Good evening, the headlines on BBC Newsline.

:00:15.:00:25.

We hear from the widow of Ivan Vaughan, who lost his life in the

:00:26.:00:32.

floods. And join me here, where four people

:00:33.:00:34.

have been rescued from flood water. Arlene Foster looks set to be sole

:00:35.:00:39.

contender for the DUP leadership. An investigation into the secret

:00:40.:00:42.

documents on army killings. We'll be finding out just how you

:00:43.:00:44.

spend your money, Despite losing an arm after a crash

:00:45.:00:48.

at the NorthWest 200, Stephen Thompson tells BBC Newsline he wants

:00:49.:00:54.

to be back on a bike by August. A wet and windy day to come

:00:55.:01:02.

tomorrow, turning colder on Thursday.

:01:03.:01:14.

The grieving widow of Ivan Vaughan says she feels like she is in the

:01:15.:01:18.

middle of a bad dream. The former show band singer whose stage name

:01:19.:01:24.

was Simon Scott had been travelling from his home on Sunday night.

:01:25.:01:29.

According to gardai, the 70-year-old was swept away by floodwaters.

:01:30.:01:33.

It was Ivan Vaughan's decision to abandon this car after it became

:01:34.:01:41.

trapped in flood water on Sunday night. It was to have tragic

:01:42.:01:47.

consequences. Ivan had played a gig and was on his way home. This road

:01:48.:01:54.

connects the villages. The amount of flooding which has clearly taken

:01:55.:01:59.

place here it is staggering. Fields, fences and crucially the road are

:02:00.:02:04.

all still covered, we can only imagine the sheer force with which

:02:05.:02:07.

the water must have been pushing through at the height of the storm

:02:08.:02:11.

on Sunday night. Alone in the vehicle in the dark, in the pouring

:02:12.:02:16.

rain, it seems I then drove straight into that flood.

:02:17.:02:21.

Ivan was also known by his stage name of Simon Scott. Yesterday, his

:02:22.:02:25.

wife reported him missing. Shortly before 11:30am, his body was found

:02:26.:02:30.

ten metres from his car. Gardai believe he had been swept away by

:02:31.:02:39.

the sheer force of the water. He would have tried to get out. He

:02:40.:02:43.

could swim. He wasn't a great swimmer but he could swim. They

:02:44.:02:51.

found his coat floating on top of the water. So, he would have had

:02:52.:02:55.

that on, I would say, when he got out of the car, and took it off

:02:56.:02:59.

because it was hindering him, rather than helping him. I don't know how

:03:00.:03:10.

deep the water was, I would say, I wouldn't have made it out. Ivan

:03:11.:03:17.

performed with his group in the 70s and more recently worked as a solo

:03:18.:03:20.

artist. Today, tributes flew in from the

:03:21.:03:24.

world of entertainment and beyond. All I can say is the man had great

:03:25.:03:29.

enthusiasm and knowledge for music. He loved it whether it was old

:03:30.:03:33.

country visit or modern pop music, he wanted to give it a go. A real

:03:34.:03:38.

tragedy, he is in our thoughts and prayers, with his family.

:03:39.:03:42.

A warm and likeable person. He will be sadly missed. He had a loving

:03:43.:03:50.

family. For his friends and family, it is tragic. For his friends,

:03:51.:03:56.

family and music colleagues, there is some consolation in the fact Ivan

:03:57.:03:59.

was doing what he loved, playing music, up until his death.

:04:00.:04:10.

The rain that has flown today has been on the same scale as the

:04:11.:04:14.

weekend. -- has not been. But the flooding is

:04:15.:04:18.

still causing problems. In Armagh this afternoon, five

:04:19.:04:20.

people had to be rescued when their Since we have been here, if you're

:04:21.:04:31.

more vehicles have attempted to drive through the flood water. They

:04:32.:04:37.

are now stuck. Earlier, at 2:30pm, the Fire and rescue is and is got an

:04:38.:04:43.

emergency call that five people were trapped in two cars. A specialist

:04:44.:04:48.

rescue team was sent from Belfast. Crews from Armagh, Dungannon and

:04:49.:04:52.

