Newsline. A man's in court charged with a

:00:18.:00:21.

double murder carried out by the UVF 20 years ago.

One man dies in a crash in County Tyrone. Four others are injured.

No City of Culture boost for the local airport, as it's revealed

:00:32.:00:35.

passenger numbers could be down. Gearing up for the future - the

:00:36.:00:39.

latest plans for Belfast's new transport system.

:00:40.:00:43.

Going for gold in Russia - we've taken to the mountains with our only

:00:44.:00:48.

Winter Paralympian. And, at last, a settled day, but

:00:49.:00:52.

there'll be some rain or showers again during the next couple of

:00:53.:00:53.

days. Join me for the forecast. Good evening. A man has appeared in

:00:54.:01:09.

court charged with the UVF murder of two workmen in North Belfast almost

:01:10.:01:14.

20 years ago. Mark Campbell is accused of killing Eamon Fox and

:01:15.:01:18.

Gary Convie, who were shot dead in their car at a building site. Our

:01:19.:01:24.

reporter was in court. May 1994, and the scene of a

:01:25.:01:28.

sectarian double murder. Eamon Fox was 44 and had six children. Gary

:01:29.:01:34.

Convie was 24 and a father of one. The men from Co Armagh were working

:01:35.:01:38.

at a building site in N. Queen St in Belfast. They were shot dead as they

:01:39.:01:43.

sat in their car eating lunch. Another man was injured. The UVF

:01:44.:01:48.

carried out the murders. Today, almost 20 years on, Mark Campbell

:01:49.:01:51.

arrived at Belfast magistrates Court to be charged with the killings. He

:01:52.:02:00.

stood in the dock with his arms folded as the charges were put to

:02:01.:02:03.

him. Two counts of murder, one of attempted murder and another of

:02:04.:02:07.

having a gun. Mark Campbell, 42, is unemployed with no fixed address.

:02:08.:02:13.

The defence lawyer told because that the accused denied the charges. A

:02:14.:02:19.

police ombudsman report in 2007 criticised the initial

:02:20.:02:21.

investigation. It found there had been collusion between the RUC and

:02:22.:02:28.

the UVF in North Belfast. Today the solicitor representing the victim

:02:29.:02:35.

's' families spoke on their behalf. To have been significant delays. The

:02:36.:02:43.

families were let down by the recent investigation -- original

:02:44.:02:45.

investigation and the recent investigation was much slower than

:02:46.:02:50.

the families hoped. Mark Campbell's supporters in the public gallery

:02:51.:02:56.

waved to him as he left court. He gave them the thumbs up. The next

:02:57.:03:02.

hearing is on the 16th of January. A 62-year-old man has died in a car

:03:03.:03:07.

crash in County Tyrone. Four other people were injured in the accident

:03:08.:03:12.

near Sion Mills this morning. Our reporter has been to the scene. The

:03:13.:03:17.

crash happened on the main road between the villages of Sion Mills

:03:18.:03:21.

and Victoria Bridge around 11am. The collision involved two

:03:22.:03:26.

vehicles. In one of them two men and two women. One of the men died not

:03:27.:03:31.

long after emergency services arrived. Others, including a man

:03:32.:03:35.

driving the other vehicle, were taken to hospital. Four fire

:03:36.:03:41.

appliances were sent to the scene along with paramedics. The A5 is

:03:42.:03:46.

normally one of the busiest roads in Northern Ireland and locals say this

:03:47.:03:51.

stretch is dangerous. Last week a 65-year-old man died in a crash

:03:52.:03:56.

here. It is a very dangerous road. The road surface has spent a lot of

:03:57.:04:03.

money. They have put a new barrier up around the corner but it does not

:04:04.:04:12.

stop the accidents. The people here are very sad about the fatal

:04:13.:04:16.

accidents. The leaves are appealing for anyone who may have witnessed

:04:17.:04:20.

the crash to come forward. -- the police.

:04:21.:04:25.

The talks chair, Richard Haass, has urged the Stormont parties to make

:04:26.:04:28.

clear their timetable for the completion of an agreement on flags,

:04:29.:04:32.

parades, and the past - and move speedily towards its implementation.

