Hotel closures lead to fears about and all the pupils to qtud9 there | :00:10. | :00:11.
Hotel closures lead to fears about tourism in Jersey ` we ask what the | :00:12. | :00:14.
government is doing to save the industry. | :00:15. | :00:24.
And that is a need for a new approach. | :00:25. | :00:28.
Plus, should children be sent to adult prisons? Calls for a xoung | :00:29. | :00:31.
offenders facility in Guernsey. And relief for Jersey rugby fans as they | :00:32. | :00:38.
avoid relegation. That's what we wanted. They have | :00:39. | :00:45.
really done well. We'll have all the drama from the | :00:46. | :00:54.
last day of the season. Two more hotels in Jersey h`ve | :00:55. | :00:57.
become victims of declining visitor numbers. Eulah Country Hotel closed | :00:58. | :01:01.
its doors at the start of the year and now Samares Coast Hotel could be | :01:02. | :01:06.
replaced by houses and flats. What does it mean for the island's | :01:07. | :01:08.
tourism industry? Emma Chambers reports. | :01:09. | :01:12.
Jersey in its tourism peak during the 60s. The beaches were btsy and | :01:13. | :01:17.
the hotels full, but a lot has changed over the decades. Fhgures | :01:18. | :01:20.
show in 1992 there were 24,770 bed spaces in Jersey. Fast forw`rd to | :01:21. | :01:27.
2013 and that number has more than halved ` to 11,779 spaces. Now even | :01:28. | :01:34.
more have been lost. Eulah Country Hotel closed hn | :01:35. | :01:38.
January due to a lack of deland The owners also had an applhcation | :01:39. | :01:41.
for a wedding centre refused by Planning, so they say the btsiness | :01:42. | :01:46.
was no longer viable. And now this hotel on St Cldments | :01:47. | :01:49.
Coast Road could follow. Thd company who own Samares Coast Hotel says | :01:50. | :01:52.
significant reduction in visitors meant it couldn't justify more | :01:53. | :01:55.
investment there and now wants to replace the building with homes and | :01:56. | :01:59.
flats. So what needs to change to `ttract | :02:00. | :02:08.
tourists? With the verifiers most people just | :02:09. | :02:17.
cannot afford it. It's not worth it because you can go | :02:18. | :02:21.
somewhere far more exotic for half the price. | :02:22. | :02:26.
You have got to put things here for people to come and see. | :02:27. | :02:28.
A proactive approach has bedn taken by a group of hotels calling | :02:29. | :02:31.
themselves Luxury Jerse. Thdy felt they had to take it upon thdmselves | :02:32. | :02:35.
to attract visitors by combhning marketing forces. | :02:36. | :02:41.
We had seen continuing declhne over the years. You can get into a very | :02:42. | :02:48.
negative downward spiral. Wd thought that by working together we could | :02:49. | :02:51.
seek to reverse that process. We all know these days have long | :02:52. | :02:55.
gone but, with more hotel space turning into home space, will it | :02:56. | :02:57.
ever return? Well, the minister in chargd of | :02:58. | :03:00.
Jersey's tourism industry Sdnator Alan Maclean joined me in the studio | :03:01. | :03:14.
a little earlier. We recognise that there is ` need | :03:15. | :03:21.
for a new approach as far as marketing the destination is | :03:22. | :03:26.
concerned. We have recently produced a preliminary reports, and we are | :03:27. | :03:30.
working closely with a business plan to look at ways in which we can | :03:31. | :03:37.
develop our marketing message. One thing that is always brought up | :03:38. | :03:41.
is how expensive it is to fly to Jersey. Why can't we bring the | :03:42. | :03:46.
verifiers down? We did identify the fact th`t we are | :03:47. | :03:56.
not that expensive to get to. In comparison to many other | :03:57. | :03:59.
destinations, we are not th`t expensive. | :04:00. | :04:03.
What is your message to people working in the hospitality hndustry. | :04:04. | :04:15.
Del mac? Are there jobs says? Wii points to the Tourism Shadow | :04:16. | :04:21.
