Reforming the States, Guernsey's politicians begin debating plans

:00:10.:00:12.

Jersey's stalls on adopting same sex marriage.

:00:13.:00:26.

Gay people are normal, the like everybody else and they desdrve to

:00:27.:00:31.

be treated with equality before the law.

:00:32.:00:33.

And the schoolchildren saying goodbye for good.

:00:34.:00:39.

I'm looking forward to a better teacher and better friends, and a

:00:40.:00:43.

bigger football pitch. Guernsey's politicians have begun

:00:44.:00:50.

debating changes to the way They include replacing the Chief

:00:51.:00:53.

Minister and the policy council and In a moment, we'll hear frol

:00:54.:00:57.

the current Chief Minister `nd the deputy who helped plan the changes,

but first here's Luxmy Gopal Policy Council meetings

:01:05.:01:23.

Committee would take on the work There would be just five melbers

:01:24.:01:26.

instead of the current 11. And none of them would sit

:01:27.:01:30.

on any other States departmdnt. They'd basically be overseehng what

:01:31.:01:33.

the States do, Alongside that new senior Policy

:01:34.:01:35.

and Resources Committee. There would be up to nine other

:01:36.:01:39.

principal committees, taking on the jobs of departments

:01:40.:01:41.

like Health and Education. And a scrutiny committee to check

:01:42.:01:45.

up on what everyone's doing. And we'd say goodbye to

:01:46.:01:50.

the current ministers and Chief Minister and instead have presidents

:01:51.:01:53.

of each of those committees. And if this does all get

:01:54.:01:56.

the go ahead, the States cotld look very different come the next

:01:57.:02:00.

election, and not just becatse Well, the debate started today

:02:01.:02:02.

and will continue tomorrow. Sophie Sulehria went to meet two of

:02:03.:02:10.

the politicians supporting the move. Joining me now are two of the

:02:11.:02:23.

politicians behind the proposal Let's start with you. Why does

:02:24.:02:29.

Guernsey need this change? We've carried out this review of the way

:02:30.:02:34.

the States operate, and we've identified some fairly major

:02:35.:02:37.

weaknesses in the present arrangements, so we propose a series

:02:38.:02:42.

of recommendations, which ddal, one by one, with each of the major

:02:43.:02:47.

shortcomings we've identifidd. How will it serve the people better It

:02:48.:02:51.

will provide the conditions which will allow for more effectively to

:02:52.:02:54.

ship and better coordination of policy and resources, and more

:02:55.:03:02.

flexibility. It will serve the people not in the immediate future

:03:03.:03:09.

but in the long`term. Let's talk about leadership and how it can be

:03:10.:03:14.

improved. I think the proposals actually provide two things. Greater

:03:15.:03:19.

tools for the senior politicians and the senior committee which hs framed

:03:20.:03:22.

important because in my current role, I haven't got many tools at my

:03:23.:03:27.

disposal. But also flexibilhty because, at the moment, there is a

:03:28.:03:32.

certain rigidity in the way we work which precludes us working

:03:33.:03:37.

effectively in certain areas. That includes policy coordination and

:03:38.:03:41.

also the ability to be able to manage the budget effectively and

:03:42.:03:45.

use that as a tool. The proposal will see the number of politicians

:03:46.:03:49.

reduced. Surely, that is not a vote winner. I think it is. In the last

:03:50.:03:55.

election, many people said they wished there were fewer polhticians.

:03:56.:03:59.

So the States will see a reduction in the number of politicians, not as

:04:00.:04:04.

much as people want, but th`t will help to streamline and make our

:04:05.:04:10.

states effective and fit for purpose in the 21st`century. The St`tes have

:04:11.:04:16.

set aside four days to decide a very different look to the futurd of

:04:17.:04:25.

Guernsey's covenant. That ddbate continues and we will have the very

:04:26.:04:27.

latest tomorrow evening. Guernsey's Education Departlent has

:04:28.:04:29.

defended the progress made in its reform

:04:30.:04:31.

of the islands' school systdm. It comes

:04:32.:04:32.

after non`voting board membdr and education expert Denis Mulkdrrin

:04:33.:04:34.

resigned from the board yesterday because of a lack of progress on key

:04:35.:04:36.

issues such as teacher recrtitment Today the Education Minister Deputy

:04:37.:04:39.

