Is prison working? milit!nts. | :00:10. | :00:16.
New figures show the majority of Jersey's inmates are re`offdnders. | :00:17. | :00:22.
If you have no income and no way of generating an income, the chances | :00:23. | :00:27.
are they will commit crime just to survive. | :00:28. | :00:29.
Plus, keeping danger out of our homes ` | :00:30. | :00:31.
the new telecoms systems to block child pornography on the internet. | :00:32. | :00:34.
And, we find out the historx of one of our most iconic armaments, | :00:35. | :00:37.
The number of prisoners in Jersey has fallen over the last five years. | :00:38. | :00:51.
The prison's annual report, released this week, revealed La Moye | :00:52. | :00:53.
But so far this year, that number's dropped to a daily average of 1 7. | :00:54. | :00:58.
What the report does highlight is that the majority | :00:59. | :01:02.
of prisoners are re`offenders ` 147 people who were sent to prison | :01:03. | :01:05.
over the year to the end of 2013 had previous convictions. | :01:06. | :01:08.
Fewer people are entering the gates of La Moye prison. | :01:09. | :01:19.
However, the ones who do ard no stranger to life behind these bars. | :01:20. | :01:25.
The most frequent repeat offenders tend to be drug users, who rely | :01:26. | :01:28.
Or those who can't find work after they leave prison, and turn | :01:29. | :01:34.
The challenges vary, depending on the support th`t the | :01:35. | :01:45.
individual may have, and wh`t they are going back to in the colmunity. | :01:46. | :01:48.
Some go back to strong family support, | :01:49. | :01:50.
Some have no accommodation `nd we have to try and find them a place | :01:51. | :01:54.
And of course work is a major problem. | :01:55. | :01:58.
If they've no income, or way of generating income, | :01:59. | :02:00.
the chances are they will go back to crime to survive. | :02:01. | :02:02.
The prison is quick to say that repeat offending is not a | :02:03. | :02:05.
significant problem, but adlit there are still many individuals whose | :02:06. | :02:08.
However, the government belheves the current system is working. | :02:09. | :02:11.
The system we operate for most prisoners who've cooperated | :02:12. | :02:14.
and aren't at risk to the ptblic is that they get released on d`y work | :02:15. | :02:17.
schemes during the last year or so of their sentence and if thdy can | :02:18. | :02:21.
find work that helps, then in the last month or | :02:22. | :02:23.
so they will be released into their own home, providdd there | :02:24. | :02:26.
But there isn't always a home to go back to. | :02:27. | :02:35.
Even so, La Moye Prison say they have done all they can. | :02:36. | :02:42.
Did you think you need to look more closely at your limitation schemes? | :02:43. | :02:51.
And that's partly why we make a good reduction to prison numbers | :02:52. | :02:55.
But Jersey's prison populathon rate is still higher than many other | :02:56. | :02:58.
European countries, who also share the problem | :02:59. | :02:59.
Attempts are underway to protect Channel Islanders from being exposed | :03:00. | :03:10.
Some telecoms companies havd installed new equipment in ` bid to | :03:11. | :03:16.
prevent people downloading hllegal images, such as child pornography. | :03:17. | :03:18.
Mike Wilkins reports on the latest weapon | :03:19. | :03:21.
This small box is protecting thousands of people in the | :03:22. | :03:28.
Inside it are filters, blocking illegal images such as child | :03:29. | :03:50.
pornography. In the last few days, there have been zero attends. In the | :03:51. | :03:56.
last `` people have learned that they can't do it through our | :03:57. | :03:58.
network, so they have stoppdd. The uncomfortable truth is that | :03:59. | :04:03.
the telecoms have decided to act because there are people | :04:04. | :04:05.
in the Channel Islands who `re Downloading shocking images. So | :04:06. | :04:21.
graphic is some of the contdnt that the staff monitoring, they have to | :04:22. | :04:25.
have regular counselling. They can close down UK website and block | :04:26. | :04:29.
overseas ones containing illegal content. This information is then | :04:30. | :04:32.
relayed to the filters here in the Channel Islands. There is a | :04:33. | :04:36.
significant problem, somethhng that we have two tackle, whether it is | :04:37. | :04:40.
local people coming into thd island on business or on holiday, but | :04:41. | :04:44.
wherever it is coming from, we must acknowledge that there is an issue | :04:45. | :04:45.
here. Airtel Vodafone introduced this | :04:46. | :04:50.
protection two months ago. JT have told me that the majority | :04:51. | :04:52.
of their broadband customers are now covered | :04:53. | :04:55.
by the filters with the rem`inder to Sure have this week signed tp to the | :04:56. | :04:57.
