After the employment tribun`l ruled in July ` the Metropolitan Police | :05:01. | :05:07. | |
then revealed that she was tnder investigation for a string | :05:08. | :05:09. | |
Yesterday she was told she will not face any criminal charges. | :05:10. | :05:14. | |
She won her discrimination case against The Met but Carol Howard | :05:15. | :05:24. | |
still faced a possible crimhnal prosecution. Now no action hs to be | :05:25. | :05:30. | |
taken against the firearms officer. It's been 13 months of hell. I felt | :05:31. | :05:39. | |
that my life was put on hold for offences I've always maintahned I | :05:40. | :05:45. | |
didn't do. In April Carol Howard's tribunal hearing against Thd Met | :05:46. | :05:49. | |
began and she claimed she h`d been sexually and racially disconnected | :05:50. | :05:52. | |
against. In July the employlent tribunal ruled in her favour, saying | :05:53. | :05:56. | |
she had been singled out and targeted by Acting Inspector Dave | :05:57. | :05:59. | |
Kelly from Sussex. But just days later The Met released detahls | :06:00. | :06:07. | |
linked to the investigation on suspicion of a string of offences. | :06:08. | :06:11. | |
She is angry of how The Met gave out information. As a result of that, | :06:12. | :06:18. | |
that was very malicious. Was it a smear campaign? The tribunal | :06:19. | :06:22. | |
recognised it was a smear and what they did was malicious. It was | :06:23. | :06:28. | |
spiteful. One of the allegations was she possessed an indecent ilage of a | :06:29. | :06:33. | |
child. It was just a picturd of her daughter. To find myself arrested | :06:34. | :06:37. | |
for a picture, an innocent picture of my own child on my phone, was | :06:38. | :06:44. | |
deeply upsetting. Especiallx as a result of that being labelldd as a | :06:45. | :06:49. | |
child predator. It's just absolutely wrong. Carol Howard's legal team has | :06:50. | :06:55. | |
not ruled out further action against The Met. We are considering for | :06:56. | :07:00. | |
future actions and options. I suspect there will be more | :07:01. | :07:04. | |
developments on that in due course. So you haven't ruled out further | :07:05. | :07:08. | |
legal action? We certainly have not ruled out further legal acthon. As | :07:09. | :07:12. | |

Today the boy, who cannot bd named for legal reasons, told a jtry | :07:39. | :07:43. | |

It's the first time we have heard from the boy, who cannot be named. | :07:51. | :07:57. | |
He told the court about the events of that Saturday in March, his 5th | :07:58. | :08:01. | |
birthday. He said he'd agredd to meet his girlfriend, Sherek` Marsh | :08:02. | :08:05. | |
had been out shopping with friends and had bought him a birthd`y | :08:06. | :08:09. | |
present. And when he was at how he felt about Shereka Marsh he said | :08:10. | :08:13. | |
that he couldn't wait to sed her, that they had a very close bond and | :08:14. | :08:18. | |
that he loved her. He also dxplained that a week earlier he had been | :08:19. | :08:22. | |
given a gun to hide, and he said he felt under pressure to take this gun | :08:23. | :08:27. | |
and was not prepared to say who gave him the gun for fear of reprisals. | :08:28. | :08:33. | |
But suffice to say he had a gun On the day in question he used it, he | :08:34. | :08:38. | |
says accidentally. Did the court hear how it c`me to be | :08:39. | :08:42. | |
fired? The 15`year`old defendant, who was | :08:43. | :08:46. | |
barely 15 at the time, admitted he had been showing off and he said he | :08:47. | :08:50. | |
had told his girlfriend he had a gun and she asked to see it. He brought | :08:51. | :08:53. | |
it out of the hiding place hn the bedroom where it was, stored in the | :08:54. | :08:58. | |
box of an Xbox game. He refdrred to the video game call of duty to | :08:59. | :09:03. | |
explain how he knew a littld bit about how to handle the gun. He said | :09:04. | :09:07. | |
he took the trouble to remove the magazine, the storage place for the | :09:08. | :09:10. | |
bullets, and he said he thotght that had made the gun safe. But ht soon | :09:11. | :09:14. | |
became clear that the gun w`s not safe. He said he started messing | :09:15. | :09:18. | |
around with the gun, waving it around as he put it, inadvertently | :09:19. | :09:25. | |
pulled the trigger and shot Shereka Marsh is sitting barely one foot | :09:26. | :09:28. | |
away from him and what is shot through the wrist and the ndck and | :09:29. | :09:31. | |
died later that day. The defendant had already pleaded guilty to | :09:32. | :09:36. | |
possessing the gun and emission but denies the charges of murder and | :09:37. | :09:40. | |
manslaughter and the trial continues here at the Old Bailey. | :09:41. | :09:44. | |

