A former senior policeman says claims of military intelligence

complicity in Kincora abuse must be investigated.

The amazing new technology that helps people walk again.

:00:34.:00:45.

Join me at The Open golf championship at Royal Liverpool

:00:46.:00:49.

where one of our major champions is already celebrating a win.

:00:50.:00:52.

And tomorrow is shaping up to be a fine summer's day

:00:53.:00:55.

but how long will it last - find out later in the programme.

:00:56.:01:03.

A former Assistant Chief Constable says it's possible there was a

:01:04.:01:06.

cover-up of child sex abuse in the 1970s by the intelligence services

:01:07.:01:11.

Alan McQuillan was speaking as pressure grew

:01:12.:01:16.

for the former Kincora Boys? home in East Belfast to be included in a UK

:01:17.:01:20.

Our political correspondent Martina Purdy reports.

:01:21.:01:32.

In 1980, the systematic sexual abuse of young boys in this care home was

:01:33.:01:40.

revealed. Three-man including this man, William McGrath, were jailed.

:01:41.:01:46.

McGrath was jailed for three years. He was the housemaster he had also

:01:47.:01:50.

founded a far right loyalist organisation. What made the

:01:51.:01:54.

revelation is more shocking were claims that the RUC had been told of

:01:55.:02:00.

the abuse several years earlier and had failed to act. Looking back,

:02:01.:02:06.

those former senior policeman -- this policeman thinks it is possible

:02:07.:02:11.

that the abuse was covered up. You have to remember the time that this

:02:12.:02:15.

was going on in Belfast. Effectively, law and order had

:02:16.:02:20.

broken down. We were under martial law and the police had collapsed as

:02:21.:02:28.

an organisation. The army were in the lead of security operations.

:02:29.:02:32.

There were lots of strange security operations in Belfast at that time.

:02:33.:02:38.

In that atmosphere, the security forces and the government is trying

:02:39.:02:41.

to get control of a massive amount of order and mayhem. Frankly,

:02:42.:02:48.

anything was possible. There are growing demands for the Home Office

:02:49.:02:52.

to include Kincora in a national enquiry into child sexual abuse will

:02:53.:02:58.

stop the allegations are quite serious. Prominent political

:02:59.:03:00.

figures, not just in Northern Ireland, but also in Great Britain

:03:01.:03:05.

who were in Northern Ireland at the time of the allegations. I have

:03:06.:03:10.

written to the Secretary of State and sat with her. I have also tabled

:03:11.:03:14.

questions for the secretary and am waiting on a response. We need every

:03:15.:03:20.

MP at Westminster to put pressure on the government to ensure that

:03:21.:03:24.

Northern Ireland and Kincora is included within the enquiry. This

:03:25.:03:33.

former boys home, already part of an Independent enquiry into abuse, but

:03:34.:03:38.

that enquiry is not considered sufficient to answer the questions

:03:39.:03:41.

that politicians and journalists have posed for decades about Kincora

:03:42.:03:42.

and its dark history. A former scout leader, GAA referee

:03:43.:03:48.

and part-time firefighter has been jailed for eleven years for abusing

:03:49.:03:51.

children across two decades. 62 year old Patrick McQuillan

:03:52.:03:55.

from Moyle Avenue in Ballycastle Patrick McQuillan was well-known in

:03:56.:04:11.

Ballycastle because of his work in a variety of groups, including

:04:12.:04:15.

discounts and the GAA. Tonight he begins a jail sentence after being

:04:16.:04:18.

convicted of dozens of sex abuse offences against six boys. Mr

:04:19.:04:25.

Justice carer said the impact -- spoke of the damaging effects the

:04:26.:04:31.

abuse has had. He said this was a serious case involving the abuse and

:04:32.:04:35.

corruption of six young children. It had lasted for nearly 20 years.

:04:36.:04:40.

McClellan had used his service in the community in his offending. One

:04:41.:04:44.

victim that he knew through scouting was abused on the pretext of

:04:45.:04:48.

teaching him to swim. On other occasions, victims were abused when

:04:49.:04:52.

he was showing down his St John's ambulance equipment. Sentencing him

:04:53.:04:57.

to 11 years and banning him from working with children and vulnerable

:04:58.:05:01.

adults, Judge Gordon carer QC said McClellan refused to acknowledge his

:05:02.:05:05.

guilt. He was also placed on the Sex Offenders' Register for life.

:05:06.:05:16.

Fourteen suspected paedophiles have been arrested here as part of a

:05:17.:05:18.

UK-wide operation targeting people accessing child abuse images online.

:05:19.:05:20.

The PSNI say two children were identified as being at risk.

:05:21.:05:23.

