will get a below inflation 1% pay rise next year. The government says | :00:10. | :00:15.
it is necessary to help the public finances, but unions have reacted | :00:16. | :00:18.
angrily and threatened strike action. It is right to take these | :00:19. | :00:22.
difficult decisions, because it means we can keep more people | :00:23. | :00:26.
employed, we can keep more people in work. We will be looking at the pay | :00:27. | :00:32.
awards across the public services. Disappointing figures from | :00:33. | :00:36.
Morrisons. The supermarket chain reports a ?176 million loss and | :00:37. | :00:39.
announces a major restructuring of the business. Families' anger of an | :00:40. | :00:45.
enquiry into the deaths of 16 men on a North Sea helicopter crash | :00:46. | :00:50.
concludes the accident could have been prevented. Dramatic pictures of | :00:51. | :00:53.
a high-speed police car chase after a man car jacks two vehicles in the | :00:54. | :00:59.
middle of a busy rush-hour. And friends and family of Sir David | :01:00. | :01:01.
Frost gather at Westminster Abbey, to pay tribute to one of the | :01:02. | :01:04.
greatest broadcasters of a generation. | :01:05. | :01:09.
Later on BBC London, nine councils go to the High Court over the issue | :01:10. | :01:13.
of affordable rent. And expressing their frustration, flood victims | :01:14. | :01:16.
take the Environment Agency to task. Good afternoon and welcome to the | :01:17. | :01:41.
BBC News At One. Thousands of public sector workers learned today how | :01:42. | :01:44.
much of a pay rise they will be getting next year. For the vast | :01:45. | :01:48.
majority of people, doctors, nurses, members of the Armed Forces | :01:49. | :01:52.
and civil servants, it will mean a below inflation pay rise of 1%. Some | :01:53. | :01:57.
top managers will not receive anything at all. The government says | :01:58. | :02:01.
it needs to keep wage rises low as a way of sorting out the public | :02:02. | :02:04.
finances. But some unions are already warning of strike action. | :02:05. | :02:10.
Here is our political correspondent, Ross Hawkins. | :02:11. | :02:14.
NHS pay will go up, but by less than many expected. Official advisers | :02:15. | :02:19.
said workers like these should get a regular increase and a 1% pay rise. | :02:20. | :02:24.
Ministers disagreed. Staff will get one come all the other, but not | :02:25. | :02:28.
both. It is right to take these difficult decisions because it means | :02:29. | :02:31.
we can keep more people employed, we can keep more people in work and we | :02:32. | :02:35.
can make sure we spend money on vital treatments, on hospitals and | :02:36. | :02:39.
on delivering services, which is what patients badly want. It means | :02:40. | :02:43.
NHS Trusts in England will get either a 1% pay rise from April and | :02:44. | :02:50.
2% the year after, or, that in curing -- that incremental | :02:51. | :02:53.
regularise, received by about half the stuff. 400 senior management | :02:54. | :02:59.
will get nothing. Unions are talking to their members about strike | :03:00. | :03:02.
action. For the bottom, lowest people paid -- lowest paid people in | :03:03. | :03:09.
the NHS, this 1% is worth ?150 a year, less than ?3 per week to the | :03:10. | :03:15.
lowest paid in the NHS. It is a scandal. The Treasury has long since | :03:16. | :03:19.
said it wants to save money by cutting back on the incremental pay | :03:20. | :03:24.
rises. Now we know how its plans will work in the NHS in England. But | :03:25. | :03:29.
after a two year pay freeze, it has got a fight on its hands. Other | :03:30. | :03:34.
staff, including the Armed Forces and Prison Service workers and even | :03:35. | :03:40.
judges will get a 1% rise. And the Treasury. Topping up pension funds | :03:41. | :03:44.
for teachers, civil servants and the NHS, that means employers like | :03:45. | :03:49.
schools, NHS Trusts does other government departments, will have to | :03:50. | :03:53.
pick up a ?1 billion bill between them instead. One union said that | :03:54. | :03:59.
added up to a con. In Scotland there will be more generous offer for | :04:00. | :04:03.
health staff and in England a real struggle between ministers and | :04:04. | :04:07.
unions over how much they should get and how their patient rise in | :04:08. | :04:11.
future. Let's get the reaction from public | :04:12. | :04:14.
sector workers themselves. More Northern Ireland has the highest | :04:15. | :04:18.
proportion of public sector workers in the UK. Our Ireland correspondent | :04:19. | :04:22.
was Buchler has been speaking to some of them. | :04:23. | :04:25.
