Good evening, the headlines on BBC Newsline: A call for urgent action

:00:13.:00:17.

to help the health service as demand continues to grow.

:00:18.:00:21.

Firefighters take their funding concerns to Stormont after claims

:00:22.:00:25.

A review begins of inquests into some of the most controversial

:00:26.:00:32.

Praise for police officers who rescued five people including

:00:33.:00:38.

children after a suspected arson attack on a shed at the back

:00:39.:00:41.

Also on the programme: Thousands of Northern Ireland fans hoping

:00:42.:00:46.

to go to the Euros could be disappointed with all the matches

:00:47.:00:49.

Ulster's rugby players are beaten by Saracens but a place

:00:50.:00:53.

in the quarter finals is still within reach.

:00:54.:00:56.

And it's set to get milder by the end of the week,

:00:57.:00:58.

I'll have the weather details shortly.

:00:59.:01:06.

The state of the health service is once again in the spotlight.

:01:07.:01:09.

Pressure on resources in the Royal Victoria's emergency

:01:10.:01:13.

department last night meant it had to divert ambulances

:01:14.:01:17.

to the Mater Hospital for a number of hours.

:01:18.:01:20.

And there's been another call from people working

:01:21.:01:22.

within the system for politicians to take urgent action

:01:23.:01:25.

Our reporter David Maxwell has been looking at a report

:01:26.:01:31.

from the Northern Ireland Confederation for Health

:01:32.:01:33.

and Social Care - it represents dozens of organisations that deliver

:01:34.:01:38.

Every day the health care system is under huge pressure.

:01:39.:01:44.

A typical 24 hours sees 1,000 people transported

:01:45.:01:48.

by ambulance, 5,000 in hospital beds, 24,000 get a care

:01:49.:01:53.

package at home and 28,000 go to their GP surgery.

:01:54.:01:58.

Behind all these figures, very human stories.

:01:59.:02:01.

He has been waiting a year and a half for treatment

:02:02.:02:07.

He says his eyesight has been deteriorating and he fears he's been

:02:08.:02:11.

If I had not have liked, nothing would have happened. I am not

:02:12.:02:24.

knocking the NHS, is a wonderful system but sometimes you fall

:02:25.:02:30.

between two systems and unfortunately I am one of the

:02:31.:02:31.

fallen. Today a report by health service

:02:32.:02:33.

managers called for urgent action It says that the ?4.9 billion

:02:34.:02:36.

allocated to health in the next year The health budget will get an extra

:02:37.:02:51.

3% next year however the demand has grown by 6% a year so we're not

:02:52.:02:55.

keeping pace and despite a lot of tremendous cost saving measurements

:02:56.:02:59.

going forward in recent times, we're spending 50% of the Northern Ireland

:03:00.:03:02.

block. The report is supported

:03:03.:03:02.

by over 50 organisations. It says politicians need

:03:03.:03:05.

to take urgent action. It calls for a timescale for action,

:03:06.:03:07.

a transformation fund and strong Some change is already underway

:03:08.:03:10.

but difficult decisions lie ahead such as reducing the number of acute

:03:11.:03:16.

hospitals, centralising some services and moving some care out

:03:17.:03:18.

of the hospital and into the home. This is the man the Health Minister

:03:19.:03:23.

is looking to for advice. There are solutions. If one just

:03:24.:03:40.

keeps on working on the margins, one cannot cope with those pressures. We

:03:41.:03:46.

will have to be able to convince but the population and the patients and

:03:47.:03:51.

the professionals and the politicians that reconfiguration is

:03:52.:03:57.

inevitable. This is not about closing hospitals, it is getting the

:03:58.:04:02.

best configurations of hospitals so we get the best possible outcome for

:04:03.:04:06.

patients. If we don't have a broad political consensus, will not get

:04:07.:04:10.

the reforms we need to deliver a world-class help system in Northern

:04:11.:04:14.