More than 650 suspects were arrested across the UK.

:05:24.:05:28.

Last night we heard how our household incomes are well

:05:29.:05:30.

Tonight new figures suggest the economic recovery is still fragile.

:05:31.:05:35.

The job market is continuing to improve - but overall economic

:05:36.:05:37.

output actually fell in the first three months of this year.

:05:38.:05:42.

Our Economics and Business Editor John Campbell reports.

:05:43.:05:52.

Manufacturing has been the star performer in our economy over the

:05:53.:05:58.

last year. This company exports huge machines to mines and quarries over

:05:59.:06:03.

the world. Like other firms in this sector, it has powered out of

:06:04.:06:08.

recession and is adding jobs. We have recently announced that we have

:06:09.:06:13.

50 new jobs. Some of those have already been filled. The rest will

:06:14.:06:19.

be filled over the coming months. The wider economy is also seen

:06:20.:06:23.

better news in the job market. The number of people claiming an

:06:24.:06:26.

implement benefit has fallen by nearly 9,000 in the last year. There

:06:27.:06:31.

was a fall in -- of 900 in June alone. Although things are picking

:06:32.:06:41.

up in the jobs market, the overall economy fell, shrinking by not .4%.

:06:42.:06:49.

If we take a longer view, it is up by 1.6% compared to this time last

:06:50.:06:55.

year. What is actually going on? I wouldn't get too carried away on one

:06:56.:06:59.

set of quarterly data. It was not consistent with what we are seeing

:07:00.:07:02.

in the labour market. It is rare that he would be businesses hiring

:07:03.:07:06.

more staff, as we have seen, and actually then the in contraction

:07:07.:07:13.

mode. It does not make sense so I suspect they will be revised. This

:07:14.:07:19.

man says his customers point to some familiar factors holding back

:07:20.:07:23.

growth. The one thing I still notice that can be difficult is the ability

:07:24.:07:27.

of customers to obtain finance. Our equipment tends to be expensive. We

:07:28.:07:32.

have found a locally and nationally, some banks are little bit unwilling

:07:33.:07:38.

or more prudence to land than they used to be. Businesses like this are

:07:39.:07:42.

thriving but there is still -- there are still questions for the wider

:07:43.:07:46.

economy. How will we cope when interest rates rise? What about the

:07:47.:07:53.

continuing squeeze on public finances? The answers to these

:07:54.:07:58.

questions will define the shape of our economy over the next couple of

:07:59.:07:58.

years. The family of a young UDR soldier

:07:59.:08:02.

murdered near Castlederg 30 years ago say they've been left

:08:03.:08:05.

heartbroken after tributes marking 20 year old Heather Kerrigan was

:08:06.:08:07.

killed alongside colleague and friend Norman McKinley

:08:08.:08:14.

when a landmine exploded under A broken poppy, the only visible

:08:15.:08:34.

sign of tributes left by the families of the two soldiers killed

:08:35.:08:38.

in 1984. The tributes were vandalised after a service on Monday

:08:39.:08:44.

night. The family of Heather Kerrigan said their grief has been

:08:45.:08:48.

compounded by IRA graffiti daubed close to the scene of her murder.

:08:49.:08:53.

The PSNI have already taken the sign away. The crosses have been broken.

:08:54.:09:03.

This is all that is left. This is the spot where Heather Kerrigan and

:09:04.:09:07.

Norman McKinley were killed 30 years ago. There were eight UDR soldiers

:09:08.:09:12.

on patrol that morning, including Heather's brother who was also

:09:13.:09:16.

injured. It still feels like it happened yesterday. I am very, very

:09:17.:09:25.

sad. Things were starting to move on but when I see this, it's going to

:09:26.:09:32.

plunge us back into it. While the tributes are now gone, the family

:09:33.:09:35.

have a much loved daughter and sister. I say her memory will always

:09:36.:09:37.

remain. -- they say. Plans for

:09:38.:09:49.

a republican hunger strike parade in County Fermanagh have been branded

:09:50.:09:51.

by unionists as highly insensitive. The parade in Derrylin,

:09:52.:09:54.

scheduled for the 3rd of August, commemorates the 1981 hunger strikes

:09:55.:09:56.

in which ten republicans died. Unionists say families whose

relatives were murdered by the IRA Sinn Fein say unionist sensitivities

were considered in deciding where People needs to understand the high

:10:02.:10:15.

esteem in which the hunger strikers are held in by our community. They

:10:16.:10:19.

need to respect that. We have had letters from Unionists today about

:10:20.:10:25.

tolerance and respect, but needs to be tolerance and respect given to

:10:26.:10:30.

