The Bank of England cuts interest rates for the first

time in seven years - amid signs the UK

:00:00.:00:00.

Interest rates have been cut to a new historic low -

:00:07.:00:11.

a quarter of one per cent - as the Bank's governor hints

:00:12.:00:14.

We're living through a time of considerable uncertainty,

:00:15.:00:21.

and one thing we can do is reduce the uncertainty over

:00:22.:00:24.

From home buyers to savers, we'll be looking at what impact

:00:25.:00:31.

the interest rate cut could have on you.

Good evening and welcome to the BBC News at Six.

:01:32.:01:34.

The Bank of England has cut interest rates to a new record low

:01:35.:01:37.

of a quarter of one per cent amid concern about a slowdown

:01:38.:01:40.

in the economy following the vote to leave the European Union.

:01:41.:01:43.

It's the first time rates have been cut for seven years since

:01:44.:01:46.

The decision is just one of a series of what the bank called "exceptional

:01:47.:01:53.

measures" to boost growth - including a decision to pump

:01:54.:01:55.

The Bank also announced the biggest ever cut to its growth forecasts

:01:56.:02:02.

for next year - from 2.3% down to 0.8%.Here's our

:02:03.:02:07.

Here's our Economics Editor Kamal Ahmed.

:02:08.:02:15.

We were saying farewell to a tough winter and an even tougher recession

:02:16.:02:21.

the last time the Bank of England cut interest rates from 1% to 0.5%.

:02:22.:02:28.

Since then, we had wedding bells. We've had running, swimming, jumping

:02:29.:02:31.

and an Olympics. Voters have trudged to the polls time after time after

:02:32.:02:36.

time, and all the way through, the bank has resolute Idlib --

:02:37.:02:40.

resolutely not acted on that low number, until today, and a cut to

:02:41.:02:45.

0.25%. The governor decided it was time to act. We have, in the actions

:02:46.:02:53.

we have taken, by acting through multiple channels with a coherent

:02:54.:02:57.

policy package, we have improved the economic outcomes for this country.

:02:58.:03:01.

There will be less unemployment, more activity, and there will be a

:03:02.:03:06.

greater prospect of a successful adjustment to the new realities. The

:03:07.:03:13.

bank will create more money, ?170 billion, to be precise, increasing

:03:14.:03:16.

quantitative reasoning by buying government and business debt. --

:03:17.:03:21.

quantitative easing. The government -- the Governor told me the post

:03:22.:03:26.

Brexit adjustment would have an effect. We expect unemployment to go

:03:27.:03:33.

from just under 5% to about 5.6% more unfortunately. That is a little

:03:34.:03:37.

more than 250,000 jobs that would be lost over the course of the next few

:03:38.:03:43.

years. That shows you the real cost of Brexit. Well, that shows the cost

:03:44.:03:48.

of this period of adjustment. What does today's package mean? 1.5

:03:49.:03:52.

million mortgage holders will see their bills fall. It will not be by

:03:53.:03:58.

much, on average just ?22 a month, but for savers, it is not good news.

:03:59.:04:02.

If you have a savings pot of ?100, on average you would have received

:04:03.:04:07.

40p a year before the cut. Now, that will fall to just 25p. The two sides

:04:08.:04:14.

of the low interest rate debate. Sandy Saunders is a saver and Laura

:04:15.:04:19.

Brooks is just about to take on a new, cheap mortgage. The sandy,

:04:20.:04:23.

today's cut just makes things a little harder. It's just the fact

:04:24.:04:27.

that when you are used to having that little bit extra coming in, the

:04:28.:04:32.

bottle money, as it were, and it's not there now, you have to fit

:04:33.:04:34.

everything else into the budget you have got coming in. It was nice to

:04:35.:04:38.

have that bit of interest, but now you don't get it any more. For

:04:39.:04:43.

