Good evening and welcome to tonight's BBC Channel Islands News. | :00:08. | :00:15.
The top stories: By Royal appointment ` the new initiative to | :00:16. | :00:18.
turn around the lives of young people in Guernsey. | :00:19. | :00:27.
Also: The cars of the future ` why political pressure is mounting to | :00:28. | :00:31.
get more of us driving green. If you can imagine charging your vehicle up | :00:32. | :00:36.
for as little as ?2 and that lasting a fortnight, that is attractive to | :00:37. | :00:39.
most people. And, in one form or the other, high | :00:40. | :00:44.
pressure will stay with us over the next few days, including into next | :00:45. | :00:50.
week. For tomorrow, mostly dry, some sunshine and still warm. I'll have | :00:51. | :00:52.
all the details later when the programme. `` later in the | :00:53. | :00:59.
A new initiative's been launched to help turn around the lives | :01:00. | :01:03.
of young people in Guernsey, who risk ending up unemployed. | :01:04. | :01:05.
The Prince's Trust, which was set up by Prince Charles, | :01:06. | :01:07.
will be running programmes in three of the island's schools. | :01:08. | :01:10.
A grant of more than ?120,000 means it can do so for the next two years. | :01:11. | :01:14.
Whether it be encouragement to reach new heights or support to achieve | :01:15. | :01:32.
their full potential, the Prince's Trust has helped young people in | :01:33. | :01:37.
Jersey for almost a decade, and today's celebrations came as helpers | :01:38. | :01:55.
extended to Guernsey. If you haven't spoken to him, the one person you | :01:56. | :01:57.
must speak to before you leave today, is this woman. It is about | :01:58. | :02:07.
her journey. I'd been unemployed for ages and was trying to get jobs but | :02:08. | :02:15.
no one was responding to me. The programme the Prince's Trust runs | :02:16. | :02:17.
helps you get up in the morning, go somewhere, do something. It gives | :02:18. | :02:22.
you the confidence and the self`esteem to go out and see people | :02:23. | :02:25.
and do things and believe in yourself again. The programme that | :02:26. | :02:31.
will run in Guernsey does have a good track record. Initially running | :02:32. | :02:35.
in three of the island's schools, it will help around 25 pupils. There is | :02:36. | :02:43.
a quorum of people who need support in that category, about 200 young | :02:44. | :02:48.
people who are needing something to get them progressing on that ladder. | :02:49. | :02:54.
This isn't about getting volumes through but about getting the right | :02:55. | :02:59.
people with the right outcome and, actually, that's priceless, isn't | :03:00. | :03:11.
it? If you change a young person's life, that is a great thing. | :03:12. | :03:14.
A campaign group has been formed in Jersey to lobby for constables | :03:15. | :03:17.
There will be a referendum in October and the group wants to | :03:18. | :03:22.
persuade voters to vote yes to constables ` who sit as the head of | :03:23. | :03:25.
each of the island's 12 parishes ` holding on to their automatic seats. | :03:26. | :03:29.
The Channel Islands' chief ministers are going to the World Equestrian | :03:30. | :03:31.
Senator Ian Gorst and Deputy Jonathan Le Tocq have been invited | :03:32. | :03:37.
to the four`yearly sporting event and to a reception of business | :03:38. | :03:41.
Last week, Sark's Carl Hester helped Great Britain to a team silver | :03:42. | :03:45.
Larger shops have been open later in St Helier this evening | :03:46. | :03:53.
and they'll continue to do so every Thursday for the next 18 months. | :03:54. | :04:00.
It's hoped the extended hours will help increase sales ` although not | :04:01. | :04:03.
all traders are convinced opening to 7pm will increase trade. | :04:04. | :04:07.
More needs to be done to encourage the use of electric cars | :04:08. | :04:11.
in the Channel Islands ` that's the view of Government ministers. | :04:12. | :04:14.
There are just 12 electric cars registered in Guernsey and 75 | :04:15. | :04:16.
Meanwhile, in the UK, sales of electric cars are booming. | :04:17. | :04:19.
