Every day the health care system is under huge pressure. | :01:39. | :01:44. | |
A typical 24 hours sees 1,000 people transported | :01:45. | :01:48. | |
by ambulance, 5,000 in hospital beds, 24,000 get a care | :01:49. | :01:53. | |
package at home and 28,000 go to their GP surgery. | :01:54. | :01:58. | |
Behind all these figures, very human stories. | :01:59. | :02:01. | |
He has been waiting a year and a half for treatment | :02:02. | :02:07. | |
He says his eyesight has been deteriorating and he fears he's been | :02:08. | :02:11. | |
If I had not have liked, nothing would have happened. I am not | :02:12. | :02:24. | |
knocking the NHS, is a wonderful system but sometimes you fall | :02:25. | :02:30. | |
between two systems and unfortunately I am one of the | :02:31. | :02:31. | |

managers called for urgent action It says that the ?4.9 billion | :02:34. | :02:36. | |
allocated to health in the next year The health budget will get an extra | :02:37. | :02:51. | |
3% next year however the demand has grown by 6% a year so we're not | :02:52. | :02:55. | |
keeping pace and despite a lot of tremendous cost saving measurements | :02:56. | :02:59. | |
going forward in recent times, we're spending 50% of the Northern Ireland | :03:00. | :03:02. | |
block. The report is supported | :03:03. | :03:02. | |
by over 50 organisations. It says politicians need | :03:03. | :03:05. | |
to take urgent action. It calls for a timescale for action, | :03:06. | :03:07. | |
a transformation fund and strong Some change is already underway | :03:08. | :03:10. | |
but difficult decisions lie ahead such as reducing the number of acute | :03:11. | :03:16. | |
hospitals, centralising some services and moving some care out | :03:17. | :03:18. | |
of the hospital and into the home. This is the man the Health Minister | :03:19. | :03:23. | |
is looking to for advice. There are solutions. If one just | :03:24. | :03:40. | |
keeps on working on the margins, one cannot cope with those pressures. We | :03:41. | :03:46. | |
will have to be able to convince but the population and the patients and | :03:47. | :03:51. | |
the professionals and the politicians that reconfiguration is | :03:52. | :03:57. | |
inevitable. This is not about closing hospitals, it is getting the | :03:58. | :04:02. | |
best configurations of hospitals so we get the best possible outcome for | :04:03. | :04:06. | |
patients. If we don't have a broad political consensus, will not get | :04:07. | :04:10. | |
the reforms we need to deliver a world-class help system in Northern | :04:11. | :04:14. | |
Ireland but the system we love is in serious jeopardy. This report is | :04:15. | :04:17. | |
essentially a call for urgent action but any changes to staffing or | :04:18. | :04:22. | |
structures can prove controversial. The question is, are our politicians | :04:23. | :04:25. | |
willing to weather the storm. Now - more fears about the lack | :04:26. | :04:29. | |
of money for another MLAs have backed a motion calling | :04:30. | :04:32. | |
on the Health Minister to ring-fence the budget for the fire and rescue | :04:33. | :04:38. | |
service, claiming proposed cuts But Simon Hamilton accused some | :04:39. | :04:42. | |
parties of scaremongering saying no More than 50 firefighters came to | :04:43. | :05:01. | |
Stormont to support a political cause to protect the service from | :05:02. | :05:05. | |
cutbacks in a new DUP First Minister was among politicians happy to pose | :05:06. | :05:11. | |
with them. Behind the smiles, her Health Minister found himself under | :05:12. | :05:15. | |
attack from across the chamber, accused of planning cuts which will | :05:16. | :05:19. | |
put the service and those it protects it brisk. Our service is a | :05:20. | :05:23. | |
matter of life and death and we see that as very important. We are not | :05:24. | :05:27. | |
going to stand by and allow Fire Service personnel to be put at risk. | :05:28. | :05:33. | |
MLAs were told the interim chief fire officer recently warned that | :05:34. | :05:35. | |
proposed cuts between five and 10% would result in unacceptable risk | :05:36. | :05:40. | |
level. There it is in black-and-white. The most senior | :05:41. | :05:45. | |
fire officer in the country, a man with nearly 30 years experience of | :05:46. | :05:50. | |
protecting our community, effectively pleading with government | :05:51. | :05:54. | |
to show some sense. The DUP 's executive colleagues joined in the | :05:55. | :06:01. | |
attack. I question, can anybody actually stand hand on heart and say | :06:02. | :06:06. | |
that a reduction in ?12 million in a budget isn't having a detrimental | :06:07. | :06:12. | |
impact in relation to the service. Can the Minister give us a guarantee | :06:13. | :06:17. | |
today, as a result of these budget cuts that there will be no risk to | :06:18. | :06:23. | |
public safety and firefighter safety with such reductions? The minister | :06:24. | :06:26. | |
said he had not made any final decisions. They have been some | :06:27. | :06:30. | |
scaremongering today, talk of a savage cuts and one of the courts | :06:31. | :06:35. | |
made by one of the members but as I have said before, there are no | :06:36. | :06:39. | |
budgetary proposals in place by the Fire and Rescue Service or indeed | :06:40. | :06:42. | |
any other aspect of the Department's budget. A series of proposals are | :06:43. | :06:45. | |
currently out for consultation. The PSNI has been accused | :06:46. | :06:48. | |
of obstructing inquests into controversial killings | :06:49. | :06:50. | |
during the Troubles because it wants to protect the reputation | :06:51. | :06:54. | |
of the RUC. The claim was made on the first day | :06:55. | :06:57. | |
of a two week review of 56 legacy cases involving 95 deaths, | :06:58. | :07:01. | |
including killings by police One of Northern Ireland's most | :07:02. | :07:05. | |
senior judges, Lord Justice Weir, is assessing what needs to be done | :07:06. | :07:10. | |

