questions for that sort of inquiry to look at, simply why was there | :05:44. | :05:47. | |
such an apparent failure in building control, and weather the financial | :05:48. | :05:53. | |
and ownership arrangements for the school buildings, whether that added | :05:54. | :05:56. | |
to the risk of something going wrong. These are complex questions | :05:57. | :06:02. | |
and there is no easy or superficial answer to them. | :06:03. | :06:07. | |
