retail ` a new name for Spar in Jersey, and Tesco welcomes its | :00:36. | :00:38.
success in Guernsey. Just the job ` the biggest drive of | :00:39. | :00:42.
its kind gets under way to get these unemployed back to work in time for | :00:43. | :00:44.
the summer tourist season. Good evening. | :00:45. | :01:03.
Guernsey Police Chief has been cleared of gross misconduct after a | :01:04. | :01:06.
five month investigation. It followed allegations made by a | :01:07. | :01:09.
member of staff at the Border Agency about his behaviour at an | :01:10. | :01:11.
operational meeting in France. Allegations which the | :01:12. | :01:13.
investigation's concluded were unfounded. Penny Elderfield reports. | :01:14. | :01:26.
I fully endorse Patrick Rice as Guernsey'shead of law`enforcement. " | :01:27. | :01:29.
the island to do a difficult job at a difficult time and has many | :01:30. | :01:32.
achievements to be proud of. A message of support for Guernsey's | :01:33. | :01:35.
Head of Law Enforcement after months of investigation into his conduct. | :01:36. | :01:41.
The rumours about his conduct in respect of this and other matters | :01:42. | :01:46.
are understood by the board to be unfounded and potentially damaging | :01:47. | :01:53.
to the reputation of Mr Rice. The police and the GBA. It is now up to | :01:54. | :01:58.
us to support him. The trouble started for Patrick Rice | :01:59. | :02:02.
after a working trip in France, when a member of the Border Agency made | :02:03. | :02:06.
allegations about his behaviour In an open letter to the public today, | :02:07. | :02:10.
he gave further details of those allegations saying: In private, in | :02:11. | :02:13.
the company of experienced male law enforcement officers, I told a | :02:14. | :02:16.
locker room`style joke and used occasional strong language. The | :02:17. | :02:19.
evidence has found what I said and how I behaved was not the gross | :02:20. | :02:22.
misconduct which had been alleged. I have admitted telling the joke and | :02:23. | :02:26.
using the odd swear word and have accepted advice of the Home | :02:27. | :02:29.
Department Board that this was unwise, whatever the intention. I | :02:30. | :02:32.
have never intended to cause offence and am genuinely sorry if I did He | :02:33. | :02:35.
also warned that hail take legal action if necessary to challeng any | :02:36. | :02:39.
more rumours moving forward. But, for the Home Department, with his | :02:40. | :02:42.
name cleared that's the end of the matter. With situations like this, | :02:43. | :02:49.
they do happen from time to time, but we want to be able to minimise | :02:50. | :02:54.
the situation is to deal with any allegations appropriately, and then | :02:55. | :02:57.
move on so we have first`class law`enforcement services. | :02:58. | :03:00.
Patrick Rice may not have wanted to face the media today, but having | :03:01. | :03:04.
faced up to the allegations made against him, and been cleared of | :03:05. | :03:07.
them, he does say he's looking forward to getting on with his day | :03:08. | :03:11.
job. The face of Channel Islands | :03:12. | :03:15.
supermarkets is changing. Costcutter looks set to replace Spar in Jersey. | :03:16. | :03:19.
A Channel Islands Costcutter company was registered in the island two | :03:20. | :03:22.
years ago and now plans have been lodged to change the signage on 18 | :03:23. | :03:26.
Spar stores. Meanwhile, in Guernsey, one retailer's profits have | :03:27. | :03:28.
increased by 10% since it started stocking Tesco products. It is not | :03:29. | :03:31.
ruling out expanding. Mike Wilkins reports. | :03:32. | :03:38.
This Guernsey company has been trading in the island for more than | :03:39. | :03:43.
30 years and now it could be in a position to expand. It' has struck a | :03:44. | :03:49.
long`term deal with one of the world's biggest retailers, Tesco. | :03:50. | :03:53.
For the past few months, it has been trialling their products and has | :03:54. | :03:56.
already seen its sales increase by 10% over the Christmas period, | :03:57. | :04:02.
compared to the previous year. Alliance has made no secret of the | :04:03. | :04:06.
fact that it plans to stock even more Tesco products, but insists it | :04:07. | :04:10.
will be keeping its name and not re`branding itself as Tesco. But | :04:11. | :04:17.
would people like a Tesco in the island? But why are people keen to | :04:18. | :04:22.
buy Tesco products here today? Since they brought in the Tesco products, | :04:23. | :04:26.
it has given us more choice and the price is very reasonable. It is very | :04:27. | :04:33.
good. Cheaper, and it is good stuff. I have been told that they are | :04:34. | :04:36.
stocking the products here at the same price in the UK. It would be a | :04:37. | :04:47.
lot more expensive, I presume. Meanwhile, in Jersey, plans have | :04:48. | :04:50.
been submitted to rebrand all 1 Spar stores in the island as | :04:51. | :04:53.
