Good evening from BBC London News. More than five days after the polls | :00:13. | :00:17.
opened for the local elections, counting has finally finished in | :00:18. | :00:28.
Tower Hamlets. Labour won the last two seats but the party has lost | :00:29. | :00:30.
overall control of the council. Two Labour candidates were elected in | :00:31. | :00:33.
the recount for Bromley South, which was overseen tonight by the | :00:34. | :00:36.
Electoral Commission. It's told the BBC it's also looking into claims | :00:37. | :00:38.
that some voters were intimidated. Chris Rogers is in Tower Hamlets. | :00:39. | :00:41.
This has been a complicated process, what does this result mean for the | :00:42. | :00:44.
council? As far as political dramas go, Tower Hamlets never seems to | :00:45. | :00:49.
fail. At 3am on Saturday, the counting for the local election was | :00:50. | :00:53.
cancelled. It was postponed because the counting of ballots for the | :00:54. | :00:58.
borough's Merrill elections overran. Then six recounts were ordered, the | :00:59. | :01:02.
final four Bromley South took place today. That brought Labour's | :01:03. | :01:06.
counsellors to a total of 20, short of the 23 the need for majority. Mr | :01:07. | :01:11.
Rahman's party currently has a team, but the drama is far from over. | :01:12. | :01:15.
There are still pre`councillor places left. The election for those | :01:16. | :01:19.
places has been postponed for 35 days because of the death of a | :01:20. | :01:24.
candidate. This is a borough under increasing scrutiny. Mr Rahman is | :01:25. | :01:27.
still being investigated by the government over allegations he tried | :01:28. | :01:31.
to influence votes by handing out generous grants to charities, an | :01:32. | :01:35.
allegation he denies. Today it emerged from politicians that there | :01:36. | :01:37.
was intimidation of the polling stations. This was how the count | :01:38. | :01:46.
started on Friday. And still on Tuesday evening it continued. The | :01:47. | :01:53.
results from 18 wards had been decided, but one was still | :01:54. | :01:59.
outstanding. The council says it prefers an accurate and transparent | :02:00. | :02:03.
count to a fast one. But the leader of the Tory group says it has been a | :02:04. | :02:09.
shambles. It was inefficiently organised will stop the accuracy was | :02:10. | :02:13.
not there. In my own ward I was told I would be given figures. I called | :02:14. | :02:20.
an immediate recount and there was a 21% variation on the figures between | :02:21. | :02:24.
the first count and the recount. It appears one in five votes had gone | :02:25. | :02:32.
wrong will be misplaced. After the re`election of Tower Hamlets' Mayor | :02:33. | :02:38.
Rahman, there were enthusiastic scenes outside the count at about | :02:39. | :02:42.
2am on Saturday morning. But it's now alleged by some that there may | :02:43. | :02:46.
have been a few too many people outside some polling stations on | :02:47. | :02:51.
election day. We saw groups of campaigners or activists from | :02:52. | :02:54.
various parties grouping together at the entrances to the polling | :02:55. | :02:58.
stations. That is in contravention of the rules, that you are not | :02:59. | :03:01.
allowed to put leaflets in the hands of voters as they go in. Tower | :03:02. | :03:06.
Hamlets politics are always a livelier affair than anywhere else | :03:07. | :03:10.
in the country. Yes, we had a pretty wild time with lots of people | :03:11. | :03:14.
hanging around polling stations. Some people find that intimidating. | :03:15. | :03:18.
The returning officer says the election has been carried out | :03:19. | :03:22.
correctly and the delays are unavoidable. On the day we had a | :03:23. | :03:25.
police officer at every polling station, we had a electoral | :03:26. | :03:37.
commission observers touring the borough visiting many polling | :03:38. | :03:39.
stations during the day. They didn't report any large scale intimidation. | :03:40. | :03:41.
