No plans for Britain to be involved in military action in Iraq,

:00:07.:00:09.

but there is a promise of technical support and advice.

:00:10.:00:15.

As Islamist fighters take another town in the north, they're accused

:00:16.:00:19.

And we'll be with the Kurdish fighters,

:00:20.:00:32.

This is the closest we could get to Mosul. But there is where it all

:00:33.:00:39.

began. A sweeping offensive by militants that sent the Iraqi army

:00:40.:00:42.

in panic flight. We'll be live in Baghdad and

:00:43.:00:47.

getting reaction from Westminster. Nearly 50 people have been killed

and welcome to the BBC News at One. The Foreign Secretary, William

any military intervention in Iraq to ISIS now says it is in control

:01:59.:02:03.

of most of the major cities in the north of the country,

:02:04.:02:09.

the latest being Tal Afar. We'll be reporting from

:02:10.:02:12.

near there in a moment, but first our world affairs

:02:13.:02:16.

correspondent Nick Childs has A warning, you may find some of the

:02:17.:02:19.

images in his report disturbing. In Baghdad more eager, new recruits,

:02:20.:02:36.

it seems, to take on the Sunni insurgency, even though it reported

:02:37.:02:40.

they've taken another town in the north-west. Here, and in many other

:02:41.:02:45.

international capitals, not least Washington, they are still

:02:46.:02:49.

scrambling to respond. And the emergence of these unverified

:02:50.:02:53.

images, which the militants say Iraqi military prisoners being led

:02:54.:02:59.

with mass execution, has added to the international alarm over what is

:03:00.:03:07.

unfolding. Washington called the images horrifying. With air strikes,

:03:08.:03:15.

the Iraqi authorities say they've regained the initiative.

:03:16.:03:24.

TRANSLATION: A force activities have been escalated to war conditions,

:03:25.:03:33.

after the fall of Mosul and Tikrit. Definitely the strikes were very

:03:34.:03:38.

accurate and used very precise missiles. We also have other weapons

:03:39.:03:41.

which we are currently using to hit positions of the primal terror

:03:42.:03:42.

arrests. But the Americans have moved this aircraft carrier into the

:03:43.:03:44.

Gulf. Washington and many others have been unconvinced by Baghdad's

:03:45.:03:46.

reaction to events so far. And with the stakes so high, the United

:03:47.:03:47.

States is bracing itself to lend a direct hand. This man, the Iranian

:03:48.:03:49.

president Hassan Rouhani, is another key player. Could the potential

:03:50.:03:51.

fallout from Iraq even force the old antagonists, Washington and Terron,

:03:52.:03:55.

to hold direct talks on the crisis? The signals so far are mixed. On the

:03:56.:04:00.

streets of Baghdad itself the mood is uncertain. Some clearly oppose

:04:01.:04:02.

the idea of any new American involvement.

:04:03.:04:11.

TRANSLATION: The borders before the invasion were stable. There were no

:04:12.:04:17.

explosions or any other problems, no inter-Sunni Shia problems. After

:04:18.:04:21.

2003, all these things happened and the cause is the USA. And hopes that

:04:22.:04:27.

a new generation of Iraqis could emerge from their country's grim

:04:28.:04:31.

recent history, whatever its causes, are being threatened by this latest

:04:32.:04:35.

flare-up in old animosities. Nick Childs, BBC News.

:04:36.:04:37.

After ISIS extremists overran Mosul last week,

:04:38.:04:41.

a number of Iraqi troops simply gave up their arms and left their posts.

:04:42.:04:44.

In Kurdish areas, fighters called Peshmerga have taken control

:04:45.:04:46.

Our correspondent, Rami Ruhayem has been travelling

:04:47.:04:50.

across northern Iraq and sent this report from just outside Mosul.

:04:51.:04:58.