:04:33.:04:35.

Dr Haass's comments came in a written statement issued late this

:04:36.:04:37.

afternoon. However, earlier, the DUP's Ian Paisley Junior told MPs

:04:38.:04:41.

his party was right to say no to the deal on offer, and he attacked one

:04:42.:04:45.

of the main new bodies proposed by Richard Haass as fanciful and

:04:46.:04:51.

expensive. Our Political Editor Mark Devenport joins me now. What is the

:04:52.:04:58.

tone of this latest statement from Richard Haass and his co-chair? I

:04:59.:05:08.

detect frustration. They say they are pleased that some of the

:05:09.:05:12.

Stormont parties have endorsed their proposed agreement but disappointed

:05:13.:05:16.

that not all five could do so. In one sentence they say their

:05:17.:05:19.

experience suggests those who believe they can ensure that each

:05:20.:05:22.

and every element of the agreement is to their liking and still secure

:05:23.:05:27.

five party consensus are being unrealistic. They go on to ask the

:05:28.:05:31.

parties to set up this working group to make clear a timetable for

:05:32.:05:36.

implement a deal. Earlier in the day, Secretary of State Theresa

:05:37.:05:40.

Villiers said accentuate on the positive. Yes, she made a statement

:05:41.:05:46.

to MPs. She said the Government was disappointed there was no

:05:47.:05:49.

competitive agreement but she believed much common ground had been

:05:50.:05:54.

identified. Northern Ireland's political leadership should lose no

:05:55.:05:59.

time in seeking a way forward, that gets the parties back around the

:06:00.:06:02.

table to try to resolve outstanding differences. The Government is

:06:03.:06:05.

continuing on a dialogue with the parties and the Irish Government to

:06:06.:06:12.

see how best we can facilitate that. But a number of DTP MPs were pretty

:06:13.:06:17.

forthright in their opposition to these final proposals. -- TU P MPs.

:06:18.:06:29.

Yes. Sammy Wilson said no deal was better than a deal that would

:06:30.:06:33.

exacerbate division. Ian Paisley said that the single historical

:06:34.:06:36.

investigations unit which is proposed would be expensive and

:06:37.:06:40.

fanciful and he did not mince his words. I am known for sticking my

:06:41.:06:49.

mind and calling a spade a shovel. I do believe that my party was right

:06:50.:06:52.

to say no to the final text, and will remain right and firm in its

:06:53.:07:00.

place where it says no until it can't say yes to something we can

:07:01.:07:07.

recommend to our community. Slightly more positive in town, a statement

:07:08.:07:24.

from the EDU P -- -- DUP leader. City of Derry airport staff have

:07:25.:07:28.

warned of job losses. The airport, owned by the council but run by a

:07:29.:07:34.

private company, has around 100 staff. Londonderry's year of UK city

:07:35.:07:38.

of good also made no significant impact on overall passenger numbers.

:07:39.:07:47.

-- city of culture. It was a big year for the city,

:07:48.:07:51.

staging a series of high-profile events as part of the first ever UK

:07:52.:07:59.

city of culture. A music weekend for BBC radio one attracted 40,000

:08:00.:08:03.

people in the summer. That was a welcome first for passenger numbers

:08:04.:08:06.

at the airport, but management was disappointed more people did not use

:08:07.:08:11.

the facility. It also expects figures to be down 15% in 2014 to

:08:12.:08:20.

around 350,000 people. We are making sure the operation is lean and ready

:08:21.:08:24.

to do business. We will see through the difficult times. The airport is

:08:25.:08:30.

now run by a private company but is still owned by the City Council. It

:08:31.:08:35.

is providing an annual subsidy from ratepayers of more than ?2 million.

:08:36.:08:40.

When we look at it as a critical piece of infrastructure, we

:08:41.:08:43.

understand that sometimes you have to support those things to make them

:08:44.:08:50.

happen. 2014 is challenging with the downturn in passenger numbers. It

:08:51.:08:57.

will have an impact on the economic viability of the airport. As well as

:08:58.:09:05.

some departures to Spain and Portugal, the airport operates

:09:06.:09:09.

flights to Stansted, Liverpool, Prestwick and Birmingham. Passengers

:09:10.:09:12.

today believed it was an important service. It is easier for me to come

:09:13.:09:20.

here and Belfast. It saves going to Belfast or Dublin and is cheaper.

