The Taoiseach has described the controversy over the

cancellation of country singer Garth Brooks' Dublin concerts at Croke

Park as a shock to the economy and a great disappointment for his fans.

Now attention is focusing on how to refund the hundreds

Garth Brooks fans have ensured several anxious days but late this

afternoon came the news they'd been dreading. All five concerts at

Dublin's Croke park had been cancelled by the singer. Right up

until today I genuinely thought it would go ahead. I thought there was

so much money involved that there was no way a handful of residents

could stop something going ahead. Such was the demand for tickets that

eventually five shows went on sale, all of them sold out. But the

tickets had gone on sale subject to licence. Dublin City Council were

lobbied by concerned residents living around the venue who said an

agreement that only three special events per year are licensed there

was being breached. In the end, the Council stated that only three shows

could go ahead after the singer said it was five or nothing. They went

back to him and said he wouldn't accept three. They phoned me back

and said we could have four. What is he supposed to think about the whole

thing? He said it was five or nothing. They went from three to

four and the next morning they phoned us back at one o'clock and

they said it was three again. The controversy even reached the floor

of the Irish parliament this afternoon. I'm sure this is a great

disappointment to his many hundreds of thousands of fans here. It's a

shock to the economy of this city and the reputation of our country.

So what now for the 400,000 fans with tickets for a show which isn't

going to happen? If you bought it from a reputable outlet, from a

proper person running a concert in a normal manner, you should be quite

safe to get all your money back. If you went on the black market or

spoke to some very nice guy on the internet who sent you the tickets

for cash, you're going to have to go back to that person, which is not

the most optimistic of prospects. Details of what has been described

as an unprecedented refunding operation are due to be announced

tomorrow. A man and a woman have appeared in

court in connection with the weekend The body of Owen Creaney who

the police described as "frail and vulnerable" was found in a rubbish

bin at a house in Craigavon. Gordon Adair was at Craigavon Court

police say that within hours of the photo being taken, Hughes and his

co-accused attacked Owen Creaney so severely that he eventually died

from his injuries. The police say the fatally injured victim was left

in the house without medical attention for up two days. They

believe he died on Friday night or early Saturday morning. Around

lunchtime on Saturday, police relieved a tip-off that a man's body

had been found in a house. Initial searches found nothing. Stephen

Hughes and his co-accused each claim to the other was responsible for the

killing in police interviews. At one point, information from the

co-accused led to officers returning from the house, where they found the

body of Owen Creaney hidden in a wheeled bin. Stephen Hughes did not

apply for bail, while bail was refused for his co-accused. The

court heard that she had a lengthy criminal record and had left the

jurisdiction unlawfully while on bail for an earlier arson offence.

Both will appear again here in Creigiau common later this month. --

Craigavon. Stormont's ministers have called

for all parades and protests over The appeal was made

in a joint party statement issued after an Executive meeting

at Stormont Castle this afternoon. Ministers discussed the

Parades Commission's decision to prevent Orangemen returning past

the Ardoyne shops in North Belfast Speaking afterwards, the First

wait for the next step to be announced and we'll do it according

for the sexual abuse suffered by boys at a care home in east Belfast

to be included in the independent investigations into historical abuse

ordered by the Home Secretary. Theresa May says the review

and inquiry will provide maximum transparency - including access to

sensitive government files. The Kincora Boys' Home closed

in 1980 and three members But allegations of involvement by

the security services in covering up This is the former Kincora Boys'

Home on the Newtownards Road in East Belfast. In the early 1980s, it was

at the centre of a scandal which dated back years and rocked the

political landscape in Northern Ireland. Free care workers at the

home, including this man, William McGrath, were convicted of accusing

boys. A leading Orangemen with links to political union losing and

others, he allegedly also had links to the security services. This is

the journalist who investigated the events there. The first

investigation was blocked by MI5. MI5 had an interest and that was

their agent William McGrath. They stopped British Army intelligence

from reporting these matters to the police for investigation, so young

men here were brutalised and raped and abused whilst MI5 sat on their

hands and allowed it to go on. More than 30 years on, this remains a

scandal that persists and will be examined by the historical

institutional abuse inquiry set up by the Assembly. We welcome the

inquiry but we would not unfortunately it does not have the

powers to reach into secret service files in the way the inquiry

announced by Theresa May yesterday will. She said it will be able to

access whatever and wherever it needs to go and, if necessary, she

will bring statutory powers to enable that. That's what we need to

get to the bottom of this business. Theresa may have effectively

launched two investigations, the first a review of how police and

prosecutors dealt with allegations of child sex abuse. The other will

be an in-depth inquiry. Both are at an early stage and it is unclear as

to whether the abuse here at the former home at King Cora will

actually feature. The Kincora Boys' Home was

in East Belfast. The constituency's MP Naomi Long has

also called for any inquiry or review ordered by

Westminster to include that home. I believe it is important that that

is properly investigated and thoroughly investigated and even the

destruction of records in itself could point to whether or not there

is substance to those allegations. So I think by including it in this

inquiry we create some clarity around the situation but we also

give the opportunity for the victims to talk openly and freshly about

what has happened to them. And in football, Linfield are

through to the next round of the Europa League after drawing

1-1 with B36 Torshavn tonight. Michael Carvill put Linfield

in front after 17 minutes in the second-leg tie. The team

from the Faroe Islands equalised Linfield now face AIK Solna

of Sweden in the second round. Now time for the weather.

With the showers out of the way, things are bit more settled through

the next 24 hours. We have a dry night coming up with a few clear

spells and temperatures similar to last night in the towns. Some

countryside but made it to seven or eight. Into tomorrow, the promise of

a much better day for stopped a dry day with bright and sunny spells

almost anywhere from the word go although there will be some patchy

cloud. Similar across the Republic of Ireland, with some sunshine, as

there will be across the rest of Britain. Quite warm sunshine by the

afternoon with temperatures into the low 20s. The exception is likely to

be the North Sea coast, particularly the east of the towards East Anglia.

They have a noticeable northerly breeze, will have increasing cloud

and some rain starting to the gym later on. Out towards the west of

Ireland, a weather system starts to edge in later in the day,

threatening rain. I don't think the rain will reach Northern Ireland in

daylight hours but we will see increasing amounts of cloud across

the West but a lot of it still fairly dry. There will be bright

spells coming through. The best sunshine in the afternoon reserved

for the north and east. The south-east could hit 19 or 20, the

north coast a little fresher with the breeze. Into Thursday, a bit

more cloud around, a bit of a damp start but hopefully the rain not