Robert Sillars defended the speed It is strange. I've had sevdral

:04:40.:04:55.

deputies coming to me saying we are going to quit. We are slightly

:04:56.:04:59.

disappointed in the speed btt we have to work within the polhtical

:05:00.:05:03.

constraints and within the States' constraints. I cannot make this

:05:04.:05:08.

decision and get it done instantly. It is frustrating but we have done

:05:09.:05:14.

some good work, and everythhng we do is for the benefit of our education

:05:15.:05:18.

of our children and students. That is what it's all about.

:05:19.:05:20.

A proposal to allow same sex couples to marry in Jersey has

:05:21.:05:23.

Politicians spent most of the day debating the idea but said they

:05:24.:05:27.

needed more time and inform`tion to consider the consequences

:05:28.:05:29.

A report will now be producdd by the Chief Ministers departmdnt but

:05:30.:05:33.

no vote will take place unthl after the states elections in October

:05:34.:05:36.

This is what Deputy Sam Mezdc wants to see in Jersey.

:05:37.:05:41.

In a passionate debate, he `rgued that islanders deserved equ`lity

:05:42.:05:47.

I think it is a basic princhple of democracy, that we are all dqual

:05:48.:06:00.

before the law. Attitudes now are completely different to what they

:06:01.:06:03.

were several decades ago, and we know and understand gay people are

:06:04.:06:06.

completely normal, they are like everybody else and they desdrve to

:06:07.:06:10.

be treated with equality before the law and they deserve to havd the

:06:11.:06:14.

same chance of happiness as everyone does. And that is my motivation

:06:15.:06:17.

Instead, they chose an amendment, asking the Chief Minister to

:06:18.:06:20.

investigate and report on any "unintended consequences

:06:21.:06:21.

The amendment is particularly about getting some consultation and doing

:06:22.:06:37.

some examination. And I think it is a significant step for the hsland,

:06:38.:06:42.

and I think it is very fair that we should do that first before signing

:06:43.:06:52.

up to a particular route. Everybody should get married and exprdss their

:06:53.:06:55.

love, and it's not necessarx to do with religion. I believe evdrybody

:06:56.:07:00.

should have equal rights but I don't think the government should pass

:07:01.:07:03.

anything to compel anybody to do something. I'm not sure. I think it

:07:04.:07:06.

should be allowed. Effectively,

:07:07.:07:09.

this group of politicians h`ve delayed making a decision until

:07:10.:07:11.

after the elections in October. It'll be up to

:07:12.:07:13.

the new house to decide on same sex marriages, and the electorate will

:07:14.:07:16.

decide if they'll support those who This is the BBC in the Channel

fine, that not enough parking Staff and pupils of St Sampson's

:07:42.:07:44.

Infant School are getting rdady to say goodbye as their school

:07:45.:07:51.

closes at the end of term. Guernsey States voted to close two

:07:52.:07:54.

of the island schools last October St Andrew's will close next year but

:07:55.:07:57.

St Sampson's is the first to go Last night, past staff, puphls, and

:07:58.:08:01.

parents went for a last look around. This isn't just the last wedk

:08:02.:08:05.

of term for St Sampson's infants. They will join Vale Infants from

:08:06.:08:13.

September, after the States decided To help the transition,

:08:14.:08:18.

the children have been given a little taste of their new school

:08:19.:08:24.

and looked ahead to the changes I am looking forward to meeting new

:08:25.:08:36.

friends and teachers. I am `lso looking forward to seeing the

:08:37.:08:41.

school, because I've only sden a tiny that have it before. I am

:08:42.:08:45.

looking forward for... A better teacher, and more friends and a

:08:46.:08:50.

bigger football pitch. Lookhng forward to new friends.

:08:51.:08:54.

Although they've tried to bd positive, the closure has bden

:08:55.:08:56.

It was a very sad time, and our community is very sad the school

:08:57.:09:06.

will be closing, but since the decision has been made, we've worked

:09:07.:09:11.

very hard to make the transhtion for everyone concerned as smooth as

:09:12.:09:16.

possible. We are all very proud of St Sampson's Infant School `nd all

:09:17.:09:17.

that has been achieved here. And looking back over the ddcades,

:09:18.:09:19.

it seems the school has achheved To celebrate, past staff,

:09:20.:09:22.

parents and pupils came to visit one I think it's really nice thdy've

:09:23.:09:32.

done this open afternoon for people to come back. Lots of memorhes for

:09:33.:09:37.

people and everyone has enjoyed coming round, and these displays are

:09:38.:09:41.

fantastic. It's nice to remhnisce about everything. It's nice but sad.

:09:42.:09:46.

It's great to come up and sde the photos and all the memories of the

:09:47.:09:50.

school from so long ago. We've just been looking at the logbooks from

:09:51.:09:55.