:09:21.:09:24.

Management say running costs have been reduced by ?4 million over the

:09:25.:09:30.

past few years and the aim is to make yet more savings. So 2014 will

:09:31.:09:35.

be a challenging year and job losses among the 100 staff have not been

:09:36.:09:41.

ruled out. Still to come: The Kegworth air

:09:42.:09:53.

disaster, remembered 25 years on. I remember thinking, nobody survived a

:09:54.:09:56.

plane crash. And then we hit the ground.

:09:57.:10:02.

Belfast new rapid transit system will take a step closer later this

:10:03.:10:07.

year when work begins on the infrastructure to support it.

:10:08.:10:10.

Already people in East and West Belfast are being briefed on what is

:10:11.:10:14.

planned for speeding up journey times into the city centre.

:10:15.:10:21.

This is what the future will look like on Belfast's major commuter

:10:22.:10:29.

routes. The system will link the city centre with West, East, and the

:10:30.:10:35.

Titanic Quarter. The aim is a fast and reliable service using

:10:36.:10:38.

state-of-the-art larger buses, operating at five minute 28 minute

:10:39.:10:42.

intervals at peak times. A public information event has already been

:10:43.:10:47.

held in the East of the city. In the next few days it is the turn of West

:10:48.:10:56.

Belfast. We have been told the travel time could be reduced by 35

:10:57.:11:00.

minutes. That will encourage people to stop using their cars. We have

:11:01.:11:06.

been meeting with the West Belfast taxi Association as well. I think if

:11:07.:11:16.

we get our act together and this works out well, we could have one of

:11:17.:11:21.

the best public transport systems in Europe. New park and ride will be

:11:22.:11:30.

built. Wheelchair users, elderly people and parents with pushchairs

:11:31.:11:34.

will be accommodated. Work is expected to begin on the

:11:35.:11:40.

infrastructure later this year. The first few million pounds of the ?100

:11:41.:11:45.

million needed is already in place. The entire system is expected to be

:11:46.:11:47.

operational by 2017. Local politicians are among those

:11:48.:11:55.

paying tribute to the former Northern Ireland Office Minister

:11:56.:11:58.

Paul Goggins, who has died. The Labour MP became ill when he was

:11:59.:12:02.

jogging with his son last week. He died in hospital last night. Here's

:12:03.:12:05.

our political reporter, Stephen Walker.

:12:06.:12:12.

The number and range of tributes to Paul Goggins shows how much the

:12:13.:12:17.

60-year-old MP was regarded. Born in Manchester and first elected to

:12:18.:12:21.

Parliament in 1997, he represented within show and sale East. He

:12:22.:12:25.

collapsed last week when he was out jogging with his son. He died in

:12:26.:12:29.

hospital in Salford last night with his family at his bedside. Today,

:12:30.:12:34.

tributes were paid to him at Westminster. He was a fine, decent

:12:35.:12:40.

and honourable man who was a great friend to Northern Ireland and a

:12:41.:12:43.

great friend to all of its people, and he will be sadly missed, not

:12:44.:12:48.

only in this house but throughout Northern Ireland. He displayed

:12:49.:12:52.

integrity and generosity and greatest in his public service --

:12:53.:13:00.

and grace. Others said Parliament had lost a rate MP. He was not a

:13:01.:13:08.

selfish politician. He question was not who would get the credit for a

:13:09.:13:11.

measure, but who should get the benefit from a measure on all from a

:13:12.:13:15.

change, and those of us in Northern Ireland who benefited from his work

:13:16.:13:22.

are right to give him credit for the progress he helped build. The Prime

:13:23.:13:27.

Minister described Paul Coggins as a kind and brilliant man. He served as

:13:28.:13:33.

a Northern Ireland office minister from 2006 to 2010. The Labour

:13:34.:13:38.

leader, Ed Miliband, said he had earned the respect of all in

:13:39.:13:43.