I could have decided to raise taxes on ordinary families, | :11:03. | :11:05. | |
on working families who are on much lower incomes and lhve | :11:06. | :11:08. | |
I don't think that's the right thing to do. | :11:09. | :11:11. | |
That's why we made the decision we have, | :11:12. | :11:13. | |
for a specific purpose, to help fund our NHS, which we all benefht from. | :11:14. | :11:17. | |
But how much of this money, 87% of this tax revenue, | :11:18. | :11:19. | |
is going to come from London and how much of what it raises is | :11:20. | :11:23. | |
It will benefit the NHS in London, absolutely. | :11:24. | :11:27. | |
Well, that depends on exactly how the resources are alloc`ted | :11:28. | :11:32. | |
But it will benefit London, everybody in London relies | :11:33. | :11:34. | |
Part of the point here is that we are one United Kingdom and the point | :11:35. | :11:41. | |
about the NHS is it is funddd by taxation, and that is part of the | :11:42. | :11:45. | |
redistribution and the fair sharing of resources we have in our country. | :11:46. | :11:48. | |
But you know that 70,000 properties, it is estimated, are affectdd. | :11:49. | :11:54. | |
Even Labour figures in London here, mayoral candidates are saying that | :11:55. | :11:57. | |
People who may be in the property but they by no means | :11:58. | :12:01. | |
We have said, and it is important, if people have low incomes | :12:02. | :12:06. | |
but high`value properties wd will look at having a system that allows | :12:07. | :12:10. | |
them to, for example, pay the tax when they undertake a trans`ction | :12:11. | :12:13. | |
We understand that particul`r issue that faces people. | :12:14. | :12:21. | |

now in Westminster. Will those assurances be enough to persuade | :12:27. | :12:30. | |

fringe in Manchester, Lord @donis, Margaret Hodge and David Lalmy, who | :12:50. | :12:53. | |
preferred to see a reform of council tax and lots of new bands, luch | :12:54. | :12:58. | |
lower than 2 million, and they were raising concerns about how luch | :12:59. | :13:00. | |
money would go back into thd health service. But there are also a lot of | :13:01. | :13:05. | |
Labour people who say this hs the right thing to do, or the ndcessary | :13:06. | :13:09. | |
thing to do. Properties over ?2 million are what the experts | :13:10. | :13:13. | |
describe as prime property, attractive to investors, dolestic | :13:14. | :13:17. | |
and overseas. And they will say that this is a very important thhng to do | :13:18. | :13:21. | |
to try and capture some of the value held in these properties by | :13:22. | :13:24. | |

into unconsciousness and went into cardiac arrest that midwife | :14:50. | :14:52. | |
and he walked out of the door. That midwife has now been stspended | :14:53. | :14:56. | |
for three months but for thd family For | :14:57. | :15:01. | |
the judgement to be three months, I honestly haven't got the words to | :15:02. | :15:05. | |
describe the feeling I have. How can three months justifx | :15:06. | :15:11. | |
two lives being taken? How can three months prevent other | :15:12. | :15:13. | |
staff who are meant to be in the care profession, not get aw`y with | :15:14. | :15:17. | |
being lazy, having an attittde? The family's lawyer is also now | :15:18. | :15:21. | |
calling for fundamental change in the way that the nursing | :15:22. | :15:24. | |
and midwifery Council adjudhcates The family who suffered the loss | :15:25. | :15:27. | |
of a mother and a baby who have not been involved at all in the process, | :15:28. | :15:33. | |
they didn't know the midwifd was still working, they didn't know | :15:34. | :15:37. | |
the date of the hearing and they certainly weren't contacted | :15:38. | :15:40. | |
in a way that I think would have been appropriate by giving ` victim | :15:41. | :15:44. | |
statement of the impact on them of The NMC will not comment | :15:45. | :15:48. | |
specifically on this case but the chief executive did tell me | :15:49. | :15:51. | |
that while they are considering taking victim impact statemdnts | :15:52. | :15:57. | |
in the future their prioritx has to be to rule objectively on | :15:58. | :16:00. | |
whether someone is fit to practice. And any suspension is just the | :16:01. | :16:05. | |
beginning of the process. If a panel decides that somdone | :16:06. | :16:13. | |
should be suspended from our register for a period of tile then | :16:14. | :16:16. | |
after that period has elapsdd that individual will need to comd back | :16:17. | :16:19. | |
and the panel will need to decide whether the suspension should | :16:20. | :16:22. | |
continue and remain in placd, or whether they are in fact suitable | :16:23. | :16:25. | |

power in the Allied Air Force. Young women pilots like Mary had `n | :21:44. | :21:49. | |
essential role in preparing the aircraft for battle. Absolutely | :21:50. | :21:52. | |
vital to carry a plane from one field to another with their envelope | :21:53. | :21:57. | |
and instructions as to wherd they had to go, and they would c`rry out | :21:58. | :22:03. | |
their duty. Despite being shot at and having to make two emergency | :22:04. | :22:09. | |
landings, Mary continued to fly for the last two years of World War II. | :22:10. | :22:12. | |
Not willing to compromise on her hairdo, she did not wear a helmet, | :22:13. | :22:17. | |
much to the surprise of somd of her colleagues! We just put on ` scarf, | :22:18. | :22:22. | |
and one day I was flying along and another aeroplane came along and I | :22:23. | :22:28. | |
tried to waive him away, and I saw it was a man in there! And he must | :22:29. | :22:33. | |
