On BBC2 we will be talking to one of the scientists involved in that | :00:00. | 3:59:59
Good evening. Jersey's diving so-called | :00:00. | :00:19.
community says it is in shock after community says it is in shock after | :00:20. | :00:27.
an experienced diver died on Saturday. She was described as an | :00:28. | :00:38.
acid to the island. `` asset. Friends describe Jillian Smith as | :00:39. | :00:41.
born to be in the water. She'd been part of the island's diving | :00:42. | :00:44.
community for years and was well respected for her experience and | :00:45. | :00:47.
enthusiasm. Many people told the BBC today told of her passion for the | :00:48. | :00:51.
sport. But not only did she love the water, she also cared for the | :00:52. | :00:54.
environment. Kevin worked with her at Jersey Sea Search, a voluntary | :00:55. | :00:57.
marine conservation group. I will remember her as a person who just | :00:58. | :01:03.
loved to dive. She was so enthusiastic about getting in the | :01:04. | :01:07.
water, always smiling when she came out of the water. She obviously | :01:08. | :01:11.
loved it and I can understand why. The 41`year`old mother of one was | :01:12. | :01:14.
diving here on Saturday afternoon with two others when she became | :01:15. | :01:17.
separated from the group. She was quickly found in shallow water and | :01:18. | :01:20.
brought to the surface where fellow divers tried to revive her. But | :01:21. | :01:23.
despite best efforts, Jillian was pronounced dead at the scene by a | :01:24. | :01:27.
passing doctor. Jersey Police isn't treating her death as suspicious, | :01:28. | :01:31.
but has a duty to investigate what happened. Obviously, we need to look | :01:32. | :01:41.
at the circumstances leading up to the dive itself and the equipment | :01:42. | :01:48.
used. And the medical investigation. We are in the early | :01:49. | :01:52.
stages of the investigation and maintaining an open mind. Tonight, | :01:53. | :01:55.
members of the diving community here in the island say they are in shock, | :01:56. | :01:59.
and are "clueless" as to how this could have happened to such an | :02:00. | :02:05.
experienced diver. They say Jillian will be greatly missed ` the lovely | :02:06. | :02:11.
person who always smiled. The demolition of the arrivals and | :02:12. | :02:16.
baggage hall at Jersey Airport has been approved. Known as the 9077 | :02:17. | :02:23.
building, it is on the list of Sites of Special Interest, but Jersey | :02:24. | :02:26.
Airport's management argued it affected both its safety and | :02:27. | :02:28.
operational capability. Heritage campaigners had wanted to preserve | :02:29. | :02:30.
the building. A woman appeared in Guernsey's | :02:31. | :02:32.
Magistrates' Court today accused of stabbing her former partner with a | :02:33. | :02:36.
knife. The incident happened at a property in Mill Street on Saturday | :02:37. | :02:38.
Night. Sheena`Anne Rive faces charges of unlawfully wounding with | :02:39. | :02:41.
intent to cause grievous bodily harm. The 32`year`old was remanded | :02:42. | :02:44.
in custody for seven days. The final bill for repairing the sea | :02:45. | :02:47.
walls from the winter storms could reach ?800,000. That's on top of the | :02:48. | :02:51.
one million spent every year on routine maintenance of Jersey's sea | :02:52. | :02:55.
defences. Meanwhile, officials from Transport and Technical Services say | :02:56. | :02:58.
rising sea levels and more frequent storms may force them to raise the | :02:59. | :03:03.
height of the sea walls. A scrutiny panel today heard the current walls | :03:04. | :03:06.
are working well, but they're studying data to see if they need to | :03:07. | :03:11.
be higher in the coming decades. Guernsey's failing to provide enough | :03:12. | :03:14.
appropriate housing for Islanders. That's according to the Chief | :03:15. | :03:17.
Officer of Housing. It follows the release of new figures showing that | :03:18. | :03:21.
the number of new homes built last year falls well below government | :03:22. | :03:29.
targets. Building new homes for the future, | :03:30. | :03:32.
but the latest government figures show that not enough are being | :03:33. | :03:35.
constructed. 171 new homes were built last year, when the target the | :03:36. | :03:40.