So far this year, sales are up 138% on the previous year. | :04:20. | :04:22.
With short journeys, the Islands seem ideally placed to take | :04:23. | :04:31.
on the green revolution ` so what's being done to encourage their use? | :04:32. | :04:34.
Jen Smith and Chris Harrison have this special report. | :04:35. | :04:44.
Quieter, sleeker and better for the environment ` electric cars have | :04:45. | :04:52.
their advantages. They emit zero tailback emissions compared to | :04:53. | :04:57.
traditional cars, which emit CO2 commissions and diesel is a | :04:58. | :05:02.
particulate. For the environment, an electric car is better. There are | :05:03. | :05:07.
one dozen privately owned fully electric cars in Guernsey and the | :05:08. | :05:12.
Government wants to change that. It will introduce a ?1000 subsidy for | :05:13. | :05:17.
newly registered vehicles, compared to the UK, where it is ?5,000. It | :05:18. | :05:24.
public charging points and, if paid parking is introduced, reduced | :05:25. | :05:29.
fees. But our drivers convinced? Possibly if it is cheaper to run | :05:30. | :05:36.
than a diesel car. But with a van, obviously I need space for my tools | :05:37. | :05:40.
and everything else. But if it will be cheaper to run, I probably would. | :05:41. | :05:45.
Obviously, the running costs involved in an electric car would be | :05:46. | :05:48.
a lot less. My only concern is where we would actually have the points in | :05:49. | :05:54.
Guernsey to power them. That is one of the big worries. The commerce and | :05:55. | :06:01.
employment minister has some of his own ideas. As we have blue bays for | :06:02. | :06:05.
disabled people, let's have Green Bay is for people with electric or | :06:06. | :06:10.
super hybrid cars. We always would make sure that there were spared | :06:11. | :06:28.
Green Berets `` green bays. Here in Jersey, the Government are leading | :06:29. | :06:33.
the way. They've purchased ten electric cars recently. They've | :06:34. | :06:36.
proved to be very reliable and popular. We use them as pool cars | :06:37. | :06:42.
and we share them with planning, environment, TTS and economic | :06:43. | :06:46.
development. We like to be eco`friendly at TTS and do our bit | :06:47. | :06:51.
for the environment. That's good news for Jersey Electricity, who | :06:52. | :06:55.
have provided charging points in five car parks. They are not well | :06:56. | :06:59.
used. They are encouraging the States to turn electric with a grant | :07:00. | :07:04.
system. Subsidies are needed to kick`start electric vehicles. Once | :07:05. | :07:10.
we have enough on the roads, we will have a second`hand market, the price | :07:11. | :07:12.
of vehicles will be low and it will be more affordable. But for some, | :07:13. | :07:19.
electric cars don't work in Jersey. This taxi cab firm had to in its | :07:20. | :07:24.
fleet. After awhile, it was pretty noticeable that they were not to do | :07:25. | :07:30.
the work required. As a vehicle, not a problem for general day`to`day use | :07:31. | :07:34.
but as a taxi it wasn't successful at all. Electric vehicles are more | :07:35. | :07:40.
expensive to buy and remain a novelty in the Channel Islands, but | :07:41. | :07:44.
things are beginning to change ` if a little slowly. | :07:45. | :07:49.
You're watching the BBC in the Channel Islands. | :07:50. | :07:50.
Later, in Spotlight with Justin and Natalie: | :07:51. | :07:52.
The one`boy campaign to save this library. | :07:53. | :07:55.
I'm going to stop them. They're not even going to have a chance to make | :07:56. | :08:01.
any more extra cuts. The owners of a Canadian Lancaster | :08:02. | :08:04.
bomber are offering islanders the chance to fly | :08:05. | :08:06.
in their aircraft next week. At ?4,000 it's not | :08:07. | :08:08.
a cheap flight but it's almost unique ` there are just two | :08:09. | :08:11.