Parading through disputed territory, alone at last. Not a

:04:59.:05:07.

single shot was fired here. Yet these Kurdish forces swept through

:05:08.:05:12.

unchallenged. This is a northern stretch of Iraq Vase border with

:05:13.:05:18.

Syria. For years, the Iraqi army and Kurdish forces coexisted uneasily

:05:19.:05:21.

here. Every inch was jealously guarded, sometimes to the brink of

:05:22.:05:26.

battle. But suddenly the Iraqi army disappeared. This Kurdish officer

:05:27.:05:34.

says at least 20 positions were abandoned in this region alone. And

:05:35.:05:41.

hundreds across North Western, central and eastern Iraq. This is

:05:42.:05:48.

one of them. Here, we found traces of the Iraqi army's mysterious

:05:49.:05:52.

defeat. There was no fighting, we are told, they just threw off their

:05:53.:05:58.

uniforms and fled. TRANSLATION: There was a collapse of

:05:59.:06:02.

the Iraqi army. The Kurdish forces came to protect the people of this

:06:03.:06:06.

region, the Kurds, Arabs and Turkmen. We did not come to hurt

:06:07.:06:11.

anyone. The terrorists who took Mosul would definitely exploiting

:06:12.:06:15.

the situation if we did not secure the border area. Whatever brought

:06:16.:06:17.

them here, they are happy to stay. In decades past the Kurds rebelled

:06:18.:06:28.

against Baghdad from their mountain strongholds. Today they are closer

:06:29.:06:34.

to statehood than ever before, but dangerous -- danger is still close

:06:35.:06:38.

by. Along their frontiers they faced the jihadis. For now, neither is

:06:39.:06:45.

looking to fight the other. We are in Kurdish held territory and this

:06:46.:06:48.

is the closest we could get to Mosul. Back there is where it all

:06:49.:06:52.

began. A sweeping offensive by militants that set the Iraqi army in

:06:53.:06:59.

panic flight. In the aftermath, Iraq Vase fault lines shifted and its

:07:00.:07:01.

internal boundaries were redrawn. Our world affairs correspondent is

:07:02.:07:13.

in the Iraqi capital. How would you assess the mood in Baghdad? People

:07:14.:07:19.

have been somewhat reassured over the weekend by the fact we've seen

:07:20.:07:23.

so many volunteers here, going to join the Army and also volunteering

:07:24.:07:29.

to join Shi'ite militias. Some of those militias show the force

:07:30.:07:34.

through the city centre and here, which we witnessed. A lot of people

:07:35.:07:38.

joining the Army to try and defend the city, in case the militants do

:07:39.:07:42.

manage to break through the front lines. They lied to the north of

:07:43.:07:47.

here and come towards Baghdad. I think there will be some reassurance

:07:48.:07:51.

by that. However, having said that, we've had the news today that the US

:07:52.:07:56.

embassy has decided that some of its diplomats should leave, moved to

:07:57.:07:59.

other parts of the country or leave Iraq altogether. And then we've also

:08:00.:08:05.

seen the militants and other armed groups seizing control of another

:08:06.:08:08.

town in the Northwest. This is a town called Tal Afar, to the west of

:08:09.:08:14.

Mosul. A long way from here but still it shows that the militants'

:08:15.:08:19.

offensive has not stopped just because they've not broken through

:08:20.:08:23.

so far to Baghdad. They are still pushing ahead with the offensive in

:08:24.:08:26.

other areas, up in the north-west and taking control of Tal afar. One

:08:27.:08:31.

of the key things about that is although the army and police did try

:08:32.:08:35.

to defend it initially come eventually they collapsed, threw

:08:36.:08:43.

away their weapons and fled. Our chief political correspondent,

:08:44.:08:46.