Northern Ireland. Today the First and Deputy First Ministers also paid

:13:44.:13:47.

tribute to his work. After the 2010 election when Labour left office, he

:13:48.:13:51.

continued to take an active interest in Northern Ireland. In a

:13:52.:13:56.

statement, his family said they were completely heartbroken, adding that

:13:57.:13:59.

they have been overwhelmed by the support and good wishes they had

:14:00.:14:06.

received from so many people. 25 years ago, a British Midland

:14:07.:14:09.

Boeing 737 bound for Belfast crash landed on the M1 in Leicestershire.

:14:10.:14:15.

In all, 47 people died in the Kegworth air disaster, 29 of them

:14:16.:14:20.

from Northern Ireland. 79 people survived, some with serious

:14:21.:14:29.

injuries. In the 25 years since Kegworth, this

:14:30.:14:33.

man has built a successful career, but the memories of that night are

:14:34.:14:39.

still vivid. There was a phenomenal banging noise from outside. It

:14:40.:14:42.

sounded like someone was outside with a sledgehammer trying to get

:14:43.:14:46.

in. My business partner said that was an engine and I agreed. We flew

:14:47.:14:54.

along for another ten minutes. Just as we backed in and approached the

:14:55.:14:58.

runway, the aircraft started to vibrate. The vibration was so

:14:59.:15:03.

intense that I could not see Chris, who was sitting beside me. The

:15:04.:15:08.

captain told us to prepare for crash landing. I remember thinking, no-one

:15:09.:15:13.

survives a plane crash, I wonder if I will. He did. 79 people survived.

:15:14.:15:24.

I said I could not move my leg. I was given a torch and asked to shell

:15:25.:15:29.

to people that emergency services were here and there would be rescues

:15:30.:15:36.

in process. One of the plane's engines caught fire, but the pilots

:15:37.:15:44.

turned down the wrong engine. I was aware that the pilot did say that

:15:45.:15:51.

the right engine was not firing. I was aware it was the left engine,

:15:52.:15:54.

but I assumed that they knew perfectly well that this was a

:15:55.:16:03.

pressure moment for him. When you survive, you think that because you

:16:04.:16:06.

are fine everyone else must be, and then you realise it is not like

:16:07.:16:10.

that. You begin to realise how lucky you are. Survivors and relatives of

:16:11.:16:16.

the victims were hoping for changes in safety and now many of the

:16:17.:16:20.

changes are now standard. If you get your feet planted on the floor

:16:21.:16:23.

behind the knee and held there when you crash, your legs will not

:16:24.:16:29.

flail. The civil aviation authority finally approved this as a standard

:16:30.:16:34.

UK brace position. Today, flowers were laid at the memorial near the

:16:35.:16:39.

state -- site of the crash. Memorials will be held at eight the

:16:40.:16:44.

drill in Belfast this evening. -- will be held at cathedral.

:16:45.:16:52.

You can read more about the Kegworth disaster in BBC Online's special

:16:53.:16:56.

25th anniversary report, which includes analysis of the crash and

:16:57.:16:57.

its aftermath, as well as coming up: We will hear from the

:16:58.:17:13.

woman who is hoping to have a victory at the Paralympics. You do

:17:14.:17:17.

not feel disabled. When you are skiing it is really fantastic.

:17:18.:17:28.

At least 200 new foster families are needed this year in Northern Ireland

:17:29.:17:33.

to provide homes for children. Figures from the Fostering Network

:17:34.:17:36.

have revealed that record numbers of children are being taken into care.

:17:37.:17:42.

Normal family life, the best kind of care. So says the Fostering Network

:17:43.:17:46.

in Northern Ireland. Increasing numbers of children with foster

:17:47.:17:51.

families means that they need to train more people who can give a

:17:52.:17:55.

short term home. We have seen significant rises in the number of

:17:56.:17:58.

young people being taken into care, and the vast majority of them now

:17:59.:18:03.

live in foster care, so we need more carers to meet the need. They are

:18:04.:18:08.

looking for at least 200 new foster families, the equivalent of about 40

:18:09.:18:14.

families a week. Already, almost 2100 children are living with foster

:18:15.:18:18.

families here, but some carers are leaving, often after years of

:18:19.:18:24.

service, about 12% every year. They need new people to come forward.

