asked them to extend those | :01:02. | :01:08.
surveys to make sure that no more faults can be identified before we | :01:09. | :01:13.
are visually sure we can put our children back into schools safely | :01:14. | :01:14.
are visually sure we can put our and in the right manner. And this | :01:15. | :01:21.
Edinburgh builders merchant the basic problem is explained. All wall | :01:22. | :01:28.
ties to the same job. The only difference is the actual size and | :01:29. | :01:32.
strength of them. But in principle all wall ties to the same job. And | :01:33. | :01:37.
if they are not there? If there are not there, there is a good chance | :01:38. | :01:40.
the building could fall down. A fuller picture is now emerging of | :01:41. | :01:43.
the deal struck by the City Council and the Edinburgh schools | :01:44. | :01:48.
partnership. Documents show that by late 2003 difficulties forced the | :01:49. | :01:51.
project is split into two. Estimates for the second stage were deemed | :01:52. | :01:56.
unacceptable. Council officials said a ceiling price. Affordable, they | :01:57. | :01:59.
said, but with the warning that if the final cost was to rise than they | :02:00. | :02:03.
would walk away without any charges for development work. The bricks and | :02:04. | :02:08.
mortar tell us that stage two of the project did go ahead. The skills | :02:09. | :02:14.
involved, outgoing primary, Braeburn and Firhill in the distance behind | :02:15. | :02:18.
me, and a few miles up the road, Saint Peters primary, all built by | :02:19. | :02:21.
Miller construction, and although at the epicentre of the Edinburgh | :02:22. | :02:31.
schools crisis. Questions around all 17 Edinburgh PPP schools, a contract | :02:32. | :02:35.
question by this city architect. There is no architect or engineer | :02:36. | :02:39.
inspecting the site you might pick these things up. It is left to the | :02:40. | :02:46.
builder. As with banking, there is regulation to look after these | :02:47. | :02:48.
things themselves, and that takes away an essential means of checking | :02:49. | :02:52.
work has been done and means these things are more likely to happen. Is | :02:53. | :02:57.
it simply the case that you do not know at this stage whether the | :02:58. | :02:59.
council signed off on these buildings? That's right. We don't. | :03:00. | :03:03.
And that's because each building will be different in its make-up and | :03:04. | :03:06.
Howard was managed and when it was managed to stop until we have that | :03:07. | :03:10.
picture there is no point by clicking. Based at this office, the | :03:11. | :03:20.
office have released statements apologising and Schumann response | :03:21. | :03:24.
ability. I was hoping to speak to someone from the Edinburgh schools | :03:25. | :03:28.
partnership. We are told that asking anything else would require an | :03:29. | :03:32.
appointment. The company was due a payment from the council at the end | :03:33. | :03:34.
of the month. Negotiations continue. More pressing for parents is how | :03:35. | :03:36.
quickly the schools will reopen. Our Education Correspondent, | :03:37. | :03:42.
Jamie McIvor, sent this report. Five secondary schools are affected | :03:43. | :03:53.
in Edinburgh, and the big unanswered question today concerns the first, | :03:54. | :03:57.
second and third year students at those schools. The council has told | :03:58. | :04:01.
us to it confident places will be found for them by next Tuesday at | :04:02. | :04:05.
the latest, though nothing has been officially announced yet. The | :04:06. | :04:08.
council has been prioritising the older students who are about to set | :04:09. | :04:12.
their exams and also the primary schoolchildren. When it comes to | :04:13. | :04:17.
primary schools, all children should be back in education by next | :04:18. | :04:20.
Tuesday. Although some will not be in their normal school buildings. At | :04:21. | :04:24.
least there is clarity for the parents of younger children over how | :04:25. | :04:28.
much childcare they may need to arrange. Although for some this will | :04:29. | :04:31.
be an expensive or very inconvenient process. Older students at four of | :04:32. | :04:38.
the five schools who are about to set their exams will be back in | :04:39. | :04:42.
education from tomorrow, although the children who go here to this | :04:43. | :04:46.
code behind me will go to a different school in the city, and | :04:47. | :04:52.
the schools the students at pregnant school will go back on Thursday but | :04:53. | :04:56.
will go to a different school. You will find the details online. The | :04:57. | :05:02.
counsellor stressing that children going to different school buildings | :05:03. | :05:05.
will still be taught by their normal teachers to ensure continuity. | :05:06. | :05:06.
Well, it's emerged that a construction firm at the centre | :05:07. | :05:11.
of the Edinburgh schools crisis was responsible for the closure | :05:12. | :05:13.
of a school in Glasgow with the same fault in 2012. | :05:14. | :05:17.