Shopping seems to cost more, spending seems to cut further into | :04:26. | :04:30.
savings. At this supermarket in south Belfast, workers from both the | :04:31. | :04:34.
public and private sectors were united. Bills are rising, while | :04:35. | :04:37.
their wages are struggling to keep up. Things that were 20p cheaper two | :04:38. | :04:43.
weeks ago, you go back and you look at the same product and it is 20p | :04:44. | :04:48.
more expensive. Definitely, I am a student nurse and you are constantly | :04:49. | :04:55.
on the breadline. This lasts about three days and costs ?30. That | :04:56. | :05:00.
feeling of being tight for cash may well remain when she qualifies as a | :05:01. | :05:04.
nurse. Northern Ireland has a particularly Lardner -- large number | :05:05. | :05:08.
of people employed in the public sector. And NHS staff across the UK | :05:09. | :05:12.
are among those who are worried about how they will cope with rising | :05:13. | :05:16.
prices and the potential of just a 1% pay rise. It is hard to survive | :05:17. | :05:22.
on a wage in Northern Ireland. Will 1% make a difference? Definitely | :05:23. | :05:37.
not. It is tight at the minute. What did the MPs get as their pay rise? | :05:38. | :05:40.
The government is determined what it might -- to make what it calls | :05:41. | :05:45.
savings and the unions call cuts. Protests overpaid likely but this | :05:46. | :05:49.
campaign to save jobs appears to have failed. Today, it was announced | :05:50. | :05:54.
300 posts are being lost in Coleraine as the government closes | :05:55. | :05:56.
Northern Ireland's driver and the lady see. The work is being | :05:57. | :06:03.
centralised in Swansea but there will be no board jobs there. That is | :06:04. | :06:07.
austerity. Today's announcement means some age and -- some NHS staff | :06:08. | :06:12.
will not be paid as much as they were expecting and that has led to | :06:13. | :06:15.
the threat of possible industrial action. Branwen Jeffreys is with me. | :06:16. | :06:19.
There are so many levels and the NHS and this is a tight more corporation | :06:20. | :06:24.
affront year. Absolutely, this is a pay deal that will not make many | :06:25. | :06:28.
nurses happy, 1% is a real terms cut for them and people's budgets are | :06:29. | :06:33.
being squeezed as we were hearing in that report. But the NHS walks a | :06:34. | :06:37.
very fine line and hospital managements will also be worried. | :06:38. | :06:43.
The pay bill is a huge part of the NHS budget, two thirds of what the | :06:44. | :06:47.
NHS spends on our care is on paying for its staff. If you don't give | :06:48. | :06:52.
staff a pay rise, you risk not being able to recruit enough, particularly | :06:53. | :06:56.
as the economy lifts off, then we're back to hiring nurses from abroad. | :06:57. | :06:59.
But if you give pay rises without getting them to work differently or | :07:00. | :07:03.
do more, hospital managers are worried that they will not be a will | :07:04. | :07:08.
to maintain the quality of care, so this is a difficult line for the NHS | :07:09. | :07:12.
to tread. Branwen, thank you very much. Our chief political | :07:13. | :07:15.
correspondent Norman Smith is in Westminster for us. The government | :07:16. | :07:18.
says they need to do this, but the unions may suggest they are picking | :07:19. | :07:24.
a fight. Today's settlement tells us just how perilous the public | :07:25. | :07:29.
finances remain, despite the steady diet of better economic news we have | :07:30. | :07:33.
