I want those homes marketed first and sold first to people from this

country. And people from London and not

necessarily to oligarchs from the planet Zog!

But his opponents say he's failed to deliver on key matters like housing.

Mayor Boris Johnson has told his party conference that ndw homes

in London should be sold to British people and Londoners before being

In his speech to the annual Conservative gathering,

Mr Johnson spoke of creating up to 400,000 houses

His opponents dismissed the pledge as unworkable.

The Mayor also rounded on UKIP defectors on the day one of his

former deputy mayors announced that he'd decided to join the party.

Here's our Political Editor Tim Donovan.

He's always a draw and the theme is well established. Why London's

booming under Boris. Today, he was able to stress after a recent

constitutional scare that the capital was more than just the

economic heart of the nation. We can say with pride that London remains

not just the capital of England but, thanks to the wisdom of a clear

majority of Scots, it is thd capital of Britain and the capital of the

united kingdom. The Prime Mhnister watched on. He pros used a brick

collected from a Midlands f`ctory to back this claim. We've been able to

build more affordable homes in the recession than Labour ever did in

the boom. And we'll get up to 100,000 over this time. I sde space

city without getting anywhere near city without getting anywhere near

the greenbelt. I want those homes marketed first.

And sold first to people from this country. And people from London And

housing was condemned bioponents. We've seen average price rises to

?100 million. Rent inflation. Rough sleeping's doubled to 6,500 people.

Yet, last year house building in London fell to its lowest ldvel

since 2007. Only Boris Johnson could wave a brick around on stagd and say

it was a cause for celebrathon. One of the mayor's former deputhes

Richard Barns was joining UKIP. He said it was mainly about local

issues. UKIP is the only party consistently opposed to HS 2 and its

route and the expanse of He`throw. The area I've represented for 3

years at a number of levels, they are the two major issues th`t really

affect them. Former colleagtes on the assembly said he was disgruntled

after failing to be selected as a Tory councillor. It was a f`ilure

about not being selected at the last look at elections. That's hhs

motivation? Absolutely. That's why he's done this. I don't think it is

damaging in the slightest. With the spirit of this conference, we are

out to wall lop all parties as far as I can see. The mayor himself made

no reference to the individtal but he did deal with the type. @re there

any defectors here? ALL: No Any splitters or quhtters

ALL: No Anyone feeling yellow round the edges like a kipper? He's

inFenton a return to Westminster. Today, we had the spectacle of him

calling on superity to secure the part's future. Tim, did Borhs

Johnson give any indication of how his remaining time as mayor might

play out? The emphasis is vdry much on the moral booster. It was the

speech almost of a party ch`irman. Gheeing people up before all that

leaf let folding, envelope stuffing and door knocking that will happen

in the run up to the election. There wasn't a sense of new ideas or new

politician to fill this timd 18 months or so. The housing

announcement itself, it is not that fresh or new. You just were struck

by the sense in which he'd glided back into the mainstream of the

party here. Not just the st`r player that David Cameron wants but staying

on side. It is quite an achhevement some people say for the dur`tion of

a conference. How much of an impact did the latest edition to UKIP, that

of his former deputy mayor Richard Barns have? Richard Barns fdels this

is a party which has departdd from his values. Doesn't speak for the

kind of people that he thinks it should speak for. These are

genuinely held feelings undoubtedly. But he's not someone with a profile

outside the London. There h`sn't been a huge impact individu`lly from

his decision. It is just another one of those things that contributes to

the atmosphere here, that threat hovering over conference. There are

still rumours about further defections. It would have h`d more

impact if he was in that current position, still elected. Our

themselves always. Do you know him? He's the son, the eldest son. Yeah.

I don't know their names. They are just normal type people. Hangs out

their washing every day. Thdy are very good people. No reason why they

shouldn't have been. This coming as a shock. What do we know of Samiun?

He was born in Britain from a Bangladeshi background. He worked as

a mini`cab controller in East London. Recently he became lore

interested in Islam. Accordhng to police in Dakar, he's admitted to

being a recruitment Sergeant for IS and has fought in Syria. People in

the past have gone abroad to people in South Asia where their p`ternal

roots lie to set up a trainhng camp of some sort. It is possibld that's

what we are seeing here. Thd interesting element is wherd the

people were then being directed That is to Syria and Iraq. Ht is

understand Samiun was arrest in Central London for drunkenndss. Now

he faces far more serious charges. Police released CCTV footagd of a

robbery at an internet cafe on Tottenham high roads in Aprhl. The

footage shows two men enter the shop. One gras bes a member of

staff. She opens the safe, dmpties cash into a sports bag and hs tied

up by the suspects. Up to ?5,000 is available for every

home or business affected bx the floods between December last year

and March. The council asked the Government to extend the de`dline.

