A 13-year-old girl is to be removed from her mother and given urgent

:00:09.:00:11.

help at a children's centre in Dublin under a High Court order.

:00:12.:00:15.

A judge in Belfast said the teenager had been cut off from the outside

:00:16.:00:19.

He said her mother also needed urgent intense intervention.

:00:20.:00:26.

The court heard that last December neighbours contacted the police when

:00:27.:00:29.

The court was told that the teenage girl had never been to

:00:30.:00:38.

She is now 13 years old and has been living near Belfast with her

:00:39.:00:43.

The court heard their lives have been lived "in effective

:00:44.:00:46.

Although she is from Northern Ireland,

:00:47.:00:53.

she previously lived in the United States, and

:00:54.:00:56.

the court was told she had liked California's free spiritual life.

:00:57.:00:59.

She decided to tutor her daughter at home rather than send her to

:01:00.:01:02.

The home where they lived was not a normal home.

:01:03.:01:06.

It had no overhead lighting upstairs.

:01:07.:01:09.

The girl slept on a small, thin mattress on the floor.

:01:10.:01:13.

Very small for her age, she needed a booster seat to sit

:01:14.:01:16.

The court heard that she had a "spartan existence without

:01:17.:01:21.

The judge, Mr Justice O'Hara, ruled that immediate action needed

:01:22.:01:27.

He said the girl had been damaged by a life enmeshed with her mother

:01:28.:01:31.

and would be damaged even more by staying with her mother.

:01:32.:01:33.

Instead, she needs urgent, intense intervention, he said.

:01:34.:01:36.

And because the specialised services she requires are not currently

:01:37.:01:39.

available in Northern Ireland, she is being sent to a centre

:01:40.:01:42.

In summing up, the judge expressed surprise that

:01:43.:01:49.

the authorities had not discovered the ordeal that the young girl was

:01:50.:01:52.

A woman in her 50s has died after a house fire in Coalisland.

:01:53.:02:00.

The blaze broke out at Mayollan Terrace last night.

:02:01.:02:05.

A man who was also in the house has been treated for minor injuries.

:02:06.:02:08.

The police are investigating how the fire started.

:02:09.:02:13.

Sinn Fein have pledged to support the new Deputy Chief Constable,

:02:14.:02:16.

despite walking out of the process to appoint him.

:02:17.:02:19.

Drew Harris was named as the second in command

:02:20.:02:22.

The Policing Board member Caitriona Ruane claimed

:02:23.:02:27.

the appointment process had been compromised, and she called

:02:28.:02:30.

Her comments have been strongly criticised by other parties.

:02:31.:02:36.

Here's our home affairs correspondent, Vincent Kearney.

:02:37.:02:43.

This is a new Deputy Chief Constable of the PN -esque Bashley PSNI. To

:02:44.:02:54.

Harris is responsible for conducting all investigations into serious and

:02:55.:02:59.

organised crime including the activities of dissident republicans

:03:00.:03:03.

and loyalist paramilitaries. He has 30 years police experienced and

:03:04.:03:08.

suffered personal loss during the Troubles, losing his father, and RUC

:03:09.:03:16.

superintendent killed by a car bomb in 1979. He has now been appointed

:03:17.:03:21.

the second most senior officer in the PSNI. But the move does not have

:03:22.:03:26.

the backing of Sinn Fein. The party's representative on the

:03:27.:03:29.

interview panel walked out of the process. Caitr?ona Ruane said that

:03:30.:03:35.

she believed the process might have been compromised. She said that in

:03:36.:03:41.

the light of having total transparency, the best option would

:03:42.:03:45.

be to have a completely new recent -- recruitment process. That angered

:03:46.:03:51.

others. Sinn Fein have a lot of questions to answer. They need to

:03:52.:03:56.

justify what they have claimed. I totally reject their allegations.

:03:57.:04:01.

The process was robust, there were independent advisers who played a

:04:02.:04:05.

part on the panel and gave advice to the panel. And we are prepared to

:04:06.:04:09.

stand over the process from beginning to end. A number of other

:04:10.:04:16.

board members have accused Sinn Fein of political policing, claiming the

:04:17.:04:19.

arrest of Gerry Adams earlier this year is the real reason that jet --

:04:20.:04:27.

the party left the process. I think there is a message from Sinn Fein,

:04:28.:04:32.

that if you are a police officer and use sign an arrest warrant for any

:04:33.:04:36.

member of Sinn Fein, as Drew Harris did, then your prospects for

:04:37.:04:40.

promotion are considerably limited. I think this is belligerent and

:04:41.:04:45.

bigoted and this is something that ultimately further questions are

:04:46.:04:49.

going to be asked about, over the fitness of Sinn Fein to even be part

:04:50.:04:55.

of the policing board. Caitr?ona Ruane issued a second statement

:04:56.:04:58.

saying that her concerns are over the process and do not reflect on

:04:59.:05:05.

the officers involved. PSNI sources say that they believe this is very

:05:06.:05:09.

personal. Their view is that Sinn Fein simply does not like Drew

:05:10.:05:13.

Harris and did not want to have any part in appointing him. That has

:05:14.:05:18.

been rejected by the leader of the Sinn Fein group on the policing

:05:19.:05:22.

board. That is complete nonsense. That is not the issue. If the

:05:23.:05:28.

process is wrong and the is compromise, then there is a duty to

:05:29.:05:34.

raise at that and I stand by Caitr?ona Ruane absolutely. Does

:05:35.:05:39.

Drew Harris have Sinn Fein's full support? Anyone who hold that

:05:40.:05:46.

position, and if it is to Harris, he will. To Harris is affected to take

:05:47.:05:48.

about claims that during one incident, the two women "cackled"

and "growled" at each other. Judgement in the case is due

on Friday. A High Court judge in Dublin has

ordered Rory McIlroy and his former management company to

:06:46.:06:48.

hold peace talks. The world number one golfer is suing

Horizon Sports Management, Rory McIlroy and Graeme McDowell

have shared many successes, not least this stunning comeback win

:07:50.:08:16.

the case itself is due to be heard Let's find out if the weather will

:08:17.:08:32.

stay fine. Good evening.

:08:33.:08:36.

It ended up a decent day. If you spots getting above the 20 degrees

mark. Not to call tonight either. And it will stay dry. There will be

:08:46.:08:55.

low-lying patches of fog. Another dry day to come, another fine one

:08:56.:09:00.

eventually with bright and sunny spells. It will start out quite

:09:01.:09:05.

great first thing. But they will start to lift. A grey start across

:09:06.:09:12.

many parts of the Republic, central and eastern parts of Scotland and

:09:13.:09:17.

England. Most of that will burn away but in the east, it is likely to

:09:18.:09:23.

stay quite gloomy. Maybe a few showers along the north-east coast.

:09:24.:09:28.

The best sunshine further west across the Republic of Ireland,

:09:29.:09:31.

western England and the south and south-west of England. It will be

:09:32.:09:37.

pretty warm. Not quite as warm as that for Northern Ireland, but it

:09:38.:09:41.

will be a pleasant afternoon. That cloud will melt and thin away. Some

:09:42.:09:45.

decent bright and sunny spells in the afternoon. Very pleasant with a

:09:46.:09:54.

little bit shelter. As we head into Thursday, the cloud comes back. It

:09:55.:09:59.

stays towards the weekend. There will be some bright spells. There

:10:00.:10:02.

will be shadows on Saturday, other than that, mainly dry.

:10:03.:10:12.

That's BBC Newsline. Take care. Good night.