Lancaster bombers still flying. The money raised will be used to | :08:12. | :08:14.
keep the aircraft maintained. Whoever hits the line first, we will | :08:15. | :08:28.
record their names and it will go in that order. I hope there will be | :08:29. | :08:33.
enough demand generally to help the museum that it comes from but also | :08:34. | :08:38.
we can give an individual a chance to fly an aeroplane and give some | :08:39. | :08:42.
money to charity. I may have to raid my piggybank! David, another lovely | :08:43. | :08:45.
day ` are we on a roll? I think we're doing all right. High | :08:46. | :08:57.
pressure in one form or another is going to be around for quite a | :08:58. | :09:01.
while. It will probably go into next week. There are some subtleties we | :09:02. | :09:06.
need to get clear and for tomorrow, there is more cloud around. It is | :09:07. | :09:09.
fine and dry with some sunshine and still warm, but more cloud than | :09:10. | :09:14.
we've been used to and it might be thick enough to produce a light, | :09:15. | :09:18.
fleeting shower but nothing we need to worry about too much. There is a | :09:19. | :09:22.
weather system across the western side of Ireland but that is a cold | :09:23. | :09:26.
front and drifts down overnight to lie across the more central parts of | :09:27. | :09:30.
Ireland by the middle of the day tomorrow. By Saturday, it moves into | :09:31. | :09:35.
southern England but is a very weak affair. It introduces slightly | :09:36. | :09:38.
colder conditions, so perhaps a drop in the temperature. The cloud | :09:39. | :09:45.
overnight tonight will come and go. It is tricky to get the exact detail | :09:46. | :09:51.
right. A bit misty in places and, overnight, temperatures dipped to 15 | :09:52. | :09:55.
degrees. Tomorrow, expect a largely fine day. There could be the odd | :09:56. | :10:02.
light shower but for the most part, it is dry with winds from the north | :10:03. | :10:09.
and a top temperature of 19 or 20. Here is the coastal waters forecast. | :10:10. | :10:25.
Here are the high water times. Not much good news for our surfers. | :10:26. | :10:33.
The conditions look quite poor. Waves are likely to be small if we | :10:34. | :10:36.
get any at all. Into the weekend, the remnants of the weather system | :10:37. | :10:41.
keep us cloudy for Saturday with perhaps a light shower. Sunday into | :10:42. | :10:46.
Monday, the high pressure comes back. A bit colder during the night | :10:47. | :10:50.
time and daytime temperatures down a feud agrees but we can cope with | :10:51. | :10:54.
that. Thanks very much. That's it for now. | :10:55. | :10:58.
I'll be back just before 8pm and then again at 1020 5p. | :10:59. | :11:05.
A national team of volunteers who help keep watch over our coastline | :11:06. | :11:16.
will soon have their own dedicated VHF channel to contact seafarers. | :11:17. | :11:19.
But critics fear The National Coastwatch Institution | :11:20. | :11:21.
will be expected to fill the gaps in emergency cover caused | :11:22. | :11:24.
by the restructuring of the coastguard service. | :11:25. | :11:25.
These volunteers spend hours watching the sea and monitoring | :11:26. | :11:43.
conditions. If they see something, they pass it onto the Guard. | :11:44. | :11:49.
National Coastwatch has just been awarded their own dedicated VHF | :11:50. | :11:55.
channel by OFCOM and means they can be contacted directly on channel | :11:56. | :12:01.
65. All the ships are going to know that channel 65 is the National | :12:02. | :12:07.
Coastwatch channel, wherever in the country they are. It will make a | :12:08. | :12:15.
great deal of difference to them. I think this demonstrates that | :12:16. | :12:21.
National Coastwatch has come of age and is regarded as a thoroughly | :12:22. | :12:24.
professional member of the search and rescue family. Whilst the | :12:25. | :12:30.
volunteer group has been strengthened, the coastguard service | :12:31. | :12:32.
is being restructured and there have been campaigns opposing the closure | :12:33. | :12:41.
of several stations. Critics support strengthening National Coastwatch | :12:42. | :12:42.
the question why it is happening now. This radio frequency has been | :12:43. | :12:49.
given to the service to replace any gaps that are in the Coast Guard | :12:50. | :12:52.
provision. That has got to be completely wrong. I am not knocking | :12:53. | :13:00.
it but when you are losing your coastguards, you have got to wonder | :13:01. | :13:05.
why they are doing it now, three months before the closure. National | :13:06. | :13:10.