Radio DJ Neil Fox is being questioned over allegations of

historic sexual offences ag`inst two women. The Magic FM presentdr was

arrested by police in Soho darlier today. Bower Media Neil Fox was the

man arrested. He's 53, marrhed with three children. Police arrived there

this morning at the studios in sow Hoye where he works. This w`s not by

arrangement. It was a surprhse to everyone. The focus is on twoal

years ago, not weeks or months. But they are sexual allegations. The

police have detained him for questioning. What more do wd know

there? We've no idea when the alleged offences were committed How

time in his family home in London and Littlehampton. This is not part

anybody driving down their roads. We haven't been consulted as rdsidents

or notified in the correct lanner. It is a shambles. All the btses

traffic's in a queue. For the sake of recognise dents area suffering.

What is the council saying `bout it? The council is stressing thd

long`term benefits of receiving this ?30 million grant from the Layor of

London. They say ultimately it will create cleaner air. As for what s

happening at the moment, thdy say they are monitoring all of the

traffic flow. They will respond to any concerns people have. They are

asking residents to bear with them for this two`week period. Qtite a

few people are still struggling with the New Road layout we've ptt in

around Walthamstow village. We've seen a significant reduction in rat

running. Cutting out those vehicles which should not be coming through

residential areas. This shotld be for those visiting and living in

this area. The majority of people I've spoken

to today have been against these measures. Cyclists in particular who

are excited by them. Saying they have a positive effect. One man s

collected 200 signatures ovdr the weekend saying it is a good thing.

This is one of three burrows to receive ?30 million each. What

happens here will be monitored closely by other parts of London. It

is something we could see more of in the coming years.

Thank you. Residents in a block of flats in

Dalston East London have bedn forced from their homes after sewage seeped

in from their base Ulster Unionists. The landlord took three days to

clear it out. It was caused by a flash need #ed

flood residents are seeing rising sewage rats and now damp. This was

Jo basement flat a week ago. Today, she invited me in as she was moving

out. It was gushing out, like a river coming down the stairs into

our flat. It was filling up very quickly. It all happened around 4.00

in the morning. On Saturday. I was really panicking. I thought there

has to be an emergency numbdr. I checked the contract. You h`ve the

number there. Shall we give it a go? Yeah. What does that mean? H don't

know. I guess it is wrong ntmber or something like that. I can't get

through at all to anyone. M`ny of the residents here said thex'd been

ringing the agent and landlord for days on a variety numbers asking for

help. Once our cameras turndd up so did the elusive landlord, whthin

just 15 mins. We were then promptly thrown out and told the mess was

being cleared up quickly after a one`offer flash flood two wdekends

ago. One of the residents w`tching said these problems go back far

further than that. I have w`ter pouring from my ceiling every time

is rains since July. No`one came to check on it until the flash floods

at the weekend when the sittation really grew out of control. People

have been ringing them up. We've been made to feel it is our fault

for inconveniencing them th`t we've sewage coming into our flalhngts,

water pouring through our cdilings. Professional cleaners have been

brought in. But not soon enough for those who couldn't stand thd sewage

and damp anymore. And, Chelsea look for their first

European win of the season, as they Exactly 74 years ago,

a teenage boy in Enfield witnessed the destruction of a pub full

of customers during the Blitz. Today, after a long campaign,

Cliff Short, who's now 89, helped open a memorial garddn

dedicated to the 20 people who lost Yvonne Hall was there

and has been speaking to hil. It's the moment he has waitdd 4

years to see, helped by loc`l school children, 89`year`old Cliff Short

opens a memorial garden in Dnfield. It hit the roof. It went straight

down to the basement. Where the men were taking shelter. That is when

they lost all their lives. Ht was one of seven bombs dropped on

Enfield on the night of 30th September 194 o 0 at the Two Brewers

pub, 20 died. Cliff was a mdssenger for the firefighters who carried out

the rescue. For 40 years he has been campaigning for a memorial garden on

the site. Today his dream fhnally came true, helped by ?40,000 from

the Mayor and Enfield Counchl and, doing their bit, planting btlbs in

the garden, pupils from St Latthew's Primary School. Every person who

come round on the bus they can see the remembrance of those 20 people

who died here. The organisers have been keen to involve as manx local

people as possible in this project. These poems around the site have

been written by members of the Enfield Branch of MIND, the mental

Hale charity, this reads, "ht was late in the evening, closing time.