had, because be in no doubt how extraordinarily tough this delays, | :07:34. | :07:39.
with many many, many workers against seeing their pay like behind prices | :07:40. | :07:42.
for the fourth year running, questions about whether their | :07:43. | :07:45.
pensions are affordable with government departments being asked | :07:46. | :07:49.
to find another ?1 billion to prop them up and at the presenter of this | :07:50. | :07:55.
pay squeeze now is the NHS, a politically hugely emotive issue -- | :07:56. | :08:00.
at the epicentre. What is interesting is the reaction of the | :08:01. | :08:03.
health service unions, who have threatened industrial action | :08:04. | :08:08.
including strike action. You have to go back to the Winter of discontent | :08:09. | :08:13.
in 1979 to find sustain industrial action in the health service. People | :08:14. | :08:17.
don't do it because you put patients' lives at risk, but it | :08:18. | :08:22.
tells you how angry the unions are and it raises the question is are we | :08:23. | :08:26.
in your four reaching the outer limits of public sector acceptance | :08:27. | :08:32.
of austerity? The supermarket chain Morrisons has | :08:33. | :08:37.
announced losses of ?176 million for last year, that is down from a | :08:38. | :08:42.
profit of 879 million pounds the year before. The firm says it will | :08:43. | :08:45.
massively overhauled how it operates and is going to refocus its business | :08:46. | :08:50.
to take on discount supermarkets like Aldi and Lidl. Shares in | :08:51. | :08:54.
Morrisons have fallen sharply this morning. Emma Simpson reports. | :08:55. | :09:01.
Good morning. Morrisons have spared no expense promoting its fresh | :09:02. | :09:05.
produce, but today, it plunged into the red. It has been hit by some | :09:06. | :09:10.
exceptional costs of nearly ?1 billion, but the underlying picture | :09:11. | :09:14.
is also grown. With cut-throat competition, this supermarket is | :09:15. | :09:19.
being squeezed. There are big structural shifts going on in the | :09:20. | :09:23.
market. Some of the biggest changes for two generations as people shop | :09:24. | :09:28.
differently, online, convenience and discounters, which customers see us | :09:29. | :09:32.
small supermarkets and today, we are taking the bold decision to ensure | :09:33. | :09:34.
that we are giving our customers the very best price and we are prepared | :09:35. | :09:39.
to put our money where our mouth is and invest in it. That investment | :09:40. | :09:45.
adds up to ?1 billion over the next three years and cutting prices and | :09:46. | :09:50.
improving stores come to win back customers. It is a big shift, but it | :09:51. | :09:55.
will also mean Morrisons' profits taking a huge hit. Here is where it | :09:56. | :10:01.
all began, when a young edit and butter seller, William Morrison, | :10:02. | :10:05.
graduated from his market stall to the first shop Bradford but a | :10:06. | :10:10.
century later Morrisons seems to have forgotten its roots. They have | :10:11. | :10:15.
lost customer with -- they have lost touch with the store customer base. | :10:16. | :10:20.
In 2005 they would have been ranked for value above ASDA, but they have | :10:21. | :10:23.
been moving upmarket, making their fresh food more fancy than it ought | :10:24. | :10:29.
to be. This is where most of its customers have ended up, the | :10:30. | :10:33.
discounters. If you want something and it is right, you will pay the | :10:34. | :10:37.
price. There is no point paying the price for the sake of it. Prices | :10:38. | :10:42.
mainly at once we had been we started coming again. These are the | :10:43. | :10:47.
up and coming supermarkets at the moment. Morrisons is now fighting | :10:48. | :10:51.
back, with a dramatic change of course. That has hit other | :10:52. | :10:55.
supermarket shares today, as fears of an all-out price war take hold. | :10:56. | :11:04.
An enquiry into the deaths of 16 men in a North Sea helicopter crash has | :11:05. | :11:08.
concluded that the accident might have been prevented. 14 oil workers | :11:09. | :11:12.
and two crew died when the Bond Super Puma crashed into the water | :11:13. | :11:18.
off the Aberdeenshire coast in 2009. Relatives of those who died have | :11:19. | :11:20.
called for a criminal prosecution and full public enquiry. Our | :11:21. | :11:26.