Laura, low rates have put homeownership within her reach. It

:04:44.:04:49.

would have been much harder to get on the property ladder in London if

:04:50.:04:54.

interest rates were much higher. Every thing is going up and wages

:04:55.:04:58.

don't seem to be increasing to reflect that. The other important

:04:59.:05:02.

address today, Number 11 Downing Street, home of the Chancellor in a

:05:03.:05:06.

government that will have to play its part supporting the economy. He

:05:07.:05:11.

said he would do whatever it takes. We are trying to protect jobs and

:05:12.:05:15.

economic growth, and the measures that have been taken today are

:05:16.:05:19.

designed to ensure that any increase in unemployment as a result of the

:05:20.:05:24.

economic slowdown is kept to the minimum. For the Bank of England,

:05:25.:05:29.

the big question - will this package work? Yes, the interest rate cut is

:05:30.:05:34.

modest. The stimulus relatively small. But Mark Carney has offered

:05:35.:05:37.

himself as a one man confidence indicator, and for the economy,

:05:38.:05:43.

confidence is important. While others fiddle, here is some action.

:05:44.:05:48.

We had to wait seven years for this interest rate cut, but we may not

:05:49.:05:52.

have to wait as long for the next one. The bank is already looking at

:05:53.:05:58.

cutting rates again, to 0.1%, a new historic low, as we digest the

:05:59.:05:59.

economic impact of the referendum. So as Kamal pointed out,

:06:00.:06:02.

people buying houses are among those Hywel Griffith has been

:06:03.:06:05.

to a new development in Newport to assess consumer

:06:06.:06:09.

and business confidence. Economic growth requires a lot of

:06:10.:06:22.

ingredients. If today's measures are going to shore things up, its places

:06:23.:06:26.

like this new housing estate where they will be used. Through into the

:06:27.:06:35.

kitchen. Tom and Fiona are buying their first home together. The

:06:36.:06:38.

interest rate cut should make finding a mortgage cheaper. Both

:06:39.:06:43.

work in the codfish trade, a service industry that has been booming, but

:06:44.:06:47.

they are aware -- they work in the coffee tray, but other businesses

:06:48.:06:51.

are not doing so well. It is terrible when people are losing

:06:52.:06:56.

jobs. That is people's livelihood. But I think we all need to be a bit

:06:57.:07:02.

more sensible with our money, and spend it where you need it.

:07:03.:07:06.

Hopefully, the economy will turn around and we welcome at other side.

:07:07.:07:12.

Their new home will need to be kitted out. Credit cards may be an

:07:13.:07:16.

option. The Bank of England has warned against growing consumer

:07:17.:07:21.

debt, a warning they are heeding. There are offers left, right and

:07:22.:07:26.

centre if you want to take loans on this, interest-free on that. We

:07:27.:07:31.

could go to town on every room in the house easily. But you have got

:07:32.:07:34.

to live to your means. When they eventually move in, their new

:07:35.:07:38.

neighbours will be Mohammed and his family, with two stores in Newport

:07:39.:07:42.

and plans for a third on an economic slowdown will be felt in his tills.

:07:43.:07:47.

Buying a new house now is a big decision, but he thinks the money is

:07:48.:07:50.

better off in bricks and mortar than in the banks. You can't keep cash in

:07:51.:07:55.

the back this time, because interest rates are too low. The best way is

:07:56.:07:59.

to invest money in property or business. And it is the best time to

:08:00.:08:06.

buy a house. Construction is an important part of the UK economy,

:08:07.:08:10.

but it's an industry that has been particularly nervous over what the

:08:11.:08:14.

next few months will bring. What they want is confidence and cash

:08:15.:08:18.

flow so that they can carry on building. For developer Tim, the

:08:19.:08:24.

promise of economic stimulus is key, as long as the money does reach

:08:25.:08:28.

them. We can't continue to build unless the banks are there to

:08:29.:08:33.

support us as an industry. We clearly want to build as many houses

:08:34.:08:37.

as we can. These brand-new streets will not be finished for another 18

:08:38.:08:42.

months. By then, we should know if today has put the economy on the

:08:43.:08:46.

right track. Hywel Griffith, BBC News, Newport.