The beg, "time gents!" Came the landlord's cry. Then it happened."

For Cliff it's the end of a long and traumatic journey. It's a mdmory

I've tried to lose, but I kdpt it until we got all this work done for

this garden. I was very upsdt the way it was used as a rubbish dump

match. Arsene Wenger's side have hit the buffers. Aaron Ramsey whll be

out for a month. A big blow for them. Jack Wilshere should be fit

tomorrow at the emirates. Wdnger confirming today that the French

striker is close to agreeing a new two year contract that will keep him

at the club until 2018. Thank you. She made her name as a child star,

but later became just as falous for hard partying

and brushes with the law. Now, actress Lindsay Lohan has made

London her temporary home as she makes her West End ddbut

in Speed`the`Plow ` a satirical play poking fun

at the Hollywood film industry. Our arts correspondent,

Brenda Emmanus, Men Girls' thirst her into the

spotlight and made Lindsay Lohan a teenage star. That has been followed

by a decade of personal drala, addiction and a short stint in jail.

She has come to London to t`ke on her first theatre role, starring in

David Mamet's Speed`the`Plow. Out of everything I've done, I've done my

share of movies and stuff, this has been the easiest process of going to

rehearsesals, having no camdras no paparazzi. We come in, small group

of people. It's very intimate. That is what it is. The actress hs in the

capable hands of a seasoned director. Has it added a grdater

challenge for you her celebrity status? We got on with the play

really. It's difficult in these days with Twitter and the interndt

following Lindsay Lohan's every move really. I'm sure Lindsay is

acclimatising to it now. I found it surprising at first. I learnt ` we

just decided to get on with the play and rehearse the play, as one would

do in a normal production pdriod. It's been a shakey start with

criticisms of her early preview performances. She has been `ccused

of forgetting her lines and needing prompting? It's my first tile on

stage in front of people. Wd really had a few weeks of rehearsal. Like

we said, it's not a quick study So it was a bit overwhelming. H don't

think she could at present take on a film role that would be of dqual

stature to this. So, you know, I think it's a good, bold movd to go

and do something this high`profile and just to see if it works really.

It is a risk for her. I guess the real pressure for cast and crew

comes this Thursday when professional critics give their

opinion o on this production it Hasn't phased its star.

It's that time of the evening for a check on the weather,

No surprise it has been the driest September on record, it has been

lovely? Beautiful weather conditions. Like summer really.

Driest September on records dating back to 1910. Today's statistics

have to be added in. We havd had 20% of the rain we would normally expect

to get, that is all. It looks like it will turn out to be the warmest

since 2006. It has been quite an exceptional September. However,

autumn is on the way. I think, unfortunately, it will come at the

weekend, after we have had ` little bit more summer throughout the next

few days of the week. That hs because the high pressure that has

been with us for quite some time, through most of September in fact,

is edging away from us. That will allow the weather to surn cxclonic.

We get the band of rain, we do need, it gardeners and the parks `cross

London need it. We will get breezy conditions. That being a cold front

it will feel cooler throughout the weekend as well. So, enjoy this

little extended bit of summdr while we have it. It's a fine evening

There is brightness to be h`d. As we go through the night, at first it

will be dry. There will be some clearer skies as well. Maybd one or

two mist or fog patches devdloping for a time. After midnight ht will

cloud over and eventually wd will get outbreaks of rain as well. That

will be light into the earlx hours of the morning. Temperatures around

13`14 degrees. Another mild night as well. It will be a bit of a cloudy

start to the day tomorrow. There might be a few spots of rain around.

It is tending to be showery, mostly light once again. There could be

moderate bursts up to lunchtime It will be dry into the afternoon, with

one or two sunny spells starting to breakthrough as we go through the

afternoon as well. It will be feeling fairly warm once ag`in.

Highs of 21 degrees. Thursd`y, similar conditions. Largely fine,

there will be hazy brightness through the cloud now and then. A

lot of cloud sticking with ts. Light winds and a high in Kensington, for

example, of 20 degrees. Well above where we would expect it to be. By

now it's the start of Octobdr. On Friday, similar conditions. We will

feel the breeze picking up slowly. The rain will come through over

night into Saturday. A wet lorning, a bright and breezy afternoon. More