So you think this has been a free, fair and proper election I do think | :03:42. | :03:44.
it has been free and fair, I don't think it has been a shambles. But if | :03:45. | :03:47.
there is evidence of intimidation at this stage that people are aware of, | :03:48. | :03:51.
we do want to hear about that. The police will investigate any specific | :03:52. | :03:55.
allegations where there is evidence someone was intimidated or not able | :03:56. | :03:57.
to cast their vote in the way they wanted to. A former primary school | :03:58. | :04:03.
teacher has been jailed for four years for sexual assaults against | :04:04. | :04:06.
children under the age of 13. Paul Cannon, from south London, admitted | :04:07. | :04:09.
to assaulting a number of children over a ten year period. The judge | :04:10. | :04:12.
described him as "every parent's nightmare". One of his victims spoke | :04:13. | :04:16.
to our home affairs correspondent Guy Smith. As I went to go he | :04:17. | :04:25.
grabbed my elbow and kicked the back of my leg to kick me down to the | :04:26. | :04:29.
floor. Pulled my bottom half down and was pinning me down from my | :04:30. | :04:32.
chest and hold on my leg stump. I was screaming and he was telling | :04:33. | :04:36.
me, don't worry, it's going to be OK. She was just nine when he | :04:37. | :04:41.
attacked her. He went to pull his trousers town but my dog came. My | :04:42. | :04:53.
dog scared him off. The run`off. She is now 22 but still finds it hard to | :04:54. | :04:56.
cope with what happened. I was always worried, nervous, and happy. | :04:57. | :04:58.
Paul Cannon is a former primary school teacher. The court heard he | :04:59. | :05:02.
had abused one of his pupils, but at least another 40 children, some as | :05:03. | :05:05.
young as six, were chosen at random in what the judge described as | :05:06. | :05:11.
serious predatory behaviour. The sexual offences we know what started | :05:12. | :05:17.
in 1999 and spanned a decade. He targeted both young girls and young | :05:18. | :05:24.
boys in south`west London, in Sutton, Carshalton and Merton. The | :05:25. | :05:28.
attacks are usually taking place in parks during the day. He carefully | :05:29. | :05:33.
planned the assaults, getting to and from the scene by mountain bike. But | :05:34. | :05:39.
13 years after the first attack, the police investigation had a | :05:40. | :05:42.
breakthrough. One of the victims came forward following huge | :05:43. | :05:47.
publicity surrounding Jimmy Savile and sexual abuse. That sent a clear | :05:48. | :05:51.
message to the public as a whole, that irrespective of what somebody | :05:52. | :05:55.
does for a living, what position they are in society, these sort of | :05:56. | :05:59.
offences will not be tolerated. Detectives also found 4000 indecent | :06:00. | :06:03.
images stored on Paul Cannon's computer, the judge saying his | :06:04. | :06:08.
behaviour was every parent's nightmare. But in sentencing took | :06:09. | :06:11.
into account that Paul Cannon had pleaded guilty to more than 50 | :06:12. | :06:16.
offences and jailed him for four gears. A bit like the Pope today | :06:17. | :06:34.
talking about zero tolerance for child abuse, I think it's about time | :06:35. | :06:37.
that in our society we have zero tolerance for these kinds of crimes. | :06:38. | :06:39.
Police hope the bravery shown by people like Shannon will encourage | :06:40. | :06:41.
people to come forward, detectives believing there could be more | :06:42. | :06:43.
victims of this former teacher. That's all from me, so I'll wish you | :06:44. | :06:50.
a very goodnight. And hand you over to Wendy for the weather. | :06:51. | :06:55.
Plenty of rain to come overnight tonight, a bit of a lull in places, | :06:56. | :07:00.
but still some heavy rain falling at the moment and it will continue to | :07:01. | :07:04.
come down as we go through the night. Some big puddles to watch out | :07:05. | :07:11.
for. A mild night. Most of the rain should have cleared by the first | :07:12. | :07:14.
part of tomorrow. We will be left with a fair amount of clothes `` low | :07:15. | :07:19.
cloud. But it will start to brighten up a bit as we go through the second | :07:20. | :07:22.
half of the day into the afternoon and evening. Temperatures will be a | :07:23. | :07:29.
little higher. We have showers for Thursday and then it becomes drier | :07:30. | :07:30.
with Thursday and then it becomes drier | :07:31. | :07:30.
with sunshine by the weekend. If you've been sat at home with | :07:31. | :07:41.
miserable Mayweather today wondering why on earth we didn't go abroad for | :07:42. | :07:45.
half term week, we are just going to add insult to injury because people | :07:46. | :07:49.
have been basking in some sunshine across southern | :07:50. | :07:50. |
