harmony. That's all from us. Don't forget a first look at the papers | :00:00. | 3:59:59
Start over on the BBC News | :00:00. | :00:18.
There is a warning tonight that victim of abuse in jersey won't want | :00:19. | :00:25.
to give evidence to the inquiry set up. The independent panel running | :00:26. | :00:31.
the inquiry set out how it'll work. It'll look at allegations of abuse | :00:32. | :00:36.
from the Second World War, with a particular focus from the 1950s | :00:37. | :00:43.
onner wards. It's seven years since Jersey hit | :00:44. | :00:46.
the headlines amid allegations of child abuse within its care system. | :00:47. | :00:49.
Police investigations led to seven successful prosecutions but some | :00:50. | :00:51.
victims' groups felt they hadn't had justice or closure. Today, an | :00:52. | :00:54.
inquiry was launched to provide both. And how you can contribute to | :00:55. | :01:00.
that process. We want to hear from anyone who feels they have | :01:01. | :01:04.
information relevant to this inquiry. | :01:05. | :01:09.
Carrie Modral speaks for victims of abuse in Jersey. She's cautiously | :01:10. | :01:13.
optimistic about what she heard. It went well, but there is a lot to | :01:14. | :01:17.
digest. We now have to go away and think about what has been said and | :01:18. | :01:20.
how it is going to affect the care levers. Today's meeting revealed the | :01:21. | :01:26.
inquiry will be run in three phases. Firstly, the panel will hear from | :01:27. | :01:29.
witnesses, and that's anyone who was involved in care in Jersey in | :01:30. | :01:32.
anyway. Secondly, what happened when the allegations of abuse came to | :01:33. | :01:36.
light. And thirdly, what went wrong. But there's worry the key to this | :01:37. | :01:40.
inquiry ` those who were abused ` won't want to talk. It is going to | :01:41. | :01:45.
be a big ask to expect them, once again, to recount their experiences | :01:46. | :01:51.
in care. And they are going to have to be persuaded that there is going | :01:52. | :01:58.
to be a positive benefit by doing so. Frances Oldham QC said, | :01:59. | :02:05.
"Everyone will have a perspective and the inquiry wants to hear it". | :02:06. | :02:08.
But she also made clear anyone wanting to do so anonymously will | :02:09. | :02:12.
have to go through a process and care leavers say that's what's | :02:13. | :02:15.
worrying. There's no date yet for the start of the inquiry but at | :02:16. | :02:19.
least how it'll work is a little clearer. | :02:20. | :02:24.
Guernsey's Environment Minister says the island's Treasury needs to | :02:25. | :02:28.
release more money to fix broken sea defences and is warning of dire | :02:29. | :02:31.
consequences if it doesn't. Damage to sea defences at Vazon and Fermain | :02:32. | :02:34.
has exceeded the Department's budget for repairs. The Minister now says | :02:35. | :02:38.
his department needs almost ?2 million to protect the island. | :02:39. | :02:41.
Deputy Roger Domaille admits there's only so much that can realistically | :02:42. | :02:47.
be done. I think it is worth stressing that the strategy that has | :02:48. | :02:54.
been agreed is for, if you like, rising sea levels. The over`topping | :02:55. | :02:57.
that we have had, is not something that frankly, we could ever stop | :02:58. | :03:02.
because the walls would have to be ` 30`foot high in some cases. We have | :03:03. | :03:07.
to be realistic about this. Jersey's Government has laid out its | :03:08. | :03:10.
policy for the island's biggest industry. The financial sector | :03:11. | :03:14.
employs more than 12,000 people in jersey, and two in every ?5 in the | :03:15. | :03:18.
island's economy comes from the industry. Well, today's policy looks | :03:19. | :03:22.
at securing the future of those jobs and the money they bring in. It | :03:23. | :03:26.
could see changes to the financial regulator, and looking to Africa to | :03:27. | :03:29.
attract new business. In a globalised world, you cannot be | :03:30. | :03:35.
isolationist. Which is why we must partner with key growing, quality | :03:36. | :03:40.
African countries, countries in the Middle East that are producing huge | :03:41. | :03:44.
amounts of resources and we have to secure some of that business for | :03:45. | :03:47.
jersey and that's what we are determined to do. `` for Jersey. | :03:48. | :03:51.