circumstances in which it runs had been shot and that those best placed | :08:18. | :08:20. | |
to do that where those who shot them. The shootings in Ballymurphy | :08:21. | :08:26. | |
are just one of the D6 legacy cases being reviewed. The judge is being | :08:27. | :08:30. | |
asked to report on the state of readiness of each and which, if any, | :08:31. | :08:35. | |
can proceed to inquest hearings. It will then be up to the Lord Chief | :08:36. | :08:41. | |
Justice to decide what happens next. Likening the inquest to spinning | :08:42. | :08:44. | |
plates, Lord Justice Weir said there simply are not enough resources to | :08:45. | :08:47. | |
spend all of the plates all of the time. He said he hoped this review | :08:48. | :08:51. | |
would lead to an agreement about which plates need to spend more | :08:52. | :08:56. | |
urgently. The 10-day review started this morning with a discussion about | :08:57. | :09:02. | |
so-called shoot-to-kill cases in 1982 when RUC officers shot dead six | :09:03. | :09:07. | |
applicants. The time taken by police to disclose documents was repeatedly | :09:08. | :09:10. | |
highlighted as a resistance for the inquest being delayed. A lawyer for | :09:11. | :09:16. | |
the PSNI said it does not have the resources to do with a vast amount | :09:17. | :09:19. | |
of material living to the cases but a lawyer for the families of two of | :09:20. | :09:22. | |
the men shot dead said they believed a PSNI was dragging its heels | :09:23. | :09:26. | |
because it wanted to protect the reputation of the RUC. The judge | :09:27. | :09:32. | |
said the lack of disclosure of material from the PSNI was the | :09:33. | :09:37. | |
single biggest impediment to the inquest taking place. He said any | :09:38. | :09:40. | |
time there was light at the end of the tunnel for the families, the | :09:41. | :09:45. | |
PSNI extended the tunnel. The judge said he hopes the review will shed | :09:46. | :09:49. | |
some light on the cases without producing too much heat. | :09:50. | :09:51. | |

PSNI Chief Inspector Tony Callaghan said it was fortunate | :11:43. | :11:45. | |
the consequences were not more serious as it is clear in other | :11:46. | :11:48. | |
instances just how destructive fire can be but usually when oil tanker | :11:49. | :11:51. | |
He said the oil tank was about ten feet from the shed but the quick | :11:52. | :11:56. | |
work of the Fire Service kept the blaze contained. | :11:57. | :11:59. | |
He praised the officers on routine patrol who saw | :12:00. | :12:02. | |
the flames and got the family to safety. | :12:03. | :12:10. | |
Police investigating this attack have appealed for information. They | :12:11. | :12:14. | |
want to hear from anyone who noticed any suspicious activity at the time | :12:15. | :12:16. | |
of the attack to come forward. The case of a serving police officer | :12:17. | :12:19. | |
accused of threatening to arrest a High Court judge has been referred | :12:20. | :12:21. | |

maintains his innocence despite allegations | :12:25. | :12:26. | |

limited to the Attorney General and he advised him to | :13:00. | :13:03. | |
carefully consider his own position because if found guilty, | :13:04. | :13:06. | |
he could face imprisonment. For his part, Mr Carlin | :13:07. | :13:11. | |
said he intended to be respectful and lawful at all times | :13:12. | :13:14. | |
but he challenged the jurisdiction of the court and demanded that | :13:15. | :13:17. | |
the case against him be withdrawn. Referring the case to | :13:18. | :13:22. | |

development at the old Sirocco works. The work he never got | :16:53. | :16:58. | |
started. A tumbling housing market and mounting debt meant the company | :16:59. | :17:02. | |
got into trouble. All 75 staff lost their jobs. Now for the first time, | :17:03. | :17:07. | |
staff are telling the story of what happened next in their lives. How | :17:08. | :17:13. | |
did feel that day? Being made redundant from your own company? You | :17:14. | :17:18. | |
don't feel very smart. It's not a pleasant place to be. Each time you | :17:19. | :17:22. | |
say goodbye to start you have valued and trained and helped and were | :17:23. | :17:26. | |
friends as well. It certainly was not pleasant for Jerry. He will | :17:27. | :17:31. | |
never forget the 10th of December 2010, the day he lost his job. It | :17:32. | :17:37. | |
was very difficult, being employed for 40 years with the one company | :17:38. | :17:41. | |
and growing through the company from being an apprentice joiner in 1971 | :17:42. | :17:47. | |
to being technical director and then being out of work was a difficult | :17:48. | :17:50. | |
position for me. He decided to set up his own business as he felt like | :17:51. | :17:55. | |
there was no other choice. Companies are looking for new energetic young | :17:56. | :17:59. | |
people who are probably better qualified than I am. It's more | :18:00. | :18:04. | |
difficult the older you get. His colleague did manage to get a job | :18:05. | :18:08. | |
but that was not straightforward. I had to work in the UK for 15 months. | :18:09. | :18:12. | |
We were travelling Monday to Friday in the UK and it was hell is | :18:13. | :18:17. | |
building work but it was difficult on your family life. Is that the | :18:18. | :18:22. | |
important thing, just to keep working rather than waiting for the | :18:23. | :18:25. | |
perfect job? I would definitely advise to take a job. It may not be | :18:26. | :18:30. | |
the job you want but if you keep getting experience, the proper job | :18:31. | :18:37. | |
will come. As for the boss, he is busy constructing a new firm, having | :18:38. | :18:41. | |
learned lessons from going bust last time. It's a dramatic place to be | :18:42. | :18:46. | |
and an unpleasant place to be but it's not the end of the world. | :18:47. | :18:50. | |