Coastwatch is keen to get the message out to seafarers that | :13:11. | :13:12.
channel 65 will be the way to contact them. Anything that replaces | :13:13. | :13:19.
it has got to be good news. It is an excellent idea and will certainly | :13:20. | :13:24.
improve things. With the Coast Guard due to leave the area shortly, it | :13:25. | :13:33.
will become ever more vital. It becomes operational at the start of | :13:34. | :13:37.
Villages near Hinkley Point are to get hundreds of thousands of pounds | :13:38. | :13:40.
from the company behind the proposed new nuclear power station. | :13:41. | :13:42.
EDF Energy is giving the money as part of its planning permission | :13:43. | :13:43.
opposed to traditional learning. A report recommends giving 14`year`old | :13:44. | :15:21.
the opportunity to end role in further education colleges at a | :15:22. | :15:24.
younger age so they can benefit from vocational training that is already | :15:25. | :15:38.
on offer. `` end there are only about a dozen or so colleges | :15:39. | :15:42.
nationally that are offering this provision but we think that in the | :15:43. | :15:46.
future, giving the young people this decision, is likely to become more | :15:47. | :15:53.
and more normal. Students still have two take maths, science and English | :15:54. | :15:58.
but they can deviate into other subjects. Megan hopes to be a | :15:59. | :16:03.
fashion designer. I am going to do creative arts and digital media so I | :16:04. | :16:08.
can learn how to take the designs I have drawn and edit them on | :16:09. | :16:11.
computers to make them easier to understand. It means students are | :16:12. | :16:21.
specialising at an earlier age will stock is there a danger that this | :16:22. | :16:30.
could limit future options? They are learning how to motivate, how to | :16:31. | :16:35.
work in teams, and all the skills that employers tellers are really | :16:36. | :16:38.
important, like being reliable and trustworthy. `` tell us. South Devon | :16:39. | :16:46.
College is telling us that some of the students will start life at | :16:47. | :16:51.
South Devon High school and work their way towards a degree. They did | :16:52. | :16:57.
not have that when I was at school! It might have helped! | :16:58. | :17:00.
A ten year old boy from Falmouth took his campaign to save Cornwall's | :17:01. | :17:03.
libraries to County Hall in Truro today. | :17:04. | :17:04.
Leon Remphry collected more than 5000 signatures on a petition after | :17:05. | :17:07.
discovering the opening hours at his local library had been reduced. | :17:08. | :17:10.
But the council's latest spending plans have outlined further cuts | :17:11. | :17:12.
He is only ten years old but Leon has spent the last few months | :17:13. | :17:26.
campaigning to save Cornwall's libraries. As soon as we got there, | :17:27. | :17:34.
we were thrown out by the librarian, saying it was closing. He | :17:35. | :17:38.
has been working hard to collect signatures on his petition. It has | :17:39. | :17:45.
gone over the 5000 mark and will trigger a debate at the county | :17:46. | :17:58.
hall. 5106, the last time I counted! His local library is not alone in | :17:59. | :18:03.
offering reduced opening hours because of spending cuts. The mobile | :18:04. | :18:06.
library service has also been reduced to one van per county. The | :18:07. | :18:12.
library budget is facing further cuts of ?1.8 billion. We have to | :18:13. | :18:17.
make savings over the next four years. Every service needs to be | :18:18. | :18:21.
looked at. One thing we prioritised is to make sure we have not closed a | :18:22. | :18:27.
single static library branch. We need to talk with the local | :18:28. | :18:30.
community and find out what they can do to help us. We want to keep a | :18:31. | :18:37.
vibrant library sector within Cornwall. Leon's father is not | :18:38. | :18:44.
convinced. I do not think you can replace trains library staff with | :18:45. | :18:48.