Scotland correspondent Lorna Gordon reports. | :11:27. | :11:29.
It should have been a routine journey, but five years ago this | :11:30. | :11:32.
helicopter, returning from a platform in the North Sea, plummeted | :11:33. | :11:37.
into the water. All on board died. It has been a long wait for their | :11:38. | :11:42.
relatives, still grieving, still waiting for answers. We relive this | :11:43. | :11:46.
every day. This is not something that will go away. The length of | :11:47. | :11:51.
weight of nearly five years has been intolerable for all the families and | :11:52. | :11:57.
we, the families, feel let down by the system. Much of the wreckage was | :11:58. | :12:01.
recovered from the sea bed. There has been multiple investigations | :12:02. | :12:04.
into what happened. It was discovered that a catastrophic | :12:05. | :12:08.
failure of the gay box caused main rotors to break away. -- the | :12:09. | :12:14.
gearbox. Now today Fatal Accident Inquiry has concluded it is possible | :12:15. | :12:16.
the deaths might have been avoided if it were not for a number of | :12:17. | :12:20.
failures by the helicopter's operators, bond. They failed to | :12:21. | :12:25.
perform a specific maintenance task and failed to ensure their | :12:26. | :12:29.
communications with the manufacture, Eurocopter, followed procedures. We | :12:30. | :12:33.
know there were mistakes and we have put those mistakes right. There | :12:34. | :12:37.
remains no conclusive evidence that any mistake did lead to the | :12:38. | :12:41.
accident. There has been five helicopter crashes in the North Sea | :12:42. | :12:45.
in as many years. Relatives today said each time they hear the news, | :12:46. | :12:50.
the memories come flooding back. Every time there is a helicopter | :12:51. | :12:56.
crash, we ask, why? I don't know why these things keep falling out of the | :12:57. | :12:59.
sky and I don't know what we can put in place to prevent these things | :13:00. | :13:02.
happening again, but the sooner, the better, as far as I am concerned. No | :13:03. | :13:10.
have been announced to improve the safety of helicopters flying into | :13:11. | :13:14.
the sea. Helicopters will not be allowed to fly in severe sea | :13:15. | :13:17.
conditions and all passengers have to be seated by emergency exits, but | :13:18. | :13:21.
for the relatives of those who died in 2009, there is fury there is | :13:22. | :13:25.
still no apology for our loved ones' deaths and still no closure. | :13:26. | :13:33.
Day six of the search for the missing Malaysia Airlines passenger | :13:34. | :13:37.
jet and there are still no signs of any debris and no clues as to why it | :13:38. | :13:41.
disappeared last Saturday, an hour after taking off. In the words of | :13:42. | :13:45.
one minister, the plane has vanished. This morning, the Malaysia | :13:46. | :13:49.
government says apparent debris pictured on Chinese satellite images | :13:50. | :13:52.
released yesterday is not the remains of the airliner. Jonathan | :13:53. | :13:56.
Head reports from Kuala Lumpur. Day six and still no sign. So every | :13:57. | :14:03.
lead, however tenuous, is investigated. The latest, pictures | :14:04. | :14:09.
from a Chinese satellite taken on Sunday and at first described as | :14:10. | :14:14.
possible aircraft debris but now the Malaysians say it was published in | :14:15. | :14:18.
error and the planes sent to the location saw nothing. Every other | :14:19. | :14:24.
theory was also not -- knocked back by the Malaysia authorities today. A | :14:25. | :14:28.
total lack of information after so long has raised questions about | :14:29. | :14:33.
their openness. Malaysia has nothing to hide. We have spared no expense | :14:34. | :14:39.
and no effort. From day one, we have been in regular contact with our | :14:40. | :14:43.
neighbouring countries and accepted all international offers for help. | :14:44. | :14:50.