States set is to create 300 a year. More than half of those new builds | :03:41. | :03:44.
are classed as affordable housing. Most of the new builds were in St | :03:45. | :03:48.
Peter Port and the north of the island. So where should future homes | :03:49. | :03:51.
be built? Well, there are brown field sites that some feel should be | :03:52. | :03:54.
turned over to housing, whilst others feel the rural parishes may | :03:55. | :04:03.
have to shoulder more of the burden. We are eagerly waiting for the new | :04:04. | :04:07.
plan, which will be coming out in the next 12 to 15 months. I am sure | :04:08. | :04:13.
the planners will be addressing that. Certainly some of the parishes | :04:14. | :04:19.
need to take the burden of new housing and I am hopeful that they | :04:20. | :04:27.
will be in local centres, and they will be able to take some of the | :04:28. | :04:30.
housing stock acquired on the island. Space is a premium in | :04:31. | :04:33.
Guernsey and not all sites can easily be developed. We are waiting | :04:34. | :04:39.
on the new development plan to allocate more land for housing | :04:40. | :04:43.
development. At the moment, it is quite restricted, the number of | :04:44. | :04:48.
sites that can be built on. We are looking for flexibility so that more | :04:49. | :04:51.
homes can be provided. It's a fine line to tread ` build too few houses | :04:52. | :04:55.
and people continue to struggle to buy a home, but build too many too | :04:56. | :04:58.
quickly and the market could become flooded. | :04:59. | :05:04.
The first outdoor Jersey royals were dug today. This first crop will go | :05:05. | :05:07.
to local supermarkets. Royals planted later will be lifted in a | :05:08. | :05:11.
few weeks to be exported to the lucrative UK market. And after one | :05:12. | :05:14.
of the wettest winters in recent history, growers say they're | :05:15. | :05:21.
confident of a good season. Really it was the beginning of February was | :05:22. | :05:26.
particularly bad and that has impacted on the planting programme. | :05:27. | :05:29.
But it has been very mild. This time last year we were in the depths of | :05:30. | :05:35.
winter and there was still snow, so evidence is that it is growing well. | :05:36. | :05:38.
I am feeling positive and upbeat. Bomb disposal experts were called in | :05:39. | :05:41.
to carry out controlled explosions on mines found at Long Beach in | :05:42. | :05:45.
Grouville Bay. The nine anti`tank Teller mines date from world war | :05:46. | :05:48.
two. They were found by an Islander out metal`detecting with his | :05:49. | :05:49.
friends. Normally you find one or two, but | :05:50. | :06:05.
nine in one whole is quite a lot. It looks like they were ditched at the | :06:06. | :06:08.
end of the liberation when they were clearing up. Maybe therefore got to | :06:09. | :06:11.
pick them up. They have been sitting there for the last 70 odd years. | :06:12. | :06:19.
BBC Radio Kent is the and BBC Radio Kent see our on air from six o'clock | :06:20. | :06:27.
tomorrow morning to start your day. Now, the local weather. | :06:28. | :06:31.
This week, it is much more on settled for the islands. There will | :06:32. | :06:38.
be no problem with the mist and fog lingering. It is a cloudy start | :06:39. | :06:43.
tomorrow morning and there is some brightness later on. More clout and | :06:44. | :06:46.
more breeze developing for the weekend. Turning colder towards the | :06:47. | :06:53.
weekend. At the moment the cloud is big enough for a light showers and | :06:54. | :06:56.
temperatures not much below eight degrees. Tomorrow is a cloudy | :06:57. | :07:01.
start. Into the afternoon we will get some spells of sunshine, 11 or | :07:02. | :07:06.
12 the top temperature. A brisk westerly breeze feeling colder than | :07:07. | :07:13.
most temperatures suggest. Fine on Wednesday and Thursday. On Wednesday | :07:14. | :07:18.
night, we see a change. Much more clout, some outbreaks of rain and by | :07:19. | :07:22.
the time we get to Saturday and Sunday, it feels colder. In a second | :07:23. | :07:26.
a full UK forecast. Good night. going to be Wednesday. Unsettled | :07:27. | :07:35.
from there on in. More on that now with the UK forecast. | :07:36. | :07:40.
A frost free night across the whole of the UK across the whole of the | :07:41. | :07:44.
UK. | :07:45. | :07:45. |
