Good evening. The number of homes being built in

:00:10.:00:15.

London which are funded by the mayor has fallen to its lowest level since

:00:16.:00:18.

he took office six years ago, according to figures from the

:00:19.:00:21.

Greater London Authority. It comes on the day a report by a leading

:00:22.:00:25.

estate agent says the rate of population growth in the capital has

:00:26.:00:28.

outstripped the rate of new homes by about 75%. Our political

:00:29.:00:31.

correspondent Karl Mercer reports. Homes are being built across London,

:00:32.:00:35.

the sound of drilling and the sight of cranes becoming more common as

:00:36.:00:39.

the economy begins to improve. The problem is that this sort of sight

:00:40.:00:43.

is not common enough. This Peabody Homes development in North

:00:44.:00:46.

Kensington will see around 120 homes go up by next year, most of them

:00:47.:00:52.

affordable. But the truth is that London's a long way behind building

:00:53.:00:55.

the number of homes it needs to. The mayor's offices says that just to

:00:56.:00:58.

keep pace with demand, London needs to build 42,000 homes a year. But

:00:59.:01:04.

last year the capital added just over half of that to its housing

:01:05.:01:07.

stock, just over 21,000 new properties. That's the lowest level

:01:08.:01:12.

in the last nine years. And the number of largely affordable homes

:01:13.:01:15.

funded by City Hall is also falling. Six years ago, 11,500 homes were

:01:16.:01:17.

completed. That rose to more than 19,000 in

:01:18.:01:24.

2011, but last year was less than 9,000. And this graph shows the

:01:25.:01:31.

problem the capital faces. Its population has risen by 14% since

:01:32.:01:34.

2002, the number of jobs by 15% but the number of new homes has only

:01:35.:01:38.

gone up 9%. The gap is getting wider.

:01:39.:01:48.

One of the problems that we are all seeing now is that supply is just

:01:49.:01:55.

not there. We are falling short of the demand that London has got four

:01:56.:02:01.

more homes. London is growing by 100,000 people a year, but the

:02:02.:02:06.

housing supply is not to matching that or even keeping pace with what

:02:07.:02:19.

we need before that growth. 93,000 houses have started to be built, but

:02:20.:02:26.

123,000 homes haven't even started. As always, it is about politicians

:02:27.:02:30.

being brave enough to confront the blockages. People don't want houses

:02:31.:02:36.

next door. We are suggesting building new suburbs, but the people

:02:37.:02:44.

living near their will on them jet. `` will object.

:02:45.:02:48.

And that has long been a problem for politicians and developers alike.

:02:49.:02:50.

Business leaders want a short list of public land that can be used for

:02:51.:02:54.

homes drawn up. Without it, they say, the city will falter.

:02:55.:02:56.

Well, in response City Hall says: The Mayor has set the most ambitious

:02:57.:02:59.

house`building targets in City Hall's history. And during his

:03:00.:03:02.

tenure, a record 100,000 low`cost homes are being built by the mayor

:03:03.:03:03.

by 2016. There's been a fire tonight in a

:03:04.:03:10.

market in Camden in north London. It broke out just after eight o'clock

:03:11.:03:13.

this evening. Let's get more from Marc Ashdown who's there. If you

:03:14.:03:22.

were in north London this evening, you might have seen a large cloud of

:03:23.:03:28.

smoke flowing over Camden. That is because the famous stables market

:03:29.:03:33.

was on fire. There are about 450 stalls there. 600 people were

:03:34.:03:37.

evacuated before the fire brigade even arrived. 30 firefighters have

:03:38.:03:42.

been on the scene all evening with tackling the blaze. It is fairly

:03:43.:03:51.

quiet now. No reported injuries, but this will bring back memories of

:03:52.:03:56.

2008 when a large fire devastated much of Camden market. No injuries

:03:57.:04:03.

there, but a huge amount of damage. The main roads around here are

:04:04.:04:09.

closed, causing traffic issues. As we know, they don't appear to be any

:04:10.:04:12.

injuries, they appear to have brought this under control quite

:04:13.:04:17.

safely. Thank you for the update, Marc.

:04:18.:04:23.

Scotland Yard's head of armed policing has warned that proposals

:04:24.:04:26.

to stop officers talking to each other in the aftermath of a fatal

:04:27.:04:29.

shooting by police could lead to a drop in the number of firearms

:04:30.:04:33.

officers in the capital. He says the plans drawn up by the police

:04:34.:04:35.

watchdog would leave them feeling criminalised. Here's our home

:04:36.:04:39.

affairs correspondent Guy Smith. He is a volunteer, as are more than

:04:40.:04:43.

2000 firearms of this in the next four top but there are now fears

:04:44.:04:48.

that a substantial number may put down their weapons. The police

:04:49.:04:56.

watchdog, the IPCC, is objecting to changes in how officers provide

:04:57.:04:59.

evidence after a death or serious injury. The police watchdog is

:05:00.:05:04.

bearing its teeth. It plans to make it a legal requirement for Scotland

:05:05.:05:07.

Yard officers to be separated after a serious incident so that they can

:05:08.:05:11.

write up their witness statement Looe independently. `` their witness

:05:12.:05:21.

statements. Commander Neal Bassi says:

:05:22.:05:47.

That is something Irene Stanley disagrees with. A husband was shot

:05:48.:05:52.

dead in 1989 in Hackney. Armed police mistook a table leg he was

:05:53.:05:59.

carrying for a shot gun. She believes the guidance for officers

:06:00.:06:02.

should have changed years ago. They shouldn't be allowed it together and

:06:03.:06:09.

write their reports. They could be copying each other's notes. In an

:06:10.:06:17.

ideal world, we wouldn't carry guns, but the reality is that they are

:06:18.:06:22.

carried, and if police are using arms to protect their own personal

:06:23.:06:28.

interest, that is not a good road to be going down. The Met says it is

:06:29.:06:33.

consulting with the police watchdog. The Home Office will ultimately

:06:34.:06:36.

decide on whether any changes go ahead.

:06:37.:06:40.

I'll wish you a very good night and hand you over to Wendy for the

:06:41.:06:44.

weather, which has been rather lovely.

:06:45.:06:49.

It has, 26 degrees today. If you are going to Chelsea Flower Show

:06:50.:06:56.

tomorrow, it will feel warm, but there is an increasing chance of

:06:57.:07:05.

some showers. Through much of tonight, there will be dried, clear

:07:06.:07:10.

conditions. A warm night, 13, 14 Celsius. And through the day

:07:11.:07:15.

tomorrow, we have that risk of one or two showers, but a decent amount

:07:16.:07:20.

of sunshine on and off throughout the day. Hi if 21 Celsius tomorrow.

:07:21.:07:30.

And on the outlook, and settled conditions to come. Here's Nina

:07:31.:07:33.

Ridge. Good evening. Our hotspot today was

:07:34.:07:41.

Heathrow in London at 26 Celsius. Thunderstorms are rumbling on as

:07:42.:07:48.

they push their way northwards. We will start dragging some mist and

:07:49.:08:02.

low cloud. More of those thundery downpours to content with tomorrow.

:08:03.:08:08.

Our main area of concern is through the south-west. A lot of rain

:08:09.:08:12.

falling in a short space of time with potentially gusty winds. The

:08:13.:08:17.

showers will drift their way northwards as the day goes on. We

:08:18.:08:27.

keep a lot of the mist and low cloud, pegging back the

:08:28.:08:33.

temperatures, but some areas could see temperatures in the 20s. The

:08:34.:08:37.

forecast for this week will

:08:38.:08:39.