Norman Smith, is in Westminster. The Foreign Secretary, William Hague, is

:08:47.:08:50.

going there this afternoon to give an update. You will find he will

:08:51.:08:53.

pretty much close the door firmly shut on the prospect of any military

:08:54.:08:58.

intervention by the UK. He means not just boots on the ground, no air

:08:59.:09:02.

strikes, no missile strikes, note use of drones or deployment of any

:09:03.:09:07.

military assets. The limit of British military involvement will be

:09:08.:09:10.

providing advice and guidance on counter-terrorism to the Iraqi

:09:11.:09:14.

government. The reason for that is a view that this is an Iraqi problem

:09:15.:09:17.

that has to be resolved by the Iraqis, who have had adequate

:09:18.:09:21.

military and security training to handle this themselves. Secondly,

:09:22.:09:25.

that if there is to be any interaction, that should be left of

:09:26.:09:28.

the Americans. Thirdly, a recognition that they have almost no

:09:29.:09:32.

prospect of winning a Commons vote on action in Iraq, given the

:09:33.:09:35.

shattering defeat they suffered over Syria. Which brings us to the fourth

:09:36.:09:41.

factor, which might be termed the shadow of Tony Blair. The view that

:09:42.:09:45.

Tony Blair has made the prospect of intervention almost anywhere in the

:09:46.:09:49.

Middle East so toxic that it is a political impossibility. More than

:09:50.:09:52.

that, every time he ventures and opinion on the issue, as he did over

:09:53.:09:57.

the weekend, that simply hardens public and political opposition to

:09:58.:10:00.

any form of military action. So much so that even those who are prepared

:10:01.:10:04.

to consider some form of action, or at least not ruling it out, the

:10:05.:10:08.

likes of the Mayor of London, Boris Johnson, he urged Tony Blair, in his

:10:09.:10:13.

words, to put a sock in it and a paper bag over his head.

:10:14.:10:18.

In Kenya, at least 48 people have been killed in attacks on hotels

:10:19.:10:23.

Al-Shabab, from neighbouring Somalia, are responsible

:10:24.:10:29.

The town is 30 miles south west of the popular tourist destination

:10:30.:10:34.

The assault began there yesterday evening and went on

:10:35.:10:38.

Our world affairs correspondent Paul Adams reports.

:10:39.:10:45.

You may find some of the images in the report distressing.

:10:46.:10:49.

The smouldering aftermath of a ferocious attack lasting

:10:50.:10:51.

Dozens of gunmen storming into this small coastal town last

:10:52.:10:54.

night, as local people watched the World Cup on TV.

:10:55.:10:57.

At the Breeze View Hotel, the police say gunmen forced women

:10:58.:11:00.

Revenge, they said, for the actions of Kenyan troops

:11:01.:11:06.

Inevitably the authorities are blaming Somalia's Al-Shabab.

:11:07.:11:12.

The group does not appear to have claimed responsibility.

:11:13.:11:17.

Mpeketoni is not a tourist haunt, but banks and tourist buildings

:11:18.:11:22.

Shooting was heard late into the night.

:11:23.:11:26.

Some residents fled into nearby forests to escape the carnage.

:11:27.:11:31.

So far the bodies which we've managed to collect, we've already

:11:32.:11:35.

But there are still some more bodies lying on the streets.

:11:36.:11:44.

With bodies still waiting to be collected,

:11:45.:11:46.

The authorities have said they will be on high alert throughout the

:11:47.:11:54.

World Cup, and that public viewings of games will be kept safe.

:11:55.:12:00.

Four years ago, Al-Shabab attacked World Cup fans

:12:01.:12:03.

More than 70 people were killed in two near simultaneous bombings.

:12:04.:12:11.

And if the latest violence is the work of Al-Shabab, it will be the

:12:12.:12:15.

group's most audacious operations be attack on Nairobi's Westgate

:12:16.:12:19.

The Kenyan Red Cross has arrived in Mpeketoni helping to track

:12:20.:12:25.

down survivors and assessing the aftermath

:12:26.:12:28.

From today, parents who force their children into marriage

:12:29.:12:36.

in England and Wales could face up to seven years in jail.

:12:37.:12:39.