:18:25.:18:30.

This woman gets her costume making gun before everyone comes home from

school -- costume making done that before everyone comes home from

:18:36.:18:39.

school. She has been fostering for 20 years. We have one girl who keeps

:18:40.:18:48.

the whole house buzzing and it would take you 100 mph to keep up with

:18:49.:18:54.

her. She is a complete buzz. I would say, if there is a bug in your head

:18:55.:19:00.

that he wants to foster, go for it. -- a thought in your head. If you

:19:01.:19:03.

look at the big picture might you say that this problem might happen,

:19:04.:19:07.

this might happen, so and so might run away am a do not look at the big

:19:08.:19:13.

picture, to get in there -- runaway, do not look at the big picture, just

people over 17 years the -- has welcomed around to the young people

:19:33.:19:37.

:19:38.:19:43.

Two local writers have been jointly nominated for a BAFTA Award in the

:19:44.:19:48.

Outstanding Debut Writers category. Belfast-born Glenn Patterson and

:19:49.:19:50.

Colin Carberry co-wrote the film Good Vibrations, which tells the

:19:51.:19:53.

story of Terri Hooley, who championed punk music bands at the

:19:54.:20:00.

height of the Troubles in the 1970s. I had not the given it too much

:20:01.:20:06.

thought. I was shocked but delighted when I saw our names. I was shocked

:20:07.:20:11.

when he phoned me, because I was walking around the house. I have

:20:12.:20:16.

heard that the BAFTA short list would be announced and then my

:20:17.:20:21.

telephone rang and it was: Who had been working at the -- it was my

:20:22.:20:27.

partner, who had been looking at the website. There is hope for me yet.

:20:28.:20:35.

With Manchester United as well. Good luck to them. It is a great movie,

:20:36.:20:41.

let's hope they can win the BAFTA. Northern Ireland only has one

:20:42.:20:44.

competitor at this year's Winter Paralympics. And she's hoping to

:20:45.:20:47.

create a little bit of history on the slopes in Russia.

:20:48.:20:50.

Imagine skiing and exhaling when you are registered blind. -- and

:20:51.:20:59.

excelling. No-one from the UK and Northern

:21:00.:21:03.

Ireland has ever won a gold medal at the Winter Paralympic Games, but in

:21:04.:21:06.

eight weeks, Bangor's Kelly Gallagher is hoping to change that.

:21:07.:21:09.

Kelly is visually impaired and competes with a sighted guide. BBC

:21:10.:21:12.

Newsline was invited to her training camp in Austria.

:21:13.:21:14.

They are not competing against one another, but actually working

:21:15.:21:18.

together. Kelly Gallagher travelled at a speed of up to 65 mph behind

:21:19.:21:24.

her guide, and what makes it all the more remarkable, she is registered

:21:25.:21:29.

as blind. The feeling is separated from anything I have ever

:21:30.:21:33.

experienced before. I could go out and rollerblade but it is just not

:21:34.:21:37.

the same. When you are feeling that you work on pushing something with

:21:38.:21:41.

your own body, it is so far removed from the disability, you do not feel

:21:42.:21:47.

disability in your mind when you're seeing that fast. It is really

:21:48.:21:52.

fantastic. Kelly has to rely on her years on the slopes, her eyes come

:21:53.:21:58.

in the form of a former English ski champion. The two communicate

:21:59.:22:03.

through radio. I do not really know what is happening when I am going at

:22:04.:22:06.

speed. I do not know whether I am moving or stopped. It is like a

:22:07.:22:11.

bright light is shone in my eyes all the time. I focus on the fluorescent

:22:12.:22:17.

orange baby that she wears. It is a good colour for me that I can see.

:22:18.:22:24.