Next, it could be another six months before Gurney's new slaughter house | :03:52. | :03:56.
gets approval to export. Meat. The ?1. 7 million be a twar opened last | :03:57. | :04:01.
year but a few snagging issues remain, preventing the facility from | :04:02. | :04:05.
being fully licensed to meet EU standard. Only then will farmers | :04:06. | :04:10.
able to sell their meat abroad. These Gurney lambs may look cute but | :04:11. | :04:15.
for the local farmer, they represent his livelihood and it is a busy time | :04:16. | :04:19.
of the year. We have been ` we are into our third week of lambing now. | :04:20. | :04:23.
We have about 150 lambs, maybe a few more. So light at the end of the | :04:24. | :04:27.
tunnel now. 20 left to go. With demand for local meat, this is where | :04:28. | :04:31.
most of them will end up, Gurney's new be a twar which opened last | :04:32. | :04:34.
year. At the beginning, things were at bit sort of, um, hikingledy | :04:35. | :04:42.
pigledy the way things were done, whatever. Now they seem to have got | :04:43. | :04:45.
the hang of it. Last week and the week before we have sent in more | :04:46. | :04:49.
lambs than we ever have, and they coped well. The new slaughter house | :04:50. | :04:54.
is now pretty much fully operational and able it deal with older cattle. | :04:55. | :05:00.
There is already more meat on the market. But exporting it is still | :05:01. | :05:04.
off the table because of a few issues that need to be addressed. We | :05:05. | :05:08.
are working with the food business operator because of policies that | :05:09. | :05:12.
need to beismented. We are looking at salving programmes that need to | :05:13. | :05:16.
be in force. Swabbing of carcasses, the general environment and the | :05:17. | :05:19.
water supply. That kind of thing. There is a huge amount of work to be | :05:20. | :05:23.
undertaken to get to the point where this establishment can be fully | :05:24. | :05:26.
approved. And getting to the point local meat can be exported is what | :05:27. | :05:35.
the Connison Employment want to do. These are going to be commercial | :05:36. | :05:38.
decisions. We don't know whether they will be able to sell all the | :05:39. | :05:42.
locally`produced meat on the eye lavenlted it is possible because a | :05:43. | :05:45.
huge amount comes N but it'll be there as another opportunity. But it | :05:46. | :05:49.
is a local opportunity that local farmers could have to wait three to | :05:50. | :05:55.
six months to benefit from. Ho Finally a landmark day for channel | :05:56. | :05:58.

was a great surprise. I thought it was amazing. Newsnight is starting | :06:28. | :06:32.
now on BBC2. Now I leave you with David and the | :06:33. | :06:34.
weather. Good evening. After the patchy rain | :06:35. | :06:39.
of this evening, tomorrow is a much drier day. We should see sunshine | :06:40. | :06:43.
tomorrow every now and then. Maybe misty to start. Sunny spells | :06:44. | :06:48.
developing, a dry day. If there are going to be any showers, they will | :06:49. | :06:51.
be date in the day and into the evening. Overnight tonight, some low | :06:52. | :06:55.
cloud forming. Mist forming by dawn tomorrow morning and temperatures | :06:56. | :06:58.
down just into single figures at around 9. Tomorrow we are expecting | :06:59. | :07:02.
to see a misty grey start but quite quickly it'll improve to sunny | :07:03. | :07:06.
spells. There is a threat of a line of showers. I don't think they'll | :07:07. | :07:10.
see much of that. Sunny spells into the afternoon and pleasant in the | :07:11. | :07:14.
sunshine, 14, possibly 15 the top temperature. Winds light and mainly | :07:15. | :07:17.
from the south`west. The outlook as we head into the | :07:18. | :07:20.
weekend is more cloud around on Saturday. That cloud will give us a | :07:21. | :07:23.
few showers, I think, on Saturday. Not many of them but a few. And then | :07:24. | :07:28.
quite wet on both Sunday and Monday. In a se,d a full UK forecast from. | :07:29. | :07:33.
Us, it is good night. I leave you with the summary for tomorrow. | :07:34. | :07:35.
had today. That is the way the weather looks. Now the latest on the | :07:36. | :07:36.
pesky pollution. Good evening. They say a change of | :07:37. | :07:45.
air is good for you and that is what we have on the way. The brush that | :07:46. | :07:49.
will sweep away all of the air pollution is a weather system | :07:50. | :07:54.