Around 8000 young people are coerced into marriages each year

:12:40.:12:43.

The new law will also help UK nationals overseas,

:12:44.:12:54.

All of those signs are there, they are withdrawn, depressed, not taking

:12:55.:13:01.

part in things, you can't get hold of them easily. A lesson in spotting

:13:02.:13:06.

the signs of someone at risk of a forced marriage. This campaign is

:13:07.:13:09.

trying to educate students before the holidays, when many children

:13:10.:13:12.

become victims. But the forced marriage in our crime, it is hoped

:13:13.:13:17.

that will change. Forced marriage can lead to domestic abuse, rape

:13:18.:13:21.

and, in the most extreme cases, it can lead to murder. Since 2008,

:13:22.:13:37.

victims could seek protection orders in the civil courts. Now reaching

:13:38.:13:41.

these orders is illegal, alongside the new crime of forcing someone to

:13:42.:13:45.

marry. It carries up to seven in jail. It's hoped the law will help

:13:46.:13:50.

victims like this woman, whose parents took her abroad and forced

:13:51.:13:57.

her to marry a stranger at just 17. I was physically abused, mentally

:13:58.:14:01.

abused, sexually abused, verbally abused, I wasn't even allowed out of

:14:02.:14:04.

the house. I was a prisoner in a home, I was treated like slaves. It

:14:05.:14:09.

was very traumatic. When your parents took you away and told you

:14:10.:14:13.

they were going to make you marry this person, who was in effect a

:14:14.:14:18.

stranger to view, what did you say to them? I cried, I begged that I

:14:19.:14:23.

could come back to London with them. They refused. They felt I was

:14:24.:14:26.

becoming far too westernised and I was going to bring shame on the

:14:27.:14:29.

family. Their decision was if I was to be taken away and forced into

:14:30.:14:35.

marriage, it would be the right thing for me. Many victims are taken

:14:36.:14:40.

abroad and coerced to marry. But some marriages take place right here

:14:41.:14:44.

in the UK, behind closed doors. There is a well read this new law

:14:45.:14:48.

could stop victims from coming forward and seeking help, because

:14:49.:14:51.

they would fear if they did their own parents could end up in jail.

:14:52.:14:56.

That is the concern here, that this is already hidden issue could be

:14:57.:15:01.

driven further underground. Sceptics of this law point to Scotland, which

:15:02.:15:06.

criminalised breaches of protection orders in 2011. But they have been

:15:07.:15:10.

no prosecutions. We note dealing with victims that it will not end

:15:11.:15:14.

the practice. What needs to continue and what needs to happen is the

:15:15.:15:19.

community work supporting victims, empowering them and educating

:15:20.:15:21.

communities, so working with perpetrators to change their

:15:22.:15:25.

mindsets. Many believe education alongside this new law is the only

:15:26.:15:27.

way to stamp out forced marriage. Michael Schumacher is no longer in a

:15:28.:15:52.

coma and has left hospital in Grenoble where he had been receiving

:15:53.:15:56.

treatment after being injured in a skiing accident last year. He will

:15:57.:15:59.

continue his rehabilitation out of the public spotlight.

:16:00.:16:04.

It was an accident that shocked the world of sport. The seven times

:16:05.:16:10.

Formula one championship marker hits his head on a rock while skiing in

:16:11.:16:15.

the French Alpine resort last year. Since then, he has been receiving

:16:16.:16:19.

treatment at this hospital in Grenoble, but today, news that he

:16:20.:16:23.

has now left and his treatment will carry on at a hospital in

:16:24.:16:26.

Switzerland. A statement from his management team said, Michael has

:16:27.:16:32.

left the hospital in Grenoble to continue his long phase of

:16:33.:16:35.

rehabilitation. He is not in a coma any more. For the future, gas for

:16:36.:16:40.

understanding that his further rehabilitation will take place away

:16:41.:16:43.

from the public eye. A clear message from his team that his treatment has

:16:44.:16:48.

reached a new phase. His former employers, Ferrari, say their

:16:49.:16:53.

reaction is one of warming joy, but as the family thank those involved,

:16:54.:16:56.

what is not clear is just what today's news means regarding the

:16:57.:17:06.

prospects of a term recovery. Our top story this lunchtime:

:17:07.:17:09.