:08:47.:08:48.

Interest rate at a historic low and could go lower, but will it work?

:08:49.:09:00.

What we have seen today is a big, confidence boosting measure, as far

:09:01.:09:05.

as the bank felt it could go and a lot further than many thought. Mark

:09:06.:09:13.

Carney also said he wants to make Brexit a success, or do what he can

:09:14.:09:20.

to make it a success. So I think he is saying, don't panic, the economy

:09:21.:09:24.

might be slowing, but we have got the tools to help the economy grow.

:09:25.:09:29.

But I think actually, we are only seeing half the picture. The bank

:09:30.:09:33.

only controls parts of the economy. It is now down to the Government,

:09:34.:09:38.

and what are they going to do to shore up the economy if this growth

:09:39.:09:44.

problem gets worse? That will be things like taxes and spending and

:09:45.:09:50.

whether they are going to borrow more or give go-ahead is too big

:09:51.:09:53.

infrastructure projects. We will only know the detail of that and

:09:54.:09:57.

whether it works in the Autumn Statement in November or December.

:09:58.:09:59.

Kamal, thank you. For more on what the interest

clear how many Russian athletes will be allowed to compete in the

:13:02.:13:03.

blanket ban. Our Sports Editor Dan Roan

:13:04.:13:05.

is in Rio for us now. When will we know for sure how many

:13:06.:13:14.

Russian athletes can take part? In the last few minutes, the IOC

:13:15.:13:18.

president, Thomas Bach, has been given a press conference. He said we

:13:19.:13:22.

would finally be told the official number later today. But according to

:13:23.:13:26.

the Russian state news agency, around 270 Russian athletes will be

:13:27.:13:31.

able to take part in these Rio 2016 games. It is remarkable that it has

:13:32.:13:35.

taken until the day before the opening ceremony before we learned

:13:36.:13:38.

that. There has been chaos in the build-up to these games because of

:13:39.:13:43.

that damning World Anti-Doping Agency report into state-sponsored

cheating last month. If it is 270, that is about 100 fewer than their

nation taking part, and that will anger many of the critics who

It's estimated that one in every 14 adults in England and Wales has been

It's the first time the Crime Survey, which is carried

an average of 7% of adults - were affected.

The Bank of England has cut interest rates

Are you addicted to your mobile phone?

:17:00.:17:02.

Do you find yourself using a tablet or phone so much that it's

:17:03.:17:05.

Adults in Britain are now spending an average of 25 hours a week online

:17:06.:17:11.

More than half of them say they're hooked on their devices

:17:12.:17:17.

as our business correspondent Emma Simpson reports.

:17:18.:17:22.

Nothing beats getting away from it all.

:17:23.:17:31.

But can we really switch off from our phones and devices?

:17:32.:17:34.

If I Google that, we'll be able to look today.

:17:35.:17:41.

I find it totally impossible just to put it away and not

:17:42.:17:43.

I like to keep in touch with everybody and I like to be able

:17:44.:17:49.

to post on my photos to Facebook so my friends can see where we are.

:17:50.:17:54.

a bit of Instagram, Twitter or Snapchat.

:17:55.:18:01.

Sadly, I do have to admit I check my e-mails.

:18:02.:18:08.

I appreciate that my family don't always approve when I do that.

:18:09.:18:12.

I think, in industry today, there is a requirement

:18:13.:18:14.

We are now spending on average 25 hours a week online.

:18:15.:18:25.

But we are also becoming aware of the drawbacks.

:18:26.:18:29.

A third of adults, 15 million people, said they had gone

:18:30.:18:32.

on a digital detox or break to strike a healthy balance.

Two weeks of the year you can chill out and forget about everything.

