it's simply running out of space. 72 million people used Heathrow last | :01:14. | :01:17. | |
year, that is two million more than the year before. There were 470,000 | :01:18. | :01:23. | |
flights, just 10,000 short of its maximum capacity. Demand for air | :01:24. | :01:28. | |
travel increases year on year on year. People are moving an awful lot | :01:29. | :01:39. | |
more than they used to, moving abroad. The demand for London | :01:40. | :01:44. | |
Heathrow has gone through the roof. So, the demand for air travel is | :01:45. | :01:50. | |
there. The question is where should extra capacity be built. The Chief | :01:51. | :01:54. | |
Executive of Heathrow wants expansion. He says the airport is | :01:55. | :01:58. | |
good for business. It will create more jobs and boost the economy. | :01:59. | :02:02. | |
Campaigners say the figures simply don't add up and the cost to the | :02:03. | :02:06. | |
quality of life in London is just too great. There may well be some | :02:07. | :02:10. | |
economic gain if a third runway is built at Heathrow. But the | :02:11. | :02:14. | |
environmental and social costs are far too high. 125,000 people live | :02:15. | :02:28. | |
under the Heathrow flight paths. That alone we believe should rule | :02:29. | :02:33. | |
out any further expansion. The Government's advisers on air | :02:34. | :02:36. | |
strategy have shortlisted proposals for new runways at Heathrow and | :02:37. | :02:40. | |
Gatwick. But they haven't ruled out plans for a completely new airport | :02:41. | :02:52. | |
on the so`called Boris Island. Gatwick is not the right answer. The | :02:53. | :02:59. | |
right place for it to go, from a social and economic point of view, | :03:00. | :03:03. | |
will be to the eastern side of the capital. Building an airport there | :03:04. | :03:07. | |
would have a huge impact on this internationally protected marshland. | :03:08. | :03:11. | |
The idea that all of this would need to be destroyed, would need to be | :03:12. | :03:15. | |
removed to make it safe to fly aircraft, let alone to build an | :03:16. | :03:20. | |
airport on top of all of this, it would be environmental vandalism. If | :03:21. | :03:25. | |
the marshland is built on, developers would have to relocate | :03:26. | :03:31. | |
the birds. A decision on whether Boris Island would be a | :03:32. | :03:34. | |
fully`fledged contender will be made in September. In the second half of | :03:35. | :03:37. | |
next year, after the general election, the Airports Commission is | :03:38. | :03:40. | |
due to issue its final recommendations on where a new | :03:41. | :03:47. | |
runway should be built. It is perhaps no coincidence that that | :03:48. | :03:51. | |

was on the run for more than three months before being caught. Now, | :04:46. | :04:50. | |

doesn't stand`alone. Over 13 years, 211 prisoners have gone absent | :04:56. | :05:01. | |
without leave. Broken down, between 2001 and 2004, so over a three`year | :05:02. | :05:07. | |
period, 48 patients absconded. In the five years between 2004 and | :05:08. | :05:13. | |
2009, it was 68. In the last five years, 95 patients have gone absent | :05:14. | :05:19. | |
without leave. A big part of the care is focussed on reintegrating | :05:20. | :05:23. | |
them back into their communities, and that includes sending them on | :05:24. | :05:26. | |
unaccompanied days out. If a prisoner is 30 minutes late back | :05:27. | :05:30. | |
from one of these trips, they are recorded as an absconder. The Trust | :05:31. | :05:34. | |
which runs this unit is keen to point out that not all these cases | :05:35. | :05:37. | |
are of people who have chosen not to return. It says it is very careful | :05:38. | :05:41. | |

relentless closure of hospitals, the idea that people don't need to be in | :06:15. | :06:19. | |
hospital. Some of that is right. The end result is that there are people | :06:20. | :06:23. | |
who may not be able to live in the community or go out into the | :06:24. | :06:27. | |
community unescorted quite as quickly as is being demanded. The | :06:28. | :06:31. | |
concern is that these patients may not only be a risk to themselves, | :06:32. | :06:37. | |