Boards to come with `` to come up with a plan. | :04:22. | :04:30.
The inquest into the death of Colin Chevalier opened today. The | :04:31. | :04:33.
46`year`old's body was found at his home in St Helier earlier this | :04:34. | :04:36.
month. Jersey Police have l`unched the island's first murder | :04:37. | :04:39.
investigation in three years. Sophie Sulehria was in court for us. | :04:40. | :04:42.
Sitting here in Morier Housd, Deputy Viscount Mark Harris heard that the | :04:43. | :04:45.
body of Colin Chevalier was found at his home address at 10pm on the | :04:46. | :04:50.
evening of the 5th of April. He was pronounced dead by paramedics just | :04:51. | :04:55.
over two hours later. Finger print analysis took place at the scene, | :04:56. | :04:59.
but it wasn't until 10pm on Sunday sixth April, nearly 24 hours later | :05:00. | :05:02.
after the police were called, that he was identified. 35`year`old | :05:03. | :05:05.
Darren Neil McCormack has bden charged with his murder and will | :05:06. | :05:10.
appear in court on the 16th June. The inquest has been adjourned | :05:11. | :05:12.
pending those criminal procdedings and Colin Chevalier's body released | :05:13. | :05:27.
for a funeral. Kent were due to appear at Southwark | :05:28. | :05:29.
Crown Court this morning. A man charged in connection with the | :05:30. | :05:39.
theft of ?300,000 of jewelldry from a Guernsey shop appeared in court | :05:40. | :05:42.
today. 46`year`old Martin J`mes Shell is charged with dishonestly | :05:43. | :05:45.
receiving stolen goods, including two diamond rings worth ?6,400. It | :05:46. | :05:48.
follows a robbery at Paints the Jewellers on Good Friday morning. Mr | :05:49. | :05:51.
Shell entered no plea and h`s been remanded in custody. | :05:52. | :05:54.
Prison is no place for children ` that's the view of Guernsey's Prison | :05:55. | :05:57.
Governor. He says the island should have a facility to accommod`te the | :05:58. | :06:00.
needs of younger people. His comments come as the prison's annual | :06:01. | :06:03.
report is released today. Mhke Wilkins reports. | :06:04. | :06:06.
More than 100 people aged bdtween 16 and 86 were imprisoned here last | :06:07. | :06:09.
year. Guernsey Prison has to meet the needs of a variety of pdople. | :06:10. | :06:13.
But its governor thinks it's no place for children. | :06:14. | :06:20.
One of my concerns is keeping children in custody. We havd five | :06:21. | :06:26.
children in prison at the mhnute for serious crimes. | :06:27. | :07:24.
investment programme. There've been a lot of changes at | :07:25. | :07:26.
Guernsey Prison and the Govdrnor wants to see through many more | :07:27. | :07:34.
across the course of the ye`r. You're watching the BBC in the | :07:35. | :07:37.
Channel Islands. Later in Spotlight with Justin and Rebecca, find out | :07:38. | :07:41.
how one community has fought back to save its local pub. | :07:42. | :07:51.
Sport now ` and Jersey rugbx fans may have bitten their nails down to | :07:52. | :07:54.
stubs on Saturday ` but thehr team will be playing in the Championship | :07:55. | :07:58.
again next season. The island side were facing relegation if they lost, | :07:59. | :08:01.
and rivals Ealing got enough points against Rotherham. But Jersdy pulled | :08:02. | :08:05.
off a 41 to 31 bonus point win against Bedford Blues ` meaning they | :08:06. | :08:08.
stay up by a single point. Jen Smith was there. | :08:09. | :08:16.
22 matches this season and 07 defeats. They are close to the | :08:17. | :08:22.
bottom of the table. Jersey's survival came down to this. With | :08:23. | :08:27.
supporters of the Blues outnumbering fans, the odds did not look good. | :08:28. | :08:32.
But Jersey came out fighting with two tries in the first 15 mhnutes. | :08:33. | :08:41.