Portadown were sent. The fire chief has said the people trapped were

:04:53.:04:59.

never in any danger. They left it them to safety -- listed. According

:05:00.:05:05.

to the Fire and Rescue Service, both vehicles conked out while driving

:05:06.:05:09.

through the flood water. The advice from emergency services is not

:05:10.:05:13.

travel on roads affected by flooding, no matter how much of a

:05:14.:05:18.

hurry you are in. If you seek a sign saying flooding, keep out, do

:05:19.:05:19.

exactly that. Next to part is suffered flooding at

:05:40.:05:41.

severe flooding at the weekend. Strabane Chamber Of Commerce says

:05:42.:05:44.

it's on a flood plain, and would have been badly affected

a plan to build a ?50 million business and leisure complex,

the river and increase capacity so water will convey down the river and

:06:31.:06:34.

:06:35.:06:36.

But the local Strabane Chamber Of Commerce has concerns.

:06:37.:06:40.

We welcome any detriment to the town, the decision has been made to

:06:41.:06:49.

pass development and we welcome it. We have concerns over the level of

the flood protection. While the wrangle continues over

:06:52.:06:57.

the development, local businesses who were forced to close

:06:58.:06:59.

:07:00.:07:13.

ongoing problem. The weather is something that is very unpredictable

:07:14.:07:16.

and has to be dealt with. There have been breaches in the embankment.

:07:17.:07:22.

The Rivers agency will be getting men on the ground to shore up those

:07:23.:07:27.

in that month and if they don't it will happen again.

:07:28.:07:33.

The minister says he is fully aware that the development site is located

:07:34.:07:39.

on a flood plain. He has made it clear to the development company

:07:40.:07:43.

that they must put in place adequate mitigation measures to counter any

:07:44.:07:44.

flooding issues. The Finance Minister Arlene Foster

Sammy Wilson told the BBC he wouldn't be a leadership

My job is to work with whoever is selected by the DUP in that

position. I have a track record of working with Martin -- Ian Paisley,

:09:49.:09:56.

and I can work with anybody. The deadline for nominations is 5pm

:09:57.:09:59.

tomorrow and then it should be clear whether the leadership will be

:10:00.:10:02.

decided by an election or will turn out to be more of a coronation.

:10:03.:10:06.

Last month, the political talks failed to agree

:10:07.:10:17.

a process which would allow secret Government archives from

:10:18.:10:19.

the Troubles to be released to independent investigators.

:10:20.:10:21.

Tonight, a BBC Spotlight programme examines the Government's insistence

:10:22.:10:24.

that key documents must be withheld to protect national security.

:10:25.:10:26.

And it investigates the potential implications of this for so-called

:10:27.:10:28.

military killings where soldiers are accused of shooting civilians.

:10:29.:10:31.

Spotlight's Stephen Dempster reports.

:10:32.:10:37.

These ex-servicemen are protesting at investigations

:10:38.:10:43.

into so-called military killings, where people were shot by soldiers,

:10:44.:10:45.

What we are here for is that we level the playing field.

:10:46.:11:03.

We ensure that veterans are not prosecuted for doing their duty.

:11:04.:11:05.

I don't see why at all we are being investigated.

:11:06.:11:08.

They feel former soldiers are being pursued for just doing their job

:11:09.:11:12.

But the families of civilians shot dead are still looking for answers.

:11:13.:11:16.

Richie McKinnie was a Protestant and an Orangeman, shot dead by

:11:17.:11:19.

the Army in 1972, as he was driving to pick his wife up from work.

:11:20.:11:25.

A soldier claimed a gun man was in his car.

:11:26.:11:28.

His family is still seeking an apology for his killing,

:11:29.:11:31.