1901, and I didn't actually realise the place existed!

:09:56.:10:00.

There are plenty of memories from more than a century of teaching at

:10:01.:10:03.

St Sampson's Infants, a place that has shaped many islanders' lives.

:10:04.:10:11.

The end of an era. And good luck to all the children involved.

:10:12.:10:17.

Now, don't be scared if you're w`lking

:10:18.:10:18.

past the parade in Jersey and come across some shocking sights.

:10:19.:10:21.

These scarecrows are the crdation of St Helier schools

:10:22.:10:23.

and have been planted near the cenotaph to encour`ge young

:10:24.:10:26.

Monty from Mont a l'Abbe and Westie from Westmount Nursery have already

:10:27.:10:29.

been attracting attention from passersby.

:10:30.:10:34.

Great staff. Someone else who attracts attention is done.

:10:35.:10:45.

The weather is looking shabby. High pressure is building in, so it is

:10:46.:10:53.

fine and dry, although a bit breezy. Quite a bit of cloud in France on

:10:54.:10:58.

the east, and the UK as well. We have high pressure giving us these

:10:59.:11:04.

conditions. You will notice there are a couple of fronts, one from the

:11:05.:11:09.

east and west. The one from the east is bringing some cloud and rain into

:11:10.:11:13.

the east of the UK, but we should avoid it, at least until Thtrsday.

:11:14.:11:20.

We have some showers this evening, some of them could be happy with

:11:21.:11:25.

thunder. They should clear through by about midnight. Then it hs dry

:11:26.:11:32.

for most of us overnight tonight. The wind is fresh right timd with

:11:33.:11:40.

temperatures above 13 or 14. We will see some sunshine around on

:11:41.:11:43.

Wednesday, becoming hazy into the afternoon with some high`level cloud

:11:44.:11:47.

pushing in. The winds still coming in from the north`east, a bht

:11:48.:11:53.

breezy, with temperatures rdaching into the low 20s for a few favoured

:11:54.:11:55.

spots. The weather is fair, the risk of

:11:56.:12:09.

rain in the East, but it should stay fine tomorrow with good vishbility.

:12:10.:12:11.

The times of high water. Surf wise, we could see two or three

:12:12.:12:24.

feet, but it is generally choppy. Our summary, it is a fair d`y

tomorrow, plenty of sunshind, and on Thursday we continue to see the

:12:32.:12:35.

sunshine, just the chance of cloud coming into our direction btt mainly

:12:36.:12:41.

on Friday with a bit of rain, and there is some rain pushing hn on

:12:42.:12:46.

Saturday, but still feeling warm. Looking fine for tomorrow.

:12:47.:12:53.

That is it for now. No 8pm bulletin, we are back at 11:30pm.

:12:54.:12:57.

evidence. Only 70 people have been convicted in three years. OK, we

:12:58.:13:00.

must leave it there. The ch`llenge now is to get the bill on the

:13:01.:13:04.

statute books before the general election which is less than a year

away. The Plymouth man who led

protest against the latest plan for a solar farm as Spotlight's

:13:57.:13:59.

Hamish Marshall reports. Picture postcard rural Devon, to

Instead of crop growing, thd view from the kitchen will show dnergy

:14:47.:14:50.

people are really seriously concerned about is we can sde a

:14:51.:14:54.

solar farm in the distance, there are two more between here and that's

:14:55.:14:59.

so we're talking about plastering the South hams in panels. I do not

know what that will do to the economy. Tourism is the lifdblood.

the proposal is well hidden and it can be seen from a feud dwellings

:22:03.:22:07.

is the Chief Executive and the captain. He scored an unbeaten

:22:08.:22:16.

century in the first innings. Neil, that was nail`biting. Our hdarts are

:22:17.:22:19.

still fluttering. We thought we had done pretty well and then there was

:22:20.:22:24.

a run out before the end and our hearts were in our mouths. They

:22:25.:22:32.

battled on and we held out well It was rain interrupted, touch and go.

:22:33.:22:37.

There were heavy showers today but you got away with it and pl`yed some

:22:38.:22:43.

good cricket. Was it looking doubtful? No, we thought thdre would

:22:44.:22:48.

be a full game of cricket and we were delighted that everybody bowled

:22:49.:22:55.

so well. It set up a situathon where we only needed 280. We had ` not

:22:56.:23:00.

very good start would slowed us up but Josh batted brilliantly and

:23:01.:23:04.

brought us back into the match. Well done, Josh. You saved Devon?s bacon.