The structural problem found at Lourdes Primary four years ago | :05:18. | :05:20.
was the same as the one discovered last week at schools in Edinburgh. | :05:21. | :05:24.
Miller Construction was involved in both cases. | :05:25. | :05:31.
A memorial service has been held at Westminster Abbey for the victims | :05:32. | :05:33.
of last year's terror attacks in Tunisia. | :05:34. | :05:35.
30 British people died when a gunman opened fire on a beach in Sousse. | :05:36. | :05:40.
They included two Scots couples Billy and Lisa Graham from Bankfoot | :05:41. | :05:44.
near Perth and Jim and Anne McQuire from Cumbernauld in Lanarkshire. | :05:45. | :05:48.
Prince Harry laid a wreath at the Innocent Victims Memorial | :05:49. | :05:51.
A trial has heard that a woman accused of killing a two-year-old | :05:52. | :05:59.
boy in Fife with her civil partner claimed in a 999 call the child | :06:00. | :06:03.
Nyomi and Rachel Fee deny murdering Liam Fee at a house | :06:04. | :06:08.
From the High Court in Livingston, Lisa Summers reports. | :06:09. | :06:20.
The court was played a six minute 99 call made by Naomi the who sounds | :06:21. | :06:30.
distressed as she reports that her baby is not breathing and another | :06:31. | :06:34.
boy is responsible for death. The operator tells how to perform at the | :06:35. | :06:38.
mouth resuscitation and CPR as they wait for an ambulance. As the | :06:39. | :06:42.
emergency call was played, both Rachel and Nyomi Fee wept. The jury | :06:43. | :06:47.
heard that the angles crew arrived at the house in Glenrothes and 8pm | :06:48. | :06:51.
that evening. Crew members were the first to arrive. James Graham said | :06:52. | :06:57.
that when he arrived the boy was lifeless, but he did continue with | :06:58. | :07:01.
CPR. He described how Liam's stepmother had shouted at another | :07:02. | :07:05.
boy saying, "You tell these men what you have done." Earlier, ton-mac's | :07:06. | :07:12.
mother told the court that she had spoiled Liam and was shocked when | :07:13. | :07:16.
her daughter called her to tell her that Liam was dead. The mother of | :07:17. | :07:22.
the other accused also give evidence. She broke down in the | :07:23. | :07:25.
witness box as she told of how Rachel had left. Rachel and Nyomi | :07:26. | :07:32.
Fee are accused of murdering the boy and winning his death on another | :07:33. | :07:36.
child. Also of charging other children, locking one by a makeshift | :07:37. | :07:40.
cage, and tying another boy in a room with rats and makes. The woman | :07:41. | :07:42.
denied the charges. Trial continues. A 52-year-old man has been arrested | :07:43. | :07:45.
in connection with the death Emergency services were called | :07:46. | :07:48.
to a report of man collapsing following a disturbance at an Indian | :07:49. | :07:53.
takeaway in Mintlaw 56-year-old Shahzad Shah | :07:54. | :07:56.
was pronounced dead at the scene. The 52-year-old will appear | :07:57. | :08:01.
in court tomorrow. The Scottish Green Party has | :08:02. | :08:06.
launched its Holyrood manifesto with a pledge to make the next | :08:07. | :08:09.
Scottish Parliament bolder. Proposals include creating 200,000 | :08:10. | :08:13.
jobs, 4,000 extra teachers Our political editor Brian Taylor | :08:14. | :08:15.
has been looking at the details. Eager Greens unlock their manifesto, | :08:16. | :08:33.
hoping it will enthuse the public. They are now in much bigger party | :08:34. | :08:38.
with 9000 members running a mass campaign for the first time. The | :08:39. | :08:42.
policy packages also brought, from extra cash for carers to the | :08:43. | :08:46.
criminalisation of cannabis for personal use. Plus familiar green | :08:47. | :08:51.
concerns such as cycling and public transport. I really cannot tell you | :08:52. | :08:56.
how much I have been looking forward to this election. Patrick Harvie | :08:57. | :09:01.
sets out their approach. Higher public spending with higher income | :09:02. | :09:04.
tax for high earners, including a 60% top rate. The learners with a | :09:05. | :09:09.
less, but overall they would raise and extra ?679 million in tax in the | :09:10. | :09:17.
first year with more to come. Instead of maximising North Sea oil | :09:18. | :09:20.
they would leave reserves in the ground, than fracking and switch to | :09:21. | :09:24.
renewable energy, contributing, they say, to 200,000 new sustainable | :09:25. | :09:30.
jobs. They want wider land reform including more community control and | :09:31. | :09:33.
an end to ownership by offshore tax havens. They say they would welcome | :09:34. | :09:40.
refugees with open arms. The Greens say that with a sizeable group of | :09:41. | :09:45.