Islamist fighters led by the militant group Isis have overrun

:17:10.:17:15.

another key city in northern Iraq. And coming up, I am in Rio as

:17:16.:17:19.

England begin their preparations for their crucial match against Uruguay.

:17:20.:17:21.

The Fire Brigade warns of the dangers of living in sheds

:17:22.:17:25.

And the plans to change flight routes at Stansted Airport to help

:17:26.:17:30.

reduce congestion in the skies above Heathrow.

:17:31.:17:40.

Now to the World Cup - and England's footballers will be

:17:41.:17:43.

back at their Rio training ground today for the first time since

:17:44.:17:46.

They have just three days to prepare themselves for their next group game

:17:47.:17:52.

against Uruguay, who also lost their first match.

:17:53.:17:55.

To say this is a crucial game is rather understating it? That is

:17:56.:18:09.

right. England certainly have lent it to work on over the next few

:18:10.:18:13.

days. It was a frustrating weekend for them, but this World Cup is

:18:14.:18:17.

certainly giving us plenty of entertainment value. Yesterday, it

:18:18.:18:21.

gave us a bit of history as well. The first-ever World Cup goal

:18:22.:18:27.

awarded two goal-line technology. It is the World Cup that continues

:18:28.:18:32.

to sparkle MO with Lionel Messi the latest big star to shine. The tone

:18:33.:18:36.

of this tournament has been attacked, and here it was Messi's

:18:37.:18:44.

turn, leading Argentina to a victory over Bosnia-Herzegovina. That is

:18:45.:18:49.

what they came for! And Lionel Messi finally rewards them. Not the most

:18:50.:18:57.

convincing of wins, but Messi's mission is underway. France,

:18:58.:19:01.

meanwhile, became the first team to benefit from goal-line technology at

:19:02.:19:04.

a World Cup in their 3-0 win over ten man endures. -- Honduras. It was

:19:05.:19:17.

confirmed that the keeper forced the ball over the line. Confusing?

:19:18.:19:22.

Honduras fans thought so, and now FIFA officials say they will review

:19:23.:19:27.

how the technology is forecast. How long have we been asking for this?

:19:28.:19:32.

This changes the game. Switzerland were heading for the first draw at

:19:33.:19:36.

the World Cup against Ecuador until their substitute turned things

:19:37.:19:39.

around in the nick of time. With just when the three seconds

:19:40.:19:42.

remaining on the clock, he came off the bench to rescue a win for his

:19:43.:19:48.

side and keep the Europeans on top in group E. 11 games, and there has

:19:49.:19:53.

already been said 37 goals at this tournament. Tonight, it is Cristiano

:19:54.:19:56.

Ronaldo's turn to prove he can light up the world stage. His Portugal

:19:57.:20:00.

side take on one of the favourites, Germany, in the so-called group of

:20:01.:20:03.

death bomb another match fans will hope lives up to the hype. Katie

:20:04.:20:11.

Gornall, BBC News. England have one defeat under their belt. Is there

:20:12.:20:14.

any cause for optimism? England can take some positives from that defeat

:20:15.:20:18.

against Italy. They were attacking and adventurous. Roy Hodgson said it

:20:19.:20:22.

was the best he had ever seen his team play. His decision to play

:20:23.:20:27.