Ireland but the system we love is in serious jeopardy. This report is

:04:15.:04:17.

essentially a call for urgent action but any changes to staffing or

:04:18.:04:22.

structures can prove controversial. The question is, are our politicians

:04:23.:04:25.

willing to weather the storm. Now - more fears about the lack

:04:26.:04:29.

of money for another MLAs have backed a motion calling

:04:30.:04:32.

on the Health Minister to ring-fence the budget for the fire and rescue

:04:33.:04:38.

service, claiming proposed cuts But Simon Hamilton accused some

:04:39.:04:42.

parties of scaremongering saying no More than 50 firefighters came to

:04:43.:05:01.

Stormont to support a political cause to protect the service from

:05:02.:05:05.

cutbacks in a new DUP First Minister was among politicians happy to pose

:05:06.:05:11.

with them. Behind the smiles, her Health Minister found himself under

:05:12.:05:15.

attack from across the chamber, accused of planning cuts which will

:05:16.:05:19.

put the service and those it protects it brisk. Our service is a

:05:20.:05:23.

matter of life and death and we see that as very important. We are not

:05:24.:05:27.

going to stand by and allow Fire Service personnel to be put at risk.

:05:28.:05:33.

MLAs were told the interim chief fire officer recently warned that

:05:34.:05:35.

proposed cuts between five and 10% would result in unacceptable risk

:05:36.:05:40.

level. There it is in black-and-white. The most senior

:05:41.:05:45.

fire officer in the country, a man with nearly 30 years experience of

:05:46.:05:50.

protecting our community, effectively pleading with government

:05:51.:05:54.

to show some sense. The DUP 's executive colleagues joined in the

:05:55.:06:01.

attack. I question, can anybody actually stand hand on heart and say

:06:02.:06:06.

that a reduction in ?12 million in a budget isn't having a detrimental

:06:07.:06:12.

impact in relation to the service. Can the Minister give us a guarantee

:06:13.:06:17.

today, as a result of these budget cuts that there will be no risk to

:06:18.:06:23.

public safety and firefighter safety with such reductions? The minister

:06:24.:06:26.

said he had not made any final decisions. They have been some

:06:27.:06:30.

scaremongering today, talk of a savage cuts and one of the courts

:06:31.:06:35.

made by one of the members but as I have said before, there are no

:06:36.:06:39.

budgetary proposals in place by the Fire and Rescue Service or indeed

:06:40.:06:42.

any other aspect of the Department's budget. A series of proposals are

:06:43.:06:45.

currently out for consultation. The PSNI has been accused

:06:46.:06:48.

of obstructing inquests into controversial killings

:06:49.:06:50.

during the Troubles because it wants to protect the reputation

:06:51.:06:54.

of the RUC. The claim was made on the first day

:06:55.:06:57.

of a two week review of 56 legacy cases involving 95 deaths,

:06:58.:07:01.

including killings by police One of Northern Ireland's most

:07:02.:07:05.

senior judges, Lord Justice Weir, is assessing what needs to be done

:07:06.:07:10.

before inquests can be held Ten Catholics are billions were shot

:07:11.:07:27.

dead by the Army in Ballymurphy in August 19 71. Nearly 45 years later,

:07:28.:07:32.

some of their relatives arrived in court today for a review of the

:07:33.:07:36.

case. Judge is assessing what more needs to be done for an inquest to

:07:37.:07:40.

be held to establish what happened. There is work to be done but this

:07:41.:07:44.

can be done. We have waited 40 years for this to be done. What we need at

:07:45.:07:51.

the moment, we need proper resources of the inquest, this is what we have

:07:52.:07:57.

fought for. Inside the court they heard the Ministry of Defence has

:07:58.:08:01.

said it cannot identify the soldiers who are on duty at the time of the

:08:02.:08:06.

shootings. So far, the Army has only managed to trace one soldier.

:08:07.:08:11.

Stressing the importance of those Army witnesses being found, Lord

:08:12.:08:14.

