Villain good evening. Welcome to the programme. Our top stories it

:00:12.:00:20.

Who wants to be a Chief Minister? As the dust settles from Guernsey's

:00:20.:00:23.

general election, two people put themselves forward for the top job.

:00:23.:00:26.

Also on the programme: Honoured for service in Afghanistan. The Jersey

:00:26.:00:29.

soldier recognised for saving lives. And, a massive weekend ahead for

:00:29.:00:33.

local sport. Can Guernsey and Jersey Rugby do

:00:33.:00:43.
:00:43.:00:47.

Good evening. The race to be Guernsey's next Chief Minister is

:00:47.:00:51.

Two candidates have now put their names forward for the top job. Any

:00:51.:00:54.

others have until Monday to submit their nomination. Penny Elderfield

:00:54.:00:59.

reports. With the emotion of the night over,

:00:59.:01:04.

it's time to get on with the job. And, the next time Guernsey's new

:01:04.:01:07.

government meet here, it will be to pick a new leader.

:01:08.:01:11.

Today was the first day candidates for Chief Minister could come here

:01:11.:01:14.

to submit their nominations. But, at the moment, it's looking like it

:01:14.:01:21.

will it be a two-horse race. The current Chief Minister was first to

:01:21.:01:27.

get his in. Followed by a deputy, who's making a comeback, after a

:01:27.:01:34.

four-year break. To get a mandate, bearing in mind the people are

:01:34.:01:37.

voting for change, he needs to have a credible candidate standing

:01:37.:01:41.

against him. At the moment, in the current system, I think that's what

:01:41.:01:45.

I can offer. That will enable him to get that mandate if he wants it.

:01:45.:01:49.

Otherwise, if the States do choose to change, I am offering myself for

:01:49.:01:53.

that degree of change. But, other ministers have now ruled

:01:53.:01:56.

themselves out of the race. As has the politician who's now been

:01:56.:02:00.

serving the longest. And none of the new faces can stand, as you

:02:00.:02:04.

have to have served for four out of the last eight years. So, what sort

:02:04.:02:07.

of person does it take to do the job?

:02:07.:02:12.

The sort of person is somebody that can listen. That can understand

:02:12.:02:16.

papers, the many papers that pass across their desks in the course of

:02:16.:02:24.

time. Can receive advice from the Chief Executive of the States. And,

:02:24.:02:28.

can try and keep order among a bunch of quite disparate

:02:28.:02:30.

personalities that sit around that table.

:02:30.:02:35.

Nominations have to be in by Monday. After which, the States will have

:02:35.:02:39.

to take their pick from the list, even if there's only two names on

:02:39.:02:47.

Two electoral districts have recounted ballot papers this

:02:47.:02:54.

afternoon. In the Vale, James Symons asked for the recount, after

:02:54.:02:59.

just missing out on the seventh place by 42 votes. In St Peter Port

:02:59.:03:02.

North, Rhoderick Matthews missed out by just three. A scheme that

:03:02.:03:05.

could bring more international jet setters to Jersey is under review

:03:05.:03:09.

by the island's government. The island is considering setting

:03:09.:03:12.

up an aircraft registry, meaning private jets could be registered on

:03:12.:03:16.

the island, rather than abroad. The hope is that more owners would use

:03:16.:03:19.

Jersey as a base, creating a whole industry around maintenance, as

:03:19.:03:24.

well as bringing more visitors to the island. Rachel Royce reports.

:03:24.:03:27.

Private jets, like this one, are generally the preserve of

:03:27.:03:32.

millionaires, crown princes and celebrities. Jersey has its fair

:03:32.:03:36.

share of private planes that visit or are kept here. But now, the

:03:36.:03:39.

state is wondering whether more could be done to help the private

:03:39.:03:42.

aviation industry take off. Like Jersey car registration plates,

:03:42.:03:50.

should there be a Jersey aircraft register?

:03:50.:03:55.