IWF and still need to install the Helping victims of crime was | :04:58. | :05:02.

police officers and politichans from Guernsey, Jersey and the Isle | :05:08. | :05:12.
of Man were there to share hdeas. The Victim's Commissioner | :05:13. | :05:15.
for England and Wales says other places can learn from what Guernsey | :05:16. | :05:17.
already does. We went to see the victims, we went | :05:18. | :05:31.
to see the courtroom where the victims and witnesses come hnto the | :05:32. | :05:37.
boardroom, where they can bd screened if they feel intimhdated in | :05:38. | :05:42.
the courtroom. I found it vdry much victim focus. The courtroom was all | :05:43. | :05:45.
about the victim's needs, which was encouraging. | :05:46. | :05:49.
They down school in alternate has received a positive progress report | :05:50. | :05:53.
just months after receiving criticism. People's low litdracy | :05:54. | :06:00.
levels, and generally poor leadership and management h`ve been | :06:01. | :06:03.
highlighted. Inspectors vishted the school again last month and said the | :06:04. | :06:05.
school had made reasonable progress. The budget airline Flybe, | :06:06. | :06:07.
which began as Jersey Europdan, has announced its first pre`tax | :06:08. | :06:11.
profit in four years. But it's come at a cost to staff | :06:12. | :06:13.
and passengers. 1,100 jobs have gone across the | :06:14. | :06:15.
British Isles in the last 18 months ` dozens of them in the Channel | :06:16. | :06:18.
Islands, as the airline closed It is a very striking turnaround. A | :06:19. | :06:34.
pre`tax profit of ?8.1 millhon, versus a loss this time last year of | :06:35. | :06:40.
over ?40 million. The new boss has only been at Flybe for ten lonths, | :06:41. | :06:44.
and today he is talking abott the rebirth of the airline. We `re out | :06:45. | :06:49.
of the blocks. Still a long way to go, and it is encouraging in terms | :06:50. | :06:56.
of where we are at now. I would like to place on record my thanks to all | :06:57. | :07:02.
of our employees, past and present. Our pilots, our cabin crew, our | :07:03. | :07:06.
engineers, every one in the field as well as at our head office hn Exeter | :07:07. | :07:13.
for their commitment and support. He has had a lot of controvershal stuff | :07:14. | :07:17.
to do. Cutting jobs, cutting flights, dropping some of the | :07:18. | :07:20.
aircraft from the street. Btt let me leave you with one telling | :07:21. | :07:24.
statistic. Their UK scheduldd flights have seen passenger seats | :07:25. | :07:28.
come down by 1.5%, but passdnger numbers have gone up by 7%. Now | :07:29. | :07:30.
that is quite a trip to pull off. Coming up later: EWorld's top yachts | :07:31. | :07:47.
men and women sail into British waters to start one of the toughest | :07:48. | :07:49.
races in the world. It's a piece of island history | :07:50. | :07:54.
going back over 450 years. The cannon at the bottom of Beaumont | :07:55. | :07:57.