The Blues hit back and this Jersey try hit the islanders back hnto | :08:42. | :08:48.
control. After the break, Mhchael Le Bourgeois 's made a try bringing the | :08:49. | :08:57.
score to one all. Jersey dug in as Ealing made a comeback. | :08:58. | :09:01.
As the final whistle, all the hard work has paid off. Bedford scored 31 | :09:02. | :09:09.
and Jersey scored 41. They have really done well. | :09:10. | :09:18.
That is what we wanted! Most of the sides we are pl`ying | :09:19. | :09:22.
against this season will appreciate this result. | :09:23. | :09:28.
Jersey have won the game and earns the right to stay in the | :09:29. | :09:31.
Championship for another se`son To the delight of plot `` fans, players | :09:32. | :09:40.
and the coach. I would like to thank the players | :09:41. | :09:44.
for their hard work. They h`ve been under some serious pressure. They | :09:45. | :09:53.
stuck to the task, stuck to a game plan and it all paid off. | :09:54. | :10:00.
This result gives us hope for a future with Jersey in the | :10:01. | :10:06.
Championship. Meanwhile, in football, Guernsey FC | :10:07. | :10:09.
will face Leatherhead away tomorrow evening in the semi`finals of the | :10:10. | :10:13.
Ryman South play`offs. The Green Lions drew their final home league | :10:14. | :10:17.
game of the season 2`2 against Folkestone Invicta to finish fourth | :10:18. | :10:20.
in the table. Leatherhead wdre deducted six points for a | :10:21. | :10:23.
registration irregularity to finish third. Success on the mainl`nd would | :10:24. | :10:32.
see them through to the plax off final this Saturday. | :10:33. | :10:37.
And there will be special coverage of the match on BBC Radio Gternsey | :10:38. | :10:40.
from 7pm tomorrow with Olivdr Farrimond, Chris Nightingald and | :10:41. | :10:41.
Tony Curr. Now for the weather. We've got some reasonable wdather to | :10:42. | :10:55.
look forward to. But we will probably see showers at somd point, | :10:56. | :11:01.
though mostly overnight. Mahnly dry with some outbreaks of rain. Mild | :11:02. | :11:13.
with light winds. The showers have been creeping closer through the | :11:14. | :11:18.
day. Don't worry too much, H don't think it will rain until much later | :11:19. | :11:23.
in the day on Wednesday. We are looking across the other side of the | :11:24. | :11:27.
Channel Islands for our showers drifting in from the north. The main | :11:28. | :11:31.
weather systems will just hold out to the West. Eventually we will get | :11:32. | :11:40.
a shower or two into Wednesday. It could well be an overnight feature. | :11:41. | :11:45.
There are some showers closd by this evening. Largely dry to start with | :11:46. | :11:49.
but then a few showers will appear from the north by the end of the | :11:50. | :11:53.
night. A gentle breeze from the north`west and overnight | :11:54. | :11:56.
temperatures probably around eight or nine degrees. A cloudy start to | :11:57. | :12:02.
the day tomorrow with some showers. By the end of the morning and into | :12:03. | :12:05.
the afternoon does showers will gently move away. We will bd left | :12:06. | :12:11.
with some sunny spells and ` top temperature of 13 or 14 degrees | :12:12. | :12:14.
Quite a nice afternoon with a gentle breeze. Showers becoming fahrer and | :12:15. | :12:24.
generally good visibility. Times of high water: | :12:25. | :12:32.
just a little bit choppy off the coast of Guernsey. Here is the | :12:33. | :12:41.
outlook. Showery again as wd move into the later part of the week | :12:42. | :12:49.
Tuesday starts off dry and listy. On Thursday we see perhaps the | :12:50. | :12:52.
overnight rain slowed to cldar. It could be around 3am. As we head into | :12:53. | :12:59.
the weekends high`pressure will come back to settle down. Good evening. | :13:00. | :13:06.
That is it from BBC Channel Islands. for funerals. Dai at the molent we | :13:07. | :13:17.
find the defaulting is becoling more. As a small funeral director we | :13:18. | :13:26.
are feeling the brunt of it. South Lanarkshire Council say thex are | :13:27. | :13:29.
investing nearly ?2 million in cemeteries over the next few years. | :13:30. | :13:40.
who are getting together to save the local pubs. And find out whx Boris | :13:41. | :13:43.
and Brenda the barn owls have become a worldwide Internet sensathon. | :13:44. | :13:51.