RAC huge benefits, I need to be convinced otherwise. I see some new

:03:55.:04:01.

jobs, inward investment, infrastructure being put up at the

:04:01.:04:06.

airport, more tarmac and Hannah space. And I can see a

:04:06.:04:09.

diversification for the economy which can only be good. Guernsey is

:04:09.:04:13.

also looking into getting its own register, and a joint Channel

:04:13.:04:15.

Islands initiative is also being considered. Whatever scheme, if any,

:04:15.:04:18.

is approved, it will have to compete with other jurisdictions,

:04:18.:04:28.

mainly the UK, US and Isle of Man. I think it all depends on the

:04:28.:04:33.

package that Josie can offer to people that are trying to gain

:04:33.:04:37.

interest from investing in a locally registered aircraft. They

:04:37.:04:42.

have got to think about whether they are competitive against the

:04:42.:04:49.

ones currently in place, and there could be a great deal of interest

:04:49.:04:53.

in the industry. If Jersey did set up its own registration scheme, the

:04:53.:04:57.

Jersey flag would be flown the jet set all over the world.

:04:57.:05:01.

For the Perks to Emilia in their owner of registering in Jersey are

:05:01.:05:05.

the wonderful location and potential tax breaks. But, the

:05:05.:05:10.

question is, would setting up a register bring more benefits, than

:05:10.:05:14.

cost? A man has been charged with affray, following a stabbing in St

:05:14.:05:17.

Helier on Wednesday. Michael Thomas Calvert, 30, from Liverpool, faces

:05:17.:05:20.

charges of making an affray, being in possession of an offensive

:05:20.:05:24.

weapon, and causing 300 worth of malicious damage to a telephone at

:05:24.:05:27.

the police headquarters. He's been remanded in custody until his next

:05:27.:05:35.

appearance before the Magistrate's Court on 4th May.

:05:35.:05:38.

A part of Guernsey's 0/10 tax regime has been deemed harmful by

:05:38.:05:43.

European Union officials. The EU Code of Conduct Group on Business

:05:43.:05:46.

Tax has concerns about aspects of the distribution of profits to

:05:46.:05:49.

local shareholders. Jersey and the Isle of Man have revised their

:05:49.:05:52.

schemes, and gained approval last year. Guernsey's Chief Minister

:05:52.:06:02.
:06:02.:06:04.

says he was expecting the news. I am not worried about it at all,

:06:04.:06:09.

it is entirely predictable. Most informed commentators anticipate

:06:09.:06:14.

that this outcome. We needed this to have the certainty of the E u

:06:14.:06:19.

group's view, and we should be able to make the necessary revisions to

:06:19.:06:28.

enable us to maintain or provide a zero ten macro tax regime going

:06:28.:06:33.

forward. You're watching the BBC in the Channel Islands. Later in

:06:33.:06:36.

Spotlight with Justin and Victoria: The fight is on. Find out why these

:06:36.:06:39.

villagers are standing up to Cornwall Council. And it's all over

:06:39.:06:45.

some vegetables. A member of the Jersey Field

:06:45.:06:48.

Squadron has been honoured for service in Afghanistan. Sapper Tom

:06:48.:06:50.

Richardson analysed video to detect unexploded devices. Today, at

:06:50.:06:53.

Government House, he was recognised for his life-saving work. Our

:06:53.:07:03.
:07:03.:07:07.

reporter Nafisa Sayani was there. The RAF pilot said to everyone on

:07:07.:07:13.

board, we are going into steep descent into Kandahar airfield. I

:07:13.:07:18.

thought, what am I doing? Sapper Tom Richardson, it was his

:07:18.:07:21.

first taste of the Royal Artillery in Afghanistan. As a full-time

:07:21.:07:23.

reservist, he was responsible for spotting improvised explosive

:07:23.:07:27.

devices, so they could be made safe. Two years later, he looks back on

:07:27.:07:36.

his time there with mixed feelings. It was a rollercoaster. Some days

:07:36.:07:40.

were absolutely horrific when things got wrong and people were

:07:40.:07:46.

shot or blown-up, absolutely horrific. But also, saving lives,

:07:46.:07:50.

connecting with the local people. When you see you are achieving that,

:07:50.:07:54.

it is quite rewarding. And, though the experience itself may have been

:07:54.:07:57.

reward enough, today his service has been recognised with a military

:07:57.:08:03.

award. His exceptional diligence and thoroughness ensured a high

:08:03.:08:08.

detection rate delivering key operational effects and without

:08:08.:08:11.

doubt saving many lives. For Tom, this award is special. But he

:08:11.:08:14.

remains humble, knowing he helped make a difference in Afghanistan.

