The headlines on BBC Newsline. Thank you. That is | :00:00. | :00:17.
The North Belfast MP Nigel Dodds rules himself out of the running | :00:18. | :00:20.
We hear of the devastation as the full extent | :00:21. | :00:28.
It will put me on my knees. It will be hard to come back for it. | :00:29. | :00:40.

Is there an injury crisis for Ulster Rugby? Many players are ruled out | :01:01. | :01:06.
until the new year. decent dry gaps. I'll be back with a | :01:07. | :01:08.
full forecast. in a surprise move and within | :01:09. | :01:22.
the past hour the DUP MP Nigel Dodds, has announced he will not | :01:23. | :01:27.
stand for leadership of his party. The deputy leader had been expected | :01:28. | :01:29.
to put himself forward as a Our Political editor Mark Devenport | :01:30. | :01:32.
is with me. This move seems to have taken people | :01:33. | :01:35.
in the political world by surprise - There is no doubt that in the circle | :01:36. | :01:49.
around Nigel Dodds, nobody predicted this. They thought there would be a | :01:50. | :01:54.
dual leadership would Nigel Dodds taking the main role. Nigel Dawes | :01:55. | :02:00.
says he has given it a lot of thought and prayed about it and is | :02:01. | :02:04.
sticking to his view which he previously enunciated that a party | :02:05. | :02:09.
like the DUP cannot be led from Westminster. -- Nigel Dodds. He is | :02:10. | :02:16.
endorsing Eileen Foster not just as First Minister Abbott taking over | :02:17. | :02:21.
Peter Robinson's job as DUP leader. I believe Eileen is the person who | :02:22. | :02:26.
should take the party forward. Someone who is already acting as | :02:27. | :02:31.
First Minister in the assembly on two occasions. I believe her working | :02:32. | :02:38.
with me and the rest of the team in the assembly, Westminster and | :02:39. | :02:42.
Europe, will provide the positive future for Northern Ireland, for | :02:43. | :02:47.
unionism. Where does the leadership contest go from here? They did have | :02:48. | :02:53.
long to think about it because nominations close on Wednesday. The | :02:54. | :02:58.
election is due to take place on Thursday of next week. It will be | :02:59. | :03:02.
interesting to see what Sammy Wilson thinks about this. He endorsed Nigel | :03:03. | :03:08.
Dawes as a natural successor to Peter Robinson. Also Gregory | :03:09. | :03:13.
Campbell has a mandate at Stormont and Westminster. With that very | :03:14. | :03:16.
strong endorsement we have seen from Nigel Dodds, we may have no contest | :03:17. | :03:22.
and may have Arlene Foster come forward and getting those jobs and | :03:23. | :03:27.
being DUP leader by Thursday of next week. Thank you. | :03:28. | :03:29.
After the weekend storm the severe flooding is starting to recede, but | :03:30. | :03:32.
many parts of Ireland and Britain are left with homes and businesses | :03:33. | :03:35.
Locally counties Tyrone and Fermanagh were hit the hardest | :03:36. | :03:39.
by Storm Desmond with the incessant rainfall since last Friday. | :03:40. | :03:44.
At one stage over the weekend rescue teams helped | :03:45. | :03:47.
BBC Newsline's Tara Mills is near Dungannon where there was | :03:48. | :03:51.
a lot of damage at the Linen Green shopping village in Moygashel. | :03:52. | :03:54.
Our cameras have been out capturing the effects of smoke -- of Storm | :03:55. | :04:10.
Desmond and we will hear from Fermanagh and the north-west in a | :04:11. | :04:13.
minute. I spent here -- spent the day here talking to retailers who | :04:14. | :04:18.
have suffered a blow at the busiest time of the year. This thing on | :04:19. | :04:27.
