When the charity watchdog was set up in 2010, it began investigating | :01:02. | :01:10. | |
As a result Mr Tughan has been removed as a trustee and has lost | :01:11. | :01:17. | |
Now he's arguing Bangor and Victoria are not in fact charities at all, | :01:18. | :01:22. | |
I'm afraid I am going to have to fight this because it is wrong. | :01:23. | :01:31. | |
There is an injustice being done here. | :01:32. | :01:34. | |
They have grabbed control of Tughan family property and I regard it | :01:35. | :01:38. | |
There are 188 in Riverdale in Andersonstown, | :01:39. | :01:47. | |
88 in the Holywood Road area of East Belfast, | :01:48. | :01:50. | |
54 in the Harmin estate and Farmley Park in Glengormley | :01:51. | :01:53. | |
The total value of all the properties is estimated | :01:54. | :02:02. | |
As well as losing control of them, Mr Tughan is being asked to repay | :02:03. | :02:08. | |
any money he allegedly moved out of the charities - | :02:09. | :02:10. | |
a demand which he estimates could be in the region of ?10 million. | :02:11. | :02:15. | |
That's a total potential loss to Derek Tughan of ?25 million. | :02:16. | :02:20. | |

suspects, and can recommend that they face charges. | :04:53. | :04:55. | |
Michael Maguire was highly critical of some members | :04:56. | :04:59. | |
He said police informers involved in the Loughinisland attack, | :05:00. | :05:03. | |
and the importation of a huge consignment | :05:04. | :05:06. | |
of weapons from South Africa, had been protected. | :05:07. | :05:08. | |
Some police officers placed more value on collecting information and | :05:09. | :05:13. | |
protecting sources than on preventing crime. | :05:14. | :05:15. | |
But he didn't have any of them arrested. | :05:16. | :05:19. | |
And he didn't send any files to the Public Prosecution Service | :05:20. | :05:21. | |
recommending that they should face charges. | :05:22. | :05:26. | |
In an interview for tonight's BBC Spotlight programme, | :05:27. | :05:28. | |
the Chief Constable has expressed surprise. | :05:29. | :05:33. | |
There does seem to be some sort of distance between the strength | :05:34. | :05:38. | |
of the language in the report and the fact that we're not having | :05:39. | :05:41. | |
police officers even reported to the PPS. | :05:42. | :05:50. | |
If I got to a point where I was convinced in a very clear way | :05:51. | :05:53. | |
that collusion was a key element of the Loughinisland murders, | :05:54. | :05:56. | |
then I'd be looking to take that conclusion into evidence | :05:57. | :05:58. | |
through arrests, interviews, charges and reports to the PPS. | :05:59. | :06:06. | |
The Ombudsman has said that while there was sufficient evidence | :06:07. | :06:09. | |
for him to say some police officers had been involved in collusion, | :06:10. | :06:12. | |

as a result of the passage of time, some witnesses were no longer | :06:17. | :06:19. | |