:08:14.:08:21.

And seeing the proud faces of his family, it's clear they know it too.

:08:21.:08:24.

It's a big weekend for Jersey Rugby Club. If they beat Coventry

:08:24.:08:28.

tomorrow they'll not only take the title, but will also be promoted

:08:28.:08:31.

for the third season in a row. Beckie Williams joined them for

:08:31.:08:37.

training, ahead of the big match. Gearing up for the biggest match of

:08:37.:08:40.

the season. This weekend, Jersey Rugby Club face Coventry, a match

:08:40.:08:43.

that could see them promoted to the Championship, the second tier of

:08:43.:08:53.

English rugby. I genuinely and not that nervous. People keep saying I

:08:53.:08:59.

should be but I am not. I am sure the players are excited, looking

:08:59.:09:02.

forward to the challenge, making sure they do themselves justice.

:09:02.:09:06.

And, at a windy night at St Peter, Jersey have been going over set

:09:06.:09:11.

plays. There's no room for error on Saturday. We are really privileged

:09:12.:09:16.

to play in front of such massive crowds. People shake your hands

:09:17.:09:21.

when you meet the men or supermarket. It is really big for

:09:21.:09:25.

the island and the rugby community. Jersey are currently top of the

:09:25.:09:28.

table in National League One, on 110 points. Ealing Trailfinders are

:09:28.:09:34.

six points behind, on 104. And Fylde are in third place on 98.

:09:34.:09:38.

There is no doubt this is a hugely important match for the island side.

:09:38.:09:42.

If they win on Saturday, they'll be among the top 24 clubs in English

:09:42.:09:46.

rugby. If they lose, it could all be down to the nerve wracking last

:09:46.:09:53.

day of the season. You can listen to commentary of the

:09:53.:09:56.

match, live from Coventry, on BBC Radio Jersey Sport Scene, with Tim

:09:56.:09:59.

Pryor and Richard Collinson. It starts at 2pm, with kick-off at 3pm.

:09:59.:10:02.

Meanwhile, if Guernsey rugby team win against Hove at Footes Lane

:10:02.:10:06.

tomorrow, it'll see them promoted to National League Three. They lead

:10:06.:10:09.

the London One South Division, and have won their last 17 games in a

:10:10.:10:13.

row. They need to win tomorrow, to ensure they finish top and are

:10:13.:10:16.

automatically promoted. Player coach Jordan Reynolds says the home

:10:16.:10:22.

crowd will be a great help. One it has always been pretty good,

:10:22.:10:26.

the crowd tend to get behind their teams. But Philip if we can get

:10:27.:10:31.

that it can push us along. The atmosphere will be great,

:10:31.:10:41.
:10:41.:10:41.

especially if we win. We have got Now it's time for the weather.

:10:41.:10:46.

Hello, good evening, more showers over the next few days into the

:10:46.:10:53.

weekend. It might be towards early tomorrow we have a line of more

:10:53.:10:57.

persistent rain and frequent showers before we return to

:10:57.:11:04.

sunshine. We still have no pressure. A couple of other funds are

:11:04.:11:08.

introducing thicker cloud and more persistent rain. But they do move

:11:08.:11:12.

away and by midday tomorrow we are back to a more straightforward mix

:11:13.:11:17.

of a few showers and decent spells of sunshine. Breezy conditions

:11:18.:11:25.

continue into Sunday. A new area of low-pressure will show on Monday.

:11:25.:11:30.

Quite a wet and windy day. A few showers busy evening. They will

:11:30.:11:35.

merge together to give more persistent rain. Brisk westerly

winds, seven degrees minimum. For much of tomorrow, we will see some

sunshine and a few isolated showers in the afternoon, took just getting
