that councils are to be banned from using so`called spy cameras to issue

parking tickets. Mobile CCTV and fixed cameras issue thousands of

penalty notices every year. Soon motorists will only have to watch

out for parking wardens. Cash cows for greedy councils, or an

effective way of punishing bad and unsafe driving. Either way, these

cameras have been a lucrative source of income. Now, after a public

consultation, we understand authorities will be banned from

using mobile CCTV cameras and fixed cameras for issuing parking

penalties. I think it is a good idea, yes. I think they are sneaky.

We pay enough in rates and things to not supplement them any more. Good

thing because I got a ticket for parking in the loading bay and going

to pick up a bike. I was there five minutes. It says you have 20

minutes. London councils have been pulling in record`breaking amounts

from fines. Westminster Council made ?24.5 million last year. The most in

London. Labour`run Hackney generated ?17 million. Up more than ?11

million on just the previous year and Hammersmith and Fulham also made

?17 million. This is not the right way for councils to raise revenue or

make up for the money they are losing at all because of austerity.

The way for councils to sort out their books is so show some fiscal

prudence. Councils have insisted these cameras are about improving

road safety and all fines are reinvested in things like fixing

potholes or providing subsidised travel for the young people or

elderly. It seems a significant stream of their income is about to

be cut off and that is something many motorists will be delighted

about. Parts of Piccadilly are closed after a pavement exploded. It

happened at 7pm and an electrical fault is thought to be the cause.

People are being asked to avoid the area. There are no reports of any

injuries. Ten years after plans were first

approved, a new town will be built on the Thames Estuary in Ebbsfleet.

The brownfield site has space for 15,000 homes. In the past decade,

only 150 have been built. This is Ebbsfleet Valley and the

eastern quarry where the UK want to build the first garden city for 100

years. Not everything is rosy in the plan. Despite planning permission,

no homes have been built. The Government tried incentive schemes

to try and get them built by last Christmas, but without any progress.

The of Government seem to like this location with blue water, Ebbsfleet

station and a 17 minute journey into London. How does this announcement

differ from everything we have heard over the past ten years? There 'll

be ?200 million investment on infrastructure. It will give

families the assurance they need when they are buying a new home that

there'll be extra school places. Medical provision and the transport

links. Politicians hope the garden city idea will of build on the

benefits of high`speed rail and of course the goodwill of local people.

I think Ebbsfleet needs a development. Apart from that, it has

been a hole in the ground, a quarry, for ages. People need homes and at

the same time there's a lot of congestion in that area. I think it

is a fantastic idea. Especially for those trying to get on the property

ladder. The Government believe Ebbsfleet will be a catalyst to

other development sites in the south`east.
