Getting on the housing ladder is increasingly hard,

:00:00.:00:00.

not just in London, but in all major English cities, according

:00:07.:00:09.

There've been sharp drops in home ownership in all major urban areas,

:00:10.:00:15.

I've been trying to save for a fair few years now just to get

:00:16.:00:21.

Unless your parents can help you, really, these days it's so hard

:00:22.:00:25.

We'll be asking why government schemes to help people

:00:26.:00:29.

buy their own homes have failed, and what more they can do.

:00:30.:00:33.

A drug to prevent HIV can be made available in England,

:00:39.:00:42.

A man is jailed for life for the rape and murder

:00:43.:00:45.

of 20-year-old India Chipchase, whom he met outside a nightclub

:00:46.:00:47.

in Northampton, her father spoke of the family's loss.

:00:48.:00:52.

I'm sure that I and other family members will continually have

:00:53.:00:57.

moments like this of pain, anguish, emotion, until we

:00:58.:00:59.

With the Rio Olympics starting at the end of the week,

The housing crisis so commonly associated with London has spread

:01:24.:01:51.

to other regions of England, according to new analysis.

:01:52.:01:55.

The think tank The Resolution Foundation says that areas

:01:56.:01:58.

in northern England and the Midlands are becoming increasingly

:01:59.:02:00.

unaffordable, with the proportion owning their own home falling most

:02:01.:02:04.

Our Home Editor Mark Easton is in Salford and sent this report.

:02:05.:02:13.

If we thought the housing crisis was just a London and south-east

:02:14.:02:16.

New analysis of official figures suggests the impact has been

:02:17.:02:19.

And nowhere more so than in Greater Manchester,

:02:20.:02:23.

where the proportion who own their own home has

:02:24.:02:25.

fallen dramatically over the last 10-15 years.

:02:26.:02:30.

Welcome to Reservoir Street in Salford, Greater Manchester.

:02:31.:02:33.

A terrace which mirrors the story of inner-city housing.

:02:34.:02:37.

When these homes were built just over 100 years ago,

:02:38.:02:39.

Home ownership was only for the privileged few.

:02:40.:02:46.

Over the decades, they were bought by their occupants.

:02:47.:02:49.

But then as people left the inner cities, they fell into disrepair.

:02:50.:02:52.

Now, after a refurbishment, more than half are being rented

:02:53.:02:55.

again, mostly from private landlords.

:02:56.:02:59.

I've been trying to save for a fair few years now just to get

:03:00.:03:05.

Unless your parents can help you, really, these days it's so hard

:03:06.:03:09.

I've noticed a few for sale signs, who's buying?

:03:10.:03:13.

My landlord is actually someone from London.

:03:14.:03:16.

A lot of people are coming up here to buy them because they

:03:17.:03:19.

are cheaper investments than anything down in London.

:03:20.:03:22.

And then renting them out to people like you?

:03:23.:03:24.

Yes, it's people like us who are renting them.

:03:25.:03:29.

Local estate agents say recent changes to stamp duty are deterring

:03:30.:03:31.

some buy to let landlords, but the market has been

:03:32.:03:35.

A lot of first-time buyers were being beaten

:03:36.:03:40.

They were paying a good price for a good property and the first

:03:41.:03:45.

time buyers just weren't getting a look in.

:03:46.:03:47.

Reservoir Street has another claim to fame.

:03:48.:03:52.

It was the original Coronation Street in the titles

:03:53.:03:54.

of the soap opera when it launched back in 1960.

:03:55.:03:58.

Then, most people in Manchester rented.

:03:59.:04:01.

Two decades on, and Margaret Thatcher's Right to Buy legislation

:04:02.:04:08.

Home ownership in England peaked in 2003, but has

:04:09.:04:11.

Social housing has also been declining, with the private rented

:04:12.:04:16.

There have been big falls in homeownership

:04:17.:04:21.

in Greater Manchester, in the West Midlands,

:04:22.:04:24.

Government schemes like Starter Homes and the extension

:04:25.:04:34.

of Right to Buy show ministers' commitment to home ownership.

:04:35.:04:37.

We've helped over 300,000 people since we came in in 2010 to get

:04:38.:04:40.

