growth. Join me now on and 11 in Scotland. | :00:00. | :00:00.
Here on BBC One, it's time for the news where you are. | :00:00. | :00:12.
The high street chain BHS is to be wound down, | :00:13. | :00:16.
16 stores in Scotland are to have closing-down sales. | :00:17. | :00:19.
While administrators continue to look for buyers, at least 800 | :00:20. | :00:21.
Aileen Clarke has been speaking to shoppers. | :00:22. | :00:27.
At BHS in Glasgow's Sauchiehall Street, it's latest sale | :00:28. | :00:30.
was still attracting customers this afternoon. | :00:31. | :00:32.
But the next sale will be of a closing-down variety and that | :00:33. | :00:35.
has come as disappointing news to many shoppers. | :00:36. | :00:37.
It is a shame nobody can actually rescue it | :00:38. | :00:39.
because I think it is a good shop, and as well as getting clothes | :00:40. | :00:43.
for myself, you can get it for the babies and guys and things | :00:44. | :00:46.
It is just because it was always there. | :00:47. | :00:50.
I get all of my bedding sort of stuff, household stuff | :00:51. | :00:56.
from British Home Stores, so it will be a big loss. | :00:57. | :00:58.
We buy clothes, my aunt and I in it, quite a lot. | :00:59. | :01:01.
BHS has been a fixture on our high streets and in our shopping | :01:02. | :01:11.
There are 16 Scottish stores employing hundreds of staff. | :01:12. | :01:14.
The announcement today comes despite attempts | :01:15. | :01:16.
BHS has tried to accommodate the move towards more online | :01:17. | :01:24.
shopping, it has even tried to harness the cult of celebrity | :01:25. | :01:27.
with a specialised range of homeware and baby clothes. | :01:28. | :01:30.
But efforts like these, it seems, have not been enough to make it | :01:31. | :01:33.
It is never really somewhere I have shopped. | :01:34. | :01:42.
But it is never nice when something of that size goes with so many | :01:43. | :01:46.
What about yourself, madam, is it a shop you would shop in? | :01:47. | :01:53.
Not personally but my nanna would shop in there. | :01:54. | :01:55.
Ever since I was young I can remember that BHS | :01:56. | :01:57.
The grey pound however is not enough to retain a good old-fashioned | :01:58. | :02:03.
department store in the current cutthroat retail climate. | :02:04. | :02:08.
Earlier, I spoke to our business and economy editor, Douglas Fraser, | :02:09. | :02:11.
who was outside one of the biggest BHS stores in Scotland. | :02:12. | :02:21.
Fashion is a notoriously fickle business and to keep up you have to | :02:22. | :02:25.
keep the range of causing fresh and your brand attractive to shoppers. | :02:26. | :02:29.
You have to have a strong online presence, particularly in the face | :02:30. | :02:35.
of very, very tough competition. This kind of market for family value | :02:36. | :02:38.
clothing and home, it has come in from stores like Primark and some of | :02:39. | :02:44.
the big stores moving into the kind of market that BHS has dominated in | :02:45. | :02:48.
many town centres for a long time. The other factor that has been going | :02:49. | :02:52.
on is the management of it. Recent orders have taken a great deal of | :02:53. | :02:57.
profit and rent out of BHS but not invested much of that and left a | :02:58. | :03:02.
large hall in the pension fund that will need rested. The other factor | :03:03. | :03:05.
is that if you take a city centre location like this in Glasgow, I can | :03:06. | :03:10.
that will sell some kinds of things. that will sell some kinds of things. | :03:11. | :03:17.
-- hole. But it will have a big effect on terms like Kirkcaldy, | :03:18. | :03:22.
Clydebank and Kilmarnock were BHS has been the anchor store and bought | :03:23. | :03:27.
are bullied at town centred districts. -- BHS has been the | :03:28. | :03:39.
anchor store and what are otherwise else outfitted town centre | :03:40. | :03:41.
districts. Nicola Sturgeon has promised | :03:42. | :03:47.
an inquiry to find out if more could have been done to prevent | :03:48. | :03:50.
the death of the toddler Liam Fee. But she told MSPs that the only | :03:51. | :03:53.
people responsible were the two Here's our political | :03:54. | :03:56.
editor, Brian Taylor. Nicola Sturgeon arrived ready for | :03:57. | :03:59.
questions on education. She arrived ready | :04:00. | :04:00.
for questions on jobs. But the First Minister also knew | :04:01. | :04:03.
that one image alone has dominated Scottish discourse - | :04:04. | :04:07.
that of two-year-old Liam Fee, murdered by his mother | :04:08. | :04:09.
and her partner. The toddler's tragically | :04:10. | :04:11.
short life ended here, And so it fell to the newly-elected | :04:12. | :04:12.