Hill is having its thatched roof Specialists are in the island | :07:58. | :08:00.
this week to oversee the job. Chris Harrison went | :08:01. | :08:04.
to find out more. Every day, | :08:05. | :08:07.
hundreds of motorists in Jersey pass It has sat there proudly since the | :08:08. | :08:09.
early 20th century with its thatched enclosure, but the wheeled field gun | :08:10. | :08:14.
actually dates all the way back to Henry ordered that all parishes | :08:15. | :08:32.
within threatened localities, such as the channel islands, which were | :08:33. | :08:36.
very much in the front line against France, had to make arrangelents for | :08:37. | :08:40.
their own defence. Part of this was the provision of gunpowder | :08:41. | :08:43.
artillery. In 1744, the outdated cannon was | :08:44. | :08:47.
sent away to be molted down. But it never happened and, | :08:48. | :08:49.
over a century later, Specialists from Hampshire over this | :08:50. | :09:00.
week to replace the thatched roof at a cost of ?8,000 to the parhsh. We | :09:01. | :09:07.
must do whatever we can to laintain the heritage and the heritage | :09:08. | :09:13.
buildings of the parish. Thd parish church particularly is another | :09:14. | :09:19.
iconic building. This canon and the enclosure is another icon of Saint | :09:20. | :09:23.
Peter. The Canon is the onlx one left in Jersey, so next timd you | :09:24. | :09:27.
pass and admire its new roof, it is worth remembering the significant | :09:28. | :09:35.
history behind it. We might all need our sun h`ts | :09:36. | :09:41.
tomorrow. Are we in for a scorcher? Certainly some lovely weathdr. Cast | :09:42. | :09:45.
your minds back to three or four months ago, when we were pr`ying for | :09:46. | :09:50.
some settled weather. Well, it is here to stay. High pressure is in | :09:51. | :09:55.
charge. It is here to stay. High pressure is in charge. It'll and the | :09:56. | :09:59.
sunshine will stick with us into the weekend. The pollen count is high. | :10:00. | :10:09.
Strong sunshine, the UV up `t 6`7, and you will need to set yotr | :10:10. | :10:13.
barometer over the next couple of days at over 1000, so steadx | :10:14. | :10:19.
pressure. The area of high pressure does move around a little bht over | :10:20. | :10:24.
the next few days. The wind direction will change, and by the | :10:25. | :10:28.
time we get into Friday, it will be a little bit weaker, but it will | :10:29. | :10:31.
still be close enough to us to keep us dry and sunny. Tonight, ht will | :10:32. | :10:39.
turn quite chilly, not into single figures, but temperatures down to 11 | :10:40. | :10:43.
or 12 degrees. So, warmth dtring the daytime, and cool and comfortable to | :10:44. | :10:49.
sleep during the night time. Tomorrow, temperatures up to 18 9 on | :10:50. | :10:54.
the coast, but higher than that in land, possibly up to 23 degrees in | :10:55. | :11:00.
areas that are sheltered from the breeze. No more than a fourth three, | :11:01. | :11:07.
and generally fair and at sda with good visibility. | :11:08. | :11:22.
Sadly, the serfs could be bhgger, but it is usable, but will tail off | :11:23. | :11:32.
into the weekend. The forec`st is very promising as we head into the | :11:33. | :11:36.
weekend. The warmest date whll be Friday, with temperatures up to 22 | :11:37. | :11:42.
or 23 degrees. Cooler on Saturday and Sunday as more clout coles our | :11:43. | :11:47.
way. Thank you. That's it from md. | :11:48. | :11:50.
Goodbye. important. | :11:51. | :12:04.
Flybe have been through a tough time but it is now getting over ht. | :12:05. | :12:09.
Police have been carrying ott patrols in Plymouth after a man | :12:10. | :12:13.
tried to grab a 13`year`old girl. The attack happened between Berry | :12:14. | :12:17.
Head Gardens and Southwell Road in Crownhill at 4pm on Monday. The man | :12:18. | :12:21.
is described as white, in hhs 5 s, around 5ft 8ins tall, very slim | :12:22. | :12:24.
The prospect of more money for the South West's schools edged closer | :12:25. | :12:46.
today, but the Schools Minister has made it clear the funding sxstem | :12:47. | :12:49.
won't now be overhauled unthl after next year's General Election. | :12:50. | :12:51.
Spotlight's Political Editor Martyn Oates reports now from Westlinster. | :12:52. | :13:01.
Under the present school funding system, rural areas like Cornwall, | :13:02. | :13:09.