:19:12.:19:14.

Many parents are making kids take an online break.

:19:15.:19:18.

Nearly two thirds have been digitally grounded.

:19:19.:19:20.

I don't find it something you need everyday.

:19:21.:19:24.

I am more than happy biking up and down.

:19:25.:19:26.

We're better connected than ever before but

:19:27.:19:34.

is to make sure our obsession does not negatively affect our

The Labour leader, Jeremy Corbyn has set out his vision to "rebuild

-- Jeremy Corbyn is due to hold his first head debate with his

:20:12.:20:19.

challenger. The contest gets under way. How long before we know

:20:20.:20:21.

leader will be? We will know the result by the end of September. This

:20:22.:20:31.

time last year there were four candidates on the Labour leadership

:20:32.:20:34.

ballot. Jeremy Corbyn had scraped on with little or no chance of winning.

:20:35.:20:39.

Now he is the incumbent facing a leadership challenge. His team are

:20:40.:20:42.

confident he will still be the leader once all the votes have been

:20:43.:20:46.

counted up. Earlier today, he set out his policies including investing

:20:47.:20:52.

?500 billion in infrastructure. Owen Smith has already promised to invest

:20:53.:20:56.

?200 billion. In some way, Jeremy Corbyn has a bit of a victory of a

:20:57.:21:00.

victory as a leader because the policies being debated show the

:21:01.:21:03.

agenda of this contest has shifted firmly to the left. This will be

:21:04.:21:08.

Owen Smith's debut as he warns the party is on a precipice and that he

:21:09.:21:13.

is the person to unite it. Jeremy Corbyn has had plenty of experience

:21:14.:21:19.

at these types of hustings from his successful campaign last year. Thank

:21:20.:21:20.

you. On the eve of the 2016 rio games -

:21:21.:21:25.

the Olympic torch has been riding the waves on one of Rio's famous

beaches - carried by Tomorrow night it will be carried

into the Olympic stadium Team GB - who'll be led

:21:32.:21:34.

in by Andy Murray - are hoping to win 48 medals in Rio -

:21:35.:21:38.

that's not as many as London - but it would still make

is starting to gather in Rio, including their flag bearer,

bed at about 11:15 pm. Um, our team leader came

:22:06.:22:12.

and I was speechless really. For the team as a whole,

:22:13.:22:18.

the challenge is to follow this. The success at London 2012 is set

:22:19.:22:26.

in the gold standard So, what should we expect

:22:27.:22:31.

from Team GB here in Brazil? London was the best Games for more

:22:32.:22:37.

than a century. Here, their target is

:22:38.:22:39.

a little more modest. That still would make

:22:40.:22:44.

it their best overseas Games, beating the 47 medals they won

:22:45.:22:49.

in Beijing eight years ago. It is really unusual

:22:50.:22:53.

for a team to do really Some of them have really

slumped in the past. To have the best away Games ever

:22:57.:23:00.

after a home Games like that in London would be

:23:01.:23:06.

an outstanding result for us. The key could be a crop

:23:07.:23:10.

of new stars, like World Champion Adam Peaty in the swimming,

:23:11.:23:15.

sailor Giles Scott, who's lost just once in three years,

and Katerina Johnson-Thompson, challenger Jessica Ennis-Hill

for heptathlon gold. I still do admire her and respect

everything she has achieved, so it can't be a rivalry

:23:34.:23:36.

in that respect. I never thought our careers

:23:37.:23:38.

would cross paths. It's a bit weird, going

:23:39.:23:42.

for the gold. It will be good for Great Britain,

:23:43.:23:44.

getting two medals in some capacity. Our athletes are an inspiration

to us all. For the team today,

the views we are getting from this sort of height. In the background

you might be able to make out the Brighton Pier. This whole project

has taken 12 years to come to fruition. Although this tower has

its critics, up here, it is a different world.

It only opened today but it is being called everything from the people's