Holyrood who would press these policies, especially tax, on the | :09:46. | :09:49.
Holyrood who would press these next Scottish Government, which they | :09:50. | :09:52.
expect to be led by the SNP. Who is putting them under pressure and | :09:53. | :09:55.
asking tough questions? And we want and rights to the right by the | :09:56. | :09:59.
Conservative Party? Do we want them decried by a Labour Party are just | :10:00. | :10:02.
with a finger and has every thing they do is terrible or do you want | :10:03. | :10:05.
to Greens bringing constructive pressure to bear? That is what has | :10:06. | :10:12.
got results. Among the policies, the Greens are promising to build 12,000 | :10:13. | :10:15.
new homes for rent each year with rent controls, to hire 4000 more | :10:16. | :10:21.
teachers, and introduce a levy on retailers who promote unhealthy | :10:22. | :10:29.
foods. The Green party for Scotland. To the streets. The Greens are only | :10:30. | :10:34.
contesting three constituencies, and have high hopes on top of lists were | :10:35. | :10:37.
larger parties including the SNP want people to stay with them for | :10:38. | :10:42.
both votes. This time, say the Greens, they are ready for that | :10:43. | :10:43.
fight. Fresh searches have been taking | :10:44. | :10:47.
place for the missing skipper of the fishing boat Louisa | :10:48. | :10:49.
which sank off Mingulay They've been named as Chris Morrison | :10:50. | :10:52.
from Harris and Martin A fourth man - Lachlan Armstrong - | :10:53. | :11:00.
was rescued after swimming to shore. Football now, and there was just one | :11:01. | :11:05.
match in the Scottish Hearts wrapped up third place | :11:06. | :11:08.
in the league with a goalless draw It's over to Gillian now | :11:09. | :11:13.
with the weather forecast Parts of the North had a charmed day | :11:14. | :11:25.
today, but for much of the country it was damp and dreich as it is | :11:26. | :11:33.
tonight. North of the border things will turn misty and murky, we are | :11:34. | :11:38.
also in the middle of this frontal zone so we will see rain continuing | :11:39. | :11:42.
for Southern and Central Scotland and edging northwards into parts of | :11:43. | :11:47.
Aberdeenshire and the central and eastern highlands. The driest and | :11:48. | :11:49.
clearest conditions will be over the North and Western Isles, and parts | :11:50. | :11:55.
of the West Coast. But brisk winds affect the Northern Isles and the | :11:56. | :11:59.
north-east coast of mainland. Pretty miserable start the day tomorrow | :12:00. | :12:03.
from many of us. There will be missed around the coasts and fog | :12:04. | :12:05.
over the hills, and outbreaks of rain. Rain will be added to most | :12:06. | :12:10.
extensive during the morning. If you're heading out around ATM, it | :12:11. | :12:14.
will be a soggy start. Not very cold, 6-7dC. The driest conditions | :12:15. | :12:20.
over Northern light girl, the Western isles and the Northern | :12:21. | :12:23.
Isles. And that's where we will have wanted it Esther the brightness | :12:24. | :12:27.
through the day. A few showers for Orkney, feeling chilly in strong | :12:28. | :12:30.
north-easterly winds around the aisles. Into the afternoon, the rain | :12:31. | :12:36.
becomes increasingly confined to eastern Scotland. Heaviest and most | :12:37. | :12:38.
persistent of the Lothian and borders. Something drier developing | :12:39. | :12:42.
across the West, and elsewhere across the UK it will be a case of | :12:43. | :12:49.
sunny spells and scattered, heavy at times and thundery showers, | :12:50. | :12:51.
particularly for the South West, the Midlands and Wales. And a contrast | :12:52. | :12:56.
in temperatures. 10 degrees difference north to south across the | :12:57. | :13:00.
UK tomorrow. We head into Thursday and it is a drier and brighter day | :13:01. | :13:06.
across the board. Will be spells of sunshine. Just a scattering of | :13:07. | :13:09.
showers popping up as the day goes on, and later in the day, a weather | :13:10. | :13:12.
front bringing rain into Shetland. For Friday, that France sinks | :13:13. | :13:15.
southwards across the country, introducing colder air. We will see | :13:16. | :13:20.
colder here even for lower levels, and a chilly feel for all of us. | :13:21. | :13:22.
Our next update is during Breakfast at 6:25 tomorrow morning. | :13:23. | :13:26.
But from everyone on the late team here in Glasgow and around | :13:27. | :13:30. |