Costcutter, another big UK retail player, and another company that, | :04:54. | :04:56.
like Tesco, prides itself on low prices. So, could this continual | :04:57. | :05:01.
creep of British brands be good news for shoppers? Those consumers who | :05:02. | :05:10.
are on the tightest objects are released well served by the existing | :05:11. | :05:18.
market. The arrival of a choice for consumers in the form of this | :05:19. | :05:21.
alliance, given that they are targeted on people with more limited | :05:22. | :05:26.
budgets, we think it is a good innovation for consumers. As one of | :05:27. | :05:29.
the world's biggest retailers, Tesco's presence in the Channel | :05:30. | :05:32.
Islands is controversial. We asked Alliance if they were looking to | :05:33. | :05:36.
expand and even bring the brand to Jersey. A spokesman would only say: | :05:37. | :05:38.
We are always looking for opportunities, but have no plans at | :05:39. | :05:40.
present. We would like to hear your thoughts | :05:41. | :05:50.
on this. Would you welcome more low`cost supermarkets in the Channel | :05:51. | :05:53.
Islands? What do you think of grocery prices here as they are Get | :05:54. | :05:56.
in touch on email, Facebook or Twitter ` details are on your screen | :05:57. | :05:58.
now. Guernsey's Health and Social | :05:59. | :06:08.
Services board has survived a vote of no confidence by a large | :06:09. | :06:12.
majority. The motion was brought after the Minister Mark Dorey | :06:13. | :06:14.
admitted giving misleading information about the Island's bowel | :06:15. | :06:19.
cancer screening programme. But today, Deputies voted ten in favour, | :06:20. | :06:23.
34 against ousting the whole HSSD board after almost a full day's | :06:24. | :06:26.
debate. Also today in the States, Deputies | :06:27. | :06:30.
have set up a committee to review Guernsey constitutional relationship | :06:31. | :06:36.
with the UK. That review will include seeking clarification on | :06:37. | :06:39.
whether the UK TV licence fee should be charged in the Bailiwick, after a | :06:40. | :06:42.
successful amendment from Deputy Dave Jones. | :06:43. | :06:46.
A former Jersey Magistrate jailed for fraud is fighting an order to | :06:47. | :06:49.
pay compensation to an elderly victim of his scheme. Ian Christmas | :06:50. | :06:53.
was jailed for 15 months in 201 for a multi`million pound property | :06:54. | :06:55.
fraud. Three other men were also convicted and sent to prison. | :06:56. | :06:58.
Christmas' lawyers appeared in court today to appeal the ?100,000 | :06:59. | :07:01.
compensation order. The hearing continues tomorrow. | :07:02. | :07:17.
It is one of Jersey's biggest industries and now hospitality | :07:18. | :07:21.
businesses are under pressure to employ more local workers. The Back | :07:22. | :07:24.
to Work team is launching it's biggest campaign to date to get | :07:25. | :07:27.
Jersey job`seekers working in the island's hotels, bars and | :07:28. | :07:30.
restaurants ahead of the new tourism season. Jen Smith has more. | :07:31. | :07:36.
Darren Hare is listening for tips. He wants a job in the hospitality | :07:37. | :07:40.
industry. Darren was let go from his job in asbestos removal last year. | :07:41. | :07:44.
He's now one of 70 job`seekers that have joined a programme to help them | :07:45. | :07:50.
re`train. At first I was a little bit sceptical. Courses can be a bit | :07:51. | :07:55.
mundane, but this one has been very good and I have learned a lot from | :07:56. | :08:01.
it. I feel a lot more comfortable and confident in myself in doing | :08:02. | :08:05.
things in the kitchen and learning a lot more what I can and can do, what | :08:06. | :08:10.
you should and shouldn't do. The work at the moment might be | :08:11. | :08:13.
classroom`based, but Darren is hoping that the States' Back to Work | :08:14. | :08:17.
scheme will help him land a job in a kitchen. The project started last | :08:18. | :08:21.
year, but this time it's different. This year we are increasing our | :08:22. | :08:27.
campaign. We are doing even more focused training on the skill areas | :08:28. | :08:31.
that employers have told us they are looking for. | :08:32. | :08:33.
70 local job`seekers are being put through their paces to help get them | :08:34. | :08:37.
a job in the hospitality industry ` an area more often associated with | :08:38. | :08:40.
workers from outside the island Gerald Fletcher from Jersey's | :08:41. | :08:43.
Hospitality Association says while the drive it's a good thing, Jersey | :08:44. | :08:47.
can't turn it's back on experience. The last thing we want to see is the | :08:48. | :08:50.
trade association for the second year, that they would be a knee jerk | :08:51. | :08:57.
reaction to try and curtail our immigrant labour source. That is | :08:58. | :09:04.
still vitally important and the industry will not survive if there | :09:05. | :09:09.
is a view that there has to be a reliance on totally local people to | :09:10. | :09:12.
fill the job. Darren and his colleagues are learning in an empty | :09:13. | :09:15.
hotel, ahead of the new tourism season. It is hoped when these seats | :09:16. | :09:34.
are filled, Darren will be busy The Weather time now and Jersey Met | :09:35. | :09:37.
Office has issued flood warnings for high tides tomorrow morning. | :09:38. | :09:43.