People will say, how did your father die? I will say, in the troubles.

:11:32.:11:45.

Was he a policeman? Who shot him? The Army. He was an innocent man.

:11:46.:11:51.

You can see them going, oh, really. That doubt. They must have been

:11:52.:11:54.

doing something. The Ministry Of Defence told

:11:55.:11:59.

Spotlight it would be happy to look into the case if contacted

:12:00.:12:02.

by the relatives. But families

about military killings that took The Government is reluctant

to open its archives. But, tonight, Spotlight investigates

some of the military's secrets that And you can see more on that story

by the Office Of The First and Deputy First Ministers recommends

an end to academic selection from The three-year study

:12:34.:12:35.

into education in deprived areas hasn't been published,

:12:36.:12:43.

but the BBC has seen a draft copy. It takes a detailed look

:12:44.:12:46.

at why some Protestant pupils do This from our education

:12:47.:12:49.

correspondent Robbie Meredith. But pupils at Corpus Christi College

:12:50.:12:56.

in west Belfast have been getting Deprivation is not an obstacle to

:12:57.:13:13.

learning. It does pose major challenges but we have to be up

:13:14.:13:17.

those challenges. Every child is equal in our eyes.

:13:18.:13:19.

The Investigating Links And Achievement And Deprivation Report

:13:20.:13:21.

compared results from seven of the most deprived electoral wards.

:13:22.:13:24.

The mainly Catholic Whiterock ward in west Belfast is

:13:25.:13:26.

the most deprived area in Northern Ireland, but 60% of pupils

:13:27.:13:28.

By contrast, mainly Protestant Tullycarnet

:13:29.:13:34.

in east Belfast is the 109th most deprived ward, yet only 43%

:13:35.:13:37.

Probably the most well-known aspects in the partnership board are these

:13:38.:13:52.

scattered the schools with support for maths and English -- Saturday

:13:53.:14:02.

schools. Each year, we have over 200 young people with grades that need

:14:03.:14:05.

just a little push. And that close collaboration between

:14:06.:14:06.

schools, communities and families is often missing in deprived Protestant

:14:07.:14:09.

areas like Tullycarnet. Unfortunately, I think in some of

:14:10.:14:17.

the Protestant neighbourhoods, we have been slower to access the

:14:18.:14:21.

resources to make that happen. Because it takes a lot of time, a

:14:22.:14:27.

lot of energy, and people had to be confident what they are doing will

:14:28.:14:31.

be complemented by what is happening in the community and vice versa.

:14:32.:14:32.

The report says selection at 11 reinforces privilege

:14:33.:14:34.

A lot of people won't agree with those conclusions about selection.

:14:35.:14:51.

But we've known for a long time that many

:14:52.:14:53.

disadvantaged children, especially among the Protestant working class,

:14:54.:14:55.

This very detailed report has many lessons

:14:56.:15:00.

Four barn owls have been seized by the police in County Armagh

:15:01.:15:09.

amid suspicion they were going to be illegally sold on the internet.

:15:10.:15:12.

in Lurgan last month, but details have only just been released.

:15:13.:15:16.

The police suspect they were being held without

:15:17.:15:18.

More than one in 10 employees here can expect a pay rise as a result

:15:19.:15:30.

of the National Living Wage, a new report has suggested.

:15:31.:15:32.

The biggest impact will be in the hospitality sector, with a third

:15:33.:15:35.

Here's our economics and business editor, John Campbell.

:15:36.:15:42.

Many people working in jobs like these can expect a happy new year.

:15:43.:15:47.

The National Living Wage is in being introduced in April

:15:48.:15:51.

and that means a higher minimum wage for the over-25s.

:15:52.:15:55.

At the moment, it's ?6.70 an hour, but will jump to ?7.20

:15:56.:15:58.

That will mean pay rises for many in retail and caring.

:15:59.:16:05.

But the biggest impact will be in hospitality, with one in three

:16:06.:16:08.

