all from us. On BBC Two, Newsnight last the full version of that | :00:00. | :00:00.
Hello and welcome to BBC Newsline. A whistleblower who lifted the lid on | :00:00. | :00:15.
substandard nursing care says the system is no longer safe if health | :00:16. | :00:18.
professionals can't complain about standards without fear of losing | :00:19. | :00:21.
their job. Kevin Murray, who yesterday won undisclosed damages | :00:22. | :00:23.
against a nursing agency, says the process has killed the nurse in him. | :00:24. | :00:27.
He's been speaking to our health correspondent Marie-Louise Connolly. | :00:28. | :00:36.
To raise the issue of whistle blowing, Kevin Murray waived his | :00:37. | :00:44.
right to anonymity after his concerns were ignored, he says he | :00:45. | :00:49.
had no other choice but to lift the lid on the system. A process he says | :00:50. | :00:53.
which has left him broken. The process has killed the nurse in me. | :00:54. | :00:58.
I no longer believe that the system is safe to work within. If as | :00:59. | :01:03.
doctors and nurses we cannot identify bad practice, then we are | :01:04. | :01:09.
not able to give good practice or best care. In 2010 his job involved | :01:10. | :01:17.
nursing a critically ill patient in their Belfast home. But when the | :01:18. | :01:23.
care package fell below standard he complained to his employer and the | :01:24. | :01:29.
complaints were ignored and in 2012, Mr Murray was removed from the | :01:30. | :01:33.
patient's care and his contract ceased. In a shocking development in | :01:34. | :01:39.
these minutes of a Belfast health trust meeting the trust warnings if | :01:40. | :01:44.
the British nursing agency doesn't take action against nurse Murray, | :01:45. | :01:52.
the trust will need to reconsider the issue as a provider. The trust | :01:53. | :01:58.
said they were unable to make a comments. Other documents reveal how | :01:59. | :02:06.
much Mr Murray was let down by the system. The policy doesn't work in | :02:07. | :02:12.
practice. Whistle blowing complaints are always deflected back to the | :02:13. | :02:17.
trust. Who in my case and in the majority of cases are the accused | :02:18. | :02:25.
party. How is that an open and transparent system.? A system Edwin | :02:26. | :02:31.
Poots said he reiterated a pledge that workers should be protect. It | :02:32. | :02:35.
is a matter of it is their duty to come forward with their information. | :02:36. | :02:40.
It wrong for people not to pass that on to their managers. Legal | :02:41. | :02:45.
proceedings are now being brought against the Belfast health trust. | :02:46. | :02:52.
The most senior civil servant in the Department of Justice has denied he | :02:53. | :02:55.
failed in his duty by not informing David Ford about the existence of | :02:56. | :02:59.
the scheme to deal with Republican "on the runs". Nick Perry was | :03:00. | :03:06.
formerlly a senior official with the Northern Ireland Office, which | :03:07. | :03:09.
administered the scheme. Our Home Affairs Correspondent Vincent | :03:10. | :03:11.
Kearney reports. Permanent sectretaries usually aren't seen or | :03:12. | :03:16.
heard in public. But Nick Perry was forced into the limelight to answer | :03:17. | :03:22.
questions about the on the run scheme. A former official that | :03:23. | :03:28.
administered the scheme. But he didn't tell his new boss David ford | :03:29. | :03:34.
that it accepted. He said he couldn't do so, because of civil | :03:35. | :03:40.
service rules. I'm not going to criticise any civil servant for | :03:41. | :03:45.
adhering to the code of conduct. Nick Perry said he had acted | :03:46. | :03:51.
properly because responsibility for operating the scheme remained with | :03:52. | :03:56.
the NIO and not Stormont. The issues remained a matter for the Secretary | :03:57. | :04:00.
of State when justice was devolved and it was and is a matter for the | :04:01. | :04:04.
Secretary of State what is made public. But he said he hadn't sought | :04:05. | :04:08.
independent legal advice about whether the issue of OTRs should | :04:09. | :04:16.
have been devolved. I find that not just remarkable. Incredulous that | :04:17. | :04:19.
that is the position you would take. The chairman outlined how he would | :04:20. | :04:23.
have responded if Mr Perry had failed to brief him. If I was the | :04:24. | :04:29.
minister for justice, and you had withheld this information from me, | :04:30. | :04:36.
it you wouldn't be my permanent Secretary. Drawing this response. | :04:37. | :04:42.
I'm satisfied I've acted in line with the guidance issued and the | :04:43. | :04:48.
constitutional arrangements surrounding justice. This is the man | :04:49. | :04:52.
at the centre of controversy, John Downey, seen arriving at the Old | :04:53. | :04:56.
Bailey in London. A judge last month ruled he would not stand trial for | :04:57. | :05:02.
the murders of four soldiers and the Hyde Pak bombing -- Hyde Park | :05:03. | :05:08.
bombing because he received a letter saying he was not wanted by police. | :05:09. | :05:11.