To help. We have followed protocols as stipulated by the International | :14:51. | :14:52.
civil aviation organisation since the incident began. At the | :14:53. | :14:58.
well-wishers' wall they have put up at Kuala Lumpur Airport, they are | :14:59. | :15:02.
starting to run out of space for all the messages of sympathy. It is hard | :15:03. | :15:07.
to accept that such a huge airliner can simply Fach -- vanish in an era | :15:08. | :15:12.
when technology seems to have" of our planet to scrutiny, yet other | :15:13. | :15:16.
air accidents took months, even years to explain. In time, this | :15:17. | :15:23.
mystery will surely resolved. And until it is people can choose to | :15:24. | :15:33.
believe and hope. Public sector workers are told they'll get a | :15:34. | :15:36.
below-inflation 1% pay rise next year. And still to come: Time to | :15:37. | :15:48.
sign up, same-sex couples can register to get married from today. | :15:49. | :15:51.
Later on BBC London: Could the capital rival Silicon Valley? The | :15:52. | :15:54.
Mayor outlines his vision for the future. | :15:55. | :15:56.
And the twins whose experiences of the arctic will be far from | :15:57. | :15:57.
identical. At midnight tonight same-sex couples | :15:58. | :16:15.
can register to have their wedding on the day gay marriage becomes | :16:16. | :16:22.
legal, the 29th of March. It's seen as a milestone on the path to | :16:23. | :16:25.
marriage equality in England and Wales but, as yet, there's no way | :16:26. | :16:28.
for people to convert a civil partnership into a marriage. Simon | :16:29. | :16:34.
Clemison reports. When it was a busy fishing port, | :16:35. | :16:38.
marriage and Hull was about men going to see and women staying at | :16:39. | :16:42.
home. But over the years, the fleets have left the city's docs. Marriage | :16:43. | :16:48.
is about to become more than something for just men and women. | :16:49. | :16:52.
Today, the stepdaughter of one month and her girlfriend will go to the | :16:53. | :16:55.
Guildhall to formally give notice of their wedding in two weeks time. So, | :16:56. | :17:02.
Sammy and Jenna, we are back at the pub where you first met. You are | :17:03. | :17:10.
going to get married now? Yes, five years to the day when we first met. | :17:11. | :17:15.
They told me as young girls they never dreamt of walking down the | :17:16. | :17:19.
aisle, it was not their thing. It is now. Do you want matching rings? | :17:20. | :17:28.
Yes, we want matching rings. Whichever one they choose, it will | :17:29. | :17:32.
be a wedding ring. Up until now, couples like Sammy and Jenna have | :17:33. | :17:37.
been able to become civil partners which will give them rights but not | :17:38. | :17:41.
the right to say they are married. I like that one. We originally booked | :17:42. | :17:50.
a civil partnership that they had all changed. You wanted to get | :17:51. | :17:56.
married, why was that? It is the principle of the matter. Men and | :17:57. | :18:00.
women have that right. It is an equality thing? Yes, we are | :18:01. | :18:06.
basically saying we are equal to them. Jenna and Sammy's families | :18:07. | :18:11.
will play a role in their big day. For Sammy's sister, putting | :18:12. | :18:15.
relationships on an equal footing is important. It is something | :18:16. | :18:23.
campaigners say is welcomed. How are you feeling? I am excited. It is | :18:24. | :18:28.
important for my brother to have a wife and for my sister to have a | :18:29. | :18:34.
wife. For people to say that? Guests. So this is the first | :18:35. | :18:40.
registration of Earth wedding in Hull. History was made in 1837. And | :18:41. | :18:48.
eventually there will be Mrs and Mrs Middleton. Marriage at the moment is | :18:49. | :18:56.
referred to as a union between one man and one woman. After the changes | :18:57. | :19:00.
implement it we will refer to it as a union between two people. What | :19:01. | :19:06.
about all the people who are already joined together in civil | :19:07. | :19:09.
partnerships? What if they wanted to marry but had to do what the Lawro | :19:10. | :19:16.
rout at the time? They can convert their civil partnership into a | :19:17. | :19:19.
marriage but that will not be possible until the end of the year. | :19:20. | :19:22.
