A Scottish think-tank has urged the Holyrood Government to learn

from what it calls "Westminster's mistakes" when it takes control

Reform Scotland wants both taxation and welfare benefits to be handled

Its supporters said it was one of the highlights of the new devolved

fiscal framework. Up until now, income tax and welfare benefits have

been dealt with by two separate ministries in Westminster. From

April next year, income tax and some welfare benefits, including those

for disabled people, will be handed over to the control of Hollywood.

Tax and benefits are closely intertwined, which is why the think

tank Reform Scotland says they should be looked after by one

Scottish Government department. It says it will make the claims process

smoother and more straightforward for the public. As well as promoting

openness and accountability. We want a fresh approach, an overarching,

somebody is responsible from the top, looking up at both elements

the bulk of Scotland. Clear blue skies for many of us, this beautiful

plenty of sunshine, any isolated showers will die out. Staying dry

overnight with clear spells for most. Oort Cloud in the North and

East. Not a cold night, just a bit chilly for some rural parts. Into

long spells of unbroken sunshine. Feeling warm in the sunshine with