Republicans as well. These people were marchers. They weren't

:10:31.:10:37.

law-abiding citizens who went about their everyday life. I think that is

the reality. These people that they are glorifying our people who were

:12:13.:12:21.

Belfast getting any new long hole flight is something of a minor

triumph. Just for flights in each direction but this is something the

airport will be desperate to build upon. Other routes with other

airlines are being sought but long haul, out of Belfast, will only ever

what Belfast can do but we can certainly do more than what we are

doing now. There was a time when 30,000 people flew directly between

Belfast and Florida. Next July, even with Lane School, virgin will carry

The findings of a judge led review into

:13:16.:13:17.

the operation of the On the Runs scheme will be published tomorrow.

:13:18.:13:19.

It was established after First Minister Peter Robinson threatened

:13:20.:13:21.

to resign when it was revealed that a secret agreement between

:13:22.:13:24.

the government and Sinn Fein led to around 200 republicans being sent

:13:25.:13:28.

letters telling them they were not wanted by the police.

:13:29.:13:31.

Our Home Affairs Correspondent Vincent Kearney reports.

:13:32.:13:40.

A judge ruled in Federica John Downey could not stand trial for the

:13:41.:13:47.

murders of four soldiers. He had been sent a letter as part of the

:13:48.:13:50.

on-the-runs scheme telling him he was not wanted by police. Although

:13:51.:13:55.

the letter was sent by mistake, the judge said it was legally binding

:13:56.:13:58.

because of the PSNI had failed to correct the information. Unionists

:13:59.:14:03.

reacted with outrage to news of the existence of the scheme. First

State has said that the PSNI is to blame but it has apologised.

Unionists said the real blame should lie with Tony Blair's government and

:24:27.:24:31.

fairway. They are just super special. There is no walk my kids.

:24:32.:24:42.

Good vibrations here, I suppose. Hopefully some good omens. You is

:24:43.:24:49.

the smart money on for The Open? Perhaps, don't bet against another

:24:50.:24:54.

winner from Northern Ireland. All three of our champions are upbeat

:24:55.:24:56.

about their chances of another major win.

:24:57.:25:10.

Expecting some high temperatures by day and night over the next couple

:25:11.:25:17.

of days. 30 degrees during the day in London. You can imagine what it

:25:18.:25:22.

would be like at night. Some of those temperatures may affect the

:25:23.:25:24.

Republic of Ireland too. It will certainly get warmer here. It will

:25:25.:25:30.

get more human as well. We will be spared those very high temperatures

:25:31.:25:33.

but it also means we will not have the worst of the thundery rain. If

:25:34.:25:38.

you are lucky enough to be off tomorrow, enjoy it because it will

:25:39.:25:42.

be a nice day that there will be thundery showers on Friday. One or

:25:43.:25:45.

two sharp showers moving across as in the last few hours. No

:25:46.:25:49.

thunderstorms today with the worst of the showers moving away. A lot of

:25:50.:25:52.

places will have a fine, bright evening. Those showers disappear.

:25:53.:25:58.

Reasonably fresh comparative next couple of night as well. There are

:25:59.:26:04.

tomorrow's -- tomorrow is fine and warm. If you are lucky enough to be

:26:05.:26:08.

off, make sure you don't forget sun protection. It should warm up

:26:09.:26:11.

quickly through the morning as the cloud breaks and the sun come

:26:12.:26:14.

through. We are expecting temperatures in the afternoon to

:26:15.:26:18.

reach at least the low 20s. Plenty of fine weather tomorrow. The wind

:26:19.:26:21.

coming in from the east so it will be a little bit cooler on somebody's

:26:22.:26:30.

East Coast. Our highest temperatures will be over County Tyrone and

:26:31.:26:35.

Fermanagh were we should see up to around 24 degrees. Plenty of fine

:26:36.:26:40.

warm weather tomorrow but you can see that sea mist and fog just

:26:41.:26:44.

threatening parts of the Southeast later on. That is a sign of more

:26:45.:26:48.

human weather to come tomorrow night. It should just about stay dry

:26:49.:26:52.

tomorrow but it will feel warm and humid and it will be quite misty and

:26:53.:26:57.

marquee in places. On Friday, although starting dry, it's likely

:26:58.:27:00.

to turn fairly thundery in places quite quickly from the south. It

:27:01.:27:04.

will not be wall-to-wall rain, there will be some sunny spells.

:27:05.:27:09.

Territories will easily reach the low 20s. Despite the rain, it --

:27:10.:27:14.

despite the breeze, it will feel sticky. That area of low pressure

:27:15.:27:18.

moving away on Friday, bringing intense downpours across some areas

:27:19.:27:21.

in England. Our weekend is not looking too bad.