Civil partnerships are still recognised in law but you cannot | :19:23. | :19:28.
have both. There was significant opposition to the new law from some | :19:29. | :19:33.
MPs and churches. Jenna and Sammy said is partly for the rights that | :19:34. | :19:38.
have been one that they will say their vows a week on Saturday. | :19:39. | :19:42.
The NHS in England says new standards are needed to ensure | :19:43. | :19:44.
families who lose a child after heart surgery are treated with | :19:45. | :19:48.
compassion. A report into the experiences of relatives at Leeds | :19:49. | :19:51.
General Infirmary said there was "a tragic lack of communication, | :19:52. | :19:53.
compassion and sometimes basic kindness". The hospital has been the | :19:54. | :19:58.
subject of a year long review, after surgery was suspended at its | :19:59. | :20:01.
children's heart unit because of concerns over the number of deaths. | :20:02. | :20:11.
Almost a year ago, the children's heart surgery unit in Leeds was | :20:12. | :20:17.
plunged into crisis. Surgery was suspended after safety concerns were | :20:18. | :20:21.
raised with NHS England. The unit was allowed to resume work but | :20:22. | :20:25.
abroad enquiry was set up in two patients' deaths and how complaints | :20:26. | :20:30.
were handled. Today's report confirms the unit is safe and | :20:31. | :20:34.
running well. But there were problems found with the care of the | :20:35. | :20:39.
216 families and their children. It is devastating and shocking and I | :20:40. | :20:43.
would offer a sincere heartfelt apology to every single one of those | :20:44. | :20:48.
families who experienced that care and who were courageous enough to | :20:49. | :20:54.
come forward. The testimony of the 16 families is heart-rending. The | :20:55. | :20:58.
report details how to time of extraordinary distress, they | :20:59. | :21:03.
experienced a lack of compassion, poor handling and badly handled | :21:04. | :21:06.
complaints. NHS England say new standards are needed to ensure | :21:07. | :21:10.
families who lose a child are treated with compassion. To be an | :21:11. | :21:14.
effective delivery of health care we cannot just be technicians, we have | :21:15. | :21:18.
to be more human about our approach and look at the context that | :21:19. | :21:24.
families are treated in. For the hundreds of families who were | :21:25. | :21:27.
treated at this hospital, just a small number had a bad experience. | :21:28. | :21:32.
But the report says every single one of them had the right to expect the | :21:33. | :21:35.
highest possible standards of care and their stories need to be heard | :21:36. | :21:38.
and acted upon. It is the ninth day of the trial of | :21:39. | :21:42.
Oscar Pistorius - accused of the murder of his girlfriend Reeva | :21:43. | :21:46.
Steenkamp. Today the court has been hearing more of the forensic | :21:47. | :21:49.
details. Our Africa correspondent Andrew Harding is at the court in | :21:50. | :21:56.
Pretoria. There was drama as some of the photographs of the crime scene | :21:57. | :22:03.
appeared? In deed. We got our first detailed tour of the crime scene | :22:04. | :22:08.
itself, courtesy of the first police others who arrived at the scene. He | :22:09. | :22:14.
described walking into Pistorius' house. He found the athlete in his | :22:15. | :22:19.
kitchen but pacing up and down and unable to talk. He described going | :22:20. | :22:23.
into the hole and seeing Reeva Steenkamp's body lying on the | :22:24. | :22:27.
ground, covered in towels and plastic bags. Another witness had | :22:28. | :22:33.
tried to staunch the flow of blood. Then photographs followed the | :22:34. | :22:39.
detective as he walked up the stairs, bloodstains on the stairs | :22:40. | :22:44.
and on the landing, into the master bedroom and the bathroom itself. We | :22:45. | :22:48.
saw the smashed down toilet door behind which Reeva Steenkamp had | :22:49. | :22:53.
been killed. We saw the bloodied cricket bat which Oscar Pistorius | :22:54. | :22:58.
had used to smash it. We saw cellphones and four bullet | :22:59. | :23:01.
cartridges which the prosecution may suggest the position of which backs | :23:02. | :23:05.
up their case that Oscar Pistorius did not shoot Reeva Steenkamp by | :23:06. | :23:10.
accident. At this stage, we are looking more at the details, Ness at | :23:11. | :23:15.
the arguments between prosecution and defence. Thank you. | :23:16. | :23:19.