Sunday morning, 30 shops were flooded and left in up to three feet | :04:28. | :04:35.
of water. Staff were left to count the cost of the damage and salvage | :04:36. | :04:45.
what they could. Explain what it was like when you got here. When the | :04:46. | :04:51.
water levels had subsided, we arrived and got the doors open and | :04:52. | :04:55.
were met with devastation. The floors were already up and | :04:56. | :05:07.
distorted. Where the water we each? -- reach? It was right up and the | :05:08. | :05:16.
cabinets and the frames were damaged. The damage will run into | :05:17. | :05:20.
hundreds of thousands of pounds but everyone rallied round. 30 men and | :05:21. | :05:26.
the football team had been out training. They heard we were in | :05:27. | :05:35.
trouble and they arrived and were like a team of ants. They helped us | :05:36. | :05:40.
out and it was all done very fast. They helped out some of the other | :05:41. | :05:46.
tenants as well. Next door at this homeware store, my thousand square | :05:47. | :05:50.
feet of flooring and thousands of pounds of stock were destroyed. How | :05:51. | :05:57.
did you feel? Horrified. It is devastating. You can see the people | :05:58. | :06:00.
in Cumbria that have had their homes flooded and that is worse, but this | :06:01. | :06:07.
is a local business and we have been here for ten years. The company was | :06:08. | :06:13.
established in 1951. It is as much of our lives as our homes and you | :06:14. | :06:20.
take it very personally. The flood was caused by a combination of | :06:21. | :06:24.
nature and bad luck. The water back to win this nearby grill became | :06:25. | :06:27.
blocked, forcing the water to go the only place it couldn't be car park. | :06:28. | :06:33.
Elsewhere, cameras captured the impact of the wind and rain across | :06:34. | :06:36.
Northern Ireland and although the flooded fields look beautiful, Storm | :06:37. | :06:40.
Desmond has left a trail of misery in its wake. The environment | :06:41. | :06:49.
Minister Mark H Duggan has rewarded people payments for those affected. | :06:50. | :06:53.
Many think it wasn't just the severe weather back was the flooding. | :06:54. | :06:56.
Residents are one housing development have been asking for | :06:57. | :06:57.
years for a covert to be fixed. People feared their homes would | :06:58. | :07:12.
flood. There was two inches of water and | :07:13. | :07:25.
she blames a blocked culvert. Despite contacting many people, the | :07:26. | :07:31.
problem hasn't been fixed. We have told them it is an ongoing problem. | :07:32. | :07:37.
They just pass the buck from one to the other. This was the scene just | :07:38. | :07:43.
outside where the river rose. More homes were flooded. Everything is | :07:44. | :07:51.
wrecked. It has come up around the furniture and it is up the bottom | :07:52. | :07:57.
step of the stairs. Some abandoned their boots to get about while | :07:58. | :08:00.
others were forced to abandon their car. The core floated away. Is now. | :08:01. | :08:09.
Many have been struggling through. The level of the Newbridge Road was | :08:10. | :08:16.
raised after a flooded in 2009. This activity centre put in flood | :08:17. | :08:20.
defences but the wet tearoom shouldn't be this wet. After | :08:21. | :08:25.
fighting the raising levels, it came up through the floors. The place is | :08:26. | :08:31.
quite heavily flooded. This happened in 2009/10. It is a 1 in 50 year | :08:32. | :08:36.
event and it has happened twice in five years. In Bow, it was a school | :08:37. | :08:48.
run by a tractor. All but one is now impossible -- all but one road is | :08:49. | :08:52.
Mammon possible. There are fears there could be even more disruption. | :08:53. | :09:04.
It has been a double blow for this man. His convenience store flooded | :09:05. | :09:10.
again. The last time, it was manageable. This time, it is a | :09:11. | :09:15.
wipe-out job and it will put me on my knees. We will get there and | :09:16. | :09:21.
there is plenty of volunteers. Water engulfed his village causer in | :09:22. | :09:25.
misery once again. A number of people had to leave their homes. In | :09:26. | :09:30.
this business, they estimate the repair bill will be ?60,000. We have | :09:31. | :09:35.
a lot of parties booked in the next few weeks and we have only just | :09:36. | :09:42.
refurbished for Christmas. It is all destroyed again. In Strabane, the | :09:43. | :09:47.
river flooded this house causing major damage. There is more damage | :09:48. | :09:55.
and it came into the back of the house and onto the road. It got in | :09:56. | :10:02.
the whole place. The biggest flood I have ever seen. If filled this | :10:03. | :10:09.
nearby car park yesterday morning. It has destroyed a lot of stock. | :10:10. | :10:20.
