Good evening. Jersey could be the first place in the British Hsles to

ban smoking in cars carrying children on board ` that's hf

proposals put forward by thd Health Minister today get the go ahead

Around 20% of people smoke hn Jersey and there is already a ban on

lighting up in virtually all enclosed public places. But a survey

last year suggested islanders support extra measures to protect

children from second`hand sloke The dangers of second`hand smoke are

well documented. And in England the campaign to encourage peopld to stop

smoking when they have children in the car has been hard`hitting and

high profile. But Jersey will go one step further than simply warning

people of the dangers. Drivdrs may in future be banned from lighting up

when they have passengers under the age of 18.

There's some support for thhs legislation. A Health Department

consultation found that 76% percent would support a ban. Can yot really

disagree with this? It's about child but action. Can they enforcd it is a

different matter. It's the same with mobile phones. But can you really

tell people what to do in their own car?

And, of course, how can you practically enforce this?

No`one was available to spe`k to us from the Channel Islands Tobacco

Importers Manufacturers Association. If given States

approval, the law could be changed in as little as two months. No ifs,

no buts. In response, the pro`smoking group

Forest told BBC Channel Isl`nds News that it doesn't condone smoking in

cars with children, which it regards as inconsiderate. It also s`ys

bringing in a law is heavy`handed and patronising and could stigmatise

smokers as potentially unfit parents. But Jersey's Medic`l

Officer for Health says the ban is not a case of gesture polithcs and

is enforceable. We note that the level of toxic fumes in cars is high

and if the wind is our closd, it is twice as hard. This is no dhfferent

driving, while Jeronimo Viehra Santos, who's 29, and Luis Carlos

Magistrates' Court on May 23rd. Jersey's building industry wants to

get more local young people into the sector to reduce the need to buy in

skills and labour. A governlent run scheme will offer about 200

unemployed people the chancd to get skills

more. Guernsey's animal shelter is in a

race to improve its facilithes before new animal welfare l`ws are

introduced later this year. The GSPCA will also be given more powers

to act against animal cruelty, but higher standards of accommodation

are coming, too, and that whll cost, as Mike Wilkins reports.

Over the years this building has housed Lyons, monkeys and plenty of

cats and the GSPCA has been helping animals for almost 150 years. But

soon this building will havd two go as the charity aims to meet tough

new animal legislation. We have been looking at a 15 year redevelopment

plan, but immediately we nedd to rebuild five shelters. The building

behind us is one of those. Ht will cost ?1.2 million to do this work.

And this new legislation will give you more powers to force a key

people who treat animals crtelly? It's about after action is taken. We

want to be able to prevent suffering and the new legislation will allow

weather. Good evening. Today has been a day

of sunny spells and a few scattered showers, but where we see the

sunshine, we have also seen some warmth, with temperatures in the

high teens. A slightly disappointing story across the far north-east of

Scotland. We keep that easterly feed through the night to night, but

looking out into the Atlantic, we also start to pick up the

south-westerly circulate in, and area of low pressure bringing in

some blustery winds for the start of the weekend. Tonight it stays mostly

dry, with some fog around. And we pick up the risk of a few showers in

the far south-east. Clearer skies at the the South West, and cloudy,

murky start our day tomorrow the showers gather in strength and then

start to march north and west. Some of those showers quite heavy and

possibly thundery as well. The further west you go, perhaps away

from that easterly breeze, you will see the best of the brightness

across Northern Ireland, and indecent, again, cloudy and
