Social workers have described as shocking | :01:11. | :01:11. | |

The report follows an independent review of the Safeguarding Board | :01:17. | :01:19. | |
It has been criticised for not sharing vital information | :01:20. | :01:24. | |
in some cases and for failing to set up a panel | :01:25. | :01:27. | |
Our health correspondent Marie-Louise Connolly | :01:28. | :01:29. | |
Protecting children from harm is a huge responsibility from the -- for | :01:30. | :01:50. | |
the Department of Health. To improve how that works, the safeguarding | :01:51. | :01:53. | |
board was established. Made up of representatives including the | :01:54. | :01:57. | |
police, health trusts and social services, it aimed to establish | :01:58. | :02:00. | |
greater communication between groups sought to better protect children. | :02:01. | :02:05. | |
However, an independent review led by Professor Alexis Jay said the | :02:06. | :02:08. | |
board failed and what it was asked to do. Now appointed to lead the | :02:09. | :02:13. | |
National inquiry into child sex abuse, her findings here have caused | :02:14. | :02:18. | |
alarm. The report, I have to be honest was quite shocking, firstly | :02:19. | :02:26. | |
with the clarity, and it was very clear the concerns, but also Alexis | :02:27. | :02:29. | |
did not hold back from things difficult things that were hard to | :02:30. | :02:33. | |
read as a professional social worker. It is a highly critical | :02:34. | :02:36. | |
report which I led to the board spent too much time on wrong issues. | :02:37. | :02:40. | |
But tensions existed between those at the top and a lack of structure | :02:41. | :02:48. | |
provided, prevented vital information being shared. For | :02:49. | :02:50. | |
example, on that board, if the medical profession agreed to share | :02:51. | :02:53. | |
with the trusts, everybody else, for example the mental health and | :02:54. | :02:56. | |
well-being of the parent, and then the becomes unwell, they can share | :02:57. | :02:59. | |
that information with the social worker who can take preventative | :03:00. | :03:04. | |
action. It is that critical sharing of information that helps us to work | :03:05. | :03:08. | |
preventively rather than waiting until the incident happens. While | :03:09. | :03:11. | |
the review does not the children were harmed as a result of poor | :03:12. | :03:14. | |
practice, it does say that the proper mechanisms were not in place | :03:15. | :03:18. | |
for properly recording children's deaths. We do have children who die | :03:19. | :03:23. | |
in unexpected circumstances. Particularly our adolescence. And | :03:24. | :03:29. | |
what she says in this report is that the overview panel had not been set | :03:30. | :03:32. | |
up but there is too many processors and a lot of confusion about who | :03:33. | :03:37. | |
gets what information when a child dies, particularly when it is | :03:38. | :03:40. | |
unexpected. That has to be streamlined and it has to be clear | :03:41. | :03:44. | |
what happens. One of the running themes in this review is the lack of | :03:45. | :03:48. | |
communication that existed between the various organisations in place | :03:49. | :03:52. | |
to protect children. But perhaps equally shocking is the fact that | :03:53. | :03:57. | |
very few people who work in this area have been informed of the | :03:58. | :04:00. | |
review's recommendations, or have even been told that the report has | :04:01. | :04:06. | |
been published. The review makes 11 recommendations, including that the | :04:07. | :04:12. | |
board is notified of all deaths and children who have been significantly | :04:13. | :04:16. | |
harmed. Job protection must be prioritised. A review of staff roles | :04:17. | :04:20. | |
and grades should be undertaken immediately and learning must be | :04:21. | :04:24. | |
disseminated more quickly. The Department of Health says it has | :04:25. | :04:28. | |
asked for all of the recommendations to be fermented without delay. -- | :04:29. | :04:32. | |
implemented. Farmers were given some good news | :04:33. | :04:34. | |
over the weekend as the Treasury gave a commitment to guarantee | :04:35. | :04:37. | |
direct payments to them until 2020. The move has been welcomed | :04:38. | :04:39. | |
by the Agriculture Minister Michelle McIlveen as a positive step ending | :04:40. | :04:42. | |
uncertainty over the UK's departure from the European | :04:43. | :04:44. | |
common agricultural policy. However, the Finance | :04:45. | :04:46. | |
Minister Mairtin O'Muilleoir has voiced his concern | :04:47. | :04:47. | |
that peace and cross border projects not approved within the next | :04:48. | :04:50. | |
three months could be in peril. Here's our political | :04:51. | :04:52. | |

peace fund bankroll high-profile projects like the peace Bridge | :05:50. | :05:53. | |
across the river Foyle, whilst it is cross-border programme financed | :05:54. | :05:57. | |
ventures like the goblin's walkway along the Antrim coast. The | :05:58. | :06:02. | |
Chancellor has guaranteed his approval for Project signed off | :06:03. | :06:05. | |
before his statement due in November, but after that he will | :06:06. | :06:09. | |
look at future schemes on a case-by-case basis. I have asked the | :06:10. | :06:14. | |
Irish Government -- have asked, the Irish government an Executive at | :06:15. | :06:19. | |
last to have a guarantee that all peace funding would be fulfilled and | :06:20. | :06:24. | |
honoured between now and 2020. He has fallen short of making that | :06:25. | :06:27. | |

could be up to ?150 million over the next five years. That prompted | :12:30. | :12:34. | |
several investigations, including a joint one by the Department of the | :12:35. | :12:39. | |
economy and the regulator Ofgem. It helped run the scheme here. With | :12:40. | :12:43. | |
being an industry, we have heard rumours were some of the | :12:44. | :12:46. | |
installations may not be to the scheme requirements. We welcome the | :12:47. | :12:50. | |
fact that Ofgem are now doing audits and accreditations on the schemes, | :12:51. | :12:53. | |
which will identify those which are not eligible to be in the scheme. It | :12:54. | :12:57. | |
was designed to be energy saving, not a scheme to make money. The | :12:58. | :13:06. | |
economy department have already been given pride of the review commission | :13:07. | :13:09. | |
to identify potential abuses but says there are no plans to publish | :13:10. | :13:12. | |
the report when it has been finalised. That just leaves a second | :13:13. | :13:15. | |

is dangerous. It should been closed to traffic years ago. It is | :18:05. | :18:08. | |