Just excessive damage. Back in this area, they are very resilient. To | :10:21. | :10:24.
give you a scale of the damage, behind me, that is not the river. It | :10:25. | :10:30.
came over that banking and swept through this entire area. It has | :10:31. | :10:35.
dislodged this mobile storage unit and office. The floodwater continued | :10:36. | :10:41.
on into the fork it -- forecourt of this garage and here is what is | :10:42. | :10:46.
supposed to be a protective wall which was swept away. People here | :10:47. | :10:51.
want an urgent upgrade to what they have described as completely | :10:52. | :10:51.
inadequate flood defences. A pretty miserable weekend for | :10:52. | :11:00.
money. David Porter | :11:01. | :11:03.
of the Rivers Agency is with me. Is there anything you could have | :11:04. | :11:15.
done to prevent against flooding? We gave out a Met Office warning and it | :11:16. | :11:20.
starts an approach where we prepare for such events. We would go out and | :11:21. | :11:27.
do grill runs to make sure our inlet grills are as clean as they could be | :11:28. | :11:31.
to receive the water. Is seems incredible that a grill got blocked | :11:32. | :11:37.
within one day on Saturday and then it caused this demonstration -- | :11:38. | :11:42.
devastation. There is a vulnerability around grills under -- | :11:43. | :11:49.
and we have a programme to get them cleared. During flood events, we | :11:50. | :11:56.
would send a squad out to make sure they are kept clean during the | :11:57. | :12:01.
event. This wasn't done and this is not a known vulnerable grill because | :12:02. | :12:06.
it hasn't blocked in the past. That will be part of the review to make | :12:07. | :12:11.
sure if this is resilient for the future. When it comes to agencies | :12:12. | :12:15.
being responsible for flooding, every time we have a flood, there | :12:16. | :12:19.
isn't one agency who is in charge. Should we move to that position | :12:20. | :12:23.
where one person is accountable and one minister? There is to things | :12:24. | :12:32.
that have happened. The flooding department is in place and that was | :12:33. | :12:37.
a move into a single department. The three drainage agencies within | :12:38. | :12:41.
Northern Ireland, transport and I, Northern Ireland water and the | :12:42. | :12:46.
Rivers agency, they will come together to form the infrastructure. | :12:47. | :12:49.
It will remove some of those barriers. When it comes to the | :12:50. | :12:58.
worrying news with Loch earn getting into dangerous levels, put that into | :12:59. | :13:04.
perspective. It is rising and it is 200 millimetres below the peak we | :13:05. | :13:12.
experienced in 2009. It needs a considerable amount of water to go | :13:13. | :13:16.
back up to those levels and we are keeping a close eye on it. Nine of | :13:17. | :13:23.
the 31 shops were able to open today. They hope to be open at the | :13:24. | :13:27.
weekend but there will be many months before they are back to | :13:28. | :13:31.
business as usual. The flood line number should be on the screen now. | :13:32. | :13:38.
It is back to you in the studio. There is more coverage of the | :13:39. | :13:45.
flooding and a list of roads affected online. Cecilia will join | :13:46. | :13:50.
me in the studio with the latest weather shortly. | :13:51. | :13:53.
You're watching BBC Newsline and still to come on the programme: | :13:54. | :13:56.
A traditional Christmas nativity play - but is it time | :13:57. | :13:59.
for school life to to be more inclusive of other faiths and none? | :14:00. | :14:06.
The children's charity Barnardo's has paid out almost ?200,000 in | :14:07. | :14:10.
civil claims linked to alleged abuse at a former home in County Antrim. | :14:11. | :14:17.
The Historical Institutional Abuse Inquiry has been told that | :14:18. | :14:19.
Barnardo's had a chance to address potential abuse but didn't take it. | :14:20. | :14:24.
Kevin Sharkey has more on this story. | :14:25. | :14:32.