:23:05.:23:13.

How annoyed were you when you are seven short? A little frustrating

:23:14.:23:19.

but it was so close, it was about getting over the line which we did

:23:20.:23:25.

nicely. It kept it interesthng. We must mention the 16`year`old

:23:26.:23:30.

schoolboy Ben Green who finhshed 24 not out. Ben batted brilliantly He

:23:31.:23:39.

showed guts. He is very mattre. He bowled fantastically. There were

:23:40.:23:47.

crucial wickets, this morning which set up the game for us. It gave us a

:23:48.:23:55.

chance. It is a shame we lost too many wickets early on in thd

:23:56.:24:02.

innings. We hung on. It was good. Well done. Let's hope they can

:24:03.:24:07.

finish Cheshire offer in thd one`day version on Sunday. It starts at

:24:08.:24:14.

11am. Thank you, day. Some nice evening sunshine. But there has been

:24:15.:24:16.

heavy showers. We saw evening sunshine. But there has been

:24:17.:24:21.

heavy showers. We saw some reports of lightning today through Torbay as

:24:22.:24:27.

well. Most of the showers are clearing through this evening and

:24:28.:24:32.

tomorrow looking to be a much drier day, fine and dry with sunshine

:24:33.:24:36.

feeling quite warm and quitd breezy through tomorrow. Looking at the

:24:37.:24:39.

satellite picture, you can see what is going on, quite a lot of cloud

:24:40.:24:47.

around in the east. In the west it is clear, high pressure is pushing

:24:48.:24:52.

in for tomorrow keeping things generally quite settled. Ovdr the

:24:53.:24:55.

next couple of days, there hs a weather front pushing in from the

:24:56.:25:00.

West and also from the East closing the shower curtains. That bdcomes

:25:01.:25:06.

closer to us over the next few days. Trying to push cloud and showers in

:25:07.:25:10.

our direction, meanwhile thd high pressure is holding back. There was

:25:11.:25:13.

uncertainty about when we sde to riding. Friday, more in the way of

:25:14.:25:20.

cloud and spits and spots of rain. Closer to home, you can see the

:25:21.:25:26.

showers today, the green and yellow colours show intense showers which

:25:27.:25:31.

are moving away this evening. Some pictures from earlier today, this is

:25:32.:25:38.

the eastern side of Dartmoor. Our cameraman missed the showers. Some

:25:39.:25:43.

sunshine breaking through the clouds at times. The horses and john the

:25:44.:25:47.

dry weather. The breeze is picking up. You should always take care on

:25:48.:25:54.

the moors. Dry slowly, therd might be horses. Tonight, the showers

:25:55.:26:01.

clear through, one or two through tonight but for most of us ht should

:26:02.:26:06.

be clear and dry overnight. The breeze picks up, particularly on the

:26:07.:26:11.

north coast. The temperaturds overnight not likely to fall below

:26:12.:26:20.

11 or 12 degrees. Tomorrow starts off dry and bright, some good sunny

:26:21.:26:25.

spells through the data row, turning hazy into the afternoon with

:26:26.:26:31.

high`level cloud bubbling up. Fairly breezy, temperatures pegged back on

:26:32.:26:36.

the north coast. Still feelhng warm away from the breeze, we cotld reach

:26:37.:26:44.

20 or 21 degrees in favoured spots. A nice sunny warm day for most of

:26:45.:26:50.

us. The Isles of Scilly, fine and dry, some breeze around. Thd times

:26:51.:27:02.

of high water... Starting to see more surf as the breeze picks up.

:27:03.:27:10.

Fairly choppy on the north coast. The coastal waters forecast, fair,

:27:11.:27:21.

good visibility. The outlook, a sunny day tomorrow and Thursday

:27:22.:27:25.

should be try and bright. The chance of cloud pushing in for eastern

:27:26.:27:28.

areas, increasingly cloudy hnto Friday with a chance of showers

:27:29.:27:34.

Have a good evening. That is all from us. The nale news

:27:35.:27:37.

`` late news is at 11:40pm. This is the first example we know of

:27:38.:27:54.

of infrared communication. Imagine if you could

:27:55.:28:05.

talk to the animals. Zoologist Lucy Cooke

:28:06.:28:07.

is going to show us how. This is the first example we know of

:28:08.:28:13.

of infrared communication. This is amazing.

:28:14.:28:16.

So this is a dolphin greeting? Are you telling me we're really

:28:17.:28:20.

going to speak to a firefly?

:28:21.:28:27.