Justice Weir said the families wanted to hear about the

:08:15.:08:17.

circumstances in which it runs had been shot and that those best placed

:08:18.:08:20.

to do that where those who shot them. The shootings in Ballymurphy

:08:21.:08:26.

are just one of the D6 legacy cases being reviewed. The judge is being

:08:27.:08:30.

asked to report on the state of readiness of each and which, if any,

:08:31.:08:35.

can proceed to inquest hearings. It will then be up to the Lord Chief

:08:36.:08:41.

Justice to decide what happens next. Likening the inquest to spinning

:08:42.:08:44.

plates, Lord Justice Weir said there simply are not enough resources to

:08:45.:08:47.

spend all of the plates all of the time. He said he hoped this review

:08:48.:08:51.

would lead to an agreement about which plates need to spend more

:08:52.:08:56.

urgently. The 10-day review started this morning with a discussion about

:08:57.:09:02.

so-called shoot-to-kill cases in 1982 when RUC officers shot dead six

:09:03.:09:07.

applicants. The time taken by police to disclose documents was repeatedly

:09:08.:09:10.

highlighted as a resistance for the inquest being delayed. A lawyer for

:09:11.:09:16.

the PSNI said it does not have the resources to do with a vast amount

:09:17.:09:19.

of material living to the cases but a lawyer for the families of two of

:09:20.:09:22.

the men shot dead said they believed a PSNI was dragging its heels

:09:23.:09:26.

because it wanted to protect the reputation of the RUC. The judge

:09:27.:09:32.

said the lack of disclosure of material from the PSNI was the

:09:33.:09:37.

single biggest impediment to the inquest taking place. He said any

:09:38.:09:40.

time there was light at the end of the tunnel for the families, the

:09:41.:09:45.

PSNI extended the tunnel. The judge said he hopes the review will shed

:09:46.:09:49.

some light on the cases without producing too much heat.

:09:50.:09:51.

Plenty to come on the programme: Life after redundancy -

:09:52.:09:54.

we'll hear from some people who've managed to find new careers.

:09:55.:10:03.

It is a dramatic place to be and an unpleasant place to be but it's not

:10:04.:10:07.

the end of the world. A senior police officer has praised

:10:08.:10:10.

the quick reaction of his colleagues who rescued a woman and her young

:10:11.:10:14.

children from a fire The officers spotted the blaze

:10:15.:10:17.

which was at the rear of the house The fire started in the shed

:10:18.:10:23.

in the back garden of a house at Liscloon Drive in Shantallow

:10:24.:10:26.

at six o'clock on Saturday morning. A mother of three children,

:10:27.:10:29.

who are aged eight, two and one, She and her children and a nephew

:10:30.:10:33.

had to be rescued by a passing Lisa Scarlett who didn't

:10:34.:10:40.

want to appear on camera said it was a terrifying experience

:10:41.:10:47.

and she now intends to move out All I saw was my babies going down

:10:48.:10:50.

the stairs in the arms of the policeman and

:10:51.:10:55.

they were calling for I didn't realise

:10:56.:10:57.

there was a fire and I was just watching my babies

:10:58.:11:03.

getting taken out of the house, A local councillor says there has

:11:04.:11:06.

been a problem with antisocial behaviour in the area with groups

:11:07.:11:10.

gathering in these alleyways. It is now hoped gates

:11:11.:11:14.

can be installed soon We are very lucky that we are not

:11:15.:11:25.

dealing with a tragedy here this weekend. What has happened is an

:11:26.:11:29.

number of young people have gathered here and as you can see, they have

:11:30.:11:33.

burned the shed belonging to a young family and they have been terrified.

:11:34.:11:37.

Thankfully due to the quick actions of the PSNI, they were able to get

:11:38.:11:41.

the family out of the property and contact the Fire Brigade.

:11:42.:11:42.

PSNI Chief Inspector Tony Callaghan said it was fortunate

:11:43.:11:45.

the consequences were not more serious as it is clear in other

:11:46.:11:48.

instances just how destructive fire can be but usually when oil tanker

:11:49.:11:51.