For today and tonight, the weather could best be described as quiet, | :09:44. | :09:51.
but then it becomes noisy! We are having some of the highest tide of | :09:52. | :09:56.
the year, so combine that with the low pressure, the strength of the | :09:57. | :09:59.
wind and plenty of rain around gives us the risk of coastal flooding | :10:00. | :10:05.
Tomorrow we might start off dry that it will become wet. It will be windy | :10:06. | :10:12.
with strong to gale force southerly Willems `` winds. Some of the rain | :10:13. | :10:19.
will be heavy, particularly in the afternoon. Also got some wind up to | :10:20. | :10:25.
50 miles an art. The wind will stay with us as we move into the weekend. | :10:26. | :10:30.
This is the culprit, a new area of low pressure. This is quite a deep | :10:31. | :10:34.
global. It looks a long way away from us, but it will get closer by | :10:35. | :10:38.
the time we get to the middle of the day on Saturday. Very strong | :10:39. | :10:42.
westerly winds through the English Channel are piling up water and | :10:43. | :10:47.
continuing the risk of coastal flooding as we head into Saturday. | :10:48. | :10:52.
Tonight, we have a slight easterly wind turning round to become a | :10:53. | :10:57.
southerly wind. Because of the clear sky, it will get quite cold with | :10:58. | :11:02.
temperatures down. Briefly tomorrow, some dry weather, so make the most | :11:03. | :11:09.
of that because by the afternoon the rain will move in. It will not feel | :11:10. | :11:14.
warm because of the strength of the wind. It is a southerly wind, up to | :11:15. | :11:28.
around gale force yet at times `` gale force eight. | :11:29. | :11:35.
Messy conditions for the serif, with big waves as we head into the | :11:36. | :11:44.
weekend. We are concerned about the strength of the wind through the | :11:45. | :11:45.
weekend. It remained strong on Saturday, | :11:46. | :11:54.
easing as we head into Sunday. Stay tuned is for further updates on | :11:55. | :11:59.
that. A little bit drier, perhaps, on Sunday with more wet weather on | :12:00. | :12:03.
Monday, and it will be windy again on Monday, as well. I will remember | :12:04. | :12:11.
my umbrella! I am back later with the headlines at eight o'clock, and | :12:12. | :12:14.
after the ten o'clock news. We'll have a quiet nights, but | :12:15. | :24:29.
tomorrow and into the weekend, the weather becomes very noisy. Strong | :24:30. | :24:35.
winds, with some heavy rain tomorrow. The risk of further | :24:36. | :24:40.
flooding. Not just inland flooding, as several flood alerts along the | :24:41. | :24:46.
coastline. The heavy rain will be quite white tomorrow, causing a few | :24:47. | :24:51.
problems. Southerly gales forced winds, and the south coast could be | :24:52. | :24:56.
very rough. There is a hook developing in this lump of cloud | :24:57. | :24:59.
that coming across the Atlantic. That is a rapidly deepening area of | :25:00. | :25:06.
pressure. That swings across the Atlantic, becoming deeper and | :25:07. | :25:11.
deeper. By Saturday, it's a very vigorous affair. Look how tightly | :25:12. | :25:15.
packed the isobars are. Through the Bristol Channel, we could have gusts | :25:16. | :25:24.
of up to 70 mph. Tomorrow, it will be a windy affair, which turns | :25:25. | :25:29.
showery as we move into Saturday. Look how fast those winds are | :25:30. | :25:34.
blowing. The risk of some big tides this weekend. Some of the highest | :25:35. | :25:38.
tides of the year are likely on Saturday and Sunday. The Environment | :25:39. | :25:43.
Agency's flood line number is there for you to use, or you can go to | :25:44. | :25:53.
their website. Let's look at that satellite picture in more detail. A | :25:54. | :25:58.
strand of cloud and that light rain trying to get into parts of | :25:59. | :26:02.
Cornwall. His link out tonight, and by the end of the night will start | :26:03. | :26:08.
to season clear skies develop. The potential, briefly, for a touch of | :26:09. | :26:13.
frost. Tomorrow will be a completely different day. These were pictures | :26:14. | :26:20.
from earlier today, across the Avon River. Some hazy sunshine in the | :26:21. | :26:30.
sky, and very light winds. The flora and fauna seems to be doing all | :26:31. | :26:33.
right despite this wet weather. There is plenty of water coming down | :26:34. | :26:42.
the river. At least the catkins seem to be coming along nicely. A cold | :26:43. | :26:47.
starts tomorrow morning. The rain will whiz in. Winds along the south | :26:48. | :26:53.
coast particularly strong. Turning a bit more showery. Temperatures into | :26:54. | :26:59.
the double figures, but not until the end of the afternoon. Eight or | :27:00. | :27:06.
nine degrees in Devon and Somerset. Windy conditions, with rain clearing | :27:07. | :27:19.
two showers. 550 and 1820 ` big waves. Southerly seven to eight, | :27:20. | :27:28.
there are a westerly 728. Take care. | :27:29. | :27:32. |