Most people will usually sax that along the village pub is at the | :13:52. | :13:55.
heart of their community. Btt public houses have been closing at | :13:56. | :13:58.
ferocious rate, 28 a week according to the Campaign for Real Ald. Yet | :13:59. | :14:02.
it's too early to completelx call time on the Great British boozer. In | :14:03. | :14:05.
Devon, one community pub has just reopened and more are on thd way. | :14:06. | :14:13.
It is not a bad place to hold a shareholders meeting, which is | :14:14. | :14:17.
exactly what these people at the tally Ho in Littlehampton are, | :14:18. | :14:22.
shareholders. The pub is thdirs We don't know that it will be | :14:23. | :14:26.
successful but we want to ghve it a much better chance than it had | :14:27. | :14:31.
recently. If it fails, then at least we will know we've tried. Wd haven't | :14:32. | :14:38.
just let it go. November 2001, with supermarkets offering cheap alcohol | :14:39. | :14:42.
and the recession at its pe`k, the pub closed but the idea of turning | :14:43. | :14:45.
it into housing galvanised villages into action. I just thought, if it | :14:46. | :14:52.
closes, it's the heart of the village being extinguished. I really | :14:53. | :14:58.
didn't want that. The new idea, a community pub, owned, run and | :14:59. | :15:03.
enjoyed by locals. Shares wdre sold, snapped up by those beyond the South | :15:04. | :15:07.
pounds, sold as far as London, Australia, even Venezuela. H think | :15:08. | :15:13.
this is a little gem of a ptb. It's well known, has a good history, and | :15:14. | :15:18.
I think it deserves to be s`ved But for years, pubs have been | :15:19. | :15:21.
struggling, 28 are still closing a week. Good community watering holes | :15:22. | :15:27.
be the answer? There are others in Devon, Cornwall and Dorset. And | :15:28. | :15:31.
villages in Sid Brie are hoping to hear the red lion roar again. `` Sid | :15:32. | :15:39.
Brie. We need to raise ?200,000 by the 23rd of May. The prospectus is | :15:40. | :15:43.
out and we are encouraging to people to buy now. They need any hdlp, | :15:44. | :15:49.
there is always this pub. There s lots of information on the website | :15:50. | :15:52.
about how to do it because we've documented it as we've gone along. | :15:53. | :16:01.
Yeah, I don't know. Cheers. Cheers. It has been at the heart of the | :16:02. | :16:13.
village for 500 years. To some extremely disappointing news | :16:14. | :16:17.
for sports fans across the region, particularly Torquay United fans, | :16:18. | :16:20.
who are coming to terms with the club being relegated from the | :16:21. | :16:23.
football league. The goals `re going down after five seasons despite a | :16:24. | :16:26.
comfortable win over Mansfidld at the weekend. Our sports reporter has | :16:27. | :16:32.
been at the club's ground. I wish I was here in better | :16:33. | :16:36.
circumstances. It is the second time in five years that Torquay Tnited | :16:37. | :16:43.
face live in non`league football. They won at Mansfield on Saturday | :16:44. | :16:47.
but because of other clubs result, they were going down at the end of | :16:48. | :16:50.
the season. What does it me`n to them financially? There is one man | :16:51. | :16:55.
to ask, the vice`chairman. Thanks for joining us. What are thd | :16:56. | :17:03.
ramifications? Directly, we will lose about half of the distributions | :17:04. | :17:06.
we get from the football le`gue and that will amount to approxilately | :17:07. | :17:12.
?250,000 to ?300,000 in year one. We haven't got the exact numbers yet | :17:13. | :17:15.
but that is what we are looking at. Indirectly, we are concerned about | :17:16. | :17:19.
other income but actually, `s he showed in a conference last time, | :17:20. | :17:23.
attendances went up. Our supporters were magnificent. We gained | :17:24. | :17:27.
season`ticket holders so we are confident that actually, as usual, | :17:28. | :17:32.
our supporters will rally round The last time you were in the | :17:33. | :17:36.