He said the oil tank was about ten feet from the shed but the quick

:11:52.:11:56.

work of the Fire Service kept the blaze contained.

:11:57.:11:59.

He praised the officers on routine patrol who saw

:12:00.:12:02.

the flames and got the family to safety.

:12:03.:12:10.

Police investigating this attack have appealed for information. They

:12:11.:12:14.

want to hear from anyone who noticed any suspicious activity at the time

:12:15.:12:16.

of the attack to come forward. The case of a serving police officer

:12:17.:12:19.

accused of threatening to arrest a High Court judge has been referred

:12:20.:12:21.

to the Attorney General. Thomas Anthony Carlin

:12:22.:12:24.

maintains his innocence despite allegations

:12:25.:12:26.

of contempt of court The serving police officer

:12:27.:12:29.

is representing himself in the case against Santander UK plc over

:12:30.:12:37.

a property in Antrim and it is alleged that last week

:12:38.:12:41.

in proceedings in the High Court, he approached Lord Justice Gillen

:12:42.:12:45.

and threatened to arrest him. Today the judge was due to try him

:12:46.:12:49.

for alleged contempt of court and other offences arising

:12:50.:12:53.

from those incidents last week. In court, the judge said,

:12:54.:12:56.

having listened to recordings of what happened, he was now very

:12:57.:12:59.

limited to the Attorney General and he advised him to

:13:00.:13:03.

carefully consider his own position because if found guilty,

:13:04.:13:06.

he could face imprisonment. For his part, Mr Carlin

:13:07.:13:11.

said he intended to be respectful and lawful at all times

:13:12.:13:14.

but he challenged the jurisdiction of the court and demanded that

:13:15.:13:17.

the case against him be withdrawn. Referring the case to

:13:18.:13:22.

the Attorney General, the judge said simply,

:13:23.:13:25.

it is not going to be withdrawn. A body has been found in a suitcase

:13:26.:13:33.

in the Grand Canal It was discovered

:13:34.:13:37.

yesterday in Arclough. Gardai say it's the body of a man

:13:38.:13:43.

who may have been in his twenties. It's believed he was killed

:13:44.:13:47.

elsewhere in the previous five days. Damage estimated at about ?1,500 has

:13:48.:13:51.

been caused to a school in Newcastle Staff and pupils at All Children's

:13:52.:13:54.

Integrated Primary School arrived this morning

:13:55.:13:58.

to find windows smashed. Police said that a significant

:13:59.:14:02.

amount of cash was stolen from the school's safe

:14:03.:14:05.

during the weekend. If you're a football fan and hoping

:14:06.:14:08.

to get a ticket for one of the Euro finals matches in France you're

:14:09.:14:12.

likely be disappointed. All of the Northern Ireland

:14:13.:14:14.

and Republic games are heavily The scramble for tickets began

:14:15.:14:18.

as soon as Northern Ireland qualified but fans have had to be

:14:19.:14:23.

patient as the complicated Uefa The deadline passed today for fans

:14:24.:14:28.

wanting one of the tickets allocated to Northern Ireland supporters

:14:29.:14:36.

and there was a huge interest There were applications

:14:37.:14:39.

from more than 50,000 tickets but Northern Ireland have

:14:40.:14:45.

only been allocated 20 5,000. Here is where they are going. But

:14:46.:15:00.

the match against Poland, there are 6,000 tickets. But the next match

:15:01.:15:04.

against Ukraine, there are 11,000. For the final group game in Paris

:15:05.:15:08.

against Germany, there are 8,000 tickets. The question is, who is

:15:09.:15:13.

going to get them? Anyone who applied will find out before the end

:15:14.:15:17.

of next month. It promises to be a nervous wait. Priority will begin to

:15:18.:15:23.

those who have followed the team in the qualification campaign. There

:15:24.:15:29.

are 11,000 block burglars who support Northern Ireland regularly.