Three more people have died in new clashes in Venezuela, as protests | :23:20. | :23:23.
continue. So far, at least 25 people have died since the demonstrations, | :23:24. | :23:25.
denouncing police brutality and the economic crisis, began a month ago. | :23:26. | :23:39.
In the United States, a dramatic car chase in Colorado State ended with a | :23:40. | :23:42.
police officer in hospital and a 29-year-old man under arrest. The | :23:43. | :23:46.
chase, which was filmed a by a news helicopter, began when a car was | :23:47. | :23:49.
hijacked with a young child in the back. Jon Brain reports. | :23:50. | :23:56.
As rush hours go, this was one of the more eventful. Ryan Stone's | :23:57. | :24:02.
third and final crash on the morning commute. The 28-year-old had begun | :24:03. | :24:08.
his journey by stealing this red minivan. The owner's four-year-old | :24:09. | :24:13.
boy was in the back-seat. A few miles down the freeway, he clearly | :24:14. | :24:17.
felt it was time for a change and swapped for a newer model. After | :24:18. | :24:21.
being forced to abandon the vehicle, one terrified passenger ran | :24:22. | :24:27.
for safety. The driver was left the roadside. Traffic officers through | :24:28. | :24:32.
tyre shredders onto the highway as he continued. Racing down the wrong | :24:33. | :24:36.
side of the road, successfully evading all attempts to stop him. | :24:37. | :24:41.
Soon, he was crashing into another car, before speeding off again. Then | :24:42. | :24:47.
another vehicle exchange. This time, the driver tried to resist. His | :24:48. | :24:53.
attempt at a fourth carjacking was thwarted by the close proximity of | :24:54. | :24:58.
the police. Sten calculated he might be better off continuing his journey | :24:59. | :25:03.
on foot. Wanted on drugs charges and with a string of previous | :25:04. | :25:07.
convictions, rhinestone's desperation not to be caught was | :25:08. | :25:11.
perhaps understandable, but it all ended here, 75 miles from where it | :25:12. | :25:17.
began. He was finally captured. A police spokesman said it had been a | :25:18. | :25:21.
strange and crazy morning in Colorado. | :25:22. | :25:26.
A service has been held this morning at Westminster Abbey to celebrate | :25:27. | :25:29.
the life and work of Sir David Frost. Sir Michael Parkinson, BBC | :25:30. | :25:32.
Director General Lord Hall, and Joanna Lumley were among those | :25:33. | :25:35.
paying tribute to the broadcaster who died in August aged 74. The | :25:36. | :25:39.
Prince of Wales has laid flowers on a memorial stone dedicated to Sir | :25:40. | :25:42.
David near Poets' Corner. David Sillito is there. | :25:43. | :25:54.
The bells are still ringing out. If you go to the south transept, in | :25:55. | :25:58.
among names like Byron, Keats and Shelley, among them, a new name, Sir | :25:59. | :26:03.
David Frost. A memorial here at Westminster Abbey is a rare honour. | :26:04. | :26:15.
Hello, good evening and welcome. It is the final resting place of our | :26:16. | :26:20.
kings and queens, a space to honour poets and today, a broadcaster and | :26:21. | :26:26.
friend to many, many famous names. This is my commandment, that you | :26:27. | :26:29.
love one another as I have loved you. He was a very kind and gentle | :26:30. | :26:41.
man. Very astute. Clever, sharp, Rich. A good man. The memorial stone | :26:42. | :26:49.
lies feet away from Byron, Shakespeare and Dickens. Illustrious | :26:50. | :26:53.
company, but there again, for anyone who had been to one of his parties, | :26:54. | :26:58.
what else would you expect? These people will remember the legendary | :26:59. | :27:01.
garden parties where you would see the Archbishop of Canterbury talking | :27:02. | :27:08.
to one a Corbett, Esther Rantzen talking to Bill Clinton. Then he | :27:09. | :27:10.
would say, had he met the Pinochets? Celebration of 50 years | :27:11. | :27:17.
in television. The congregation were a Who's Who of celebrity politics. | :27:18. | :27:26.