Conference, you were a big fish in the small pool. This time, there are | :17:37. | :17:40.
a lot of money clubs there. A lot of them are ex`league clubs. Hd become | :17:41. | :17:46.
a medium size fish. How would you cope? We believe we can copd. We | :17:47. | :17:49.
have the experience of last time, which we think will stand us in good | :17:50. | :17:53.
stead. We have the nucleus of a good side. We have an excellent, young, | :17:54. | :17:59.
dynamic management team. We think we have the building blocks. Wd also | :18:00. | :18:02.
have an excellent stadium, ` good youth system which is beginning to | :18:03. | :18:06.
build players. We are quite proud of what we've got here. | :18:07. | :18:15.
It's being seen as a revolution Personal care budgets and able | :18:16. | :18:18.
people on the receiving end of care to spend the money as they see fit. | :18:19. | :18:22.
The idea is to beast freedol and flexibility but as the schele rolls | :18:23. | :18:26.
out, some say it is too much of a burden for the families involved. | :18:27. | :18:35.
Katie Tyler is 25. She is in poor health and has profound | :18:36. | :18:40.
disabilities. Katie is unable to swallow or talk and has verx limited | :18:41. | :18:46.
movement. But she can respond to her carers. Over time, they've tuned | :18:47. | :18:50.
into her body language. You can get big facial reactions from hdr when | :18:51. | :18:54.
she's happy. She will smile and she will laugh. Katie's relationships | :18:55. | :18:57.
with her carers have been m`de possible because of the personal | :18:58. | :19:01.
health budget project. Prevhously, her care was organised by the NHS, | :19:02. | :19:06.
revolving around a day centre. Now, her mother decides how the budget | :19:07. | :19:09.
should be spent. She employs a consistent team of carers. Ht means | :19:10. | :19:14.
she's got choice. She can do the things she enjoys. She enjoxs music. | :19:15. | :19:19.
Although they do is a the d`y centre, it would be once evdry three | :19:20. | :19:22.
weeks. She goes to music sessions twice a week now. You can sde the | :19:23. | :19:26.
difference in her. She's a lot happier than before. It is not just | :19:27. | :19:32.
Katie who has benefited. Jackie is much happier now. She has coped well | :19:33. | :19:36.
with the challenge of becomhng an employer and taking on five staff. | :19:37. | :19:39.
But critics question if all families will manage as well. There hs a very | :19:40. | :19:45.
real risk that without representation or support, whether | :19:46. | :19:49.
it's a solicitor or an advocate or otherwise, that all their hdalth | :19:50. | :19:52.
care needs will not be identified and their nursing needs. And that | :19:53. | :19:58.
any care plan that is drawn up will be inadequate to meet those needs. | :19:59. | :20:04.
This trust is one of several bodies providing support for peopld who | :20:05. | :20:10.
want personal health budget help. Their concern is that those who | :20:11. | :20:13.
don't like the money not re`dy this step change. And Dorset, it says | :20:14. | :20:19.
it's sharing its experience of a pilot project but admits sole areas | :20:20. | :20:23.
will take time. The way forward is that the more support we as | :20:24. | :20:28.
existing, experienced organhsations can give, and then the individual, | :20:29. | :20:34.
all of those services will get to those people. For Katie and her | :20:35. | :20:39.
parents, personal health budgets have been a success. They are keen | :20:40. | :20:43.
to encourage others to take up the opportunity, which will become a | :20:44. | :20:49.
legal right by the autumn. It's a family drama in Somerset | :20:50. | :20:52.
which has gripped more than 80, 00 viewers across the world in the past | :20:53. | :20:56.
month, from as far a field `s Fiji, Russia and Brazil. But what is it | :20:57. | :21:00.
which is proving so popular? A barn owl's nestbox. | :21:01. | :21:04.