-- Pro freshened jacket. She tells me to go up and turn, and I just

:22:25.:22:28.

have the focus and the trust that when she tells me to go out in turn,

:22:29.:22:33.

that is what I do. There is no room for error. When I was racing, it is

my fault and my problem. Last year we had a pretty nasty crash, and it

:22:40.:22:44.

was scary, because it was all in my control. It was me that had to look

:22:45.:22:47.

after her and drive her to the hospital. It made us stronger, but

:22:48.:22:54.

it definitely hit us hard. We did a definite amount of work after. Could

:22:55.:22:59.

all that work produced a first Winter Paralympic gold for the UK?

:23:00.:23:04.

Most of the time, I think it was terrible, but it was good. All that

:23:05.:23:09.

we do know is that we are putting our trust in the fact that we know

:23:10.:23:14.

that we are doing in terms of training and operation and we are

:23:15.:23:17.

doing all that we can that when the Games, and when we have done our

:23:18.:23:22.

last race together, we put everything into it. Then you can be

:23:23.:23:25.

proud of yourself because you know that we have worked so hard for it.

:23:26.:23:30.

It is what we deserve. And on the 7th of March, history beckons.

:23:31.:23:39.

It kind of makes you feel very ordinary in deed. We wish you well

in the mountains. Local football team Cliftonville are

:23:47.:23:49.

now 13 Games unbeaten leapfrogged and the league champions are now

:23:50.:23:52.

second in the table, three points behind Linfield, thanks to a 5-2 win

:23:53.:23:54.

over Glenavon. Most players would be delighted to

:23:55.:23:57.

score 27 goals over the course of a season or stopped Joe Gormley --.

:23:58.:24:09.

But the striker has already achieved that amount by this point in the

:24:10.:24:18.

season. Glenavon came level just before the four mark. A strike was

:24:19.:24:25.

followed up by a fine finish. That seemed to kick-start Cliftonville

:24:26.:24:40.

once again. Three points worse the cured for the site. -- were secured.

:24:41.:24:46.

And there was still time to five star performance. I don't want to

:24:47.:24:58.

take anything away from Glenavon because I think they played well and

:24:59.:25:04.

they never shut up shop. They came out and attacked us. They had

:25:05.:25:14.

chances and just delighted to get three points. Next up is a cop --

a look at the weather. It will not be too settled or the next 24 or 36

weather today. -- 36 hours. We certainly deserve to see a quieter

:25:45.:25:48.

spell after the weather today. Through the blue skies it was a

:25:49.:25:52.

lovely and sunny day for many of us through a good part of the day. We

:25:53.:25:55.

are now watching the clouds coming through which is bringing showers

:25:56.:26:01.

and it is heading northwards. If you are in the South East, that rain

:26:02.:26:06.

will edge in for a time tonight before slips -- before slipping away

:26:07.:26:12.

again later on. It coming quite misty and murky here, and even as

:26:13.:26:18.

the rain moves on, we will get some patches of mist and fog forming

:26:19.:26:21.

later in the night. It is also cold. Temperatures will be closed to

freezing and rural spots. -- close to freezing. Do not be surprised if

:26:30.:26:32.

it is slippery in some places tomorrow morning. We should see some

:26:33.:26:37.

right spells and sunshine, as compared to today, there will be

:26:38.:26:40.

more showers around. A little bit more breeze in the North West,

:26:41.:26:46.

starting to bring in the showers. They are going to be more frequent

:26:47.:26:51.

across parts of Tyrone, up into Londonderry, and a few of them will

:26:52.:26:55.

slide down into the North Channel as well. That's in between them,

:26:56.:27:04.

perhaps the best of the dry spells will be in mid Ulster. Feeling a bit

:27:05.:27:08.

on the cool side, six or seven degrees. Tomorrow night, a few

:27:09.:27:13.

showers towards the North. Misty and cold with some cold. That will list

:27:14.:27:19.

later in the night. Another area of rain moving in from the west. This

:27:20.:27:24.

is the weather front that comes in early on Friday. The breeze will be

:27:25.:27:28.

eating up and it will be quite wet for a time across many parts, but

:27:29.:27:36.

once the wind clears, Saturday is looking dry air and brighter but

:27:37.:27:40.

cold, with Knight frosts. Our late summer is at 10:25pm. Good night

:27:41.:27:45.

from everyone on the team.