19-year-old Raheem Sterling was entirely vindicated. But inevitably,

:20:28.:20:32.

there will be concerns both in defence and also in attack, most

:20:33.:20:34.

notably what to do about Wayne Rooney. Rooney likes to play through

:20:35.:20:39.

the centre. Hodgson on Saturday played him on the left, and

:20:40.:20:42.

unfamiliar role. And although Rooney set up England's all, he looked a

:20:43.:20:47.

peripheral figure for much of the time. So should Hodgson consider

:20:48.:20:51.

playing him through the centre? Maybe he should consider other

:20:52.:20:54.

options, like Alex Oxlade-Chamberlain, who may now

:20:55.:20:57.

return from injury. As far as Uruguay are concerned, although on

:20:58.:21:01.

paper it is England's toughest match in this group, they reached the

:21:02.:21:05.

semifinals of the World Cup four years ago, but they would

:21:06.:21:08.

disappointing in their opening match against Costa Rica. They lost that

:21:09.:21:12.

3-1. They may have the Liverpool striker Luis Suarez back from

:21:13.:21:15.

injury, but England captain Steven Gerrard says he believes if England

:21:16.:21:20.

players did against Italy, they can beat Uruguay and get through that

:21:21.:21:21.

revocation group. People are being advised not to

:21:22.:21:25.

wash chicken before they cook The Food Standards Agency says

:21:26.:21:28.

the splashing of water can actually spread bacteria and only thorough

:21:29.:21:32.

cooking will kill germs. Nearly half

:21:33.:21:35.

of us wash our chicken before we cook it, but according to the Food

:21:36.:21:39.

Standards Agency, it's a bad habit that can spread harmful bacteria all

:21:40.:21:43.

people not to wash their poultry. It doesn't make the chicken

any more hygienic or cleaner. Thorough cooking will

kill any harmful bugs. So the advice, as always,

change that the Scottish government would hope to bring about if the

:24:09.:24:11.

people of Scotland vote yes for independence in what is now just

:24:12.:24:15.

over 13 weeks' time, believe it or not, this autumn. The first half of

:24:16.:24:19.

that approach is that there would be an interim situation. This would

consider when members of the Scottish Parliament. The idea is

:24:24.:24:27.

that that would be in place to enable estate to function by the

:24:28.:24:31.

time it became independent. The SNP hope that would be by March 2016.

:24:32.:24:35.

Today Nicola Sturgeon set out some of the detail of that interim

:24:36.:24:38.

constitution, saying for example that it would incorporate human

:24:39.:24:42.

rights, guarantee the continuing role of the monarch as head of

:24:43.:24:45.

state, and it would commit the Scottish government to negotiate

:24:46.:24:49.

with safe, speedy removal of nuclear weapons from Scottish shores.

:24:50.:24:51.

Opponents have said that would be bad for jobs. The SNP insists not.

:24:52.:24:57.

At the same time, a second approach would be to consider the permanent

:24:58.:25:01.

constitution of an independent Scotland. That would be a more

:25:02.:25:05.

inclusive process involving civic society. The SNP 's say it is

:25:06.:25:10.

important to establish from the start the foundations of a new

state. The dreaded dentist's drill may soon

:25:12.:25:14.

be a thing of the past, thanks to a tooth-rebuilding treatment that

:25:15.:25:17.

could be available in three years. The technique, developed at King's

:25:21.:25:22.

teeth to repair themselves. It is the sound that gets you, the

:25:23.:25:41.

angry howl of the dentist's drill. Modern techniques may be virtually

:25:42.:25:44.

pain-free, it just doesn't seem that way. The usual practice is to drill

:25:45.:25:49.

out to decay, and then fill the cavity with resin. The treatment

developed at Kings College is a 2-step process which involves first

need for any drilling. It makes you wince just to watch it, so could a

the interface between technology and natural healing potential of teeth.

:26:33.:26:37.

Patients at this surgery this morning also welcomed the notion of

the drill being consigned to the past. I hate drilling. I have had a

:26:42.:26:45.

lot of drilling in my life, from when I was a young kid. The sound of

any drilling drives me crazy. I don't like drills, they are scary.

It is amazing. I have had a lot of dealings, so the idea of not having