volunteers who have the best will in the world. `` trained. There have | :18:49. | :18:55.
been suggestions of books being opened up in pubs and other places, | :18:56. | :19:00.
but it is not the same. A beautiful building like this in Falmouth | :19:01. | :19:06.
should be maintained. Leon is setting his sights high. You may go | :19:07. | :19:11.
to Westminster next? I need a few more signatures, 100,000 | :19:12. | :19:15.
signatures. They need to be verified their and it will go to government | :19:16. | :19:23.
and I hope they listen. Leon is hoping he will be back here at | :19:24. | :19:26.
county hall to take part in a debate. The sheer scale of the cuts | :19:27. | :19:30.
that Cornwall Council says it is facing over the next few years means | :19:31. | :19:35.
his hopes of saving all of Cornwall's libraries may be dashed. | :19:36. | :19:42.
Gary Johnson is seeking talks with the club chairman John Fry over his | :19:43. | :19:47.
future at Huish Park. Johnson is upset about several issues | :19:48. | :19:49.
wanted to make this week. Fry is back from holiday tonight and will | :19:50. | :20:06.
future at Huish Park. Johnson is upset about several issues | :20:07. | :20:08.
wanted to make this week. Fry is back from holiday tonight and will | :20:09. | :20:12.
resolve the problem. Yeovil are currently sixth from the bottom of | :20:13. | :20:16.
I hope people do not think I have lost my passion because you can talk | :20:17. | :20:25.
to any of the people and I have not. national petition to increase the | :20:26. | :20:29.
number of Blue flags in Cornwall. Rob Harris says it's vital | :20:30. | :20:35.
the county applies for more as they are the only reliable | :20:36. | :20:37.
guarantee to visitors about the The coveted blue flag, an | :20:38. | :20:52.
internationally recognised award, meaning people can bathe on the | :20:53. | :21:00.
beach. For the last years, this beach has proudly flown its flag, | :21:01. | :21:04.
but not this year. A local businessman has started to campaign | :21:05. | :21:08.
to get Cornwall Council to change its mind. He is not happy that the | :21:09. | :21:12.
council is no longer applying for blue flag status for one of the | :21:13. | :21:16.
beaches. I cannot understand why they are not doing this. It brings | :21:17. | :21:25.
in ?900 million a year. How short sighted of them to do this. Speak to | :21:26. | :21:30.
the locals and hear what people are saying, bring back the blue flag. | :21:31. | :21:37.
The Council of throwing it all away. Why? In a statement, Cornwall | :21:38. | :21:42.
Council said they recognised the importance of securing a blue flag | :21:43. | :21:45.
status and understand the concerns of the tourism industry on the | :21:46. | :21:49.
subject. However, the financial challenges facing the council mean | :21:50. | :21:54.
they can no longer afford the associated costs. They are willing | :21:55. | :21:59.
to help associated communities who want to put their own application in | :22:00. | :22:05.
for the award. I do not even know where to look for one if there is | :22:06. | :22:12.
one! I do not think it is that important. It will not stop me. It | :22:13. | :22:17.
is very important, especially for us because we have children and we need | :22:18. | :22:21.
to know it is clean and safe. Anything that enhances the beach and | :22:22. | :22:27.
Cornwall has got to be good for the county. I would still come here even | :22:28. | :22:33.
without the flag. Falmouth have set up their own funding group to make | :22:34. | :22:39.
sure there application occurs next year. `` their. The way the council | :22:40. | :22:54.
struggling with balancing the books these days, it is a case of having | :22:55. | :22:57.
to pick up the tab wherever we can to keep these things going. An | :22:58. | :23:06.
online petition is gaining numbers. It is good for September, isn't it? | :23:07. | :23:14.
Lovely! It is time for the weather. Will it continue? High pressure in | :23:15. | :23:27.
one form or the other is going to be with us for quite a while yet. Good | :23:28. | :23:30.
evening to you. Another lovely day. Most of us have had a lovely day. | :23:31. | :23:33.