Children's home run by Barnardos on the shores of Belfast. Between 1950 | :14:33. | :14:40.
and 1981, children came to this home. The promise, education and | :14:41. | :14:46.
care. Some former residents say they were abused mentally, physically and | :14:47. | :14:52.
sexually. In the year since, ?182,000 has been paid out in civil | :14:53. | :14:57.
claims taken by ten former residents. Today, confirmation that | :14:58. | :15:02.
hearings at this enquiry over the next two weeks will expose abusive | :15:03. | :15:05.
activities and practices that have not been public majors -- knowledge | :15:06. | :15:10.
until now. There was a chance to do something about alleged abuse. It | :15:11. | :15:15.
was in 1980. There was a complaint of sex abuse and it was passed to | :15:16. | :15:19.
staff and then to a superintendent at the phone. His decision, he did | :15:20. | :15:25.
nothing about it. The enquiry heard Barnardos agreed if there was a | :15:26. | :15:29.
moment, crucial moment when it failed to address potential child | :15:30. | :15:34.
abuse, that was it. Barnardos has accepted that over a particular | :15:35. | :15:38.
period of time, it failed to protect children in this house. It describes | :15:39. | :15:44.
systemic failings at the other home and examination, Sharon Moore. | :15:45. | :15:51.
Today's occurring brings it on to knew more ground. Barnardos, | :15:52. | :15:56.
well-known charity being called to account over allegations that | :15:57. | :15:57.
children in its care were abused. Seeing a GP can involve waiting | :15:58. | :16:02.
several weeks with many surgeries under particular pressure | :16:03. | :16:05.
at this time of year. A new scheme that will put | :16:06. | :16:08.
pharmacists in the GP practice It's hoped having these drugs | :16:09. | :16:11.
experts on hand will ease the burden on doctors and allow | :16:12. | :16:17.
for a better management When we think pharmacists, this is | :16:18. | :16:34.
what most of us expect. A quick visit after an appointment with our | :16:35. | :16:38.
GP. In future, they will be doing more of the advising and the | :16:39. | :16:42.
prescribing. When a patient comes to see me, I can review their | :16:43. | :16:46.
medication and ensure it is appropriate for their conditions and | :16:47. | :16:52.
ensuring that prescribing is safe and effective. Some work-out of GP | :16:53. | :16:59.
practices but it is not widespread and the Department of Health 's | :17:00. | :17:03.
thinks it should be. GP surgeries are under pressure. It is hoping by | :17:04. | :17:07.
introducing pharmacists, some of that burden can be relieved, | :17:08. | :17:12.
allowing GPs more time to spend with the sickest patients. It is | :17:13. | :17:18.
reassuring in the sense that ensuring medicine is safely used and | :17:19. | :17:22.
efficiently and effectively used but also in terms of extending the | :17:23. | :17:25.
practice team and enabling patients to be seen by other people within | :17:26. | :17:30.
the team that doesn't have to be the doctor. ?2.5 million will create 45 | :17:31. | :17:36.
new pharmacy posts next year. The bond of health says it will fund | :17:37. | :17:44.
over 200 more by 2020. We have had working practice to see if it is a | :17:45. | :17:48.
good thing. I am omitting extra investment because I think it is | :17:49. | :17:52.
something that can relieve pressures that our GP surgeries are facing and | :17:53. | :17:56.
produce better outcomes for our patients. Thousands of hospital | :17:57. | :18:00.
admissions are down to problems with medication. It is hoped having drug | :18:01. | :18:05.
exports on hand will promote more efficient prescribing. | :18:06. | :18:11.
Hundreds of mourners have attended the funeral of one | :18:12. | :18:14.
of the young men who died in an incident on a building site | :18:15. | :18:17.
Gerard Joe McDermott died alongside his friend Gerard Bradley | :18:18. | :18:24.
when a slab of concrete fell on them. | :18:25. | :18:26.