The Prime Minister was very clear outside Downing Street when she took

:04:41.:04:44.

over that there's more to do, and she wants to ensure that people

:04:45.:04:47.

who work hard have the chance to own their own home.

:04:48.:04:50.

The government says it will build 1 million

:04:51.:04:51.

new homes in England by 2020, but with the average house now

:04:52.:04:54.

costing more than five times the annual earnings of the average

:04:55.:04:57.

first-time buyer, home ownership looks likely to remain

:04:58.:04:59.

The focus on trying to reverse the decline in homeownership is actually

:05:00.:05:15.

a specifically English policy. In Scotland the Scottish Government

:05:16.:05:18.

only yesterday ended 30 years of right to buy for council tenants,

:05:19.:05:22.

saying they want to preserve and increase the amount of social

:05:23.:05:26.

housing on offer in Scotland. There is a debate as to where the focus

:05:27.:05:31.

should be, on home ownership or on providing decent and affordable

:05:32.:05:32.

rental homes. When she became Prime Minister,

:05:33.:05:35.

Theresa May talked about the "injustice" of finding it

looking at economic strategy. Cabinet meetings go on all the time,

:05:44.:05:46.

why is Downing St keen This was a routine meeting but it

:05:47.:05:59.

was of a new committee. And one that was set up specifically to show

:06:00.:06:03.

Theresa May's commitment to the priorities she outlined when she

:06:04.:06:07.

took office. Namely, creating an economy that works for all. And I'm

:06:08.:06:11.

told that the meeting they talked about supporting all areas of the

:06:12.:06:16.

country, boosting productivity, tackling low wages, addressing

:06:17.:06:21.

issues of inequality and poverty. These are deep-rooted complex

:06:22.:06:24.

problems which have plagued successive governments. The last

:06:25.:06:27.

government was committed to increasing homeownership but critics

:06:28.:06:31.

would say today's report shows its policies failed, because it didn't

:06:32.:06:36.

build enough times. Theresa May is keen to show her intent to tackle

:06:37.:06:39.

these problems, but in this early stage we've had no detail of the

:06:40.:06:43.

policy on how exactly she plans to deliver.

:06:44.:06:46.

Campaigners who want the NHS to pay for a drug that can prevent HIV have

:06:47.:06:50.

A judge ruled a pill to prevent infection can be funded

:06:51.:06:54.

But there is controversy over who should pay,

:06:55.:06:57.

The drug, called PrEP, can be up to ?400 a month per patient.

:06:58.:07:05.

And the estimated annual cost to the NHS in England

:07:06.:07:08.

But the current price of a lifetime of treatment for a patient with HIV

:07:09.:07:20.

is nearly ?400,000 pounds, and so campaigners argue

:07:21.:07:22.

that the cost of Prep is actually a saving.

:07:23.:07:24.

He may have been nervous, but his blood test for HIV

:07:25.:07:30.

was being filmed and streamed live on social media.

:07:31.:07:36.

Just a month before he thought he'd be chosen for a trial of the drug

:07:37.:07:42.

but he narrowly missed out. He's back now to his training as a circus

:07:43.:07:46.

performer and says the argument in favour of the drug known as PrEP is

:07:47.:07:51.

clear. It's one thing we don't think about a lot. It stops the

:07:52.:07:58.

transmission of the facts but also the psychological effects which can

:07:59.:08:02.

and do destroy people's lives. Trials have shown PrEP to be highly

:08:03.:08:07.

effective for those most at risk from HIV. The NHS argument was that

:08:08.:08:11.

in England local authorities are responsible for sexual health and

:08:12.:08:15.

prevention, so they should pay for it. That was rejected by a High

:08:16.:08:21.

Court judge. If you ignore AIDS it could be the death of you. AIDS is

:08:22.:08:26.

no longer the threat it was in the 1980s. Thanks to new drugs HIV

:08:27.:08:33.

patients are less likely to develop AIDS. Campaign say reducing the HIV

:08:34.:08:38.

infection rate is still a priority and today's ruling is significant.

:08:39.:08:43.