The letter was sent by mistake, but the judge said it was legally | :05:12. | :05:17.
binding. The Justice Committee will question David Ford next week. And | :05:18. | :05:25.
coming up on Spotlight after this bulletin, Jennifer O'Leary reports | :05:26. | :05:29.
on a case at the heart of the storm over "on the runs" and uncovers | :05:30. | :05:32.
evidence kept out of the public eye for 40 years. There have been calls | :05:33. | :05:36.
for the Irish Justice Minister Alan Shatter to step aside following a | :05:37. | :05:39.
day of allegations of wrongdoing in the Gardai. This morning the Garda | :05:40. | :05:41.
Commissioner Martin Callinan resigned - after claims penalty | :05:42. | :05:44.
points were removed from the driving licences of well connected | :05:45. | :05:50.
offenders. This was followed later in the day by a government decision | :05:51. | :05:53.
to hold an inquiry into allegations of widespread secret recordings of | :05:54. | :05:56.
telephone calls by police officers in Garda stations. What he has done | :05:57. | :06:05.
is unacceptable. You cannot do what he did. Coming to this House and | :06:06. | :06:09.
undermine the character and reputation of individuals who other | :06:10. | :06:16.
ministers see as having made a distinguished contribution. There is | :06:17. | :06:19.
no way out of this without straight answers. So will you ask the | :06:20. | :06:29.
minister to go? No. Is the answer to your question. Over 300 | :06:30. | :06:35.
representatives of the Irish community were guests at a reception | :06:36. | :06:38.
hosted by the Queen and Prince Philip at Buckingham Palace tonight. | :06:39. | :06:40.
The reception marks the contribution made by Irish people in Britain. Dan | :06:41. | :06:46.
Stanton reports. The three priests meeting the queen and Prince Philip | :06:47. | :06:52.
and the royal couple were enjoying themselves as they met Irish people | :06:53. | :06:56.
from the world of arts, entertainment and culture in their | :06:57. | :07:00.
home. Tonight's party comes ahead of next month's historic first state | :07:01. | :07:05.
visit by an Irish president to Britain. People love a night out and | :07:06. | :07:10.
particularly when you're invited to somewhere as iconic as Buckingham | :07:11. | :07:14.
Palace, I think you respect that and you are happy to be here. I have | :07:15. | :07:20.
been living here four years and love getting back home as well. Two great | :07:21. | :07:25.
countries. I think the whole continuery in Ireland was thrilled | :07:26. | :07:29.
when she visited. Everyone realise what had a lady she was and how | :07:30. | :07:34.
generous and hard working and if I am that, when I'm her age, or even | :07:35. | :07:39.
alive, I will be thrilled. So I can't wait to get in and maybe just | :07:40. | :07:44.
stand beside somebody presenting to her and go like that. Fortunately | :07:45. | :07:51.
for the actress, it was the royal footman serving the drinks. Louis | :07:52. | :07:59.
Walsh was also among the guest and a spokesman for the palace said she | :08:00. | :08:09.
enjoyed the craic! Football, in tonight's Danske Bank Premiership, | :08:10. | :08:11.
Crusaders beat Glentoran 2-1 at Seaview. | :08:12. | :08:11.
tonight's Danske Bank Premiership, Crusaders Ice hockey and the Belfast | :08:12. | :08:14.
Giants have lost the Challenge Cup final. They were beaten 7-6 by the | :08:15. | :08:18.
holders the Nottingham Panthers. Now here's Angie Philips with the | :08:19. | :08:23.
weather forecast. Hello, well things are not going to be quite as cheery | :08:24. | :08:28.
form as they were at times today. It was lovely and spring-like. We start | :08:29. | :08:33.
the night with dry conditions and parts of west may well stay dry. As | :08:34. | :08:38.
a result it could be chilly in the countryside, temperatures close to | :08:39. | :08:45.
freezing. Generally it is frost-free and across the east cloud increasing | :08:46. | :08:52.
later in the night to bring some showery rain. Twaechltest | :08:53. | :08:55.
temperatures -- temperatures between five and seven degrees. Tomorrow | :08:56. | :08:59.
cloudier for a time as the showery rain works its way in. In the | :09:00. | :09:04.
morning most of it is in the east. So damp for the rush hour here. | :09:05. | :09:08.
Further west it is a chilly start but it will be a dry and perhaps a | :09:09. | :09:13.
bright one. As it will be across central and western parts of | :09:14. | :09:17.
Republic of Ireland. That showery rain affecting the east of the | :09:18. | :09:21.
republic and the west coast of Wales and the south-west of England and | :09:22. | :09:26.
western Scotland. To the east of the showers it is bright. But through | :09:27. | :09:30.
the day it will cloud over in England and that cloud coming in on | :09:31. | :09:36.
brisk easterly winds bringing showers, some of which could be | :09:37. | :09:41.
wintry. Come the amp for Northern Ireland the showers continue to | :09:42. | :09:46.
track west, maybe the odd heavy burst. The east may brighten up. | :09:47. | :09:51.
Highs around ten Celsius and more showers on Thursday, maybe mixed | :09:52. | :09:57.
with hail. That's it for now. You can keep up to date with News Online | :09:58. | :10:01.