The church was packed for the popular 24-year-old. Many, believe | :18:27. | :18:41.
what has happened. The priest said the shock and impact of this death | :18:42. | :18:46.
was felt far and wide. He told the congregation that many people are | :18:47. | :18:51.
going to miss the presence of Joe in their lives. He was a popular young | :18:52. | :18:55.
man, he said. He make a deep impression on people wherever he | :18:56. | :19:00.
was. Both Joe and his friend, Gerard Baddeley, had only just arrived in | :19:01. | :19:04.
Western Australia. They were working at this building site in Perth when | :19:05. | :19:09.
a large concrete slab fell on top of them. Workers were left stunned that | :19:10. | :19:13.
the tragedy which happened at the end of last month. On Saturday, | :19:14. | :19:19.
hundreds of people attended the funeral for 29-year-old Gerard | :19:20. | :19:24.
Bradley at send Malachy's Church in Coleraine. The mourners were told it | :19:25. | :19:28.
was a celebration and thanksgiving for the young man's life. -- Saint | :19:29. | :19:33.
Malachy's church. A new report says the duty | :19:34. | :19:35.
of schools to hold daily acts Rather than hold Christian | :19:36. | :19:38.
assemblies, the Commission on Religion and Belief in | :19:39. | :19:41.
Public Life says they should cater Nativity plays, readings from the | :19:42. | :20:02.
Bible, hymn singing and carol singing, all part of school life. | :20:03. | :20:07.
But is it time for school assemblies to reflect all religions, not just | :20:08. | :20:12.
Christianity? At this school in east Belfast, they don't see the need for | :20:13. | :20:18.
change. We have 400 children here and every child takes part in | :20:19. | :20:21.
collective worship on a weekly basis. We have a lot of | :20:22. | :20:24.
non-Christian children and we have the option that if parents don't | :20:25. | :20:28.
want their children to commit to assembly, they can take them out of | :20:29. | :20:39.
that but not one family in our school take that option. They are | :20:40. | :20:42.
happy for all of our children to participate and as the children get | :20:43. | :20:45.
older, to make up their minds what route they choose to follow. Across | :20:46. | :20:50.
the city, there is a broad approach to assembly. The school has pupils | :20:51. | :20:54.
from more than 20 different countries, but the principal | :20:55. | :20:57.
believes all school assemblies shouldn't just be Christian. The | :20:58. | :21:04.
extent and out of time depends on what type of school you are. If you | :21:05. | :21:08.
are a Catholic -based school, you may have more time for Catholicism. | :21:09. | :21:13.
Many schools look at different religions and incorporate them into | :21:14. | :21:19.
the assemblies. I think it is good practice and it is informative for | :21:20. | :21:25.
students. The recommendation for all school assemblies to change is only | :21:26. | :21:28.
a proposal. Nothing is going to happen sooner and if traditionalists | :21:29. | :21:33.
get their way, nothing will change at all. | :21:34. | :21:36.
The Ulster rugby team won on Friday night but some key players are now | :21:37. | :21:40.
Ulster's medical report doesn't make good reading for new director | :21:41. | :21:48.
World Cup star Iain Henderson suffered | :21:49. | :21:51.
Another international Dan Touhy fractured his right ankle, | :21:52. | :21:56.
Darren Cave is out for two games and Peter Nelson's season is over | :21:57. | :22:02.
after he dislocated his foot in the win against Edinburgh/Henderson's | :22:03. | :22:07.
injury may keep out of Irelands Six Nations Championship. | :22:08. | :22:09.
Ulster have back to back European games against Toulouse starting this | :22:10. | :22:14.
Friday, and former Ulster player Paddy Wallace says | :22:15. | :22:16.
its another big set back in what has been an already frustrating season. | :22:17. | :22:26.
Injuries are part of the sport and you have to expect. We have been | :22:27. | :22:33.
dealt a cruel blow with the loss of a couple of big-name internationals. | :22:34. | :22:40.
I think it is the next man up mentality and not worry about who is | :22:41. | :22:46.
out. It is tougher lairs but I think you have to come together and | :22:47. | :22:49.
produce a performance which is something we have done at home over | :22:50. | :22:51.
the years. David Healy has only been | :22:52. | :22:53.
a maanger a number of weeks. But he already knows what its | :22:54. | :23:01.
like to feel the pressure. After four straight defeats | :23:02. | :23:06.
his Linfield side bounced back with a victory against Coleraine | :23:07. | :23:09.
at the weekend. They were staring at the possibility | :23:10. | :23:21.
of losing five possible games. That didn't happen thanks to Jimmy Kelly | :23:22. | :23:29.