MSP for that constituency But will the First Minister | :04:13. | :04:17.
assure me that once this review is concluded, | :04:18. | :04:21.
all relevant facts pertaining to Liam's short life | :04:22. | :04:23.
and his untimely death will be placed in the public domain and that | :04:24. | :04:25.
any failings of the relevant organisations involved will be | :04:26. | :04:28.
dealt with robustly? Nicola Sturgeon said | :04:29. | :04:29.
there was a Case Review under The First Minister urged publication | :04:30. | :04:31.
of the eventual report to drive She said the murder had also | :04:32. | :04:35.
prompted a fresh look at Scotland's entire child protection network, | :04:36. | :04:39.
including the prospect of implementing reforms | :04:40. | :04:43.
already suggested. But she also reminded MSPs that | :04:44. | :04:44.
primary blame must lie with Nyomi and Rachel Fee, | :04:45. | :04:46.
convicted of the toddler's murder. The only people responsible | :04:47. | :04:50.
for the death of Liam Fee are the people who were | :04:51. | :04:52.
convicted of his murder. But there are questions rightly | :04:53. | :04:56.
being asked about whether there is any more that the system | :04:57. | :05:01.
could or should have done Those questions must be examined | :05:02. | :05:03.
in detail and answers must be given and that is what will now happen | :05:04. | :05:08.
in the weeks and months The question session | :05:09. | :05:10.
was different today. Longer, more opportunity | :05:11. | :05:15.
for backbenchers to participate. But alongside this freshness, | :05:16. | :05:18.
this openness, lingering thoughts A 15-year-old boy has been arrested | :05:19. | :05:21.
in connection with hoax bomb threats The arrest follows incidents | :05:22. | :05:35.
in Glasgow, Clydebank, Last week, pupils were moved out | :05:36. | :05:38.
of some school buildings Royal Troon Golf Club has brought | :05:39. | :05:41.
forward a vote on whether to admit women members | :05:42. | :05:56.
before this year's Open. It follows Muirfield's | :05:57. | :05:57.
removal from the Open rota, after the East Lothian club voted | :05:58. | :05:59.
against admitting women. Chris McLaughlin | :06:00. | :06:02.
reports from Troon. In the Ayrshire sunshine, | :06:03. | :06:08.
Royal Troon prepares for the 140th Royal Open Championship, | :06:09. | :06:12.
yes, but also for an historic vote that could see membership of this | :06:13. | :06:14.
exclusive club opened all. Internally, we have a very | :06:15. | :06:20.
harmonious and comfortable relationship with the ladies golf | :06:21. | :06:23.
club of Troon and neither of us wishes any change, | :06:24. | :06:26.
but both clubs recognise that the world has moved | :06:27. | :06:28.
on and that it is important that we reflect that in society | :06:29. | :06:33.
and that we also are part of that A course steeped in history, | :06:34. | :06:36.
the game's great support the course and celebrated | :06:37. | :06:55.
success down the ages. And it is with those memories | :06:56. | :06:57.
and traditions in mind that this club is looking to change, | :06:58. | :07:00.
and some say, modernise. They know if they continue | :07:01. | :07:05.
to exclude women, the R, the Royal and Ancient, | :07:06. | :07:09.
will take away their championship status but there is also a financial | :07:10. | :07:12.
element of the vote. Members have been told their fees | :07:13. | :07:14.
could double if they lose out Something that has happened | :07:15. | :07:17.
to Muirfieldafter they voted no It has become a bigger issue | :07:18. | :07:36.
in the past five to ten years, when The Open Championship can't be | :07:37. | :07:40.
going to men only clubs Muirfield made the decision, | :07:41. | :07:43.
let's hope that is reversed The Royal Troon, let's hope | :07:44. | :07:48.
they will make the right decision, Women can play Troon, | :07:49. | :07:53.
but what about the traditions I don't think that the traditions | :07:54. | :07:56.
are off-putting, in some sense the traditions | :07:57. | :08:00.
are the foundation of this sport, so you can take them | :08:01. | :08:02.
for what they are. Would you two like to be | :08:03. | :08:04.
members of Royal Troon? We are not golfers, not | :08:05. | :08:10.
particularly, it is too expensive Royal Troon says it is finally open | :08:11. | :08:12.
to change and it The European Aviation Safety Agency | :08:13. | :08:17.
has ordered the grounding of two types of Super Puma helicopters | :08:18. | :08:25.
in the wake of April's crash It follows the discovery of evidence | :08:26. | :08:27.
of metal fatigue in fragments found Iain Stuart from Aberdeenshire | :08:28. | :08:32.
was among those killed in the crash. Nine people rescued after a yacht | :08:33. | :08:40.
caught fire off Shetland this The incident happened around 50 | :08:41. | :08:43.
miles south-west of the islands. All those on board abandoned | :08:44. | :08:47.
the yacht and were picked up They landed unharmed | :08:48. | :08:50.
in Scalloway Harbour There's only one more day for people | :08:51. | :08:53.
to respond to a consultation on whether Air Passenger Duty | :08:54. | :09:02.
should be halved. The duty, which is paid as part | :09:03. | :09:04.
of airplane tickets, But it will be devolved | :09:05. | :09:06.
to Holyrood next year. The Government here would | :09:07. | :09:10.
like to cut it in half, There is at the final call for Air | :09:11. | :09:24.
Passenger Duty? That portion of a plane ticket that goes directly to | :09:25. | :09:29.
the Government's offers. A consultation on the subject ends on | :09:30. | :09:33.