We are really delighted. It's such an important decision that could

:08:44.:08:47.

have such great impact for people at risk of HIV. Why do you say the NHS

:08:48.:08:52.

should pay to protect people when they could look after themselves by

:08:53.:08:56.

having protected sex? The majority of gay men do protect themselves by

:08:57.:09:01.

using condom is. We know from studies that condom use is much

:09:02.:09:07.

higher among gay men than the general population. But often people

:09:08.:09:11.

aren't able to successfully use a condom every single time. The legal

:09:12.:09:15.

battle is far from over. NHS England says it will appeal against the

:09:16.:09:19.

ruling, even if that fails it is under no obligation to fund the drug

:09:20.:09:24.

or do anything more than consider its cost effectiveness alongside

:09:25.:09:26.

treatments for other health conditions. PrEP would be seen and

:09:27.:09:35.

considered alongside 13 other treatments, including treatments for

:09:36.:09:38.

children with cystic fibrosis, prosthetic limb loss and certain

:09:39.:09:44.

types of auditory implants. Scotland, Wales and Northern Ireland

:09:45.:09:47.

are facing the same dilemma as they tried to come to a decision on PrEP.

:09:48.:09:53.

As far as Sadiq is concerned, the new drug deserves a fair hearing. I

:09:54.:09:59.

missed a chance, and that's why I advocate for PrEP. Other people in

:10:00.:10:02.

my position with the right knowledge which can be provided can stop

:10:03.:10:06.

themselves contracting HIV. Even though I am strong and healthy and

:10:07.:10:14.

fit, it's still hits me every time I think about it.

:10:15.:10:18.

A man has been found guilty of raping and murdering a young

:10:19.:10:21.

woman he promised to "get home safe" after approaching her outside

:10:22.:10:23.

Birmingham Crown Court heard that 52-year-old Edward Tenniswood found

:10:24.:10:26.

India Chipchase in a drunken state outside the club in January.

:10:27.:10:31.

He's been sentenced to life with a minimum

:10:32.:10:33.

Friends described her as a delightful girl,

:10:34.:10:43.

But one night in January, the wrong place, the wrong time

:10:44.:10:48.

This is the man who killed India, 52-year-old Edward Tenniswood,

:10:49.:10:59.

He had been passing this Northampton nightclub when he spotted India.

:11:00.:11:04.

She'd been on a night out with friends.

:11:05.:11:07.

In security footage from outside the club, Tenniswood can be seen

:11:08.:11:10.

leaning into his victim, urging the 20-year-old

:11:11.:11:12.

Tenniswood was a self-confessed alcoholic who would drink three

:11:13.:11:19.

He claimed that when he met India Chipchase here,

:11:20.:11:24.

he had managed to charm her, despite the fact she was 30 years

:11:25.:11:27.

He went on to tell the court that it was she who had first

:11:28.:11:33.

The pair can be seen in the top left of the picture.

:11:34.:11:41.

He admitted in court that he had promised India

:11:42.:11:43.

Instead, they stopped here at his terraced house.

:11:44.:11:50.

He raped and murdered the 20-year-old in an upstairs room.

:11:51.:11:55.

He headed to this local hotel, where he spent the next 22

:11:56.:11:58.

When Miss Chipchase's family raised the alarm,

:11:59.:12:00.

the police traced Tenniswood to the hotel, where he was arrested.

:12:01.:12:04.

India was a young, intelligent woman at the start of her life.

:12:05.:12:09.

She should have been able to enjoy a night out with friends,

:12:10.:12:11.

It is clear that India was targeted by Tenniswood at a point in her life

:12:12.:12:19.

where she was most vulnerable and unable to defend herself.

:12:20.:12:24.

The actions, in my view, are of the worst predator.

:12:25.:12:35.

India's father recorded a victim impact statement as a video. Today

:12:36.:12:43.

it was played in court. We love her now and will always love her. Even

:12:44.:12:47.

though will never experience her smile, laughter, caring again, her

:12:48.:12:51.

photographs will adorn our walls, the memories will live on and her

:12:52.:12:53.

spirit will always be in our hearts. India Chipchase had,

:12:54.:12:57.

in the weeks before her death, decided she wanted to

become a paramedic. That dream ended at the hands
