principal committees, taking on the jobs of departments | :01:40. | :01:41. | |
like Health and Education. And a scrutiny committee to check | :01:42. | :01:45. | |
up on what everyone's doing. And we'd say goodbye to | :01:46. | :01:50. | |
the current ministers and Chief Minister and instead have presidents | :01:51. | :01:53. | |
of each of those committees. And if this does all get | :01:54. | :01:56. | |
the go ahead, the States cotld look very different come the next | :01:57. | :02:00. | |
election, and not just becatse Well, the debate started today | :02:01. | :02:02. | |
and will continue tomorrow. Sophie Sulehria went to meet two of | :02:03. | :02:10. | |
the politicians supporting the move. Joining me now are two of the | :02:11. | :02:23. | |
politicians behind the proposal Let's start with you. Why does | :02:24. | :02:29. | |
Guernsey need this change? We've carried out this review of the way | :02:30. | :02:34. | |
the States operate, and we've identified some fairly major | :02:35. | :02:37. | |
weaknesses in the present arrangements, so we propose a series | :02:38. | :02:42. | |
of recommendations, which ddal, one by one, with each of the major | :02:43. | :02:47. | |
shortcomings we've identifidd. How will it serve the people better It | :02:48. | :02:51. | |
will provide the conditions which will allow for more effectively to | :02:52. | :02:54. | |
ship and better coordination of policy and resources, and more | :02:55. | :03:02. | |
flexibility. It will serve the people not in the immediate future | :03:03. | :03:09. | |
but in the long`term. Let's talk about leadership and how it can be | :03:10. | :03:14. | |
improved. I think the proposals actually provide two things. Greater | :03:15. | :03:19. | |
tools for the senior politicians and the senior committee which hs framed | :03:20. | :03:22. | |
important because in my current role, I haven't got many tools at my | :03:23. | :03:27. | |
disposal. But also flexibilhty because, at the moment, there is a | :03:28. | :03:32. | |
certain rigidity in the way we work which precludes us working | :03:33. | :03:37. | |
effectively in certain areas. That includes policy coordination and | :03:38. | :03:41. | |
also the ability to be able to manage the budget effectively and | :03:42. | :03:45. | |
use that as a tool. The proposal will see the number of politicians | :03:46. | :03:49. | |
reduced. Surely, that is not a vote winner. I think it is. In the last | :03:50. | :03:55. | |
election, many people said they wished there were fewer polhticians. | :03:56. | :03:59. | |
So the States will see a reduction in the number of politicians, not as | :04:00. | :04:04. | |
much as people want, but th`t will help to streamline and make our | :04:05. | :04:10. | |
states effective and fit for purpose in the 21st`century. The St`tes have | :04:11. | :04:16. | |
set aside four days to decide a very different look to the futurd of | :04:17. | :04:25. | |
Guernsey's covenant. That ddbate continues and we will have the very | :04:26. | :04:27. | |
latest tomorrow evening. Guernsey's Education Departlent has | :04:28. | :04:29. | |
defended the progress made in its reform | :04:30. | :04:31. | |
of the islands' school systdm. It comes | :04:32. | :04:32. | |
after non`voting board membdr and education expert Denis Mulkdrrin | :04:33. | :04:34. | |
resigned from the board yesterday because of a lack of progress on key | :04:35. | :04:36. | |
issues such as teacher recrtitment Today the Education Minister Deputy | :04:37. | :04:39. | |
Robert Sillars defended the speed It is strange. I've had sevdral | :04:40. | :04:55. | |
deputies coming to me saying we are going to quit. We are slightly | :04:56. | :04:59. | |
disappointed in the speed btt we have to work within the polhtical | :05:00. | :05:03. | |
constraints and within the States' constraints. I cannot make this | :05:04. | :05:08. | |
decision and get it done instantly. It is frustrating but we have done | :05:09. | :05:14. | |
some good work, and everythhng we do is for the benefit of our education | :05:15. | :05:18. | |
of our children and students. That is what it's all about. | :05:19. | :05:20. | |
A proposal to allow same sex couples to marry in Jersey has | :05:21. | :05:23. | |

I think it is a basic princhple of democracy, that we are all dqual | :05:48. | :06:00. | |
before the law. Attitudes now are completely different to what they | :06:01. | :06:03. | |
were several decades ago, and we know and understand gay people are | :06:04. | :06:06. | |
completely normal, they are like everybody else and they desdrve to | :06:07. | :06:10. | |
be treated with equality before the law and they deserve to havd the | :06:11. | :06:14. | |
same chance of happiness as everyone does. And that is my motivation | :06:15. | :06:17. | |
Instead, they chose an amendment, asking the Chief Minister to | :06:18. | :06:20. | |
investigate and report on any "unintended consequences | :06:21. | :06:21. | |
The amendment is particularly about getting some consultation and doing | :06:22. | :06:37. | |
some examination. And I think it is a significant step for the hsland, | :06:38. | :06:42. | |
and I think it is very fair that we should do that first before signing | :06:43. | :06:52. | |
up to a particular route. Everybody should get married and exprdss their | :06:53. | :06:55. | |
love, and it's not necessarx to do with religion. I believe evdrybody | :06:56. | :07:00. | |
should have equal rights but I don't think the government should pass | :07:01. | :07:03. | |
anything to compel anybody to do something. I'm not sure. I think it | :07:04. | :07:06. | |
should be allowed. Effectively, | :07:07. | :07:09. | |
this group of politicians h`ve delayed making a decision until | :07:10. | :07:11. | |
after the elections in October. It'll be up to | :07:12. | :07:13. | |
the new house to decide on same sex marriages, and the electorate will | :07:14. | :07:16. | |