Employers are warning that could come at a cost, with potential

:16:09.:16:17.

prices rises, job cuts and even

:16:18.:16:18.

There will be a swathe of businesses close.

:16:19.:16:25.

I know from some contemporaries around the sector that everybody is

:16:26.:16:31.

under a great deal of pressure, and you are talking

:16:32.:16:35.

It is not just the initial sum but also the 30% extra we play

:16:36.:16:42.

But the researcher who produced today's report says the measure

:16:43.:16:46.

could have positive effects for some businesses as their customers

:16:47.:16:49.

Low-paid workers tend to spend more of their income and they also tend

:16:50.:16:56.

to spend it more locally, so that would have a disproportional impact

:16:57.:16:59.

in terms of domestic economy in Northern Ireland, rather than if it

:17:00.:17:02.

had been a wage increase across the board.

:17:03.:17:05.

will undoubtedly mean a significant boost for many families.

:17:06.:17:10.

Some may accuse businesses of scaremongering,

:17:11.:17:19.

but the UK's independent spending watchdog has warned that it could

:17:20.:17:21.

What do you do with the money in your pocket?

:17:22.:17:28.

New figures from the Office Of National Statistics

:17:29.:17:31.

indicate that the average household in Northern Ireland spends nearly

:17:32.:17:34.

?500 a week, ?484 to be exact, and a lot of our money goes

:17:35.:17:38.

Colletta Smith has been looking where our money goes.

:17:39.:17:48.

Suited, booted and dressed to the nines.

:17:49.:17:54.

Northern Ireland spends a tenner a week more on clothes than

:17:55.:17:57.

That goes for women's clothes, children's clothes,

:17:58.:18:00.

If you have a night out on the town, you will see how vibrant nightlife

:18:01.:18:13.

is and people like to welcome during the night and day. . Particularly

:18:14.:18:16.

Belfast, being a stylish bunch. Northern Ireland also spends

:18:17.:18:20.

the most on food and drink. Bread is a big driver

:18:21.:18:23.

of that spending, alongside meat. People spend nearly double the UK

:18:24.:18:25.

average amount on beef alone. We are a nation of meat eaters.

:18:26.:18:35.

Minced steak would be a big seller because it is very versatile,

:18:36.:18:42.

spaghetti, Stu. Steak pieces with casseroles, curries. Chicken is a

:18:43.:18:43.

big seller. The wages aren't the highest here,

:18:44.:18:45.

but housing costs are the cheapest in the UK, water is free,

:18:46.:18:48.

and we spend less on education. That leaves more cash free

:18:49.:18:51.

for treats and vices. Northern Ireland also spends the

:18:52.:18:59.

most on a long list of things that are bad for us. Cigarettes, cakes

:19:00.:19:01.

and bonds. And this. Whether you consider yourself

:19:02.:19:06.

a foodie or a fashionista, people in Northern Ireland spend the most

but it is his determination to get back on a bike which is motivating

:22:18.:22:21.

him. Despite having an arm amputated, he

:22:22.:22:25.

wants to try and make a remarkable return to the sport. A lot of people

:22:26.:22:32.

may don't like it. But I want to race again. And I had in my head

:22:33.:22:37.

that August time, I will be back on a bike. It is going to be a

:22:38.:22:42.

different way of raising for me with a prosthetic arm on. My goal is to

:22:43.:22:49.

be back racing. I want to go back to redbaiting. What would you say to

:22:50.:22:53.

those people who think you are probably crazy. You have lost your

:22:54.:22:56.

are missing but you want to go about doing it again? Well, you get one go

:22:57.:23:04.

at life and I want to enjoy myself. Racing is where I enjoy myself.

:23:05.:23:10.

Thompson was caught up in the aftermath of this price -- at this

:23:11.:23:12.

crash back in May. He admits he is lucky to be alive,

:23:13.:23:18.

after suffering serious leg and internal injuries, as well as losing

:23:19.:23:23.

a limb. How have you found coming to terms obviously with losing the arm?