Friday and these high-flyers from the aviation industry have said that | :09:34. | :09:34.
cutting the tax would be good for the aviation industry have said that | :09:35. | :09:40.
business. For every 1 million additional passengers, it has an | :09:41. | :09:42.
additional ?200 million benefit to the economy which is significant. | :09:43. | :09:46.
Every aircraft we place will increase the number of crew that we | :09:47. | :09:51.
employ locally and we employ them on local contracts, we do not employ | :09:52. | :09:55.
people from the rest of Europe. Only locally which will improve | :09:56. | :09:57.
employment. The Scottish Government agrees. Even | :09:58. | :10:02.
though it is a significant source of revenue. Air Passenger Duty | :10:03. | :10:05.
generates around ?300 million every year for the Scottish Government and | :10:06. | :10:09.
critics have said that at a time of prosperity that money is so be | :10:10. | :10:13.
needed. They have also said that because of climate change the | :10:14. | :10:16.
government should be deterring people from flying, not encouraging | :10:17. | :10:19.
them by making it even cheaper. It people from flying, not encouraging | :10:20. | :10:24.
is a difficult balancing act. So are these travellers in favour? | :10:25. | :10:29.
Absolutely, yes, we travel a lot. My daughter lives in Canada, that would | :10:30. | :10:33.
help a lot. We should do everything possible to try and tackle climate | :10:34. | :10:37.
change. That is what would be the overriding concern. | :10:38. | :10:41.
Not for me. The Government has said it is on course to cut climate | :10:42. | :10:46.
emissions by 2020 but some environmentalists are dubious. | :10:47. | :10:49.
A blanket cut on tax on aviation will increase the number of | :10:50. | :10:53.
passengers and that is going to increase the number of greenhouse | :10:54. | :10:58.
gas emissions from aviation. We have seen huge growth in this area | :10:59. | :11:01.
gas emissions from aviation. We have despite a PDA, we do not need to cut | :11:02. | :11:04.
it. Environmentally and economically we do not think we can afford it. | :11:05. | :11:08.
The SNP are determined to get this measure through parliament but as a | :11:09. | :11:13.
minority government they might find that opposition parties keep them | :11:14. | :11:14.
grounded. -- APD. Now, it's over to Kirsteen | :11:15. | :11:18.
with the weather outlook Thank you, Sally. And look beautiful | :11:19. | :11:30.
day across the West of Scotland. This is where we will have the | :11:31. | :11:34.
clearest skies overnight. Otherwise it is looking rather cloudy and we | :11:35. | :11:37.
will have some fairly light and affecting much of the North with | :11:38. | :11:42.
some misty and murky conditions. Enter tomorrow morning then, much of | :11:43. | :11:46.
the East and across the North under a fair amount of cloud. Across parts | :11:47. | :11:52.
of Dumfries and Galloway for much of the Glasgow area, Argyll and through | :11:53. | :11:55.
much of the North West Highlands as well we will have clear blue skies | :11:56. | :11:58.
greeting is once again tomorrow morning. Across the lights of | :11:59. | :12:03.
bullets and into Sutherland, kidneys and much of the North East, it is a | :12:04. | :12:08.
much cloudier prospect with some light and patchy rain. Shetland | :12:09. | :12:12.
fares better in terms of drier weather tomorrow morning although | :12:13. | :12:15.
feeling chilly here with brisk North easterly winds. Looking at the UK as | :12:16. | :12:19.
a whole as he go through tomorrow, we will see some further been across | :12:20. | :12:23.
Eastern and Northern Scotland. Some of that could be on the heavy side | :12:24. | :12:28.
with the odd rumble of thunder not out of the question. Some rain will | :12:29. | :12:32.
feed into the Newcastle area, East Yorkshire and East Anglia, and also | :12:33. | :12:34.
feed into the Newcastle area, East the London area. It will put chilly | :12:35. | :12:39.
once again along the Eastern coast. The West fears best in terms of the | :12:40. | :12:43.
sunshine again enter tomorrow afternoon, with height of around 21 | :12:44. | :12:48.
Celsius. Enter the evening across Scotland, Carl Cawston into Western | :12:49. | :12:51.
areas with some light and patchy rain. Perhaps becoming that bit | :12:52. | :12:57.
drier and brighter across the far North, Eastern areas will hold onto | :12:58. | :13:02.
misty and murky conditions. Into Saturday, there will be a fair | :13:03. | :13:03.
misty and murky conditions. Into amount of sunshine around. | :13:04. | :13:07.
Especially across Scotland. With the warmth across parts of England and | :13:08. | :13:11.
Wales, there will be a few sharp showers. One or two showers across | :13:12. | :13:17.
Scotland at times with his 23 Celsius. Sunday, plenty of sunshine | :13:18. | :13:21.
to come. Temperatures peaking at 24, 20 five Celsius. Chilly for the | :13:22. | :13:23.
Eastern coast. Our next update is during Breakfast | :13:24. | :13:28.
at 6:25 tomorrow morning. | :13:29. | :13:33. |