Gupta was my goal. David Healy's side take up all three points. It | :23:30. | :23:35.
has been a disappointing month. Today, the players were ready and | :23:36. | :23:43.
worked hard and were prepared to put their bodies on the line. Coleraine | :23:44. | :23:48.
were under pressure and we deserved three points. December hasn't | :23:49. | :23:55.
started well for this team. Despite coming back twice, they finished the | :23:56. | :24:03.
stronger of the two sides. Elsewhere, Storm Desmond seem to be | :24:04. | :24:07.
centred in Dungannon. Somewhere in the wind, Stephen O'Flynn scored a | :24:08. | :24:15.
winner for Crusaders. This strike helped the home side beat Alamein. | :24:16. | :24:19.
-- Ballymena. On tomorrow's BBC Newsline, we've an | :24:20. | :24:24.
exclusive interview with motorcycle He lost an arm | :24:25. | :24:26.
and suffered serious leg injuries But told me he still loves | :24:27. | :24:29.
the sport and wants to make what A lot of people maybe don't like it | :24:30. | :24:48.
but I want to raise again. I have my head at August that I will be back | :24:49. | :24:55.
on a bike. I will get my prosthetic arm on but my goal is to be back | :24:56. | :25:02.
racing and I want to go back road racing. We will have lots more on | :25:03. | :25:09.
that story on tomorrow's programme. The storm has passed us but it has | :25:10. | :25:15.
left its mark. Cecilia is herewith the weather forecast. | :25:16. | :25:22.
These are the totals of rain that we recorded. The rain started on Friday | :25:23. | :25:30.
and didn't finish until the early hours on Sunday. That was a major | :25:31. | :25:35.
part of the problem. 180 millimetres of rain fell in County Fermanagh. | :25:36. | :25:44.
Not quite a month's worth of rain. As we have seen, the effects are | :25:45. | :25:50.
still being felt. This week, there will be more rain and wind in the | :25:51. | :25:54.
forecast. We will need to keep an eye on Wednesday because it is the | :25:55. | :25:58.
prolonged nature of the wind that leads to the problems. No weather | :25:59. | :26:04.
warnings are in place at the moment. We have some dry weather to end the | :26:05. | :26:08.
week. We have already has some wet weather moving in this evening but | :26:09. | :26:12.
as you can see, it is not lasting too long. A couple of hours worth of | :26:13. | :26:18.
rain. It is clearing away and the rest of tonight will be fairly dry. | :26:19. | :26:24.
A few showers around but not a lot of rain falling. Not too cold | :26:25. | :26:29.
either. Many places starting off dry and bright. There will be some more | :26:30. | :26:35.
wet weather moving in. To begin with, it is fairly quiet. One or two | :26:36. | :26:40.
showers across the West but reasonably dry and bright. | :26:41. | :26:45.
Temperatures not too low. There will be a blustery wind. The next bunch | :26:46. | :26:48.
of heavy showers will be gathering towards the west and it will move | :26:49. | :26:53.
eastwards. A couple of hours worth of sharp rain but drying up towards | :26:54. | :26:59.
the end of the day and turning cooler. By tea-time, these are the | :27:00. | :27:06.
temperatures and it will be quite cold. Wednesday will see a return to | :27:07. | :27:12.
mild air and potential slow areas of rain and gusty winds. This is the | :27:13. | :27:19.
day we will need to keep an eye on. It will become more dry and settled | :27:20. | :27:23.
towards the end of the week. Some crisp sunshine around and maybe a | :27:24. | :27:27.
touch of fog. At the moment, it looks like dry and settled | :27:28. | :27:31.
conditions will linger into next weekend. Our late summary is at | :27:32. | :27:38.
10:25pm. Thank you for watching. Goodbye. | :27:39. | :27:40. |