:23:24.:23:30.

I don't even know if I have come to terms with it? I am just, I don't

:23:31.:23:36.

like showing it but I am just looking forward to the New Year for

:23:37.:23:40.

when the prosthetic comes and I can back -- can be back to nearly normal

:23:41.:23:44.

and do nearly normal things everyday. On a recent trip to

:23:45.:23:51.

Spain, Thompson managed to ride a scooter motorcycle and meet a

:23:52.:23:56.

sporting icon, Valentino Rossi. His passion for bikes certainly has not

:23:57.:23:59.

diminished. It is the race in me. We are all

:24:00.:24:05.

determined to do stuff. I will do what it takes, whatever it takes, I

:24:06.:24:09.

will do it. I still love it, I don't hate it for what it has done to me.

:24:10.:24:15.

It is all part of it. But I just can't stop.

As the injury crisis deepens at Ulster Rugby, head coach

:24:21.:24:22.

Les Kiss today suggested that Iain Henderson's season could be over due

:24:23.:24:25.

Ulster are seriously depleted heading into Friday evening's

:24:26.:24:28.

European Champions Cup tie at home to Toulouse, and Henderson is facing

:24:29.:24:31.

The medics will work out the best form of surgery going forward. Those

:24:32.:24:41.

types of injury have been up to six months. We will see where it stands

:24:42.:24:45.

at this stage, it does not look good in terms of the Six Nations, but we

:24:46.:24:50.

have to wait and see what the consultant says.

:24:51.:24:53.

This season's Irish Cup has been boosted by the announcement

:24:54.:24:55.

of a new five-year sponsorship deal with drinks brand Tennents.

:24:56.:24:58.

The fifth round draw was made today, with holders Glentoran to take

:24:59.:25:01.

The pick of the ties, scheduled for January 9th, sees Linfield

:25:02.:25:05.

We could have had an easier draw, I am sure. But we are at home, it is a

:25:06.:25:14.

good game. We have big games before that. We will have a better idea

:25:15.:25:23.

what we will face in January. It is done and dusted, we have to

:25:24.:25:29.

prepare with a game plan. And try and get a positive result. The next

round matches are in January, The weather forecast is

next with Geoff Maskell. I am afraid there is some rain in

:25:34.:25:46.

the forecast. We had a bad of showers this afternoon which has

:25:47.:25:51.

moved out to the east. We are left with clearer skies tonight.

:25:52.:25:55.

Overnight, Tebbit as will drop away sharply. The coldest part of the

night is through the first half of the evening. These guys will cloud

over and the rain will move in. A wet and warm start to the day

tomorrow. We do have rain in the forecast over the next few days.

:26:10.:26:17.

The strength of the wins will be the key feature. You can see the low

:26:18.:26:20.

pressure system is heading in our direction.

:26:21.:26:27.

We start off tomorrow with a reasonable style of dry weather for

:26:28.:26:32.

most people heading to work but it will not take long for the rain to

:26:33.:26:38.

move in. Under the cloud, we see top textures of 11 degrees. Keep an eye

on the wind gauge, 29 miles an hour, closer to 50 miles an hour. A

:26:45.:26:51.

very wet and windy day as we go through Wednesday afternoon and

:26:52.:26:56.

evening. Once the front moves through, we see colder air and over

:26:57.:27:00.

higher ground, the showers will turn to sleet and snow. Wintry showers

:27:01.:27:05.

very much part of the story for five -- for Thursday.

:27:06.:27:12.

We will see sleet and snow over higher ground but good news for the

:27:13.:27:17.

rest of us. Amongst those showers there will be brighter spells. Wrap

:27:18.:27:22.

up warm, the textures are not a lot to write home about, highs of 6

:27:23.:27:28.

degrees, there will be decent weather to enjoy.

:27:29.:27:31.

Temperatures are heading down towards the weekend.