Devon and Dorset fared badlx compared to other locations across | :13:10. | :13:12.
the country, falling well bdlow the average in terms of the mondy they | :13:13. | :13:16.
receive. The Government has acknowledged this is unfair but all | :13:17. | :13:21.
it has done so far is to offer 350 million, not a huge sum of loney in | :13:22. | :13:27.
the great scheme of things, next year to be divided out amongst the | :13:28. | :13:29.
traditional losers, like Devon and Cornwall. But the schools mhnister | :13:30. | :13:34.
today suggest that what he thought was a realistic timetable for | :13:35. | :13:39.
overhauling the funding forlula There is no reason why we c`nnot | :13:40. | :13:41.

period of years. Without deleting precisely what the plan would be, I | :13:53. | :13:58.
cannot see how many years it would take. | :13:59. | :14:02.
He said dealing with this sooner would fix the problem of having to | :14:03. | :14:13.
create extra money. There's a Liberal Democrat minister and things | :14:14. | :14:16.
this pledge will appear on the Liberal Democrat manifesto but he | :14:17. | :14:19.
acknowledged it depends on which party or parties are running the | :14:20. | :14:22.
country after next May. Campaigners fighting the | :14:23. | :14:25.
privatisation of support services at standards will fall. | :14:26. | :16:02.
Last year, cleaners at First Great Western went on strike over a | :16:03. | :16:12.
dispute with pain conditions with MITIE. Privatisation was brought in | :16:13. | :16:16.
in the 1980s and it has been estimated that 40% of hospitals use | :16:17. | :16:20.
private companies. Today, the trust said they were involved in | :16:21. | :16:27.
professional procurement, btt they said they had a preferred bhdder and | :16:28. | :16:31.
hoped to see more about it shortly. They said their priority was to | :16:32. | :16:35.
ensure high`quality services for patients and an effective use of | :16:36. | :16:36.
public money. People living in a seaside village | :16:37. | :16:38.
are furious they weren't told about a plan to stop maintaining coastal | :16:39. | :16:41.
defences. Hallsands is on Ddvon s South Coast ` between Start Point | :16:42. | :16:44.
and Torcross. Part of the vhllage was washed away a hundred ydars ago, | :16:45. | :16:47.
now residents are accusing authorities of a "second betrayal" | :16:48. | :16:49.
as it emerged the official policy was 'no active intervention' when | :16:50. | :16:52.
their defences were destroydd in the The ruins and the ghosts of 191 are | :16:53. | :17:14.
never far away. When storms attacked the village's defences, thex were | :17:15. | :17:20.
shocked to discover they wotld not be repaired. | :17:21. | :17:23.
When they attended eight parish meeting after losing sea defences, | :17:24. | :17:26.
we were informed the was a nonintervention policy. We were | :17:27. | :17:30.
shocked to find this policy in place. It looks like I was going to | :17:31. | :17:41.
be washed out of business. Ht is a joke. We are not going to lose this | :17:42. | :17:46.
place whatever happens. We will fight them all the way. | :17:47. | :17:51.
The shoreline management pl`n sets out a policy for every bit of our | :17:52. | :17:57.
coast. Whether to do nothing or hold the line. Villagers are furhous We | :17:58. | :18:06.
were not asked about this and do not agree with what it says abott our | :18:07. | :18:11.
village. It has been frustr`ting. The authorities have refused to take | :18:12. | :18:18.
any responsibility for this location. They hide behind ` plan | :18:19. | :18:23.
that nobody knew even existdd. The South Devon and Dorset coastal | :18:24. | :18:26.
authorities group told Spotlight: Villagers are still not happy. They | :18:27. | :19:04.
said their campaign will continue. Kay on Facebook says that hd has | :19:05. | :19:08.
gone out of the medical profession. Another comment is that nobody in | :19:09. | :19:14.
Government cares. On Twitter, one comments: The cuts are not good for | :19:15. | :19:20.
patients, just care homes. Thank you for your comments. | :19:21. | :19:24.
One of the key players in Somerset's bid to win cricket's County | :19:25. | :19:27.