:15:30.:15:31.

Hopefully all those people will be able to get to the three games if

:15:32.:15:35.

they want to get to all three. If they have chosen one game, help they

:15:36.:15:40.

can get to their game of choice. It's important for those who have

:15:41.:15:43.

loyally supported the team both home and away by the people who received

:15:44.:15:48.

the tickets and are able to go to France. The Republic's games are

:15:49.:15:54.

also expected to be heavily oversubscribed. No figures are yet

:15:55.:15:58.

available. A small number of tickets for all of the matches will go on

:15:59.:16:03.

general sale soon but the reality is that even before a ball is kicked in

:16:04.:16:07.

France, some supporters are going to be left bitterly disappointed.

:16:08.:16:12.

Last week we were told that the local economy is recovering

:16:13.:16:14.

Among the people helping that recovery are some of the highly

:16:15.:16:18.

skilled workers who were made redundant but are now

:16:19.:16:20.

Our reporter Colletta Smith has been listening to some of those who've

:16:21.:16:25.

Five years ago so many companies are going bust, we couldn't even report

:16:26.:16:36.

them all but when the carnival group got into trouble it certainly made

:16:37.:16:48.

the headlines. This was the company that has plans for a huge

:16:49.:16:52.

development at the old Sirocco works. The work he never got

:16:53.:16:58.

started. A tumbling housing market and mounting debt meant the company

:16:59.:17:02.

got into trouble. All 75 staff lost their jobs. Now for the first time,

:17:03.:17:07.

staff are telling the story of what happened next in their lives. How

:17:08.:17:13.

did feel that day? Being made redundant from your own company? You

:17:14.:17:18.

don't feel very smart. It's not a pleasant place to be. Each time you

:17:19.:17:22.

say goodbye to start you have valued and trained and helped and were

:17:23.:17:26.

friends as well. It certainly was not pleasant for Jerry. He will

:17:27.:17:31.

never forget the 10th of December 2010, the day he lost his job. It

:17:32.:17:37.

was very difficult, being employed for 40 years with the one company

:17:38.:17:41.

and growing through the company from being an apprentice joiner in 1971

:17:42.:17:47.

to being technical director and then being out of work was a difficult

:17:48.:17:50.

position for me. He decided to set up his own business as he felt like

:17:51.:17:55.

there was no other choice. Companies are looking for new energetic young

:17:56.:17:59.

people who are probably better qualified than I am. It's more

:18:00.:18:04.

difficult the older you get. His colleague did manage to get a job

:18:05.:18:08.

but that was not straightforward. I had to work in the UK for 15 months.

:18:09.:18:12.

We were travelling Monday to Friday in the UK and it was hell is

:18:13.:18:17.

building work but it was difficult on your family life. Is that the

:18:18.:18:22.

important thing, just to keep working rather than waiting for the

:18:23.:18:25.

perfect job? I would definitely advise to take a job. It may not be

:18:26.:18:30.

the job you want but if you keep getting experience, the proper job

:18:31.:18:37.

will come. As for the boss, he is busy constructing a new firm, having

:18:38.:18:41.

learned lessons from going bust last time. It's a dramatic place to be

:18:42.:18:46.

and an unpleasant place to be but it's not the end of the world.

:18:47.:18:50.

Stories of coming through redundancy by trying new things, giving a

:18:51.:18:55.

little help to others facing what seems as if bleak future.

:18:56.:18:58.

Stephen Watson is here with the sports news

:18:59.:19:00.

and it was disappointing weekend for Ulster's rugby players.

:19:01.:19:04.

Ulster face an uphill struggle if they're to qualify for the knock

:19:05.:19:07.

out stages of the European Champions Cup.

:19:08.:19:09.

After losing to Saracens by 33-17, Ulster, who today signed New Zealand

:19:10.:19:16.

born Rodney Ay You from Connacht, will need to beat French side

:19:17.:19:19.

Oyannax - probably with a bonus point -

:19:20.:19:21.