More cloud the further east you live and across Somerset and Dorset, the | :23:34. | :23:38.
cloud has been stubborn. Just have been held down. Generally, a bit | :23:39. | :23:43.
more in the way of cloud but mostly dry and some sunshine. More | :23:44. | :23:48.
importantly, it still feels warm. The warmth has been a feature of the | :23:49. | :23:51.
weather this week and will continue into the weekend. A bit fresher and | :23:52. | :23:56.
cooler as we move into Sunday. At the moment, the cloud is pretty much | :23:57. | :24:01.
across the western side of Ireland and the North of Scotland. That is a | :24:02. | :24:06.
cold weather front that is making progress into the area of high | :24:07. | :24:10.
pressure. There is one across Scandinavia and one in the | :24:11. | :24:14.
Atlantic. This weather front is trapped between the two and weakens | :24:15. | :24:21.
as it goes south. It moves across southern Britain but it is a weak | :24:22. | :24:25.
affair. There may be a shower on it but it is unlikely. It cleared out | :24:26. | :24:30.
of the way as we go into Sunday. This area of high pressure moves | :24:31. | :24:34.
into central parts of the UK early next week. That means generally fine | :24:35. | :24:39.
and dry conditions. It could be chilly at night. That is the cloud | :24:40. | :24:44.
structure from earlier today. Not everybody has had sunshine. Parts of | :24:45. | :24:52.
Somerset and Dorset have had some heavy cloud. Our colleague was on | :24:53. | :24:58.
Dartmoor in various locations today and was enjoying some splendid | :24:59. | :25:03.
scenery. You would be forgiven for thinking this is the middle of July | :25:04. | :25:06.
rather than the first week of September. The Hayes reduces | :25:07. | :25:16.
visibility. `` haze. That's fine, dry theme continues as we move into | :25:17. | :25:21.
tomorrow. There is a little bit more in the way of cloud around, though. | :25:22. | :25:27.
It is thick across parts of Dorset and Somerset force and drizzle. A | :25:28. | :25:36.
bit of mist forming and a few fog patches. Tomorrow, not a bad day for | :25:37. | :25:47.
most of us. Briefly, some great spells but then it will become sunny | :25:48. | :25:53.
and after that, some cloud. It may trigger some showers but that is the | :25:54. | :25:56.
exception rather than the rule and most of us will get away with a | :25:57. | :25:59.
fine, dry day. More cloud around tomorrow. Temperatures nudging down | :26:00. | :26:04.
a little bit although some places will still get to 21 or 22, 72 in | :26:05. | :26:11.
Fahrenheit. We had an e`mail asking us to keep the Fahrenheit! The Isles | :26:12. | :26:18.
of Scilly are fine and dry. The times of high water... If you are | :26:19. | :26:29.
heading to the beach for a spot of surfing, I do not think you will see | :26:30. | :26:32.
much over the next few days. With high pressure in charge, some small | :26:33. | :26:37.
waves. One or two feet if you are lucky. Coastal waters, the winds are | :26:38. | :26:44.
variable. Some haze around so visibility is not brilliant. That | :26:45. | :26:47.
will not improve until the cold front moves in. Here is the outlook. | :26:48. | :26:59.
It is generally a little bit cooler but it is drying. Somewhat colder | :27:00. | :27:06.
during the night, you may notice. Have a good evening. Thank you. Not | :27:07. | :27:07.
looking too bad. weather then because in tomorrow | :27:08. | :27:10.
night's Spotlight we'll be getting a which starts on Saturday. The annual | :27:11. | :27:14.
two`day event attracts tens of thousands of visitors. This year's | :27:15. | :27:30.
highlights will include more than 90 food stands, over 2,000 | :27:31. | :27:33.
animals, more than 500 trade stands and even a motorcycle stunt display | :27:34. | :27:35.
team. Plenty to look forward to and we | :27:36. | :27:41.
will preview that on Spotlights tomorrow. Join us at 6:30pm. Have a | :27:42. | :27:43.
good evening. Bye`bye. | :27:44. | :27:47. |