Championship for the first time this year is a Devonian. Lewis Gregory, | :19:28. | :19:30.
from Plympton, has recorded career`best scores as Somerset | :19:31. | :19:32.
occupy the top spot in Division One. Spotlight's Dave Gibbins reports. | :19:33. | :19:41.
Lewis Gregory is a product of Plimpton, in the Devon leagte. He | :19:42. | :19:50.
had a hamstring problem thrde weeks ago, but nearing a recovery, the | :19:51. | :19:57.
22`year`old is itching to c`rry on. With the amount of talent wd have in | :19:58. | :20:03.
the dressing room, it is hard to perform to order but when I get the | :20:04. | :20:07.
opportunity I just keep chipping away and improving. Hopefully I will | :20:08. | :20:15.
work my way up the order. He keeps his feet firmly on the | :20:16. | :20:19.
ground, despite his best se`son to date. He does not forget his roots, | :20:20. | :20:26.
acknowledging the strength of cricket in Devon and Cornwall. In | :20:27. | :20:29.
particular, the club really started as a nine`year`old. | :20:30. | :20:33.
My mum and dad took me to the local club in Plimpton and it went from | :20:34. | :20:39.
there. I was picked up on the Somerset Academy at 14. Devon have a | :20:40. | :20:45.
terrific youth setup at the moment. If you lads come through thd system. | :20:46. | :20:51.
Including myself. There is ` great setup and pathway for young | :20:52. | :20:55.
cricketers to move from the Devon system to the professional game | :20:56. | :21:00.
Somerset is the only county gets to lose in division one this stmmer. | :21:01. | :21:04.
They have just beaten Sussex at Thompson to prove they are serious | :21:05. | :21:11.
title contenders. As they strive for the elusive County Championship town | :21:12. | :21:16.

Some of the world's top yachtsmen and women sailed into Plymotth this | :21:24. | :21:26.
afternoon in what's considered the world championships for | :21:27. | :21:28.
single`handed sailors. It's the end of the first leg of the 45th Le | :21:29. | :21:31.
Solitaire du Figaro race. Lhve now to Sutton Harbour and Spotlhght s | :21:32. | :21:34.
As you can see, all the docs are now back in. What is exciting is that in | :21:35. | :21:53.
45 races, this is the first time that it has ever come to Plxmouth. | :21:54. | :22:03.
`` all the yachts. This Frenchman was the first to cross the line at | :22:04. | :22:09.
Plymouth just before 3pm today. The skipper left France at midd`y on | :22:10. | :22:16.
Sunday. This is the first stage in the race which is won by thd skipper | :22:17. | :22:19.
who completes all four legs in the shortest combined time. The first | :22:20. | :22:24.
British sailor home was Plylouth University student, Sam Madsen. How | :22:25. | :22:39.
do you feel? Just really happy. Have learned a lot in this race | :22:40. | :22:43.
Yes. You keep learning the whole time. Still plenty of mistakes. So, | :22:44. | :22:54.
I have three more attempts. He is now in a respectable 02th | :22:55. | :22:59.
position in what is one of the most arduous races in the Europe`n | :23:00. | :23:04.
sailing calendar. Joining md now is another British sailor. He hs from | :23:05. | :23:14.
Dartmouth. How difficult was it Really tough. We had three nights at | :23:15. | :23:20.

What is different about this race? The boats racing are normally served | :23:37. | :23:40.
by four or five people but we raised them by ourselves and the | :23:41. | :23:44.
competition is very high. Wd are racing against the world's best The | :23:45. | :23:49.
fact that we come into Plymouth for the first time is absolutelx | :23:50. | :23:54.
amazing. There are restaurants over there and to be able to comd here | :23:55. | :24:01.
and be so close to home is `mazing. There are eight boats with British | :24:02. | :24:07.
skippers. It is a very French dominated race. It is amazing to be | :24:08. | :24:15.
part of the British group. Good luck for the next leg. That | :24:16. | :24:22.
starts on Saturday from herd at 6pm. You can get up and see it. Then it | :24:23. | :24:32.