The stars of the show are a breeding pair called Boris and Brend`, and | :21:05. | :21:09.
their clutch of seven eggs. And via the miracle of modern webcal | :21:10. | :21:12.
technology we can see them live in their nestbox now. They havd had a | :21:13. | :21:31.
very difficult year, partictlarly where this nest box is in Somerset, | :21:32. | :21:34.
because of the flooding. Thdre have been struggling to find enotgh food. | :21:35. | :21:38.
Although looking at some of the debris in the box there, it looks as | :21:39. | :21:41.
though they've got a bit of supper there for tonight. The good news is, | :21:42. | :21:45.
as I said, there are some h`tched chicks there. They are expecting the | :21:46. | :21:50.
next went to hatch within the next 48 hours. It has proved so popular, | :21:51. | :21:55.
that almost 80,000 people h`ve logged on to watch this drala | :21:56. | :21:59.

We've had quite a day of it today. Some have had sunshine and others | :22:16. | :22:22.
have had really huge showers. Good evening. Let's focus on those | :22:23. | :22:25.
showers at the moment. Therd are some in South Devon and also | :22:26. | :22:29.
supposed to the more central parts of Cornwall. Some of the he`viest | :22:30. | :22:32.
ones are assured the last fdw hours between Bishops Lydiard and | :22:33. | :22:38.
somewhere in Somerset. Therd is now a line of showers forming bdtween | :22:39. | :22:43.
Heineken and another time. `` Hornet. There are April showers and | :22:44. | :22:53.
there will be misty mornings. Some pretty good temperatures but the | :22:54. | :22:57.
risk of some heavy showers xet again. There is a complex sdtup when | :22:58. | :23:00.
you look at the satellite phcture. There are strands of cloud there are | :23:01. | :23:04.
some holes in the cloud letting the sun in. But I think the sun has that | :23:05. | :23:08.
much energy at this time of year, when showers develop, they will | :23:09. | :23:13.
become quite intense. This hs the more definite change, this line of | :23:14. | :23:17.
cloud and rain. It stays to the west of us, pretty much form must dash | :23:18. | :23:21.
much of the day tomorrow and then finally moves in to bring wdt | :23:22. | :23:28.
weather. Wednesday, expect lore rain but something of a clearancd and | :23:29. | :23:32.
brighter conditions heading our way to Wednesday afternoon and hnto | :23:33. | :23:35.
Thursday. There is the satellite picture. You can see where we had | :23:36. | :23:39.
this clutch of showers closd to Plymouth, up towards the northern | :23:40. | :23:46.
coast. Some pretty tricky conditions if you are heading up the M4. There | :23:47. | :23:50.
will be a lot of standing w`ter around. Most of the showers will | :23:51. | :23:54.
fade away tonight but there's a lot of moisture on the ground. List and | :23:55. | :23:58.
fog will form quite quickly this evening. Overnight temperattres will | :23:59. | :24:02.
be no lower than five or seven degrees. Tomorrow morning, we will | :24:03. | :24:06.
wake up to mist and low clotd. Some sunny spells but we are at risk of | :24:07. | :24:10.
seeing showers developing again When they do form, they become | :24:11. | :24:15.
potentially heavy. We will see a top temperature in the sunshine of | :24:16. | :24:19.
around 15 or 16 degrees. Whdre the showers develop, that will bring the | :24:20. | :24:22.
temperatures down quite markedly. There is the forecast for the Isles | :24:23. | :24:25.
of Scilly. Some of the best weather here. Times of high water: | :24:26. | :24:38.
there is the coastal waters forecast. Very little wind to start | :24:39. | :24:53.
the day tomorrow morning. Showers, generally good visibility. The | :24:54. | :24:57.
outlook is mixed. We can expect reasonable start to Wednesd`y. There | :24:58. | :25:01.
could be a fair amount of fog on Wednesday morning. Then there will | :25:02. | :25:08.
be more persistent rain. It would be replaced by showers on Thursday | :25:09. | :25:11.
Cloudy conditions on Friday. High`pressure is coming back for the | :25:12. | :25:13.
holiday weekend. That some of their week up `nd | :25:14. | :25:23.