It all started so brightly for Ulster. They took the lead against

:19:22.:19:35.

the English champions with a superb try after just five minutes. It is

:19:36.:19:43.

critical times, Ulster errors crept in. Here, trying to put the pressure

:19:44.:19:47.

on Saracens, they lost their own possession. Then Paddy Jackson Field

:19:48.:19:51.

to take advantage of another penalty. Saracens should Ulster hell

:19:52.:19:58.

it should be done. They rumbled over for a half-time lead. They never

:19:59.:20:05.

looked back in the second half as they dominated, scoring three more

:20:06.:20:07.

tries for a very comfortable victory. Saracens safely through to

:20:08.:20:15.

the quarterfinals but Ulster must win this weekend and hope to teams

:20:16.:20:20.

in the best runner-up positions in the other groups lose. A tall order

:20:21.:20:25.

and if Ulster do make the knockout stages, they may have to face

:20:26.:20:26.

Saracens again. Darren Clarke captained Europe

:20:27.:20:28.

to victory at the Eurasia Cup. His side beat Asia in

:20:29.:20:30.

Kuala Lumpur in Malaysia. Europe led 9-3 heading

:20:31.:20:34.

into the final day of singles and extended that advantage

was amazing considering a lot of the guys have had

a nice break off over Christmas and had not

practised too much. To come here and to play

in the manner in which they did, to beat a very strong Asian team,

Ireland's Women's hockey team produced an impressive display

Before a ball was kicked on Saturday, Jordan Owens picked up his

first award of the season. At 158 goals to his name, Crusaders

recognise their all-time league scorers. It's great for him, he has

been at the club for a long time and he is scoring goals. Not

disappointed but titles are made to be broken. It was Glentoran who

more in the final match The weather is next.

:25:07.:25:27.

Over the next 24 hours, fairly uneventful. We do have a lot of

:25:28.:25:35.

cloud around at the moment. Like today, it continues to give off a

:25:36.:25:40.

fuse spots of light rain or drizzle. With a lot of cloud around tonight,

:25:41.:25:44.

not especially chilly. Most places will stay at three or 4 degrees but

:25:45.:25:49.

where we do get some breaks, it will be lower than that. Perhaps a little

:25:50.:25:53.

frost is some places tomorrow morning along with some pockets of

:25:54.:25:56.

fog. Otherwise the cloud stays with us tomorrow but it will be a mini

:25:57.:26:02.

Friday. A fuse spots of wet weather likely for Antrim and Down first

thing. By the afternoon, largely a picture. The cloud should rake and

:26:09.:26:12.

allow some sunshine to come through in a few places. Temperatures at six

:26:13.:26:16.

or 7 degrees, about normal for this time of year. Travelling tomorrow,

:26:17.:26:20.

the rest of the sunshine will be across southern areas of Britain and

:26:21.:26:24.

to the far north. Quite chilly here with temperatures struggling to get

:26:25.:26:29.

to two or three degrees. Across Ireland, a lot of cloud around.

:26:30.:26:35.

Imagine a picture, we are looking at seven or 8 degrees. In Northern

:26:36.:26:39.

Ireland tomorrow evening, a few spots of light rain here and there.

:26:40.:26:43.

Hospices will end the day on a drying out. Tomorrow night, turning

:26:44.:26:52.

quite chilly. That will allow some frost to develop and perhaps the odd

:26:53.:26:56.

stretch of ice as well. That sets us up for a better day on Wednesday.

:26:57.:27:01.

We're expecting that cloud to give way and that will allow the sun to

:27:02.:27:04.

come out. Temperatures fibre 6 degrees. Fresher to put the County

Down coast. Overall, not a bad day for Wednesday. Towards Thursday and

:27:14.:27:19.

Friday, with the temperatures. Right up into double figures. Maybe 12

:27:20.:27:24.

degrees on Friday, well above average for the time of year. We

:27:25.:27:29.

also have the stronger winds and rain heading this way. We will keep