Many had a good reason to be here. Ronnie and I had a drink with David. | :27:27. | :27:31.
As a result, Ronnie went into the Frost report. Shall I compare the | :27:32. | :27:42.
two Sir Robin Day? To end, some political satire. And watching as | :27:43. | :27:51.
people leave, it is extraordinary, so many famous names and famous | :27:52. | :27:57.
faces. It feels as though the whole history of TV -- the whole 50 years | :27:58. | :28:03.
of TV history is walking past us at the moment. | :28:04. | :28:07.
Three rare tiger cubs have been born at London Zoo. Sumatran tigress | :28:08. | :28:11.
Melati gave birth to the triplets early in February. But keepers are | :28:12. | :28:15.
now confident the cubs are healthy, so they've released these images of | :28:16. | :28:19.
them, filmed by hidden camera. The sex of the cubs isn't yet known, as | :28:20. | :28:22.
they've remained inside their special enclosure since they were | :28:23. | :28:25.
born. The Sumatran tiger is listed as critically endangered, with only | :28:26. | :28:32.
about 300 in existence. Time for a look at the weather, here's Stav | :28:33. | :28:33.
Daneos. Hello. We had some very thick fog in | :28:34. | :28:47.
places today. Through the course of the morning, this fog has been | :28:48. | :28:51.
breaking away and we have seen plenty of sunshine developing. The | :28:52. | :28:54.
satellite picture shows that quite nicely. There will be one or two | :28:55. | :28:59.
patches around as we head through the afternoon. We have thicker cloud | :29:00. | :29:08.
across Northern Ireland and Scotland. But weather front will | :29:09. | :29:11.
produce some spit some spots of rain. Some outbreaks of rain | :29:12. | :29:20.
stretching from Argyll to Angus and Aberdeenshire. For England and | :29:21. | :29:27.
Wales, we are seeing mostly sunny skies at the moment. Some low cloud | :29:28. | :29:32.
and fog patches hanging on through central areas. As we head into this | :29:33. | :29:41.
evening and overnight, we see the mist and fog return with a | :29:42. | :29:46.
vengeance. Across England and Wales in particular, some very dense | :29:47. | :29:52.
patches lightly. In Northern Ireland the weather front is producing | :29:53. | :30:00.
outbreaks of rain. It will be a cold one with the Frost and fog. There | :30:01. | :30:04.
could be some difficult driving conditions into work tomorrow | :30:05. | :30:08.
morning. Some possible travel disruption. A cold start for much of | :30:09. | :30:16.
the country. The sun will get going and burned that fog away. We will | :30:17. | :30:20.
also pick up a westerly breeze. Lots of sunshine around. In the | :30:21. | :30:28.
south-east, you could see temperatures into the mid-teens. The | :30:29. | :30:35.
all-important weekend. It looks like high pressure dominates so it will | :30:36. | :30:39.
be dry for most areas. Some warm sunshine at times. There will be | :30:40. | :30:47.
more of a breeze. You can see the area of high-pressure anchored | :30:48. | :30:51.
across the Atlantic. If you weather front affecting the northern half of | :30:52. | :30:58.
the country. Saturday will be cloudy. I am hopeful by Sunday we | :30:59. | :31:03.
should see more in the way of sunshine, particularly in sheltered | :31:04. | :31:04.
eastern areas. A reminder of our top story this | :31:05. | :31:14.
lunchtime: Public sector workers are told they will get a below inflation | :31:15. | :31:18.
1% pay rise next year. That | :31:19. | :31:20. |
