farmer and peer was travelling from this Essex home in the village that | :01:00. | :01:02. | |
bears his name to Parliament and often going straight home again. | :01:03. | :01:06. | |

tougher punishment is needed. The cardinal rule should be the | :02:00. | :02:02. | |
lawbreakers cannot be Lord make `` lawmakers. He has already been in | :02:03. | :02:07. | |
jail for one set of expenses fraud and is banned from the House of | :02:08. | :02:10. | |

at local government level, and he has brought not only dishonour on | :02:37. | :02:40. | |
politics in general, but particularly on to the Conservative | :02:41. | :02:45. | |
party. The house will vote tomorrow whether to suspend Lord | :02:46. | :02:47. | |
Hanningfield. They are likely to agree. | :02:48. | :02:49. | |
